    Welcome to the EPP

    Welcome to the European Peoples Party,the largest European-level party of Europe.With 69 member-parties from 37 count ries,18 heads of government, 9 European Com-missioners, including the President, and thelargest Group in the European Parliament

    with 277 members, the EPP is the leadingpolitical force on the continent.

    The EPP is the family of the political centre-right, whose roots run deep in the historyand civilization of the European continentand has pioneered the European projectfrom its inception. The EPP is committed toa federal Europe, based on the principle ofsubsidiarity a democratic, transparent andefficient Europe. Our vision is one of mutu-al respect, of inclusion of all free citizens,encompassing all European countries andregions, no matter how diverse a Europefor all. The EPP wants a Europe that upholds

    a prosperous and peaceful future for all itscitizens.

    2006 was a year of many changes andnew, positive developments. At its XVIIthCongress in Rome on the 30th and 31st ofMarch 2006, the EPP adopted its manifes-to The citizens and Europe: clear prioritiesfor a better Europe, approved several re-solutions and elected its new Presidency. InSeptember, the EPP moved to its new andimproved headquarters, which better suitsthe partys needs and objectives. In 2006,the EPP also expanded its international rela-tions and bilateral contacts with many par-ties and organizations around the world.

    EPP has many important tasks ahead. Bybeing in the drivers seat of the three mainEU institutions in the first half of 2007 - theCouncil with the German Presidency led byAngela Merkel, the Commission led byPresident Jos Manuel Barroso , and theParliament led by Hans-Gert Poettering -will have the responsibility for finding solu-tions to the current Constitutional impasse,for implementing the Lisbon strategy, forsecuring Europes energy needs and for ma-king Europe a competitive knowledge-ba-sed economy.

    Statutory Summit, Meise, 23 March 2006

    The organization of EPPs XVIIth congress hosted by Pri-me Minister Silvio Berlusconi in Rome was welcomed.

    The European Council agenda topics sustainable growthand unemployment were addressed. The leaders indica-ted that flexibility in the on-going bilateral meetings onthe Services Directive and the Financial Perspectives wasneeded.

    Elmar Brok reported on the European Parliaments reso-lution on Enlargement. In view of the EU crisis with the de-lay in the ratification of the Constitution and the financialperspectives being linked with the enlargement capacityfor countries in the Western Balkans, the EU is unable tostart negotiations. An additional interim step was propo-sed to further their progress and strenghten ties of the-se countries with the Union without abandoning pledgesmade at the Council of Thessaloniki.

    Resolutions on terrorism and the situation in Belarus wereadopted.

    Statutory Summit, Meise, 15 June 2006

    The leaders endorsed the detailed proposal by MichelBarnier: For a European Civil Protection Force: EuropeAid.

    As Europe needs more tr ansparency, democrac y and thecapability to act - in order to address the great expec-tations of the citizens - the Summit released a statementexpressing EPPs commitment to the European Constituti-onal treaty.

    Al so a re so lution on the condemnation of the vi olat ion ofhuman rights in Cuba was unanimously adopted.

    At the Summit of the EPP, heads of government, party leaders in coal it ion governments andopposition, the EPP Presidency and the EPP Presidents of the Commi ssion and Parliament, meetregularly prior to the European Council Summit. These important sessions offer EPP leaders- in an informal and confidential setting - the opportunity to air differences and seek consen-

    sus within the EPP family in an effort to develop common positions at the European Council.Customarily, the EPP Summit meetings are held at the Bouchout Castle in Meise, a suburb ofBrussels.

    During 2006, four Summit meetings were held. The discussions focused on EUs economic de-velopment, safeguarding our energy supply and security, innovation and research, immigrati onand thorough debates on the Constitutional Treaty during the reflection period.

    Extraordinary Summit, Helsinki, 19 October 2006

    The need for a EU Energy Policy was stressed. It was de-cided that stable relations are in the interest of both theEuropean Union and Russia and that a credible and reliablepartnership is needed not only for safeguarding our energy

    needs but also for Europes long-term strategic interests. Astrong, unified message on democracy with proposals forcooperation would be presented to Vladimir Putin, Pre-sident of Russia, who was a guest at the informal Councilmeeting in Lahti, Finland.

    A pan -European i ni ti at ive for innovati on and r esearch w ithcoherent solidarity that will take concrete action shouldbe established. It should also be an instrument for dealingwith climate problems.

    The leaders reflected further on possible scenarios to re-launch, in due time, the substance of the ConstitutionalTreaty.

    Resolutions on Negotiations of the Spanish governmentwith the terrorist Group ETA and Croatias membershipin NATO and the EU were unanimously approved.

