Un evento organizado por un grupode jóvenes invitando a queotros depongan las armas y
desechen prendas de pandillas, fue llevado acabo con éxito el pasado 7 de mayo en unvecindario del Este de San José.
La Iglesia Santísima Trinidad de San Josése convirtió en el centro de recolección y logróreunir a muchos alguaciles y miembros dediferentes organizaciones a colaborar con esteevento.
Los oficiales del departamento del alguacilno preguntaron a los jóvenes sobre la proce-dencia del arma y el origen de las prendas yvestimentas que usan los miembros de pandil-las. Simplemente se limitaron a recibir todo elmaterial que voluntariamente fue entregadopor jóvenes y adultos.
La organización “Comunidad con Corazón”logró recoger 10 armas de mano (2 pistolassemi automáticas), dos puñales grandes y 100rondas de balas de diferente calibre. Se sumaa esta colecta decenas de prendas que usanlos miembros de pandillas.
“El objetivo fue invitar a que los jóvenes re-nuncien a las armas y a la conexión conpandilla. Queremos una sociedad segura y
pacífica. Para lograr esto hay que empezar conlos jóvenes”, explicó Enrique Flores, coordi-nador y responsable de este evento.
“Comunidad con Corazón” es una entidadno gubernamental que trabajaintensamente para combatir la violencia depandillas. La proliferación de pandillas está de-
teriorando a toda una comunidad y vecinosestán haciendo todo lo posible para detener sucrecimiento en el este de San José.
A este evento comunitario se sumaron unaserie de voluntarios adolescentes del pro-grama que le echaron ganas para que estosalga adelante.
“Esto es proyecto que nos gustaría imple-mentar en otros vecindarios. Queremos quemás barrios se unan a esta actividad donde sebusca la unidad vecindaria y se insta a pro-mover la paz”, dijo el Presidente de la Mesa deSupervisores, Dave Cortese.

Jóvenes del este de San José entregaron voluntariamente armas y prendas que usan miembros de pandillas. Como muestra de querer una sociedadpacífica, ellos decidieron limpiar su vecindario de las plagas de las pandillas.

Proyecto del Tren de Alta Velocidad -Sección San José a Merced
Reuniones en Foro Abierto al Público Sobre el Informe Suplementario del Análisis de Alternativas
Asista a nuestra próxima reunión, organizada en foro abierto (“open house”), para aprender más sobre los próximos pasos en el proceso de revisión ambiental del proyecto del Tren de Alta Velocidad de California. La Autoridad del Tren de Alta Velocidad de California ha recibido numerosos comentarios respecto a las alineaciones propuestas en el Informe Preliminar del Análisis de Alternativas (publicado en junio del 2010). En respuesta a los comentarios públicos, el equipo del proyecto de la sección San José a Merced ha elaborado un Informe Suplementario del Análisis de Alternativas que identifica alternativas adicionales y algunas otras mejoras sobre las alineaciones propuestas en las sub-secciones Morgan Hill a Gilroy, Paso Pacheco, y Valle de San Joaquín. San Jose, CA – As part of his State ofthe County goals, Supervisor DaveCortese, President of the Board of
Supervisors, announced the creation of anongoing art exhibit containing art created byyouth who are current or past residents in Ju-venile Hall. The purpose of the art exhibit isto raise awareness about the children in Juve-nile Hall while providing them a constructiveoutlet for their creative energies. The exhibitis open to the public during normal Countybusiness hours.
“Youth at Juvenile Hall are often forgottenmembers of our society. Yet they are vulnera-ble youth who are going through similar trialsand tribulations that other youth experience,”said Supervisor Cortese, Chair of the Chil-dren’s, Seniors and Family Committee. “I lookforward to the day that Juvenile Hall is re-
placed by comprehensive, community basedrehabilitation. Until then, I want to help guidethese children towards the path of success.Providing them with a constructive avenue toexpress their creativity will start to form apositive self image.”
The current exhibit contains a samplingof artwork that was completed by youth whohave spent time in Juvenile Hall but havesince been released. Future exhibits, to be or-ganized on a quarterly basis, will include art-work by youth who are currently in JuvenileHall. Parents of JH residents and the public atlarge will be able to view the exhibition. Theexhibition will go through May 31 from 8 amto 5:00pm at the County Government Center,Breezeway located at 70 W. Hedding St., SanJose, CA.

