On April 12, MayorReed and the SanJose City Council

approved the appropriation forthe Convention Center Expan-sion and Renovation Project,which is the final step to offi-

cially launch this planned $120million convention center up-grade.

“The expansion is impor-tant for many reasons. First theeconomy...these are not the bestof times for the economy butwhen it’s done we will have thecapacity to fully serve the Sili-

con Valley with a world classconvention center,” said MayorChuck Reed.

Reed acknowledged the ef-forts that had been going on formore than 8 years and was ex-cited to announce that the bondshad been approved and issued.

Back in 2009, San Jose

hoteliers voted to institute a spe-cial dedicated hotel tax to fi-nance this project.

“This is an investment thatwill truly be beneficial for thecity, the convention center, anddowntown,” said Bill Sherry,CEO, Team San Jose.

The convention centeropened in 1989 and offers425,000 square feet of exhibit,ballroom, and meeting space.The expansion will add an addi-tional 125,000 square feet offlexible ballroom and meetingroom space. The conventioncenter will be open for businessas usual during renovations.

“This is going to mean jobs.We have a 30% unemploymentrate in our construction industry;this is going to be hundreds ofjobs for construction workers,”said Councilmember Rose Her-rera

It also means that the con-vention center will attract andaccommodate those conferencesand conventions that neededmore space than was available

here. After the renovations arecomplete, they will include SanJose when planning a businessmeeting.

The project is a key compo-nent of the city’s EconomicStrategy and will be deliveredthrough a Public Works-led, de-sign-build approach, similar tothe Mineta San Jose Interna-tional Airport’s award-winning

$1.4 billion terminal moderniza-tion program.

“So we’re going to build itand then we have to book it,make sure it’s full. And that’sgoing to bring economic vitalityto the whole area. It’s going toprovide additional jobs becauseof the economic activity associ-ated with it,” said Herrera.

Budget Cuts Today;Tax Reform Tomorrow

What happened recently is ‘budgetcuts’ rather than needed tax re-form. We all witnessed the

brinkmanship played out last Friday, April 8,2011 when the leaders of the House, Senate andthe White House dealt with the adoption of a fed-eral budget extension in time to not have the Fed-eral government shut down because its treasurywas depleted. Both Democratic and Republicanideologies are confronting each other as the na-tional debt ceiling is approached. The nationaldebt keeps increasing because of very poor fiscalpolicy.

There is a Swahili proverb that says “Whentwo bull elephants fight over a willing female ele-phant, it is the grass that gets trampled.” Suchwas the case last week. It is time Americans usethe latest information technology communicationvehicles to tell their elected officials to get downto dealing with the business of the people ratherthan the approaching election of 2012 or that ofspecial interests.

The American economy is messed up todayby policies of past administrations which resultin undesireable outcomes. For example, recallthat the George W. Bush administration enteredinto the Iraqi war using borrowed money. Also,recall that ‘Big Oil’ still benefits from subsidiesprovided when a barrel of oil cost $15. The sub-sidy was to encourage oil exploration. Todaywhen ‘Big Oil’ reports profits on oil selling for$115 per barrel, it still receives those subsidiesand pays almost no taxes.

It would be prudent to require a ‘sunsetclause’ on all subsidies to permit reassesment andevaluation. Because of ‘Big Oil’ lobbyist activity,it is not possible today to divert all that ‘Big Oil’subsidy funding towards the development of alltypes of renewable and sustainable domesticclean energy programs. This would create manyjobs requiring technical education. All sorts ofopportunities exist to develop and then generateenergy from sunlight, wind, water, and plants (or-ganic materials). An example is that prarie grasscan be harvested for fermentation processesyielding alcohols which in turn can become gaso-line additives or further processed into diesel oil.All these efforts would enable American econ-omy to become less dependent upon foreigncrude oil.

That certainly would reduce our balance oftrade deficits and result in less money going tothose Arabian governments who fund Al Quedaand Taliban. Who stands in the way of these newapproaches? Well, it is those who perceive theircurrent profits to be endangered. Of course it isthose multi-national corporations who have more

than $1 trillion in surplus cash reserves parked inoffshore banks to avoid income taxes. A conclu-sion already reached by many business leaders isthat tax reform is required.