    Statutory Summit, Meise, 14 December 2006

    Alaxandar Milinkevic, Belarusian opposition leader, wasapplauded by the EPP leaders for winning the 2006 Sa-charov Prize. Also, the leaders from Bulgaria and Romaniawere congratulated for their countries i mminent accessionto the European Union as Member States. The EPP l eadersalso welcomed at the meeting newly-elected Czech PrimeMinisterMirek Topolnek and wished him success for hisgovernment.

    In order to support the EPP Working Group on Europe-an Policy in preparation of the EPP Action Programme forthe 2009 European elections, it was decided that the EPPwould organize in the course of the coming m onths, con-ferences on specific topics of concern.

    Furthermore, Prime Minister Recep Tayyip Erdogansmessage (read by an AK representative) on his governmentscommitment to accession negotiations was well received.The leaders also debated the overall issue of the future ofenlargement and they also approved unanimously a reso-lution on a common European policy on illegal immigra-tion.

    Finally, the leaders observed a one-minute silence to com-memorate the passing away ofLoyola de Palacio, formerVi ce Pres ident of the European Commiss ion.

    When this Commission took office, there was unfinished business to deal with and to re-form. With the help of this Parliament and the Council, these things have been dealt with,put behind us, or turned around. So as we celebrate Europes 50th anniversary this year,we can do so with much greater confidence. Once again, Europe has proved its continuingvigor and relevance by reinventing itself for the 21st century.

    The EU and its citizens face major challenges like managing globalization to our advan-tage, responding to threats like terrorism, organized crime and the spread of weapons ofmass destruction, and securing an international order based on the rule of law and well-functioning multilateral institutions. All of this requires a strong EU on the internationalstage that is capable of promoting peace, security and stability and of protecting its valuesand interests, with a strong European Commission at the heart.

    The Information Society and Media portfolio represents an economic sector which is cru-cial for prosperity and quality of life in the European Union. All Europeans, irrespective ofhealth, wealth or where they live, should be able to benefit from the Information Society.

    The security of energy supply should not be taken for granted. I am here to make Europerespond to this challenge by bringing Unions energy consumption and external depen-dence in balance. We have to use energy more efficiently and rely more often on renewableenergy sources.

    Activities related to the oceans and seas are interconnected, and that they should bethought about, and planned for, in an integrated way. The seas have provided Europe withgreat wealth over the centuries, but we can no longer take this bounty for granted. Ourapproach to our oceans and seas must be holistic and responsible if we want to continueto benefit from them sustainably for the century to come.

    I am keen to promote the development of the tr ansport sector, which currently accountsfor 10% of the European Unions GDP. In order to do so, we must stimulate technologicalinnovation and strengthen investments in infrastructure through ambitious projects.

    EPP in the European Commission

    T he European Peoples Party has always played a pivotal role in the European Commission,a pillar institutionof the Union that implements European Union policies. With Jos Manuel Barroso a long-standing figureof the EPP family at the helm, the current Commission is giving a vital impulse to EU policies. The Com-mission has a total of 9 Members that originate from the EPP family:

    The EPP-ED Group is the largest political group in the EuropeanParliament with a relative majority compared to the other politi-cal groups. This strength is reflected in the fact that, since 1999,the EPP-ED Group has been the most influential and on the win-ning side in more votes than any other group in plenary sessionsof Parliament.

    cess must be entirely open and that the outcome mustnot be looked upon as a foregone conclusion. Negoti-ations with Turkey must be open-ended; they can leadto membership, but not inevitably.

    These negotiations are not proceeding smoothly, withTurkey, having signed a Customs-Union Agreementwith 24 EU Member States, effectively refusing to re-cognise Cyprus. The Group welcomes the good pro-gress with the Croatian accession negotiations. TheEPP-ED Group upholds the principle that all Europeancountries should be offered the prospect of member-ship in the long term, provided they meet t he Copen-hagen criteria without reservation.

    During the first half of the current legislature therehave been important political and legislative achie-vements. Bulgaria and Romania, following intensivenegotiations, will be welcomed into the Union on 1stJanuary 2007. The fi nancial guidelines for the Europe-an Union Budget to 2013 have been agreed betweenthe Parliament and Council. The important ServicesDirective has been finally adopted with most of theinput coming from the EPP-ED Group. Similarly, theREACH Regulation on the thousands of chemicals ineveryday use will come into force early in 2007. TheGroup expects considerable progress on finding a wayto deal with the const itutiona l Treaty in 2007. The Tre-aty has been ratified by more than half the MemberStates but following negative referenda in France and

    the Netherlands it is now important to find a way for-ward.

    Undoubtedly, the political highlight of this year wasthe nomination of EPP-ED Group Chairman Hans-GertPoettering as the candidate for the office of Presi-dent of the European Parliament. On November 14,2006, the members of the EPP-ED Group unanimouslynominated Hans-Gert Poettering, as its candidate - asthere were no other candidates, Poettering was nomi-nated by acclamation. The nomination of Poetteringwas initially proposed by the CDU/CSU Delegation,it was supported by the Group Presidency and all ofthe 25 Delegation Leaders, and was confirmed by theentire 264 Member Group (277 as of 1 January 2007).Hans-Gert Poettering was elected President of the Eu-ropean Parliament on January 16, 2007 - one weekprior to the election,Joseph Daul was elected as thenew Chairman of the EPP-ED Group.

