CLEANER PRODUCTION OVERVIEW
“Traditional environmental thinking focuses on what to do with wastes and
emissions after they have been created. Cleaner production avoids or
minimizes waste and pollution even before it is generated! Therefore it is
called “pollution reduction at source”.
The key difference between pollution control and cleaner production is one of
timing. Cleaner Production can be seen as recognition of the need to consider
the complexity of sustainable production. While the earlier focus on pollution
control was an after-the-event, „react and treat‟ approach, cleaner production
is a proactive, „anticipate and prevent philosophy‟. Prevention is, as is well
known, always better than cure.
Cleaner production does not only go together with environmental
performance. When minimizing waste and pollution through cleaner
production, a reduction in consumption of raw materials, water and energy is
also achieved. Cleaner production thus also goes together with productivity
increase. Cleaner production strives to get as close to 100% resource efficiency
as possible – within the barriers of what is economically profitable. It is
important to stress that cleaner production is not simply a question of
changing equipment, cleaner production is a matter of changing attitudes,
applying know-how, and improving production processes as well as the
product.
DEFINITION OF CLEANER PRODUCTION
Cleaner production is defined as “continuous application of an integrated
preventive environmental strategy to processes, products and services to
increase the overall efficiency and to reduce risks to humans and
environment” In production processes, cleaner production includes the saving
of raw materials and energy, the elimination of toxic raw materials and the

reduction in the quantities and toxicity of wastes and emissions. In product
development and design, cleaner production aims at the reduction of negative
impacts throughout the life cycle of the product from raw material extraction
to ultimate disposal. In services, cleaner production advocates the
incorporation of environmental considerations into the design and delivery of
services as mentioned before cleaner production is the continuous application
of a preventive strategy and methodology.
Cleaner production is:
A problem-solving strategy that uses a collection of analytic tools to
improve the efficiency of production processes and improve
profitability.
A business-focused, profit-driven approach that can be transparently
integrated into a business planning process.
Relevant to all sizes of enterprise, from home-based to multi-national.
Other concepts similar to cleaner production are:
• Waste minimization.
• Pollution prevention.
• Green productivity.

BASIC CONCEPT OF CLEANER PRODUCTION
These are fundamentally the same as cleaner production; with the basic idea
to make companies more efficient and less polluting. The goal of cleaner
production is to avoid pollution by using resources and raw materials to the
utmost possible. This means that a higher percentage of the raw materials are
turned into valuable products instead of being wasted. Many cleaner
production improvements require little or no initial investment or have rapid
payback.
CLEANER PRODUCTION VERSUS ‘END OF PIPE’
Up to now, conventional environmental technologies have mostly worked on
the treatment of existing waste and emissions (examples: air filter technology,
waste water treatment, treatment of sludge, waste incineration etc). As this
approach takes up things at the end of the production process, it is also
referred to as end-of-pipe technology. It is essentially characterized by
additional expenses for the company and a shifting of problems (examples:
production of sewage sludge through waste water treatment, production of
gypsum from flue gas, etc.) End-of-pipe treatment focuses on reducing the
pollution load, but you do not recover the lost raw materials. Therefore, end-
of-pipe treatment is always expenditure, whereas cleaner production brings

economic benefit in addition to the reduced pollution load. Cleaner
production is the same as waste minimization and pollution prevention.
Cleaner production is also a useful step towards Environmental management,
e.g. ISO 14001. Cleaner production aims to systematically integrate
environmental objectives into the production process to reduce waste and
emissions in terms of quantity and toxicity and thus to reduce costs.
Compared to the disposal by external services or to end-of-pipe technologies,
it presents several advantages:
Cleaner production in the sense of reducing the quantity of materials,
water and energy used essentially presents a potential for economic
solutions.
Due to an intensive exploration of the production process, the
minimization of waste and emissions generally induces an innovation
process within the company.
Responsibility can be assumed for the production process as a whole;
risks in the field of environmental liabilities and of waste disposal can
be minimized.
Waste and emission minimization is a step towards a more sustained
economic development.
While conventional waste management asks „what can we do with existing
waste and emissions?‟
Cleaner production asks:
• Where do our waste and emissions come from?
• Why have they turned into waste at all?
• How can we minimize waste and emissions?
Therefore, the essential difference lies in the fact that cleaner production does
not simply treat the symptom but that it tries to get down to the source of the
problem.
A further characteristic of cleaner production is the idea of regarding the
company as an entity. This means that cleaner production recognizes that raw

materials, energy, products, solid waste as well as emissions into the water
and the air are closely intertwined with the production process -
notwithstanding the fact that the areas of water, air and soil are legally
independent.