On April 30 during a month celebrat-ing volunteerism, 20 volunteersfrom Roche Molecular Diagnostics
joined Rebuilding Together Peninsula to re-build a lounge for older adults at the Penin-sula Family Service Fair Oaks Adult ActivityCenter in Redwood City.
The all-day project brought out past andpresent Roche employees to lend a hand, in-cluding Chuck Doyle, Gabrielle Heilek, EthelKelly, Jerry Kelly, Fred Reichert, Diane Romo,Reza Savari and Judy Sheehan. Sean Suppleof Rebuilding Together Peninsula— the localaffiliate of the national Rebuilding Togethernetwork that builds volunteer partnerships torehabilitate homes and community facilities
for low-income neighbors in need—headedup the project as construction captain.
The Peninsula Family Service Fair OaksAdult Activity Center serves low-income olderadults with nutritional meals and an array oflife-enriching health and wellness activities.
For the older adults that participate in ac-tivities at the center, the revamped lounge willcreate a comfortable space to encourage con-versations and interactions throughout theday—activities which are known to mitigatedepression and improve overall health.

Today a B & G society exists. Thebad and the good. Many ‘bitchand groan’ and expect others to
do what is essential to rectify matters. Forexample, on the international scene,many criticize President Obama for au-thorizing that Seal Team effort whicheliminated the leader of terrorism OsamaBin Laden. “Obama got Osama”. Backduring the Clinton administration (1990's)Osama was targeted for elimination, butit never happened until President Obamadecided it was a priority. The success ofthat priority mission caused many to‘bitch and groan”. The bad is that we un-dercut a success; the good is that Osamabin Laden is now history.
There are so many B & G issues whichpeople talk about. I think the two mostimportant B & G issues are 1) educationand 2) peoples’s health and well-being. .The paradigm being very skewed by ‘bigmoney’ and the silent majority whichmust become very vocal is about havingtransparent and honest governance.
Education is the top B & G issue.Teacher Teresa R. Hernandez writes “The2011 crisis in California’s education sys-tem is the worst ever. Our children takedifficult district and state assessments invarious subject areas. They face steepcompetition to be accepted in post-sec-ondary education from out of state stu-dents and foreign students who come toCalifornia better prepared for college.California’s student population is ex-tremely diverse. The GAP between the‘haves’ and ‘have not’ students is growinglarger at exponential crisis rates. If Cali-fornia’s budgets are slashed again, thenour families, communities and state willsuffer too! At this rate California’s stu-dents will not have the skills to succeedin school or in life. We must invest in ourpublic schools. Teachers, parents andstudents ask our state legislators tomake (public) education a priority. Pleasehelp spread the word that our schoolsneed funding BEFORE school starts. Wecan’t wait until November when schoolstarts in August.” So support the Califor-nia Teachers Association which is lobby-ing the State legislators all week fromMay 6th to May 13th in Sacramento. Butunderstand that the first ‘teachers’ of achild are its parents, especially the
mother, who, while supported by her hus-band (or mate), is the first to teach a childto communicate (language skills), havesocial skills, and experience concerneddevoted loving care.
The next high priority B & G issue isthe people’s health and well-being. Imag-ine if you can, the total elimination ofMediCare/MediCal and Social Securityprograms which deal with the most vul-nerable in our B & G society. Just listen tothe recent news reports that deal withlegislation introduced in the House ofRepresentatives by Paul Ryan ®. To bal-ance the national budget plus deal withnational debt reduction, the Tea Party Re-publicans are proposing draconianbudget cuts in these two programs whichdeal with the most vulnerable in our so-ciety. At the local level, can you imaginethe County of Santa Clara being able tomaintain and support its Health and Hos-pital Systems which includes several clin-ics and SCVMC? Many essential medicaldiagnostic, prescription medications andtherapies would not exist at the neces-sary capacity. Mental health and socialservices would need to be drastically cur-tailed. The outcome would be that themost needy in our local society would berequired to cope with available servicesbeing curtailed drastically. Quality of lifefor many of our vulnerable would de-crease and possibly suicides would in-crease. Desperate and needy peoplerequire a bit of help to make their livesworthy of living.
Let us all understand that special in-terests want small government in order tobecome more successful profiteers. Tocounteract that trend, the silent majoritymust take time to learn about the manyissues, register to vote and then vote intheir own personal best interests. Specialinterests benefit from the silence of themajority. That silence is no longer war-ranted. EO’s recommendation is to en-courage citizens to register to vote, learnabout the economic and social issues,and then vote for those elected officialswho will deal with the people’s businessand interests. Do your homework. Do notjust ‘bitch and groan.’ Responsiblechange you can believe in begins withyou!.