    EPP in the European Parliament

    The new parliamentary term (2004 - 09) was i n-

    augurated with the approval of the new Com-mission and its President, Jos Manuel Bar-roso, who was nominated by EPP. The result

    of the election (449 in favour, with 149 against and82 abstentions) was quite an accomplishment for thePresident of the Commission, the EPP, and the EPP-EDGroup, which favoured a strong Commission led byBarroso. The EPP-ED Group looks to the Commission,above all, to promote the competitiveness of the Euro-pean Union, as an essential condition for creating newjobs, combating crime and securing the external bor-ders of the Union as well as reducing bureaucracy.

    In December 2004, the European Council took the im-portant political decision of starting accession nego-

    tiations with Turkey. The EPP-ED Group measured thisquestion continuously and in-depth during the course

    The Chairman of the EPP-ED Group in theParliamentary Assembly for the Organiza-tion for Security and Cooperation in Eu-rope (OSCE PA) and Vice President of theAssembly is Panos Kammenos. In July2006, Gran Lennmarker was electedas President of the OSCE PA, following hisnomination by the Group. This was a greatvictory for the EPP since the position hasbeen held for many years by other politicalgroups.

    EPP in the Committee of the Regions

    The Committee of theRegions (CoR) is thepolitical assembly thatprovides local and regi-onal authorities with avoice at the heart of theEuropean Union. TheEPP Group led by Presi-dent Isidoro Gottardois a major political pil-lar in the CoR, makingit the driving force forstrengthening and in-creasing the role and

    influence of local andregional authorities inthe EU decision-makingprocess.

    At the beginn ing of the 4th mandate of the CoR, in Feb-ruary 2006, Isidoro Gottardo was re-elected President ofthe EPP Group and Luc Van den Brande Vice-Presidentof the CoR. Besides its ordinar y meetings, the EPP Groupheld two meetings outside Brussels during 2006: one lin-ked to the EPP congress in Rome, dealing with Regions &Europe: a better future for citizens - how regions shapeEuropean legislation, and a meeting in Madrid dedicatedto the issue of Migration and Immigration - Regions andCities on the Front Line.

    The EPP in the CoR furthermore developed a new toolof cooperation with the European Commission, by or-ganising restricted high level meetings with Commissio-ners on topical EU issues such as energy policy, the newtransport policy and the future EUmaritime policy in 2006. On theother hand, the EPP Group in theCoR has continued to strengthenits cooperation with the Europe-an Parliament, and most notablywith the Committee for RegionalAf fa ir s for the promot ion of loca land regional interests in Europe.

    EPP in the Council of Europe

    The Council of Europe is the continentsoldest political organisation, founded in 1949. It groupstogether 46 countries, including 21 countries from Cen-tral and Eastern Europe. A formal decision on the mem-bership of Montenegro is expected in 2007 bringing to47 the membership of the Council. It is distinct from the25-nation European Union, but no country has ever joi-ned the Union without first belonging to the Council ofEurope. The Group of the European Peoples Party in theParliamentary Assembly of the Council of Europe pro-motes co-operation in Europe in a democratic and socialframework, based on individual freedom, linked to theconcept of Christian responsibility and according to theprinciples and the values of the EPP.

    During 2006, members of the EPP Group in the Coun-cil of Europe participated as observers in elections whichtook place for the Palestinian Legislative Authority; legis-lative elections in Ukraine; partial re-runs of legislativeelections in Azerbaijan; the conduct of the referendumon state status of the Republic of Montenegro; Presiden-tial and Legislative elections in Mexico; legislative elec-tions in the former Yugoslav Republic of Macedonia; inthe Republic of Montenegro; in Bosnia-Herzegovina; theConstitutional Referendum in Serbia and a Pre-ElectoralMission in December 2006 in advance of legislative elec-tions in Serbia in January 2007.

    Following legislative elections in a number of countries

    the Group welcomed a number of new delegations andaccepted new members from Democrats for a Strong Bul-garia (Bulgaria) and from the Republican Party of Alba-nia.

    Luc Van den Brande was elected by acclamation as Pre-sident of the EPP Group in January 2005. He underlinedthat the Council of Europe is the Cathedral of Valuesand must adhere to its core objectives w hile also reachingout to the colleagues in the European Parliament and theOSCE.

    Ren van der Linden, President of the EPP Group 1999 2005, was elected as President of the Parliamentary As-sembly of the Council of Europe on 24 January 2005.