• Improved production efficiency.
• More efficient use of raw materials, water and energy.
• Recovery of valuable by-products.
• Less pollution.
• Lower costs for waste disposal and wastewater treatment.
• Improved image.
• Improved occupational heath and safety.

• Reduced environmental liability.
Cleaning up afterwards and treating the waste is not enough. Cleaner
production helps to protect the environment by reducing pollution and waste
at source. This minimizes the environmental impact, improves efficiency and
reduces costs. Cleaner production is relevant to all industries, whether they
are small or big, or whether they have a low or high consumption of raw
materials, energy, and water. The most convincing benefit of cleaner
production is its ability to reduce the consumption of resource and
materials. Savings in water, energy and materials bring direct reductions
increasing cost of raw materials, energy and water, no company can afford to
lose these resources in the form of waste.
What is Cleaner/Clean Technology?
Cleaner / Clean technology is a manufacturing process which is by nature or
intrinsically:
Reduces effluent and other waste production;
Maximizes Product quality;
Maximizes raw materials and energy and any other input use.
Thus one technology may be thought of a subset of cleaner production
activities with a focus on the actual manufacturing process itself and
considers the integration of better production systems to minimize
production efficiency from many or all inputs.
Clean technology may be an impossible or difficult goal as it can be
considered as the ultimate of the search for an inherently clean technology
with no unwanted by products, total use of inputs and full efficiency. On
the other hand it may be used as a comparative term, and just be better
than another technology.

ABOUT GUJARAT CLEANER PRODUCTION CENTRE
Realizing the potential of C.P., for the
industries located in Gujarat State,
Gujarat Cleaner Production Centre
(GCPC) was established in August 1998
with the technical support of NCPC
and UNIDO and with the financial
support of GIDC. There are about 43 CP
centers established in all over the world
with the support of UNIDO/UNEP. From
August, 2008 Gujarat Cleaner Production
Centre is Registered as a Separate Entity
under Society and Trust Act. GCPC is one of the 4 regional Cleaner Production
Centre of India.
Though GCPC is a Regional Cleaner Production Centre, UNIDO has recognized
the Centre at par with National Cleaner Production Centre by putting this on
their website.

Gujarat, known as one of the industrialized state of the country, has so far
actively worked towards environment preservation. As the India‟s major
industrialization sectors viz. Chemicals and petrochemicals have grown more
widely in the state, other sectors like textiles, pharmaceutical fertilizers and
engineering etc are also playing a great role in developing the state economy.
Gujarat Industrial Development Corporation (GIDC), an organization for
industrial development has so far established 175 industrial estates, out of
which 13 estates have been developed to accommodate chemical industries.
Due to rapid industrialization, pollution problems are being critical. Hence
End-of-Pipe (EoP) concept was implemented. As a part of EoP solutions,
effluent collection systems, common effluent treatment plants, secured
landfill sites have been created and commissioned in various industrial estates
of the state.
These End of Pipe (EoP) approach demands high operational and maintenance
cost. Expenditure of about Rs.1000 crores has been made in this EoP
Treatment. The concept of End-of-Pipe treatment considered the industrial
process as a "black box" and looked at waste alone after it is generated. The
experiences from industrialized countries have shown that the EoP control is
not a solution to the problem but only a short-term strategy for environmental
management. This notion often leads to poor implementation of
environmental regulations due to lack of conviction amongst the
implementing authorities.
Cleaner Production (CP) offers an alternative to the conventional EOP
strategies practiced by the industries. CP aims to prevent waste and emission
to be generated in the first place. This reduces the need to install and operate
often expensive end-of-pipe control facilities like wastewater treatment plants,
gaseous emission treatment and disposal of solid & hazardous wastes and

