The Institute ofMuseum and Li-brary Services(IMLS) has se-lected the San

José Public Library (SJPL) asone of only ten libraries andmuseums to receive the 2011National Medal for Museumand Library Service. The Na-tional Medal is the nation’shighest honor for museumsand libraries that demonstrateextraordinary innovative ap-proaches to public service andcommunity outreach. 

“I am truly honored anddelighted that IMLS has cho-sen San José Public Library asone of the ten institutions toreceive the National Medal,”said Jane Light, SJPL LibraryDirector.  “It is indeed a recog-nition that could not havebeen achieved if it weren’t forthe dedicated and friendlystaff members that work very

hard every day to provide themuch needed and heavilyused library services the com-munity desires.” 

San José Public Library isthe first city library in Californiato receive the award and wasselected for meeting the infor-mation and learning needs ofits ethnically diverse commu-nity, stellar innovative and ed-ucational programs, and forproviding its customers withon demand services and self-service options that enhancetheir library experience such asself-checkout machines andonline account services. 

“I am pleased that the SanJosé Public Library System isreceiving this distinguishedrecognition from the Instituteof Museum and Library Serv-ices,” said Congressman MikeHonda, who nominated SanJosé Public Library for theaward. “Here in Silicon Valley,we pride ourselves on innova-tion.  SJPL is an internationalmodel for providing traditionaland cutting edge library serv-ices to all Silicon Valley resi-

dents.  Under the direction ofJane Light, the SJPL developednew programs and methodswhich have positively rede-fined the role of libraries in ourcommunity.” 

As the recipient of the Na-tional Medal for Museum andLibrary Service, San José PublicLibrary will be honored duringthe National Medal ceremonyin Washington D.C. later thisyear and receive a $10,000award.  Story Corps will also bevisiting San José Public Libraryto document communitymembers’ stories about themedal-winning library and itsimpact on their lives. 

“We are extremely proudof our libraries here in San Joséand I’d like to thank the Insti-tute for Museum and LibraryServices for this distinguishedhonor,” said Mayor ChuckReed. “This award is a testa-ment to the many staff, volun-teers and supporters who havehelped San José libraries con-tinue to provide excellent serv-ices during these toughbudget times.”

Last week, theCounty of SantaClara welcomedRebecca I. Garciaas the new man-

ager of the Office of Afford-able Housing programs.  Priorto joining the County, Garciaworked at the City of SanJose’s Housing Department.

“I am very pleased Re-becca has joined the Countyof Santa Clara staff,” said JodyHall Esser, Director of theCounty Office of Planning,which oversees the AffordableHousing programs. “Re-becca’s passion and compas-sion for providing affordablehousing are evident. Her con-summate professional skillswill build on the accomplish-ments to date of theCounty’s Affordable Housingprograms.  Her commitmentto work closely with otherlocal government staff andcommunity based organiza-tions also involved in afford-able housing programs andrelated services will benefitall.”

Garcia was a Develop-ment Specialist with the Cityof San Jose Housing Depart-ment from 2007-2011 andProgram Analyst with theCity’s Office of Economic De-velopment from 2005-2007.During her eight years withthe City of San Jose, Garciatook on responsibilities andsucceeded in many areas in-cluding grant writing andmanagement, and innovativeprogram development andadministration.  In 2011, Gar-cia was selected as the City ofSan Jose Housing Depart-ment Employee of the Year. 

“I am thrilled to join sucha dynamic and importantteam of people, all committedto the preservation and thedevelopment of affordablehousing,” said Garcia. “Afford-able housing remains a criticaland unmet basic need for

many in the County.  The Af-fordable Housing crisis re-quires the cooperation andcoordination of the entirecommunity. The County is in aunique position to collaborateand I am excited about work-ing with the various stake-holders in our community tomost effectively serve our res-idents in need.”

Before working for theCity of San Jose, Garcia taughtat the College of Education atthe University of Georgia,where she was also the Pro-gram Manager for the Centerfor Latino Achievement andSuccess. 

Garcia is a dedicatedmember of the many commu-nity organizations, includingSanta Clara County Collabora-tive on Homelessness and Af-fordable Housing; the City ofSan Jose Domestic ViolenceBoard; the California Eco-nomic Development Associa-tion; and CommunityTechnology Alliance.       

Garcia was born and reared inGilroy, California. She holds aBachelor’s Degree in Psychologyfrom San Francisco State Univer-sity, and a Master’s Degree in Edu-cational Psychology from theUniversity of Georgia. Garcia’s an-nual salary is $87,000.

Continuously challengingthe changes that have beenmade over the past 40 yearsis required. The good newsis that it is possible if the

electorate participates in great numbers.These are the citizens who register to vote,become informed about the public policyissues that confront all of us, and then makea decision before voting on Election Daythis November 2011. The OCW (OccupyWall Street) movement is profound evi-dence that people are not satisfied withtheir current elected officials, especiallymembers of the U.S. Congress.