    EPP Structure

    The EPP has three levels of decision-making: Presidency,Political Bureau and Congress. EPP heads of governmentcan give policy recommendations at the level of the EPPSummit, whereas EPP Working Groups perform prepara-

    tory political work.The Presidency decides on the general political guide-lines and presides over the Political Bureau. The Presi-dency is composed of the President, 10 Vice-Presidents,the Secretary General and the Treasurer. The Chairmanof the EPP-ED Group in the European Parliament is alsoex officio Vice President of the EPP.

    The Congress is the highest decision-making body ofthe Party. It is composed of t he delegates of EPP MemberParties and Associate Member Parties and of EPP recog-nized Associations. The number of participants reflectsthe number of delegates for the Political Bureau. The EPPCongress meets once every three years. It elects the EPPPresidency and decides on the main policy documents,

    electoral programmes and provides a platform for theEPP Heads of Government and Party leaders.

    The Political Bureau defines the political positions ofthe party between Congresses, deciding on membershipapplications and final political guidelines. The Politi-cal Bureau also decides on the budget and safeguards

    the political presence of the EPP between the Congressmeetings. The Political Bureau is composed of the desi-gnated delegates of the EPP Member Parties, A ssociatedMember Parties and of the EPP recognized Associations.The number of delegates for each party is linked to theelection result in the last European elections so that par-ties are weighted according to their strength. This all owstaking decisions by majority. The Political Bureau meetsthree to four times a year.

    The Political Bureau defines the mandate of the Wor-king Groups which prepare the Partys policy docu-ments and recommendations. All Member Parties andAssoc iated Member Parti es and member s of the EPP-EDGroup in the European Parliament have the possibility ofparticipating in the Working Groups.

    During 2006 the EPP held 9 Presidency meetings in preparation of the EPP Political Bureau meetings and EPP Sum-mits and to make recommendations and take decisions on the good governance of the Party and its Secretariat.

    9 & 10 JANUARY 2006 - Brussels

    The Political Bureau dealt with the EU budget of2007-2013 and the preparation of the EPP Con-gress in Rome which will focus on giving new im-petus to the European Union. In this regard, theRome Manifesto was approved.

    A po li ti ca l embargo on the current HDZ-BiH Pre-sident and the members of its Presidency was ac-cepted.

    Based on the review the President, he confir-med that Our Ukraine Peoples Union (NSNU) andPeoples Movement (RUKH), Ukraine are legit imatesuccessors of the NU Bloc that was originally ac-cepted in 2005 as an observer.

    A re so lu tion on the Resu lt of the Commit tee Voteon the Services Directive was approved.

    The Blue Book presented by the Secretary Generalwill be used as a n operational common guidelinefor addressing the media and will be publishedafter the Congress.

    29 MARCH 2006 Rome

    The Political Bureau fully concentrated on the EPPCongress (30 & 31 March 2006) where more then1600 participants were registered.

    The Democrats for a Strong Bulgaria (DSB) wa s ac-cepted as an associate member par ty. Our UkrainePeoples Union (NSNU) and Peoples Movement(RUKH), Ukraine were accepted as observer mem-bers of the EPP.

    The amended EPP By-Laws were adopted in se-cond reading.

    8 JUNE 2006 Brussels

    Christian Kremerand Luc Vandeputte were re-elected as Deputies Secretary General.

    The Belarusian Popular Front (BPF) and United Ci-vic Party (UCP) of Belarus were accepted as ob-server members.     To elabor ate on EUs energy integratio n policy, aseminar on Energy Policy will be organized on 7Februa ry 2007. The EPP will continue to strengthenits focus on the transatlantic partnership throughits relations with the International Republican Ins-titute (IRI), especially in view of the TransatlanticSummit of June 2007.

    The upgrade application of the Democratic Par-ty of Romania (PD) for Associate Membership wa sadopted. The sister parties in Romania commit-

    ted themselves to enhanced cooperation in viewof the European elections in Romania in May2007. The Member Parties supported the KD ofSwedens fact-finding mission to Cuba which wasorganized because of increased repression sinceFidel Castros brother took over as head of govern-ment.

    The EPP Budget and the Membership fees for2007, the EPP Declaration on Police brutality inHungary and the list of Individual MembershipAppl icat ions of MEPs (according to 5 of the Sta-tutes) were accepted.

    European Policy

    Chaired by the EPP President Wilfried Martens toge-ther with EPP Vice President Peter Hintze, the WorkingGroup had the task of preparing the EPPs most vital po-licy papers and Congress documents on European issues.In past years, the Working Group prepared the Congressdocuments of Berlin (2001), Estoril (2002) and Brussels(2004). Thus, the European Policy Working Group has

    prepared the most important decisions of the EPP in thelast years.

    On 2006, the Group focused on Energy Policy with theguidance ofEija-Riitta Korhola, EPP Rapporteur on En-ergy. The group also continued to work wit h the possiblesolutions to resolve the deadlock caused by the negativereferenda on the Constitutional Treaty.