saves input resources (water, raw materials, chemicals & energy) from being
lost in the form of waste and emissions.
GCPC plays an important role in education, permeating and providing
knowledge as well as expertise to tackle with various environmental issues
that the various sectors of the industry shall need to address in the current
scenario or in the near future. GCPC believes in prevention rather that cure.
GCPC is actively engaged in the promotion of Cleaner Production (CP)/Clean
Technology (CT) through its various activities like Orientation Programmes, CP
Assessment Projects, and C.T. Assessment Projects etc. It has taken up
demonstration projects in many industries of various sectors i.e. Dyes & Dye
Intermediates, Pharmaceuticals, Textile, Fish Processing, Petrochemicals,
electroplating, pulp & paper industry, and also service sectors like hotels and
hospitals etc. Results of these projects are very encouraging and industries are
getting Economical as well as Environmental Benefits.
In an era, where competition is very high, if attitude for adopting CP
techniques is achieved, then probably half the battle will be won. We can then
perhaps, with pride give our coming generation a better world to live.
GCPC is one of the service provider for the Dyes and Dye Intermediate and
textile sector of Gujarat for “Clean Technology (CT) Promotion in India”
Project of UNIDO and State Secretariat for Economic Affairs (SECO),
Switzerland. CT is an extension of CP & the main focus of CT projects would
be to identify environmentally sound technologies suitable to SMEs of India.

GOVERNMENT OF GUJARAT INITIATIVES
1. Industrial Policy 2003
Under the Gujarat Industrial Policy – 2003, Industries and Mines Department
had declared a Scheme for Assistance to Environment Protection Measures
vide GR No. – APN/102003/1161(9)-I, dated 10th June, 2004 such as Waste
Minimization Techniques, Waste Exchange Networking Centres,
Demonstration Projects, Environmental Management System, Environment
Related Studies, Water Audit, Energy Conservation. MS, GCPC is the Member of
the State Level Appraisal Committee for this scheme. Industrial Policy 2003 is
attached as Annexure- I.
2. Establishment of Gujarat Cleaner Production Centre
With the implementation of Cleaner Production practices in the various
sectors of industries, there is a significant environment improvement and
increase in the productivity. In this regard in the State, Gujarat Cleaner
Production Centre (GCPC) has been established in the year 1998 with the

technical support from UNIDO & National Cleaner Production Centre (NCPC),
New Delhi and financial support from GIDC. For sometime past a need was
felt to have an active separate organization called Gujarat Cleaner Production
Centre (GCPC). GCPC is now a separate society under Society Act-1860 & Trust
Act-1950 since August, 2008. Refer Annexure-II.
3. Cleaner Production Promotion and Propagation in Gujarat –Financial
Assistance for CP projects
It is a matter of fact that the rapid growth of the industries in the last two
decades has resulted into the improved industrial production leading to the
economic prosperity and improved standard of living in the State.
Simultaneously, the rapid industrialization coupled with urbanization has also
resulted into numerous environmental issues. Considering this, the Forests
and Environment Department in a proactive approach took various initiatives
to tackle the industrial pollution through Promotion and Propagation of
Cleaner Production, a tool to achieve Sustainable Development. The benefits of
Cleaner Production (CP) are not only in terms of economic advantages to the
industries, but CP has also helped in reducing the wastes and improving the
environmental performance of various industries. Cleaner Production has
been successful in replacing the end-of-the-pipe treatment besides improving
the productivity in many cases. The Forests and Environment Department,
therefore, decided to promote and undertake various activities including the
CP clinic cum awareness programme for different industrial and service
sectors, intensive training programme, CP database creation, practical
demonstration projects, CP dissemination workshops, etc. was under
consideration to decide a policy for promotion and propagation of the CP
through the State‟s budget.

4. Gujarat Cleaner Production Award
Under the World Bank assisted Environmental Management Capacity Building -
Technical Assistance project, the State Government in the Forests and
Environment Department took initiatives in a proactive way to tackle the
industrial pollution issues through promotion and propagation of Cleaner
Production (CP). The Forests and Environment Department built the capacity
of the industrial entrepreneurs, environmental consultants, academic
institutions and the NGOs in the State in addition to implementation of
various practical CP demonstration projects in selected industrial sectors. The
results of the CP approaches adopted by the industrial sectors are quite
encouraging. The Government is keen to sustain the CP initiatives and achieve
the multiplier effect of CP in the State. The State Government therefore
decided to institute "Gujarat Cleaner Production Award" since 2004 to
appreciate an industry, which implements the CP practically and achieves
significant / exemplary environmental benefits and improvement and
increasing the productivity at the same time.
A certificate of appreciation and a trophy is awarded every year to one
industry in small or medium scale sector and one in large scale sector from
the State. The committee considers the applications received from the
industrial entrepreneurs of Gujarat, who have successfully implemented the
CP in their unit / industry and would decide the winner for the award. The
committee also prepares detailed guidelines including application format,
eligibility criteria, selection procedure, etc. For downloading this Government