Consider the plight of that sharecropper inLouisiana who wanted to grow rice on land thatlaid fallow. The landowner would not lease theland to him because of subsidies provided by theDepartment of Agriculture. At a time when ricewould be exported (and reduce our trade deficit),that landowner should have been forced to permitthe land to be used in the most profitable mannerin the national interest. That did not happen. Out-come: an unemployed sharecropper and land thatremained fallow and unproductive. Who paid?The taxpayer.

Also consider that NAFTA agreement. Anundesired outcome was that many small Mexicancorn growers could not compete with mecha-nized farming productivity of American corngrowers who could produce corn (maize) atlower costs. Then when alcohol additives to gaso-line were permitted, agribusiness shifted theircorn sales to the alcohol fermentation industry.This resulted in an acute shortage of ‘masa’ thebase ingredient of corn tortillas. The price of tor-tillas went up. Keep that corn in the food chainrather than divert it toward the ‘fuel additive’products. Those higher profits must be taxed at ahigher level.

Corporations must pay fair taxes on profitsrealized regardless of where these profits weregenerated. In the past 75% of all taxes were paidby corporations; today only 25%. Presently, thatmoney is being invested in business developmentopportunities offshore rather than being broughthome to fund those factories needed to providejobs to our own domestic labor force.

Tax reform is required today. Why? Becauseit is simply not prudent to give the very wealthytax rates that permit payment of only 17% of theirpersonal adjusted gross income. Many corpora-tions pay no taxes at all because they can employtax experts focused on development of legalstrategic tax avoidance. Today the middle classand the very poor have 100% propensity to spendall their income as consumers of goods and serv-ices. This results in higher tax payments becausewith today’s high unemployment rate, there aremillions more who are experiencing poverty.Capitalism permits accumulation of wealth, butit is no good at distributing enough wealth tothose who need a modest income required by theAmerican Dream..

The program budget cuts today are not the re-quired tax reforms needed now. ∆

jadores e inmigrantes. A cinco años despuésde la gigantesca e histórica marcha, miles deinmigrantes guardan la fe que algún día la re-forma migratoria llegará.

“La reforma migratoria” fue un tema uti-lizado por muchas campañas políticas y dejócomo saldo a muchos decepcionados con laadministración Obama. Sin embargo otrogrupo de ellos no pierde las esperanzas de lo-grar el sueño de todos quienes cruzan la fron-tera para lograr una vida mejor.

Este próximo 1 de Mayo una coalición in-tegrada por un grupo de organizaciones sesuman a luchar por el derecho de trabajadoresa sindicalizarse y el derecho de organizaciónde una comunidad. La marcha también tienecomo motivo buscar una reforma migratoriaintegral y humana. Los activistas piden un altoa las detenciones inhumanas y los abusos delos inmigrantes.

El Consulado General de México en SanJosé con el apoyo de diversas autori-dades federales y estatales e institu-

ciones privadas organizó del 13 al 15 de abril la“Jornada de Apoyo a la Vivienda”.

Esta jornada tuvo por finalidad preparar alpúblico a evitar abusos en préstamos hipotecarioso contratos de arrendamiento.

También se asesoró a personas que fueron víc-timas de fraude en sus préstamos hipotecarios ocontratos de arrendamiento.

"Debido a la crisis que estamos pasando, nosdimos cuenta que muchos de nuestros conna-cionales enfrentan problemas graves de pérdidasde viviendas o pagos millonarios. Por esta razónse organizó este taller informativo totalmente gratispara ellos", dijo David Figueroa, Cónsul Generalde México en San José.

Por su lado Raechel Ferreira de la Corte Supe-rior de Santa Clara dijo que ellos están para ex-plicar el proceso legal de un desalojo, no para darconsejos pero si para ayudar a los inquilinos ypropietarios.

Por su parte Maria Enomoto dijo que SurepathFinancial Solution ofrece orientación gratuita paraanalizar los pasos a una modificación. “Las per-sonas deben hablar al 1-877-615-7873 y lospodemos ayudar” agregó la especialista.

Por su parte Jessica Fry aprovechó la ocasiónpara decir que todos deben buscar agencias sinfines de lucro que no cobran, para así ayudarles asolucionar un embargo, una hipoteca, desalojo opérdida de vivienda.