    Economic and Social Policy

    Wi th the renewed mandate of the Rome Congre ss , theworking group - Co-Chaired by Peter Jungen and RiaOomen-Ruijten - focused on the fundamental develop-

    ments regarding Economic and Social policy at the Eu-ropean level. Particular emphasis was placed on Labourmarket flexibility and Globalisations impact on EuropeanSocial Models. In 2006 the working group continued itsefforts to enhance its contacts with the main Europeaneconomic institutions.

    EPP Membership

    Chaired by Camiel Eurlings, EPP Vice President, thisWork ing Group is mandated to promote, faci li ta te andincorporate new EPP members, associate members, andobservers throughout the continent. When a party is ac-cepted in the EPP, its elected representatives automatical-

    ly join the EPP-ED Group in the European Parliament, andall other EPP Groups and organizations.

    In 2006, the Working Group recommended (and ultimate-ly accepted by the Political Bureau) the following partie s:Our Ukraine Peoples Union (NSNU) , Peoples Movement(RUKH), Democrat s for a Strong Bulgaria (DSB), Belarusi-an Popular Front (BPF), United Civic Party (UCP), and theDemocratic Party of Romania (PD, upgrade application).

    EPP Working Groups

    Working Groups are the backbone of EPPs political work, where high-profile representativesfrom the EPP member-parties develop common positions and strategies on major policy are-as and submit specific recommendations to the Political Bureau for final approval. A WorkingGroup can be given a specific mandate for preparative work for EPP Summits and the EPP Con-gress. Working Groups are also responsible for organizing Conferences, Roundtable discussions

    Campaign Management

    The coordination of the persons responsible for cam-paigning from the headquarters of member-parties,is the main task of this Committee. The exchangeof experiences in recent election campaigns as wellas the long-term preparation of European issues andthe campaign for the European Parliament election,has brought added value to the Member Parties and

    to the EPP.

    During the last meeting of the Committee, whichtook place in Rhodes, Greece in May 21-23, 2006,over 25 participants exchanged their experiences inrecent campaigns. Several ideas for campaigns wereproposed which found a lot of interest among theparticipants. Numerous presentations were madewhich can be found online in the EPP Intranet.

    EPP Conferences

    EPP Conferences reflect the political agenda and po-litical priorities of the EPP. Experts, European politi-

    cians and representatives of the EPP member partiesdebate issues and present their positions to the pu-blic.

    In June 2006 a Conference on EPP Priorities for aEurope Close to the Citizens took place in the Euro-pean Parliament in Brussels. EPP President WilfriedMartens opened the Conference together with EPP-ED Group Chairman Hans-Gert Poettering. Thekeynote Presentation was given by EU CommissionPresidentJose Manuel Barroso, who described themain challenges that the EU is facing today. Mem-bers of the newly elected EPP Presidency presentedthe EPP vision on economic reforms, implementationof the Lisbon agenda, challenges of the European Se-

    curity Strategy, and the future of the European Cons-titution. More than 150 guests from the EuropeanParliament as well as the political, business and NGOcircles of the EU participated in the Conference.

    EPP ArchivesRe-organisation and new access rules

    In 2006 the EPP carried out a serious re-organisationof its archives in order to ensure a more professionaland durable conservation of its recent history, both

    for int ernal and ex ternal user s. Fi rs t, a large part ofEPP files was transferred to the Archiv fr Christ-lich-Demokratische Politik of the Konrad AdenauerFoundation in Sankt Augustin/Bonn, which alreadycontains the central archives of the EPP(-ED) Groupin the European Parliament, some EPP files as well asthose from the NEI, the EUCD and the CDI. Second,a new inventory was set up for the re maining archive

    fi les that are kept in the new EPP headquar ters inBrussels.

    Apar t from a large e- collec tion of party documents,the EPP archives now include the official EPP publica-tions (documents for external use), the minutes of theEPP decision-making bodies since 1990 (Congress,Political Bureau [and Council], Presidency, Summitand Working Groups) and a large collection of pho-tographs and audiotapes. This collection reflects thevariety in activities the EPP has organised in morethan a decade. Wishing to stimulate historical andpolitical research, the EPP has decided to open itsarchives for consultation to the ge neral public and tolimit its confidentiality access period to 15 years.

    The EPP has come a long way since its incepti-

    on as a transnational party of European Christian

    Democrats. 30 years later, the EPP boasts 69 Chris-

    tian democrat, reform and conservative member parties

    from 37 European countr ie s and is the most in fl uent ia l

    political part y in all major European institutions: 10 heads

    of government in the European Council, 9 Commissioners

    including the President, and the largest Group in the Eu-

    ropean Parliament with 277 members.

    The Rome Congress was the ultimate political event of

    2006 in Europe and set the s tage for new momentum in

    the European project.