Gujarat Cleaner Production Centre (GCPC) is functioning as an ENVIS - Centre
on the subject area "Cleaner Production and Technology". GCPC has started its
activities as ENVIS Node from January '03. The Node has been converted to
ENVIS Centre from February 2005. As a part of the various activities of the
centre, web site of GCPC-ENVIS has been launched. GCPC has already
published nineteen issues of (quarterly) Newsletter. GCPC - ENVIS centre
through working on the various objectives is trying to spread the concept of
Cleaner Production / Cleaner Technology.

includes Sustainable Development Database in which GCPC is one of the SDN
Partners. In today‟s era the most recent source for dissemination of
information is web site. Web site of GCPC has been launched

i.e. from introduction to success stories. We are also trying to solve the

2) DATA BASE
Database Creation and Collection on CP-CT: -
GCPC is a nodal agency to work for CP practices in the state. We have started
multidimensional activities for further spreading the concept of CP.
The Centre has completed around 25 CP Assessment Projects in different
sectors like Chemical & Petrochemicals, Dyes & Dye Intermediates,
Pharmaceuticals, Fish Processing, and Textiles etc. GCPC has also completed 8
CP Demonstration Projects in 4 Sectors i.e. Pulp & Paper, Electroplating, Hotels
and Hospitals. Most of these industries have implemented major CP tools
suggested in the report. Success Stories of the same have been documented
and will be disseminated through Web Site, News-Letter, Guidelines and other
sources for the multiplier effect.
The Centre has also published literature like Leaflets, Booklets etc in regional
language. One of the main objectives of GCPC includes creating the data bank

on CP-CT. We have developed a good library comprising of Books, Journals,
Training Manuals, Reports related to CP-CT and Environment. Since the
CP/CT concept is new one, the data available is not enough hence generation
of data is also important GCPC has identified Key Resource Persons (KRPs),
who are experts in Cleaner Production. They have been requested to share
their success stories, case studies, and databases with us.
Identification of Data Gaps and Action Taken: -
The Centre has decided to study major unit process/unit operations, CP-CT
practices used in SSIs of Chemical Sector in the state. One such study has been
completed in the Ankleshwar Industrial Estate (one of the big estates). At
Present the Project of Cleaner Production is being implemented in Dairy Sector
at Anand, Ahmedabad, Mehsana, Himatnagar and Gandhinagar in which
information regarding major unit processes and unit operations involved in
the present practice is being collected. The Centre has covered following type

GCPC-ENVIS Centre
GCPC is working on CP/CT in Dairy Industries and Textile Industry in Gujarat.
The Awareness and orientation Programme in both sectors on CP/CT and
disseminating the concept of CP/CT which is one of the objective of ENVIS
Centre. The aim of the study is to identify the gaps between current practices
used in the industries and latest technologies available at national and
international level. With the identification of these gaps the road map for
implementing Clean Technologies in these industries can be decided.

Time Taken To Respond the Queries
We give a very quick response to the users. For the local users we invite them
at our facility so that discussions can be done. We also provide information by
e-mail or by post or so. If needed further correspondence is done.
For the above queries International Reference centre, Switzerland and other
national experts are approached. And after identification of technology gap,
opportunities for clean technology may be identified.

8) ENVIS CENTRE STATUS IN THE ORGANIZATION
Location of Centre:
GCPC –ENVIS Centre is located separately, cabin with available infrastructure,
Block No. 3, 4th floor, GIDC office, Udhyog Bhavan, Gandhinagar.
The Centre has procured two computers with three printers, scanners, copier,
and laptop with necessary soft wares. The scanning and photocopying
facilities are available with the Centre.
The working environment is very pleasant and the whole team is working as
family members with team spirit.
Two separate chambers centrally air conditioner of size 3.65 m X 3.0 m and
2.60 m X 3.0 m has been made exclusively for ENVIS Centre. Computers with
necessary infrastructure have been provided in these chambers.
In the ENVIS centre, while Chemical Engineers and Environment Engineers are
working exclusively, the other engineers including Member Secretary and
Senior Engineer of GCPC are also working for ENVIS centre. Also, logistic
support whenever required is provided from GCPC and GIDC.

