    1. Introduction

    This report details the environmental noise assessment for the proposed pump station located at Corder Park in Nelson. The site is located adjacent Atawhai Drive/ State Highway 6 in Atawhai, Nelson. An aerial image showing the site location relative to the surrounding properties can be seen in Figure 1 below. Distances are provided to the location of the standby generator which is expected to be the dominant noise source on site.

    An existing pump station is currently located on the site which is to be converted to a storage chamber. The proposed development would include four new pumps located in a dry well of depth 5.3m. A generator is also located on site in a below ground Generator & Control Room. Cross sections of the development can be seen in the Aurecons drawings RC004 RC012.

    The development will be predominantly underground with batters to the west, south and east sides.

    2. Assessment of site

    A site visit was conducted on Tuesday 29 November 2011 to assess the site and install a noise logger to conduct unattended noise measurements.

    Noise measurements were taken over a 24 hour period using an ARL 316 Type 1 noise logger. The logger was installed approximately 20 metres from the roadway and 10 metres from the existing pump station on site. The location of the logger can be seen in Figure 2.

    The noise environment on the site is dominated by sporadic high speed traffic on Atawhai Drive (State Highway 6) which is typically constant at all hours. Measurements were carried out in general accordance with the provisions of the relevant New Zealand Standards, NZS 6801:1977 Methods of Measuring Noise and NZS 6801:2008 Acoustics measurement of environmental sound. No rain was recorded over the measurement period, there were significant overcast periods. The logger was calibrated before and after measurements. A summary of the recorded noise logger data is shown below in Table 1. Full logging results can be seen in the Appendix D. It can be seen in the noise monitoring charts that noise levels are reasonably constant throughout the night time period, with only the period around 2.00am showing significantly reduced noise levels. Nose levels measured at the logger location are expected to be generally representative of the noise levels at the nearest residents.

    The background (L90) noise levels measured at the monitoring location are considered to be representative of those at the residential and kindergarten receivers. However, as the nearest residence is approximately 80 metres further from the highway than the monitoring location, the Leq and L10 levels are expected to be approximately 14 dBA lower at the residence than the measured results.

    3. Environmental noise criteria

    The site is located in the Nelson City Council area and is subject to the conditions stipulated in the Nelson Resource Management Plan. The applicable planning maps and legends for the site can be seen in Appendix B.

    The site is zoned as Open Space Recreation with Coastal Environment and Scheduled Site overlays. The Nelson Resource Management Plan for Open Space Recreation Zones stipulates:

    OSr37.1: Noise levels measured at or within the boundary of any site in the residential zone must not exceed:

    Day time (7am to 10pm Monday to Friday and 9am to 10pm Saturdays Sundays and Public Holidays)

    Other times

    L10 45 dBA

    Lmax 75 dBA

    The site is expected to operate 24 hours a day, seven days per week and should therefore comply with the stricter other times criteria.

    It is generally accepted that noise emissions from emergency equipment may exceed the Management Plan levels by 5 dBA.

    Noise emissions from the odour control unit proposed to be located to the north of the new buildings are expected to be insignificant.

    Noise spectra for the various items of equipment have been assumed for this assessment based on the prediction methodology in Engineering Noise Control by Bies and Hanson (2009) and test data for comparable units provided by POWERGen. A summary of the maximum noise spectra are shown in Figure 5. All equipment suppliers must ensure that selected equipment does not exceed the specified values.

    Based on the equipment data, noise emission calculations are based on a maximum reverberant noise level of 90 dBA L10 in the Generator room (super silent model), and 112 dBA L10 in the pump room.

    The pumps are located in a 5.3 metre dry pit. The pit, together with the concrete roof provides significant acoustic shielding. Appropriate acoustic treatment will be provided to the access doors and hatches. Access hatches have been assumed to be minimum 3mm steel. It is understood that no ventilation openings are required for the pump room.

    The generator and control room is also to be located underground with a concrete roof. Doors are provided to the north side faade. Appropriate acoustic treatment will be provided to the access doors and ventilation openings in the form of acoustic seals and construction material to adequately control noise emissions. It has been assumed that ventilation inlet and exhaust ducts will be provided, with an area of 1m

    2 each. Attenuators will be provided to the ventilation air paths, and the genset will be fitted

    with appropriate acoustic exhaust silencers to achieve the environmental noise emission criteria. For the purposes of this assessment, it has been assumed that a 900mm long 50% open area attenuator will be required to both the intake and exhaust ventilation paths. Specification of these attenuators will be conducted in the detailed design stage when ventilation fans have been selected. Specification of the exhaust silencers will be developed with assistance from the generator supplier to ensure noise emissions from the exhausts does not exceed 65dBA at 7 metres.

    The generator would be tested periodically during the daytime periods. It is expected that the only night time operation would be during an emergency.

    The transformer is located outside, to the south of the proposed new building.

    The site will be unoccupied and therefore negligible impact from increased traffic noise is expected.

    5. Assessment of environmental noise emissions

    A computational model of the site was developed using the environmental noise emission software SoundPLAN 6.4. The model incorporates noise sources, buildings, surrounding terrain and makes predictions of noise emissions to the surrounding receivers. Predicted noise contours are attached in Appendix C. Predictions of noise emissions have been made in general accordance with NZS6082:2008. As shown in the contours, noise emission levels at the site boundary are predicted to comply with the DP noise limit of 45 dBA L10.

    Noise propagation from the site was predicted using the ISO9613-2:1996 model under calm meteorological conditions.

    The predicted noise levels from the proposed development at the nearest sensitive receivers are shown below.

    6. Conclusion

    An acoustic assessment of the proposed pump station at Corder Park in Nelson has been conducted. The assessment included noise measurements on site and prediction of noise emissions from the proposed equipment.

    Noise emissions from the proposed site have been predicted using SoundPLAN 6.4 computational noise prediction software. Acoustic mitigation measures in the form of building construction and ventilation treatment for the Generator Room have been provided in order to reduce noise emissions from the site to within the Nelson City Plan requirements. Provided the suitable noise mitigation measures are incorporated into the design, noise emissions from the development can comply with the Nelson City Plan requirements.
