1. Introduction Kilkenny County Council’s Landfill Site at Dunmore received its first Waste Licence (30/1) from the Environmental Protection Agency on the 23rd November 1999. In March 2001 an application was made to review this Licence, to incorporate an enhanced entrance, better infrastructural features and a further four cells. The EPA granted the review of the licence in May 2002 register no. 30/2. The reporting period for this Annual Environmental Report is from 01/01/18 to the 31/12/18. A Summary report for previous years reporting (2016 and 2017) are included in this document in lieu of missed submissions for those years. Dunmore landfill site reached its full capacity in March 2010 and ceased operation. Capping works commenced in September 2010 and were completed by December 2010 with the exception of top soiling and seeding which were completed in March/ April 2011.

2. Waste Acceptance

2.1 Waste Activities

Since the landfill closure waste from households and small commercial businesses is presented at the Recycling & Waste Disposal Centre where it is packed into 35cy skips and then taken off site by Greenstar to their waste facility in the Hebron Industrial Estate in Kilkenny City.

Waste is categorised as Mixed Municipal Waste (Wet Waste) and Dry Bulk Waste (C&I Waste), Food Waste, Green Waste (garden waste for composting) and Recycling (mixed paper, newsprint, plastic, cardboard, metal, WEEE, bottles & cans and textiles).

2.2 Recycling Many recycling streams are catered for at Dunmore such as:

2.3 Green Waste

In 2012 approval was given by the EPA to use one of the Waste Quarantine areas as a Green Waste collection point. This area holds approx. 40 tonnes of green waste i.e. grass, hedge clipping, plants, leaves etc. In 2018 the site took in 352 tonnes of green waste for composting. This is the highest annual tonnage of green waste taken at the site since segregation began in 2012. Green waste is taken off site by Colgan Transport NWCPO-17-12008-01 and delivered to Bord Na Mona, Kilberry, Athay, Co. Kildare. WO-1981.

2.4 Quantity and Composition The quantities of the various waste streams accepted at Dunmore in 2018 and the categorised breakdown can be found in Appendix A.

2.5 Deposition Methods

Waste presented at Dunmore Recycling and Waste Disposal Centre for disposal is handled in the following ways: -

Waste brought to the site by householders, contractors, or small businesses is placed by them in the compactor skips located in the recycling and waste disposal centre. When this container is full, it is collected, weighed and transported by Greenstar to their facility in Kilkenny City for pre-treatment and disposal. All recyclables brought to the site are directed to the appropriate location and are placed in the appropriate receptacle for temporary storage on site. As soon as these receptacles are full, site staff arrange for the removal of the material to an authorised materials recycling facility.

3. Environmental Monitoring

3.1 Landfill Gas Landfill gas migration monitoring results are submitted to the Agency every six months. Results for July to December 2018 are available in Appendix B. All gas wells on the site are harnessed and the gas extracted and flared thus reducing the landfills contribution to ozone depleting gases by a minimum of 90% and also reduces landfill gas odours. Balancing of the gas field to ensure an efficient calorific value at the flare is carried out a minimum of once a month and more frequently if needed. Records of gas balancing can be seen at the site office. No complaints relating to odour have been made since capping was completed in 2010.

3.2 Surface Water, Groundwater and Leachate Surface Water: - Surface water is analysed quarterly and the results are submitted to the Agency. There were no surface water parameter trigger levels exceeded in 2018. Groundwater: - Groundwater well quality is tested quarterly, and results are submitted to the Agency as set out in condition 9.1 and schedule F of the licence. Results throughout the year have shown no adverse effects to the ground water as a result of landfilling in the area, and a graphical display of parameters is available in Appendix C. Leachate: - The composition of leachate is tested at leachate manholes and holding lagoons quarterly and results are submitted to the Agency as set out in condition 9.1 and schedule F of the licence. There were no Leachate parameter trigger levels reached in 2018. All water analysis results are on file at the site office.