    Our Aim, Your Europe was the slogan for the 17th EPP

    Congress in Rome, reflecting EPPs ambition to create a

    Europe close to its citizens.

    The Congress adopted its Rome Manifesto. Untitled For

    a Europe of the Citizens: Priorities for a Better Future, the

    document includes the EPP positions to strengthen the

    European Union.

    The EPP elected its President, Secretary General, Vice-

    Presidents and Treasurer during the XVII Congress.

    Wilfried Martens (Belgium) and Antonio Lpez-

    Istriz (Spain) were re-elected as President and Secreta-

    ry General of the EPP for a term of three years.

    EPP 30th ANNIVERSARY

    The EPP was created 30 years ago as a Federation of Chr is-

    tian Democrat Parties of the European Community.

    The EPP wanted to give continuity to the tradition of

    the Christian Democrat Statesmen such as Robert

    Schuman, Alcide de Gasperi and Konrad Adenauer

    Thanks to its remarkabl e Europe-wide profile, the EPP has

    grown very rapidly to become the leading political ac-

    tor of the continent. No other politi cal family has played

    such a decisive role in the different stages of the Europe-

    an integration.

    The EPP had a crucial role during t he 90s in the prepara-

    tions of the Treaty of Maastricht, and it is destined to play

    a decisive role in the current political crisis, to which the

    EPP gave solid answers during its XVII Congress in Rome.

    BLUE BOOK

    The Blue book is an innovative initiative launched by

    the EPP during its Rome Congress. The purpose of this

    book is to serve as a communication tool to reach out

    to citizens and give straight-forward answers to their

    main questions and concerns.

    The Book contains clear, relevant information on the idea

    of Europe, immigration, terrorism, environment, budge-

    tary questions, the role of Europe in the world, among

    other crucial issues.

    The EPP is in favor of responsible EU policies. The EPP

    believes in a free, open, prosperous and democratic

    Europe and assumes the responsibility that EU citizens

    trusted our political family in last European elections by

    bringing about EPP policies to continue the construction

    of Europe in the frame of the EPP tr adition

    MARTENS ADDRESSES XVII EPP CONGRESS

    EPP President Wilfried Martens, following his re-election,

    made the following address to the Congress delegates:

    It is time for the EPP to transform the current political crisis

    into a new impetus. This is the goal of the XVII Congress of

    the EPP: to give back a soul to European project , to provi-

    de it with the dynamism that only a strong European ideal

    gives. Conscious of the challenge and the urgency, the Eu-

    ropean Peoples Party has approved a Manifesto formulating

    the essential orientations with the new prospects for Euro-

    pe. The European Union urgently needs more l eadership, to

    I am convinced, that a new generation, resulting from our

    EPP Global Political Activity

    In recent years, the EPP began developingits international profile in the global po-

    litical arena. In view of EUs expandingrelations with many countries around theworld, the EPP is actively assisting in thepromotion of these relations on a politicallevel. Thus, EPPs international relationshave a dual aim: to advance its politicalprinciples and values beyond Europe and,at the same time, to promote EU interestsaround the world.

    Specifically, the EPP has embarked on aseries of political contacts for the purpo-se of advancing bilateral relations withimportant political parties and organiza-tions around the world. We are currently

    in close contact with important like-min-ded parties such as the Conservative Partyof Canada led by Prime MinisterStephenHarper, the Liberal Party of Australia ledby Prime MinisterJohn Howard , the Libe-ral Democratic Party of Japan led by PrimeMinisterShinzo Abe, a.o.

    The EPP is also continuing to foster its rela-tionship with the International Republi-can Institute (IRI) of the United States.In 2006, the EPP co-organized three im-portant events with the IRI in Brussels:with George Weigel (06/12/06), a dis-

    tinguished American intellectual, with JimKolbe (11/10/06), Arizona Congressman,

    and withJohn McCain (29/04/06), Arizo-na Senator and IRI Chairman.

    New Headquarters

    At the hear t of the European quar ter in Brusse ls , ju st a shor twalk from the EU institutions, the EPP and the Forum for Euro-pean Studies inaugurated the new EPP Headquarters. The newand larger office building will allow EPP to further invest onthe enhancement and modernization of its services. In the futu-re, the new EPP headquarters will also host the EPP recognizedassociations and other organizations close to EPP. Our am-bition is to transform our new offices as the common homeof all those linked to the big European Peoples Party family.

    The new headquarters were officially inaugurated onSeptember 18, 2006.

    EPP Statute and Party Funding

    The Rome Congress placed the keystone of the reforms ofour statutes transforming the EPP into a modern and func-tional organization with the legal personality of an Inter-national Non-Profit Association, formally recognized by theEuropean Union. The recognition as an International Non-Profit Association and the reform of our Statutes were neces-sary prerequisites in view of the regulations of the EuropeanParliament on party funding. The implementation of the Re-gulation of European Party funding, introduced in 2004 as afirst step towards a legal framework for European level politi -cal parties, has not always been easy and consistent with themodern management of a dynamic organization.