Desafortunadamente, el presidenteObama continúa creyendo que los hispanosson votantes preocupados por un solo temay que lo recompensarán con su voto por dardiscursos de campaña sobre la inmigración.
La verdad es que si el presidente Obamaestuviera seriamente interesado en la mejorade nuestro sistema de inmigración, estaríabuscando formas de trabajar con los miem-bros de la Cámara de Representantes y de Se-nado en vez de recurrir a la retórica decampaña que solo resalta la verdadera nece-sidad de asegurar nuestras fronteras. No
cabe duda de que se puede buscar manerasde agilizar y mejorar nuestro sistema de inmi-gración, pero no podemos socavar al mismotiempo la importancia que tiene el imperio dela ley como piedra angular para cualquier so-ciedad democrática. Si le quitamos la retóricaelectoral, lamentablemente lo que queda sinduda es que una parte del remedio presiden-cial es justamente olvidarse de la ley.
Si los cálculos políticos son los que im-pulsan la agenda del presidente, entoncesdebería empezar con la economía, el desem-pleo y los disparados precios de la gasolina.Los hispanos, como el resto del país, estánbuscando verdaderas soluciones políticasque no agreguen más a nuestro déficit altiempo que crean oportunidad y prosperidadeconómicas. Además, los hispanos van bus-cando el Sueño Americano para asegurarsede que sus hijos y nietos puedan vivir en elmejor país del planeta.
Claro que en el discurso de ayer no semencionó para nada cómo las actuales pro-yecciones federales de gasto están compro-metiendo seriamente la prosperidadeconómica y la calidad de vida de nuestropaís.
¿Quizá el presidente lo incluirá la próximavez que se dirija a un público que sea en granmedida amigo e hispano? Mejor espere sen-tado.

Saturday, May 21 isNational RiverCleanup Day and
volunteers are needed. Withnearly 1,600 volunteers at 45sites across the county, it’sthe largest creek cleanupevent in Santa Clara Countyhistory. With all the groundthere is to cover, volunteersare still needed, and spend-ing just a few hours at anyone of the sites can make abig difference.
Plastic bottles and bags,fast food packaging, ciga-rette butts and other litteralong Santa Clara County’swaterways is not only awfulto look at, but it affects localcreeks and streams as well.During the rainy season, thislitter is swept off the road-ways and into storm drainsthat flow directly to local wa-terways. This poses a threatto both the local habitat andwater quality. Also, when theaccumulation of litter ispaired with natural occur-rences, such as broken tree
limbs and erosion alongcreeks and streams, floodprotection is decreased.
This year, sites like theGuadalupe River near theMineta San José Interna-tional Airport, or Los GatosCreek from Bear Creek Roadthrough Campbell Avenue,are drawing a lot of attention.The airport location is impor-tant because of the amountof debris that needs to be re-moved, while the Los GatosCreek is significant becauseit is such a long stretch of thecreek that will be cleaned.
Each year the water dis-trict partners with Creek Con-nections Action Group, aconsortium of public agen-cies and non-profit organiza-tions in Santa Clara County,to host cleanup sites for Na-tional River Cleanup Day.Since the group’s inception,thousands of volunteershave participated in hun-dreds of cleanups, removingthousands of pounds of trasheach year from creeks, rivers,
and lakes in Santa ClaraCounty.
Last year alone, morethan 1,000 volunteers at 34sites across the county cov-ered 66 miles of waterwaysand picked up more than6,000 pounds of recyclablesand 29,000 pounds of trash— including mattresses,shopping carts, tires, a caraxle and dining room chairs.
For cleanup day, wearlong pants, sturdy shoes anddon’t forget the sunscreen.Volunteers will need to bringtheir own pick-up sticks andall youth under the age of 18will need be accompanied byan adult. Clean-up suppliesand light refreshments willbe provided.

WASHINGTON – The U.S. Depart-ment of Justice (DOJ) and U.S. De-partment of Education (DOE) today
issued important guidance reminding schooldistricts nationwide of their obligation under fed-eral law to provide equal educational opportu-nities to all children residing in their districts,regardless of their race, color, national origin, cit-izenship or immigration status, or the immigra-tion status of their parents and guardians.
The guidance responded to discriminatoryenrollment practices, documented in part by theAmerican Civil Liberties Union, that unnecessar-ily and unlawfully inquire, directly or indirectly,into the immigration status of students and theirfamilies and foster the fear that the attempt toenroll in public school may bring students andtheir families to the attention of the immigrationauthorities.
The guidance instructed school districts tocease all enrollment practices that may chill, dis-courage or exclude students from school basedon immigration status. The guidance did not es-tablish any new policy but simply reinforced ex-isting law, established by the Supreme Court’s1982 decision in Plyler v. Doe, that a state maynot deny access to a basic public education toany child residing in the state, regardless of im-migration status.
The guidance made clear that a school dis-trict may not: ask about a child’s citizenship orimmigration status to establish residency withinthe district; deny a homeless child, including an
undocumented homeless child, enrollment be-cause she or he cannot provide the required doc-uments to establish residency.
The guidance further specified that a schooldistrict may not prevent a child from enrolling inschool because: a child has a foreign birth cer-tificate; or a child or parent chooses not to pro-vide the child’s social security number; or a childor parent chooses not to provide the child’s raceor ethnicity.
The guidance also instructed school districtsto assess their current policies to determinewhether they have the effect of discouraging theenrollment of undocumented students, and,eliminate any possible chilling effect on enroll-ment.