3.3 Dust monitoring

Dust Monitoring: - Dust Monitoring takes place three times a year and the results are submitted to the Agency. Monitoring took place in April, August and November. The August results showed an excedence of 2mg/m2/day at DG3 outside cell 8. There were no excedences of the 350mg/m2/day trigger level at any other time of monitoring in 2018. The results are shown in Appendix D: 4. Site Infrastructure and Development

4.1 Resource and Energy Consumption 4.1.1 Diesel Fuel: -The amount of fuel used on site in 2018 was approximately 1000 litres, which has been used in the site forklift.

4.1.2 Electricity: -. Electricity is used in the following buildings; weighbridge office, main offices and recycling centre office. It is also used to operate the weighbridge computer, pumps, lights, and heating, CCTV cameras etc. A three phase supply was installed to meet the demands of the revised licence and supply the recycling centre, gas flare, pumps, SCADA system and extended office.

4.2 Development Works

4.2.1. Development Works over the Reporting Period

No development works were carried out over the reporting period due to financial constraints.

4.3 Leachate Lagoon Integrity Tests In respect of Condition 5.12.2, an integrity test on the leachate-holding lagoons was carried out 2016. The objective of this survey was to determine the presence of defects within the lined containment area.

‘Geomembrane Testing Services Limited’, carried out an integrity test on the leachate holding lagoon in November 2016. This test is carried out using a Mobile Electrical Leak Location Survey (MELLS). The basic principle of MELLS involves impressing a high voltage DC supply across the geomembrane. The liner acts an electrical insulator between the cover material and the natural ground, and a uniformly potential field is distributed across the liner. If holes are present the current is channelled through the defects and the potential field is disturbed in these areas.

It was found that ‘the geomembrane liner was free of defects at the time of final inspection’. Detailed results of this integrity test were submitted to the agency in 2016. Testing will take place again in 2020.

Testing of Three oil bund drip trays was carried out in September 2018. This was also carried out by Geomembrane Testing Services Limited who carried out a hydrostatic test on the drip trays using still well and hook gauge apparatus to determine that the drip trays were fit for purpose and had shown no signs of defect. Certs of analysis on the three drip trays can be viewed at the site office. Testing on these drip trays will be carried out again in 2021.

4.4 Initiatives

The Dunmore facility and Kilkenny County Council partnered with the Kilkenny Rotary club in 2018 to introduce a collection point for the reuse of bicycles. Bicycles are taken free of charge at the facility and stored until such time as a load can be brought to Loghan House open prison where they are

refurbished and then shipped to the Gambia in Africa for reuse as a means of transport for kids and adults travelling long distances to school or work.

In June 2018 the Dunmore Facility held a Mattress Amnesty. All mattresses were taken free of charge on the day and sent to Boomerang Recycling, Cork for recycling. Over 600 Mattresses were taken in total.

5. Procedures

5.1 Emergency Response Procedure

Following an assessment of risk at the site in Dunmore, as part of our ongoing safety audits, procedures were put in place to deal with any emergency that may arise at the site. The main risks identified at the site are explosion, fire, oil/leachate spillage and injury to persons. A Fire Prevention Plan and Emergency Response contact details can be found in Appendix E.

5.2 Fire Prevention Plan

A Fire Prevention Plan was drawn up in 2018 for the safety and well-being of the employees, contractors and customers of the Dunmore Landfill & Recycling Facility and to minimise any possible environmental damage that a fire breakout may give rise to. It identifies measures to prevent fires, to suppress fires that may occur, and to evacuate in the event of a fire emergency. Education and training are provided on periodic intervals to enable all employees to understand the Fire Safety Plan. This plan can also be found in Appendix E and is on file at the site office.