    EPP therefore took the lead in drafting the Report on the im-plementation of funding arrangements for political partiesat European-level, which was approved by t he European Par-liament in spring 2006 (Leinen Report ). Numerous sugges-tions and proposals for changes were made to improve theapplication, and more specifically, the long-term financialplanning, the building-up of reserves and the procedures fortransparency and simplification. The European Commissionand Council are now deciding on the impl ementation of the-se proposed changes.

    In 2006, 10 European parties received party funding:

    - European Peoples Party (EPP)

    - Party of European Socialists (PES)

    - European Liberal Democrat and Reform party (ELDR)- European Democrat Party (EDP)

    - The European Federation of Green Parties (EFGP)

    - Party of the European Left (GUE)

    - Alliance for the Europe of Nations (AEN)

    - European Free Alliance (EFA)

    - Alliance for Independent Democrats in Europe (AIDE)

    - EU Democrats Alliance for Democracy in the EU (EUD)

    The European Union budget for 2006 set aside9.2 million EURO for party funding. 15% of the budget isdistributed among the parties in equal shares. 85% is distri-buted on the basis of the number of Members of Parliamentaccounted for by every Party.

    The European Parliament funds constitute 2/3 of EPP income.The rest of the income is generated through the membershipfees. Membership fees of full Member Par ties are calculatedon the basis of the political strength of the party and thenumber of MEPs. The membership fee of the associate andobserver member parties is calculated by the Political Bureauon the basis of the votes obtained by these parti es during thelast national elections.

    Small and Medium Entrepreneurs Union(SME UNION)

    The SME UNION of the EPP is the network of pro-busi-ness Christian-Democrat, Conservative and Liberal poli-

    ticians and political organizations. Its main objective isto shape EU policy in a more SME friendly way in closecooperation with the SME Circle of the EPP-ED Groupin the European Parliament, DG Enterprise and the SMEUNION members within the EPP member parties.

    The importance of the work of the SME UNION can beseen in the fact that SMEs are considered as the key dri-ver for sustainable jobs, growth and prosperity. Its toppriority is to reform the legal framework for SMEs allover Europe and to promote and support the interests

    of small and medium-sized enterprises which - due totheir willingness to take risks and responsibility - are the

    engine of the European economy.The topic of the Year for 2007 will be Less & Better Regu -lation for SMEs. In June 2005, President of Eurochambresand President of the Austrian Federal Economic Cham-ber, Christoph Leitl, was elected President of the SMEUNION.

    European Union of Christian Democratic Workers(EUCDW)

    The EUCDW is the workers organisation of the EPP with23 member organisations from 17 different countries. Asthe officially recognised EPP association of workers, theEUCDW led by its President Elmar Brok, MEP, has thefollowing aims: to press for the political unification of ademocratic Europe; to promote the development of theEPP on the basis of Christian-social teaching; to repre-sent and defend worker interests in European Policy ; towork for the achievement of Christian-social principlesand policies in the European workers movements; tostep up co-operation with the workers and their orga-nizations.

    Therefore, in the last years and 2006 in particular, theEUCDW has spent a lot of effort in influencing employ-ment policy and defending an undivided Europe of so-cial protection without any opt-outs. EUCDW welco-mes the success of reshaping the Services Directivein such a way that it fits into a reasonable and balancedapproach for the Internal Market which wil l help preser-ve the social cohesion of our societies.

    Youth of the European Peoples Party (YEPP)

    YEPP is EPPs of fi ci al youth organisati on, se lf -governedby its own statutes, political program and elected rep-resentatives. YEPPs members are national party-p oliticalyouth organ is at ions . The pu rpose of a ll 55 member orga-nisations as well as for YEPP is to provide young peoplea channel in order to influence the shaping of their soci-eties with democratic means and centre-right, Christiandemocratic and conservative ideas.

    Through its member organisations YEPP brings togethermore than 1,2 million youngsters in 35 European states.This makes YEPP the largest party-political youth organi-sation in Europe.

    YEPP is le d by it s Pres ident, David Hansen. He chairs aBoard of 12 members with a two years mandate.

    2006 was the mid-term of the Board and yet another ac-tive period. Seven dif ferent weekend seminars, includingone Summer School and 5 Council meetings of memberorganisations have been held. YEPPs office with it s ownExecutive Officer, Ann-Pascale Mommerency, is loca-ted within the new EPP building in Brussels.

    In 2007 YEPP will celebrate its 10th anniversary at a Con-gress in Stockholm, Sweden. Being welcomed there byits first president and now Prime MinisterFredrik Rein-feldt, this will surely manifest YEPPs intention: to be thefuture of the EPP the future of Europe.