What irritates me the most is the disre-spect shown to the Office of the Presidentof the United States of America by a handfulof members of congress who openly statethat their current goal is to ensure that Pres-ident Obama will not be re-elected. Thereare times when their racism really is evi-dent. They focus on President Obama beingthe first African American to be elected asthis nation’s Chief Executive and Com-mander in Chief. It is time that these indi-viduals realize that President Obama wasraised and educated by two ‘White’ women(mother and grandmother) because hisAfrican father abandoned the marriage inwhich he was begat.

Another annoyance is the issue of Pres-ident Obama’s birthrights. Even whenshown a State of Hawaii birth certificate,certain individuals will not personally ac-cept the official records presented. Is thisevidence of latent racism and bigotry stilllurking amongst us all? I am beginning tothink so.

The challenging changes required is forthose who voted for President Obama inthe 2008 Presidential election, to reviewwhat has been accomplished. Despite re-ceiving a very bad economic crisis engen-dered by the irresponsible and untruthfulBush administration, President Obama hasproven to be a skilled leader of great pa-tience. He was required to shift from hisideals “Changes you can believe in”: Re-member? to dealing with two unfundedwars and the impact of a global economyguided by self-serving corporations towhich the U.S. Supreme Court gave ‘per-sonhood’. Today these multi-national cor-porations can fund any election in Americasimply by providing campaign donations totheir chosen candidates. Recently this sortof activity reached down to the election ofa local school board member!

The good news is that the Americanelectorate can strictly define the future law-ful activities of corporations, Lobbyists andthe very wealthy. This can be done by initi-ating an amendment to the U.S. Constitu-tion, which limits corporate activities to thebusiness activities, which provide employ-ment for local labor forces while making areasonable profit. This amendment must re-quire full disclosure of any activity, whichprovides campaign funds that interfereswith, and unduly influences, any electioncampaign in any jurisdiction. The objectiveof this proposed constitutional amendmentis to guide corporate executives towardsdealing with their capitalistic objectives: a)making a profit; b) dealing with marketforces; and c) providing employment op-portunities.

In addition, it is wrong for certain verywealthy individuals to have the ability toprovide funding for favored candidates inelection jurisdictions wherein they do notreside. Elections must remain the locationwhere the legitimate electorate gets to de-cide who is to be elected. We must elimi-nate the ability of ‘big money’ to buyelections. The outcome is that today wehave the best U.S. Congress that money caninfluence. The outcome is that members ofCongress now look out for their supportivespecial interests rather than taking care ofthe needs of the American people.

The recent OWS public outcry will cometo naught unless its leaders begin to pres-ent recorded focused goals. Their focusedgoals must deal with many public policy is-sues such as an economy that provides jobsand re-establishes an American consumereconomy. Our economy is the outcome ofboth socialistic and capitalistic theory. ‘So-cialism’ provides for public education,health care, public health and sanitation,national housing policy, social security, wel-fare, public utilities, transportation (roads,bridges, airports, harbors, waterways. etc).These ‘infrastructures’ support capitalist en-terprises. That is why capitalists must beginto pay their fair share of taxes and fees,which are used to create and maintainthose infrastructural elements used by theircommerce. What is required today of all ofus, the 1% super wealthy as well as thestruggling 99%, is for us to accept a reason-able challenge to changes which benefit allof us.

Challenging Change IsRequired

Dear Friends,    

Last week, by a 3-1 vote, I led theeffort of the Santa Clara CountyBoard of Supervisors to end theCounty’s collaboration with Im-migration and Custom Enforce-

ment (ICE).   Today, the San Jose MercuryNews published a story about this vote onthe front page.   The story was just plainwrong in saying that this new policy putspublic safety at risk. In Santa Clara County,the administration of justice is appliedequally without regard to immigration sta-tus.  To the Mercury News, I ask, “How is pub-lic safety at risk?” Those who commit seriousand violent crimes are prosecuted and sen-tenced to the fullest extent of the law, with-out regard to immigration status, period. Forthose whose immigration status is in ques-tion, that is clearly the federal government’sresponsibility.  We don’t work for ICE.  This isnot a Federal mandate, it’s a request. ThisCounty is willing to cooperate with ICE withregard to serious and violent offenders, ifthey reimburse the County for our expenses.We will continue to protect our communitywhile ensuring that justice is administeredequally to all.

Publisher’s Comment: This sort of Boardof Supervisor’s activity would not be neces-sary if the U.S. Congress would consider andpass comprehensive immigration legislationneeded to correct the current situation. BothCongress members Zoe Lofgren and MikeHonda have supported the establishment ofan immigration process which would correctimmigration matters.