6. Nuisance Control

6.1 Vermin Control: - ‘Pestkill-Pest Control Services’ visit the site every second month, to place bait for vermin control at the site. There are 12 no. specific and labelled locations at and surrounding the site where bait is placed in custom made boxes. Pestkill inspects these monitoring points monthly to see if the bait was taken or rodent activity if any are noted and bait is re-stocked if necessary. Monthly record sheets of the findings at the site are logged and kept on site.

6.2 Fly Control: - ‘Pestkill-Pest Control Services’ are also used if needed, for fly and wasp control in late Spring, Summer and early Autumn, and at other times if necessary.

7. Incidents and Complaints

7.1 Incident Reports No Environmental incidents occurred and no complaints of environmental issues or nuisances took place at Dunmore during the reporting period.

8. Staffing

8.1 Staffing Structure

Kilkenny County Council own and manage the landfill and recycling centre at Dunmore. The Environment Section manages the facility on behalf of Kilkenny County Council with Frank Stafford, as A/Senior Engineer of the Section. On site, Alan Rhatigan is the Site Caretaker at the site. The operatives at the site also include a weighbridge operator and 4 Civic Amenity Site operators. The site is open Monday – Friday, 8.00 to 4.30 and on Saturday from 8.00 to 12.00. The phone numbers at the site are 056-776-1999 and 056 776-7848. Any queries or complaints may be made to the site or to the Environment Section in County Hall (056-7794470). A flow chart outlining the management structure is attached in Appendix F. 9. Summary 2016 & 2017

The quantities of the various waste streams accepted at Dunmore in 2016 & 2017 and the categorised breakdown can be found in Appendix A.

Gas Migration monitoring results for 2016 can be found in Appendix B. No results were

taken in 2017 however this practice resumed in Q3 of 2018

Groundwater, Surface water and Leachate analysis can be viewed at the site office. During the reporting years 2016 and 2017 the quality of local groundwater was found to be of good status and the landfill was not interpreted to have impacted on it.

Dust Monitoring in 2016 was carried out in April, June & August and the trigger level of

350mg/m2/day was not exceeded during this time. 2017 dust monitoring was carried out in May, June & August and again the trigger level of 350mg/m2/day was not exceeded during these times. All results can be viewed at the site office.

Leachate lagoon test carried out and passed in 2016 as stated in 4.3 above. The report was

submitted to the Agency and can be viewed at the site office on inspection. Lagoon liner testing is due to be carried out again in Q3 of 2020.

Nuisance control during the reporting years 2016 & 2017 was carried out by Pestkill – Pest Control Services. Twelve strategically placed bait boxes are inspected and re-baited every second month. Rodent activity and bait details are logged and kept on file at the site office.

As with 2018 there were no environmental incidents or complaints of environmental issues or nuisances during the reporting years 2016 & 2017.

Staffing levels at Dunmore increased from 3 full time staff members to 6 full time staff members in May 2016 to meet the rising demands on the facility to service the local area. This number has been maintained through 2017 and into 2018.

A hard copy of this plan is to be located at the site manager’s office and will be brought to the attention of staff on site. Upon request a copy of this plan can be obtained from the site manager. This plan is for the safety and well-being of the employees, contractors and customers of the Dunmore Landfill & Recycling Facility. It identifies measures to prevent fires, to suppress fires that may occur, and to evacuate in the event of a fire emergency. Education and training are provided on periodic intervals to enable all employees to understand the Fire Safety Plan.

1. Introduction

The following is an overview of the possible fire risks associated with the Dunmore Recycling and Waste Disposal Centre.

To protect our employees, the public and the facility from the dangers of fire, Kilkenny County Council has developed a fire prevention plan to reduce the risk of potential injuries, death and property damage. This plan’s purpose is to identify and control fire hazards.

This document will look at areas of high risk determined by material type, storage, deposition methods and general activity in the identified areas. Possible causes of fire and the resulting effects on the environment, fire prevention, detection and control along with escape and safety to staff and the public are the main areas explored throughout this document.