    European Senior Citizens Union (ESU)

    The ESU, founded in Madrid in 1995, is the largest poli-tical senior citizens organization in Europe. The ESU isrepresented in 21 member states with 34 organisationsand about 500.000 members. The ESU is dedicated tothe advancement of rights of European senior citizensand their engagement in society. The aims of the ESU are

    the promotion of the role of the elderly in ageing Euro-pean societies, against the discrimination of the elderl y,the European pension systems, seniors and volunteering,intergenerational relationship & participation.

    In 2006, ESU based its work on three firm principles:1. the Christian conception of man, 2. the call of man

    kind to freedom and solidarity, 3. ethnical, economicand social demands which are not in conflict, but in ag-reement with each other. The ESU, led by its President,Bernhard Worms, calls for the active participation ofsenior citizens in the workplace, in decisions and in thepromotion of responsibility in European societies. Senior

    citizens are the determining group of society in the 21stcentury.

    European Democrat Students (EDS)

    EDS is the official students organization of the EPP. Sin-ce it was founded in 1961, EDS brings together studentsand young political leaders from all over Europe to pro-mote a political pro- European exchange. Although beinga students organization, and therefore taking a specialinterest in topics like the Bologna Process, the organiza-tion is especially aware of the importance of promotingvalues like Freedom, Democracy and the Human Rights.

    Led by its Chairwoman Ana Filipa Janine, the struc-ture has 36 member organizations, representing nearly500.000 students across the continent. Currently, EDSis represented in 34 countries, including non EU member

    states like Belarus and Georgia. EDS is not a centralized

    organization, it is an organization of organizations, anetworking structure whose general aim is to bundle thepower of the various members in order to give youngpeople and students a strong voice. Every year the or-ganization hosts Summer and a Winter universities andseveral seminars, publishes a bi-annual magazine Bull-seye and campaigns, through various forms, for the in-terests of young people. Most recent events, organizedby EDS, took place in Cyprus, Italy, Portugal, Finland,Ukraine and Romania.

    The EIN held its fif th summer university and third Eu-ropean Ideas Fair from Thursday 21 to Saturday 23September 2006 at the Centre de Congrs, Lyon. Theevent attracted over 300 participants from 27 coun-tries. Plenary sessions focussed on the challenge ofglobalisation and the continuing need for Europe todevelop an agenda for revival based on economic re-o rm. Keynote spea e rs inc u e Jos Manuel Barro-

    so, President of the European Commission, Carl Bildt,the former prime minister and now foreign ministerof Sweden, Dominique Perben, French Minister ofTransport, and Jean-Martin Folz , chief executive ofPeugeot-Citron.

    During 2006, already close working links with the EPPparty were deepened. Wilfried Martens, Presidentof the EPP, chaired a seminar organised jointly in Italyby the EIN, EPP and Konrad Adenauer Stiftung, on lon-ger-term European policy challenges. Participants in-cluded policy directors of national political parties andchairmen and rapporteurs of EIN working groups. Thisdiscussion serves as a precursor to a broader projecton Europe 2025 which the network will be carryingforward in all its activities during the course of 2007.

    Centre for Political Parliamentary Educationand Training

    The EPP-ED Centre for Political Parliamentary Education andTraining (CET) was established in 2002. The goal of the CETis to contribute to the successful work of the EPP-ED Group byorganising educational activities: workshops, seminars, con-ferences and special meetings.

    The Robert Schuman Institute

    The Union of the Robert Schuman Institute for Developing De-mocracy in Central and Eastern Europe (RSI) has been opera-ting under the auspices of the EPP with an extended scope ofactivities since 1995. The RSI organizes international courses forpotential young leaders, party members and officials of the EPPsister and co-operating parties of the developing democracies inthe region receiving both theoretical and practical training.

    Since the 2004 EU enlargement, the Institute has been focus-ing mostly on East and Southeast European countries. Wim vanVelzen announced his retirement as President of the RSI. TheGeneral Meeting appointed him Honorary President. EPP VicePresident Camiel Eurlings, MEP, was elected as the new Presi-dent of RSI.

    The Robert Schuman Foundation

    The Robert Schuman Foundation for Cooperation amongChristian Democrats in Europe, founded in 1989, is an entityof the Group of the European Peoples Party (Christian De-mocrats), registered in the Gra nd Duchy of Luxembourg.

    Since its establishment, the Foundation has provided a one-month internships in the European Parliament for more than500 young people, primarily from central and eastern Europe,but also from Latin America, Russia and the southern Cauca-sus. The majority of those who complete the programme re-main faithful to the policies and values they originally adop-ted. Every two years the Foundation organizes meetings offormer interns in the form of political seminars. These werefirst held in Prague, in Poland and Hungary and, in recentyear s, we re he ld in Brusse ls , Stra sbourg and Rome.