“This guidance reaffirms the longstandingprinciple established nearly 30 years ago inPlyler v. Doe, that the schoolhouse door is opento all children in the U.S. As the guidance states,citizenship and immigration status are irrelevantto a child’s eligibility for, and fundamental rightto, a basic education. The ACLU applauds theDepartment of Education and Department ofJustice for proactively addressing this issue, andurges school districts nationwide to avoid adopt-ing any unlawful enrollment procedure that maycreate a chilling effect on student enrollment onthe basis of race, color, national origin, citizen-ship or immigration status.”

In the last two years,San Jose High Academyand Lincoln High School
have put sport rivalries aside
and embarked on a service tripof a lifetime.
Students and teacherslook forward to the third trip tohelp rebuild New Orlean’s res-idences after Hurricane Kat-
rina. The group of studentsplans to complete 1,000 hoursof service in the course of June9-19, 2011.
“The trip last year was fan-tastic,” said Bethany D’An-
drade, teacher leader, LincolnHigh School. “It’s a learning ex-perience that can’t be learnedin a classroom.”
Students who were at least16 years of age were able toapply. A pair of students andteachers then read all 30 es-says and conducted an inter-view. A total of 15 juniors andseniors were chosen based onleadership potential, ability towork with other and their levelof personal responsibility.
“I feel like we should takecare of the things at home,”said Isabelle Johnson, senior atLincoln High School.
Johnson is not only excitedabout the trip, but more impor-tantly she wants to make a dif-ference. Last year, she noticedthat only the tourist side ofNew Orleans was fully under-way of being rebuilt. Shethinks it’s unfair that just be-cause the media no longer pro-vides updates people forgetabout residents current needs.
“It’s interesting to be
there,” said D’Andrade. “Thewhole thing sinks in of howhuge the thing was.”
The group of students willwork with Habitat for Human-ity building homes and restor-ing coastal wetlands. They willbe able to work on windows,doors and the interior ofhomes.
“It’s a chance to knowwhat people are goingthrough. I really want to knowhow they have survived,” saidCarlos Chuquin, junior, LincolnHigh School. “I would reallylike to help people.”
Last year, students had theopportunity to know what itmeant to be unhoused. The
students quickly learned howappreciative people could be.They also got a better under-standing of the politics ofthings as well as a solid inter-est in public service.
Their budget goal is$15,000. To date these stu-dents have raised $10,000.None of the students would beable to have this experiencewithout outside financial sup-port. On May 10, Judge LaDoris H. Cordell(Ret.), Independent Police Auditor (IPA) pre-sented the annual IPA Year End Report toMayor Chuck Reed and San Jose’s City Councilat City Hall. The report summarized the workof Judge Cordell and her staff since her ap-pointment to this position in April of 2010.
“Extremely well done job,” said coun-cilmember Nancy Pyle.
Pyle described the report as impressive interms of how the information was put to-gether. She appreciates Judge Cordell’s abilityto notice trends, particularly the trend involv-ing injuries to the head.
Throughout the five-chapter report, it isclear that Cordell has focused on communityoutreach. The number of attendees at thosetypes of events doubled since last year. Shewas also the first to work with the MexicanConsulate in reporting police misconduct.
“I’m very honored to work with her,” saidChief Chris Moore, San Jose Police Depart-ment. “We don’t agree on everything but wehave a resolution process.
Chief Moore has added more staff to in-ternal affairs and recognized that reporting
misconduct is a healthy thing. He will con-tinue to monitor his staff.
Last year, 387,178 formal calls for servicewere made, resulting in 27,969 arrests or ci-tations. The majority of the council memberswere vocal about how impressed they werewith those numbers.
There were also no dramatic changes inthe force allegations received from the public.Even though downtown San Jose remainedthe area with the most complaints.
For the most part, the council membersagreed with her recommendations that wereincluded in the report. Cordell and her staffwere recognized for their ongoing effort to re-build trust with the police department and thecommunity.
The public is encouraged to report policemisconduct as a way to make the police de-partment more efficient and effective. Moreimportantly, a bond of trust and respect willbe built. For information phone (408) 794-6226.