All the computers of the centre are in connected through LAN. Library and
database of the centre is also networked with the host organization.

Networking with 40 National Cleaner Production Centres of about
40 countries, established by UNIDO.
Newsletters are circulated to all the ENVIS partners, Academic institutions,

ACTIVITES DURING 2008-09
CLEANER PRODUCTION TOUR/TRAINING OF OFFICIALS FROM
IPICOL (INDUSTRIAL PROMOTION AND INVESTMENT
CORPORATION OF ORRISA LTD)
Gujarat Cleaner Production Centre has been active in the implementation of
activities in close cooperation with national experts. Thus, under the UNIDO
(United Nation Industrial Development Organization) project in Orissa, a study
tour was planned from 16 to 20 March 2009 to Gujarat Cleaner Production
Centre.
Following officials from IPICOL visited Gujarat from 15/3/2009 to 20/3/2009
got first hand experience of Cleaner Production and Cleaner Technology
work carried out by GCPC in the State of Gujarat.

Cleaner Production.
During this tour the officials met Shri Arvind Agarwal, IAS, Chairman, GCPC
and VC & MD, GIDC. Mr. Agarwal mentioned the measures taken by GIDC

through end of pipe as a reactive approach and also by establishing Gujarat
Cleaner Production Centre to promote Cleaner Production and Cleaner
Technologies as a proactive concept.
Mission met Mr. Sahu, IAS. Principal Secretary (I&M Dept.) GoG. Mr. Sahu
discussed various industrial policies wherein Cleaner Production and Cleaner
Technologies have been included with some financial incentives.
The Mission visited BISAG (Bhaskaracharya Institute for Space Applications
and Geo-Informatics) Dept. Of Science and Technology, GoG. Dr. Singh,
Director of BISAG made presentation on work done by their Institution in
preparing digitized map of Industrial estates of Gujarat. With the help of
Satellite images and GIS one can find out existing status of Industrial Estate
and Environmental parameters like water pollution, green area and air
pollution. This tool also helps in sitting of new Industrial Estates.

The Mission visited Pilot Plant of Plasma Technology developed by M/s. PET,
USA and discussed various issues with Mr. Paresh Mevavala of M/s PET.
Mission visited GEPIL (Gujarat Enviro Protection and Infrastructure ltd.) and
Sachin Industrial Estate of Surat. They visited facility of Solid Waste disposal
and Common Incinerator. After visit of GEPIL, officials of IPICOL discussed
with M.S. GCPC about various issues on CP & CT and appreciated the work
done by GCPC. It was also discussed to continue interaction between IPICOL
and GCPC to exchange views and to formulate further road map.
Mission visited M/s Asian Paints at Ankleshwar Industrial Estate, Mr.
Swaminathan, Head, Env. Dept. of M/s Asian Paint and his colleagues made
presentation on successful implementation of Cleaner Production in Asian
Paints. The Mission also visited C.P. Gallery of Asian Paints. In the afternoon
the Mission visited Ankleshwar Industrial Estate wherein officials from the
Association discussed in detail of various activates related to CP &CT carried
out by them in association with GCPC. The mission also visited common
facility of Effluent Treatment and Solid Waste Disposal site and Common
Incinerator of Ankleshwar Industrial Estate.

The Mission visited Cleaner Production Centre of Naroda Industrial Estate.
Bharat Jain, M.S. GCPC and Shri Rayaji Patel, Chairman, Cleaner Production
Centre, Naroda made presentation and discussed various projects
implemented in Naroda Industrial Estate. The Mission also visited common
facilities of Effluent Treatment and Solid Waste disposal site. Prof. Vipul
Shah, Convener of Cleaner Production Centre, Vatva discussed various issues
related to Cleaner Production and Cleaner Technology and also explained
various activities taken by their Centre in association with GCPC.