“No queremos que sean engañados una vezmás. Recurra a los servicios que hay en su ciudado llame al (408) 280-2470 para que se les orientesobre los pasos a seguir si es que está próximo aperder su vivienda. Hay gente oportunista quecobra por consultas que se dan gratuitas”, remarcóFry.

Finalmente Gilberto Barrios funcionario de elDepartamento de Vivienda de la ciudad de SanJose dijo que hay personas que tienen que continuar en la lucha para salvar sus viviendas. La ciu-dad ofrece información sin costo alguno. “Aquellos que necesiten de nuestra ayuda les pido tam-bién nos hablen al (408) 794-1242”, explicó Bar-rios.

La Jornada de Apoyo a la Vivienda contó conla ayuda del Departamento de Vivienda de SanJosé, de organizaciones como Asistencia LegalPara la Igualdad en la Vivienda asi como repre-sentantes de la Corte del Condado de Santa Claray funcionarios de la ciudad de San José.

Durante esta primera jornada se ofreció valiosainformación en español, a todos los mexicanos quefueron a tramitar algún pasaporte o documento.

The Peninsula Corridor Joint PowersBoard is seeking applicants for its Cit-izens Advisory Committee to represent

San Francisco, San Mateo and Santa Clara coun-ties. The CAC is comprised of nine volunteermembers, who serve in an advisory capacity to theboard of directors, providing input on the needs ofcurrent and potential rail customers.

Applicants must be residents of one of thethree counties, and applications are due by Mon-day, May 9. The CAC meets the third Wednesdayof each month at 5:40 p.m. in San Carlos, just oneblock from the San Carlos Caltrain Station. All

meetings are open to the public. The JPB is a tri-county board, comprised of

representatives from the City and County SanFrancisco, San Mateo County Transit District andthe Santa Clara Valley Transportation Authority.

Caltrain operates commuter rail service be-tween San Francisco and San Jose, with commute-hour service to Gilroy. Last year, Caltrain carriednearly 12 million riders, and currently it carries anaverage weekday ridership of nearly 40,000.

The Santa Clara Valley Water District is the water resource management agency providing wholesalewater supply reliability, flood protection and watershed stewardship to Santa Clara County’s nearly1.8 million residents.

The water district is soliciting proposals from consulting firms to evaluate its Inclusion Program in meeting the water district’s business mission, goals and objectives. The primary goal of the Inclusion Program is to continue building upon the perspectives we each bring to the table through our unique experiences to create an inclusive work environment.

Juan Posadas (18) llegó de Perú hacedos años y medio. El joven creía quesu vida se iba a concentrar en Lima,

con sus amigos, su madre y su escuela.Juan había escuchado la posibilidad de

vivir en este país, porque su padre vivía en Es-tados Unidos y nunca olvidó a su hijo. Gon-zalo el padre, siempre estuvo al pendiente desus necesidades y no dudó en traerlo para cul-minar su carrera.

Más allá de eso, jamás imaginó que iba aculminar con un excelente promedio escolar(GPA 4.22) que le dio la posibilidad de ingresarla Universidad de Stanford.

Juan siempre había ocupado el primer lugaren su pequeña escuela primaria en el distrito deSalamanca en Lima. Cuando pasó a la escuelasecundaria también quedó en los primeros lu-gares.

A su llegada a San José, fue admitido en laEscuela Secundaria Pioneer, del Distrito Esco-lar Unificado de San José.

“Aún recuerdo que se me hizo difícil perono creía que nada fuera imposible”, dijo hu-mildemente el joven de 18 años de edad.

Juan es hábil en las matemáticas y haelegido la carrera de economía. “Hasta los 12

años pensé que iba a ser abogado, aún recuerdoque cuando tenía 4 años y acompañaba al Juz-gado de Lima para ayudarlo a mover papeles ami padre, quien era un abogado. Sin embargola realidad fue otra. Me di cuenta que me gusta-ban los números y opté por continuareconomía”, dice sonriente el joven estudiante.

Juan indica que no hay que perder la fe, quehay que ser persevarante y que nunca hay quedejar las cosas a medias.

Juan vivió separado de su padre por 10 añosy a pesar del tiempo le demuestra un apreciomuy grande a su progenitor.