Supervisor George Shirakawa’s leader-ship in this matter supported by Supv. KenYeater and Pres. Dave Cortese, is evidencethat undocumented residents within theCounty of Santa Clara need to feel secure.They can be trustful of other county agen-cies, especially Health & Hospital Systems(VMC), social services and mental health is-sues. It is better for undocumented indigentsto seek medical aid, social services, and men-tal health assistance during the early stagesof need.

Certain county officials, especially theSheriff and District Attorney may focus onconcerns of public safety-that is their properfocus. Fortunately, the checks and balancessystem of governance in this county is work-ing well. Aaron Resendez, East Side Commu-nity advocate, reports that the ‘Santa ClaraCounty Coalition Against Secure Communi-ties’ (composed of 30 community based or-ganizations) were actively advocatingagainst the Department of Homeland Secu-rity “Secure Communities Policy’ underwhich many deportations occurred of un-documented residents who were law abidingresidents. No one opposes the deportationof the very serious criminals (drug traffic, veryviolent, sexual and very serious offenders ofthe law).

If public safety is a major concern, it be-hooves all of us, as members of this commu-nity, to report criminal activities and bewilling to act as witnesses, which would en-able the various law enforcement agencies tosolve the many criminal incidences which re-main unsolved because there is insufficientcooperation by witnesses who fear reprisals.There is much to be done by all to ensure thiscommunity’s safety and security. There was an old man thatshe thought was burdenedwith all the prep materialsneeded to decorate a tombstone during Day of the Dead.She kindly offered to help andonly exchanged a smile and a

nod. She then helped him carrysome of the decorative items.

The man only spoke Za-potec but somehow they un-derstood each other andworked along side of him onthe project. The small townspeculated. They came to theconclusion that she was a longlost relative they didn’t knowabout or a lover.

The man had lived in thevillage his whole life and nowhe was the last of his family thatlived the land.

The man she met had alasting impression on Jones.She built him an altar based onthat single encounter. She triedto embody who he was, so sheused a lot of imagination.

Jones believes she broughta little piece of Oaxaca with herwith the completion of heraltar. She included bottle caps,fruits, candles, and aromaticmarigolds.

Jones believes his spirit willvisit the altar that otherwise noone would have created on hisbehalf.

The exhibit of the altar in-cludes two other altars, anotheron the 5th floor of the MartinLuther King Jr. Library and oneon the 1st floor in the children’ssection. The exhibit of tradi-tional and contemporary altarsruns until November 4.

tions for an altar begin wellin advance. Two local artistshad their altars ready earlythis month. They sharedtheir vision of what an altarmeans to them with richcolors and customary items.

Sometimes feelings ofsadness remind us that cel-ebrating the dead shouldbe a pleasant experience.Altars have that effect onthe artist and viewers alike.

“I think creating altarshelps you act out on thosefeelings,” said Mary JaneSolis. “I mainly do personalaltars because displaysdon’t evoke those samefeelings.”

Mary Jane Solis remem-bers growing up in a hardworking and traditionalfamily, but they didn’t cele-brate Day of the Dead. Shedidn’t start celebrating theLatin-American holidayuntil she was on her ownand in college.

“I found it a very beauti-ful tradition. It’s about the

power of art, that has spiri-tual and emotional powerand that felt real to me,”said Solis.

Solis believes that artistsshould share visual ele-ments and Day of the Deadallows her to do so. Her altarinclude items like tamarind,little cactus plants, familyphotos, sweet bread, pep-pers, and religious figures.

Surrounding her altarare cornhusks with a crossthat points to the four direc-tions. She dedicated thealtar to her uncle andgrandparents. They livedand worked in Delano, asmall agriculture town,which explains the inclusionof some of the objects usedfor her altar.

Solis is of Mexican de-scent, more specificallyfrom Coahuila, one of thestates that border Texas.She usually steps foot onMexican soil during the hol-idays and Day of the Dead isno exception. She has beenvisiting Oaxaca, a South-western state known for in-digenous peoples andculture, for the past 20years.

“It’s exhausting some-times but it’s a relief and re-lease,” said Solis.

Building the altar is ahealing process for Solis.She encourages everyone

to experience it. She alsobelieves it keeps traditionalive.

“You light the candlesand you celebrate,” saidMary Jane Solis.

University (NHU) ha anunciado la creaciónde 15 becas de $1500 dólares cada una paraprofesores que estén interesados enobtener un título a través del programa demaestría en educación de la Universidad.Las clases empiezan el 24 de octubre.