Bharat Jain, M.S. GCPC made detailed presentation on concept of CP & CT,
establishment of GCPC with its objectives, various activities taken up by the
Centre with success stories of implementation of CP in various Industries of
the State. A Brain Storming Session on Cleaner Production and Clean
Technology activities in Gujarat was organized by GCPC under the
chairmanship of Shri R. Parthasarathy, Retd. IAS., who is actively engaged in

ENERGY CONSERVATION AWARENESS PROGRAMME FOR

Gujarat Cleaner Production Centre (GCPC) is actively engaged in the
promotion of Cleaner Production (CP)/Clean Technology (CT) through its
various activities like Orientation Programme, CP Assessment Projects, and
C.T. Assessment Projects etc. Mainly cleaner production includes waste
minimization, water and energy conservation, introduction of new
technology, avoiding hazardous chemical etc. Gujarat Cleaner Production

“CLEAN TECHNOLOGY FOR ECONOMIC DEVLOPMENT”
PROGRAMME BY UNIDO AT BAHRAIN
UNIDO had organized a Clean Technology Forum in Bahrain on 2 to 4
February „2009. The main Title of this forum was “CLEAN TECHNOLOGY FOR
ECONOMIC DEVLOPMENT”. The main objective of the forum was to help the
regional governments in facilitating access to cleaner technologies and
creating capacity decision making in cleaner technology transfer as well
as establishing Best available Technologies (BAT) and Best Environmental
Practices(BEP) forum for the Arab Gulf Countries.
The participants of the forum were High level representatives of the public
sector at the level of mayors and ministers, as well as private and public
institution dealing with environmental issues. The forum covered the
following Technical sessions:
Water Management and Water Productivity.
Renewable Energy.
Cleaner Production and Resource Efficiency.
BAT and BEP forum for the GCC region.
Investment Promotion.
During this forum Mr. Bharat Jain, Member Secretary of Gujarat Cleaner
Production Centre was invited to participate. He made presentation on various
project of the cleaner production and related cleaner technology completed by
GCPC in different industries located in Gujarat. He also discussed about ENVIS
network, all participants took note of this network and mentioned that the
data available on ENVIS would be useful them.

GREEN SOCIETY
Along with the development of industries, preservation of
environment is also necessary. Looking to the Environment
development of different industrial Estate of the Gujarat
state and growing performance of the various Estates, it has
been decided to form a Green Society in every industrial
estates of GIDC (Gujarat Industrial Development
Corporation).
With a view to maintain ecological balance by beautifying the Estate by tree
plantation thus to convert the industrial estates into industrial parks. It is
decided that any usable area for plantation in the form of Green Society,
Utility plots, Common plots, Central Vistas, Gardens, Un-allotable areas, Utility
Corridors, Low lying areas, maximum available strip of road land width
between road carpet and boundary of plot, etc is identified for the purpose.
The vision is to aid the development of a thriving group sufficient Economy
and Co-operative Community of socially responsible consumers, business and
educators that work together to create a “Green Society”.
Gujarat Cleaner Production Centre has established Green Society along with

AWARENESS ABOUT CLEANER PRODUCTION THROUGH NEWS
PAPER ON ENVIRONMENTAL DAY 5 JUNE, 2008
World Environmental Day is celebrated each year on 5th June, is one of the
important event through which world wide awareness is achieved about the
environment and enhances socio-political attention and action.
One of the objectives of ENVIS Centre is to create awareness about the
environmental issues. Therefore GCPC has published an advertisement in
leading local language News Paper (Divya Bhaskar) regarding environmental
issues for the purpose of sustainable development. The copy of the
advertisement and information regarding Cleaner Production activities
published in news paper is attached as Annexure -VI.
ORIENTATION PROGRAMMES & TRAINING
GCPC has so far conducted 5 Orientation Programmes in Industries, Service
Sector and Academic Institutes.
One of the activities of Centre is capacity building for students. GCPC has
guided 5 students of Final year M. Sc. Environmental science of S.P. University,
V. V. Nagar, for their thesis at Post graduate level and one student of final year
M.E, ( Env. Eng.) of Gujarat University.
VISIT FOR THE CP/CT PROJECT IN NARODA INDUSTRIAL ESTATE.

Scholtes, Country Director, UNIDO-India had visited Gujarat cleaner
Production Centre on 1/3/09 regarding the cleaner Production / cleaner