“Quiero expresarle mi agradecimiento a mipadre. A pesar de la distancia nunca se olvidóde mi y fue una buena idea hacer un cambio enmi vida. Cuando yo era pequeño siempre es-cuchaba que el ex presidente Alejandro Toledohabía estudiado en Stanford y yo me preguntaba ¿Cómo lo hizo?. Es curioso ahora estoyviviendo esta alegría yo mismo”, dijo el futuroeconomista.

Juan practica el tenis y representa a la Es-cuela Secundaria Pioneer y está involucrado enmuchas actividades de la escuela. Tambiénfundó el grupo de rock “Made in China”.“Como todo está hecho en China derrepente aun grupo de amigos se nos ocurrió este nom-bre” dijo Juan quien se da tiempo para todo¡Felicidades por ese logro!

Leadership Academy on July 17 - 20 in Washington, D.C. Thisunique four-day summer camp will focus on developing the next gen-

eration of Democratic Party leaders. Students will participate in leadership workshops and policy panels. They

will be introduced to the nation's top Democratic elected officials and Party lead-ers.

YDA will provide an inside view of elections, the media, campaign finance,grassroots organizing, interest groups, the legislative process and careers in pol-itics. The HSLA will feature a truly interactive experience unlike any other sum-mer political camp in Washington.

YDA will be accepting a total of 48 students from graduating classes 2011- 2014 with diverse leadership experience. Interested individuals should applyonline by Wednesday, May 11. Final enrollment decisions will be announced byFriday, May 20.

In the United States alone 25.8 millionchildren and adults have diabetes.About 25 percent of those with diabetes

have pain and numbness from nerve damagewhich can be disruptive to living a normal life.The good news is new treatments and strategiescan help eliminate this pain today and in the fu-ture.

Diabetic nerve pain, or neuropathy, iscaused by nerve damage over time. This neu-rologic disorder most often affects the handsand feet. Pain can be a tingling, burning orcramping that disrupts a person's ability to doeveryday activities.

Because nerve fibers are very sensitive tohigh levels of blood sugar, diabetic nerve dam-age typically occurs slowly. Your risk for dia-betic nerve pain is higher if you:

* Have poor blood sugar control * Have had diabetes a long time * Have high blood pressure * Smoke * Are tall "When neuropathy strikes, it is painful and

can disrupt sleep; because of this it can alsolead to mood changes and lower quality of life,"says Dr. Vera Bril, a neurologist with the Uni-versity of Toronto. "Diabetic nerve pain is oftenunreported and more often untreated, with anestimated two out of five cases not receivingcare."

Bril is the lead author of new guidelinesfrom the American Academy of Neurology thatoutline the most effective treatments for dia-betic nerve pain. In addition to taking preven-tive steps like managing blood sugar levels,eating healthy and exercising, the guidelines

found that a number of drugs may also help re-lieve diabetic nerve pain.

According to the guidelines, strong evi-dence shows the seizure drug ‘pregabalin’ is ef-fective in treating diabetic nerve pain and canimprove quality of life. However, doctorsshould determine if it is appropriate for their pa-tients on a case-by-case basis. In addition, theguideline found that several other treatmentsare probably effective and should be consid-ered, including the seizure drugs gabapentinand valproate, antidepressants such as venlafax-ine, duloxetine and amitriptyline, andpainkillers such as opioids and capsaicin.

The guideline also studied a number ofnon-medicine treatments. Only one - transcuta-neous electric nerve stimulation, or TENS, awidely used pain therapy involving a portabledevice - was found to help relieve diabeticnerve pain.

and playing it by ear. Q: Let’s start with the basics. Why did

you and your brothers decide to form a bandand create music?

A: “It kind of wasn’t really our choice tostart the band. Music has been in our bloodsince before we were born. I mean our dadplayed with his brothers, my grandparents onboth sides, my mom, my tios on my mom’sside. Everybody was already playing by thetime we were born and we were just born intoit, so we didn’t have a choice. We just startedplaying really young. We’re your average Chi-cano family, we get together on bar-b-q’s andquinceaneras and we were the guys that sataround with the cousins and family and playedmusic. We really have our dad to thank for allof it. We know he’s our biggest influence. Wegrew up wanting to be just like daddy.”

Q: What does winning a Grammy meanto the band?