El programa de Maestría en Educaciónde NHU está diseñado para preparar a losprofesores para que generen un impactopositivo en las clases con estudiantes de dis-tintas culturas en los grados de K-12.  . país. Cuesta creer que todavía sigan proliferandoestos tipos de estafas, pero ocurre. De hecho,según una encuesta reciente realizada por la Fed-eración Americana del Consumidor, las estafas (in-cluyendo cheques falsos, sorteos fraudulentos yprogramas mentirosos de “trabajo desde la casa”)se encuentran actualmente entre los 10 primerosreclamos que reciben los organismos de defensadel consumidor.

Hay infinidad de variantes sobre los engañosque se cometen con cheques falsos por teléfono,carta y correo electrónico, incluyendo los sigu-ientes:

• Usted se ha ganado una lotería extranjera yle envían un cheque por la primera cuota de supremio. Para recibir el resto, usted debe depositary cobrar el cheque, luego le debe enviar el dineroa alguien que pagará para facilitar la transaccióny pagará los impuestos por usted.

• Alguien responde a su aviso clasificado opublicación de un remate en internet por algúnartículo de valor. Tiene una razón que suena lóg-ica para ofrecerle un cheque por un valor superioral valor de la compra: Por ejemplo, el compradorvive fuera del país y le ha pedido a alguien quevive en EE.UU. y que le debe dinero que le envíeun cheque por un monto mayor al precio deventa; luego, usted se queda con su parte y leenvía la diferencia al comprador.

Con los escáneres, impresoras y programasde software sofisticados que existen actualmentees muy fácil fabricar cheques que, a veces, inclusollegan a engañar a las propias autoridades. Al-gunos signos de advertencia:

• Los cheques falsos suelen imprimirse enpapel más liviano y resbaloso y no suelen tener almenos un borde perforado o rugoso.

• Les falta el logo del banco, o está borroso, loque sugiere que pueden ser copiados.

If you get pregnant, stop taking DIOVAN and call your doctor right away.Talk to your doctor about other ways to lower your blood pressure if you plan tobecome pregnant.What is DIOVAN?DIOVAN is a prescription medicine called an angiotensin receptor blocker (ARB). It isused in adults to:

lower high blood pressure (hypertension) in adults and children, 6 to 16 years of age.treat heart failure in adults. In these patients, DIOVAN may lower the need for hos-pitalization that happens from heart failure.improve the chance of living longer after a heart attack (myocardial infarction) inadults.

DIOVAN is not for children under 6 years of age or children with certain kidneyproblems.High Blood Pressure (Hypertension). Blood pressure is the force in your blood ves-sels when your heart beats and when your heart rests. You have high blood pressurewhen the force is too much. DIOVAN can help your blood vessels relax so your bloodpressure is lower.High blood pressure makes the heart work harder to pump blood throughout thebody and causes damage to the blood vessels. Take DIOVAN exactly as prescribed by your doctor.For treatment of high blood pressure, take DIOVAN one time each day, at the sametime each day.If your child cannot swallow tablets, or if tablets are not available in the prescribedstrength, your pharmacist will mix DIOVAN as a liquid suspension for your child. Ifyour child switches between taking the tablet and the suspension, your doctor willadjust the dose as needed. Shake the bottle of suspension well for at least 10 sec-onds before pouring the dose of medicine to give to your child.For adult patients with heart failure or who have had a heart attack, take DIOVAN twotimes each day, at the same time each day. Your doctor may start you on a low doseof DIOVAN and may increase the dose during your treatment.DIOVAN can be taken with or without food.

If you miss a dose, take it as soon as you remember. If it is close to your next dose,do not take the missed dose. Take the next dose at your regular time.If you take too much DIOVAN, call your doctor or Poison Control Center, or go tothe nearest hospital emergency room.

2. Bate la mezcla hasta queesté totalmente derretida yagregar los cacahuates y laspapas fritas.

3. Coloca en tu mano 3

cucharadas aproximadamentede la mezcla y forma concuidado una bola.  Haz 20 bolasy colócalas en moldecitos depapel. Refrigera durante 15minutos.

Ingredientes1/4 taza de miel2 tazas de coco rallado1/4 taza de leche conden-

sada (endulzada)3 claras de huevo1/2 cucharadita de extracto

de almendrasPreparación1. Precalienta el horno a

350° Fahrenheit.  Engrasa unabandeja para hornear forradacon papel de aluminio.

2. En un recipiente, agregael coco rallado, la leche con-densada,  la miel, las claras dehuevo y el extracto de almen-dras. Mezclar con una cucharahasta integrar todo. 

3. Humedece ligeramentetus manos, toma unas 3cucharadas de la mezcla decoco y forma cuidadosamenteuna bola.  Colócala en la ban-deja para hornear engrasada. 

4. Humedece nuevamentetus manos y repite el procesohasta formar 12 bolas con lamezcla.

5. Coloca en una bandejapara hornear de 10” x 15”.Hornea entre 12 y 15 minutos,hasta que tomen un color mar-rón dorado claro. Deja enfriar.