Information within this document will be brought to the attention of all staff and contractors in order to highlight the correct course of action to be taken if a fire has been identified and will assist them in recognizing, reporting, and controlling fire hazards.

2. Causes and Environmental Effects Causes of fires:

arson or vandalism self-combustion (e.g. due to chemical oxidation) plant or equipment failure electrical faults naked lights discarded smoking materials hot works (e.g. welding or cutting) hot exhausts damaged or exposed electrical cables reactions between incompatible materials neighbouring site activities sparks from loading buckets or forks incompatible wastes hot loads deposited at the site

A fire within the capped landfill would have such effect as to:

Release fugitive emissions into the atmosphere. Damage basal liner causing contamination to ground water or soil.

Detecting and suppressing fires If a fire starts, the quicker it is detected and tackled the better. You must:

provide suitable portable extinguishers carry out regular inspections, including visual checks at the start and end of

every working day

3. Fire Prevention Stopping unwanted fires from occurring is the most efficient way to handle them.

It is important to understand and know the three elements of the fire triangle needed in order for a fire to start. 1).Heat 2).Fuel 3).Oxygen and that if only one component is missing, a fire cannot start.

Heat (Ignition Sources):

Smoking Vehicle exhausts Hot works, e.g. welding Poor electrical installations Self heating stockpiles Batteries and accumulators Arson

Fuel:

paper or cardboard plastics wood and wood composites rags and textiles waste fuels Fuel containers and aerosols electrical and electronic equipment such as fridges, computers and televisions

containing combustible materials such as plastic compost and plant material landfill gas

Oxygen:

Naturally occurring in the atmosphere. Prevention Measures: Potential ignition sources must be kept at least 6 metres away from fuel

sources listed above. Staff and contractors will follow safe working practice when undertaking any

hot works. Smoking is strictly prohibited in areas containing the combustible materials

listed above. The inspection of fire fighting equipment and good housekeeping in relation to

fire prevention is included in the site manager’s weekly inspection sheet. Security fencing and CCTV are in place to prevent/hinder intruders whom may

cause arson. Site vehicles (teleporter) are fitted with a fire extinguisher. All offices and canteen are fitted with appropriate fire extinguishers which are

serviced annually. A quarantine area is in use should a hot load be presented on site. Waste loads are moved off site on a weekly basis to prevent over stockpiling.

4. Fire Detection & Warning Systems & Control If a fire starts, the quicker it is detected and tackled the better. Should a fire be detected, staff will alert one another of the incident and initiate procedures set out in the site Accident Prevention Procedure (APP) and Emergency Response Procedure (ERP).

Due to the openness, size and varied nature of outdoor working zones on the site, mobile phones are thought to be the best form of communication and are to be utilised to communicate any incident or emergency among staff.

Portable extinguishers are provider around the site. In the Civic Amenity Site, the canteen and canteen porch, locker room, weighbridge and site teleporter.

Regular inspections are carried out, including visual checks at the start and end of every working day and annual servicing of the units.

Smoke detectors are fitted also in the canteen and office.

5. Fire Escape, Signage & Lighting All fire exit doors must be kept free of obstruction at all times. These are:

The weighbridge office Canteen/office main door Locker/shower room main door. Thumb locks installed on all internal doors to prevent occupants being locked

inside. The main site entrance and roads are to be free from obstruction at all times

to allow easy access to emergency services should the need arise. A fire assembly point is located and signage provided to the right of the main

N77 entrance as the site is exited.

6. Fire Response Planning & Staff Training

Fire Response Plan

The site Caretaker and or the appointed site Fire Warden are the primary point of contact should a fire break out.

If staff identify a fire or potential threat of a fire they must contact the site Caretaker immediately.

The total staff assigned to Dunmore Recycling & Waste Disposal is Six.

Staffs trained in the use of portable fire extinguishers will use the units where applicable and if deemed safe to do so.

The site teleporter can be utilised where necessary to assist with initial fire breaks.