A: “Well you can’t get nothing at a pawnshop for it. No, winning a Grammy to us is thegreatest honor of all. Once I found out morewhat it was about, I felt even more honored tohave won the Grammy with my brothers. We

never did music to win awards or to become fa-mous, we only did it because music is what wedo.”

Q: You guys have opened up for WillieNelson, how was that?

A: “Yeah, he’s our camarada, he’s like ourYoda. We get together and we try to jam and it’sjust an honor. It’s also crazy because our Dadlikes Willie Nelson, so when we got to meetWillie it was just like our Dad’s dream comingtrue through us. So it’s kind of overwhelmingthe way things have happened and the thingswe have been blessed with and the things we’vegot to see.”

Q: Tell me about the band’s latestalbum?

A: “Rockpango. Brand new record. Theword rockpango, we made it up. We took theword wapango and and fandango and the mean-ings and fixed it with rockpango. Fandango iskind of like a carnival party and wapango refersto old traditional Mexican beats. We do whatwe call electric mariachi so we electrified a wa-pango beat and called it rockpango becausewere Mexican American and wanted to dosomething we can call our own.”

Q: What’s next for Los Lonely Boys?A: “We’re just going to be touring and

work on another new record, tour in Europewith Los Lobos, working all this summer, andputting our pedal to the metal.”

¿Planeta Humano es tu primer proyectocomo narrador de un documental/serie paraTV? ¿Por qué te interesaste en hacerlo?

Nunca había hecho la narración de unaserie documental, sobre todo de historia natural,y me pareció una muy buena idea, algo con locual podía aprender mucho y me podía divertirhaciéndolo.

Hay una distancia también muy buena al noestar en pantalla en vivo actuando. Acá es lavoz lo importante. Esto te obliga a usar una her-ramienta que tienes: la voz; todo se basa en laintención con la que narras, la entonación… en-tonces, me parecía algo divertido y con lo quepodía aprender mucho no sólo de la naturaleza,también aprender cómo usar este otro recursoque tenemos.

Claro… los actores en si se basan casi100% en poner la imagen…

Bueno, pues en realidad se supone que losactores somos todo terreno. En cine, por ejem-plo, hay muchos más filtros por los que pasa elproducto, que en este caso no existen.

Cuando entramosa una casa limpia y ordenada, inmediatamenteexperimentamos la sensación de comodidad y bi-enestar; lo contrario ocurre cuando visitamos unhogar descuidado y en desorden.

Cuando se comienza a evaluar el hogar, elprimer paso a seguir es desechar objetos endesuso, la energía de éstos, crea obstáculos;puede tratarse de periódicos, revistas, prendas devestir, adornos descontinuados, muebles o sim-plemente desperdicios. Venda, done o simple-mente recicle lo que ya no le es de mayorutilidad y pronto comenzará a sentir la diferen-cia.

Planeta Humano me pareció impac-tante, sobre todo ver lo que hace el ser hu-mano para sobrevivir, cómo se adapta a lanaturaleza. Creo que sobrevivir con tiempolibre es un lujo que tenemos.

Me impactó ver como diferentes cul-turas trabajan en forma similar para poderadaptarse al planeta. Existe una relación ar-mónica entre el ser humano y la naturaleza.Creo que todo el tiempo se trata de un bal-ance del ecosistema.

También me impactó la manera en lacual fue filmado. Como piezas de cine, esbastante interesante la manera en que estánrealizadas, cómo se hicieron y también mesorprendió la adaptación que tuvieron quetener las personas que trabajaron en esteproyecto, para acomodarse dentro de lasculturas y las diferentes situaciones. Porejemplo: meterse debajo del agua, andar enel fuego, meterse en una manada de ani-males, andar en medio de gente que no lesparecía que ellos estuvieran ahí…en fin,como que todas estas cosas me parece quees un logro tremendo del documental.

¿Cómo te imaginas en una situaciónasí? ¿En algún momento te preguntaste"que haría yo en esta situación”?

Pues de alguna manera, el documentalte acerca mucho más a la especie humana,uno reconoce el tipo de actividades quehacemos para sobrevivir. Todos nacemoscon ciertas aptitudes y ciertos defectos, peroel entorno nos potencia estas aptitudes o noshacer resaltar estos defectos. Nos adapta-mos al contexto.
