Department of Transport Management is mandated to manage and enforce the act and regulations(MVTMA/MVTMR) with the support of traffic Police including vehicle registration and issue of driving licenses and vehicle fitness test.

Operation of public transport(vehicles owned indivuduals/company/cooperative) are managed by privately owned Organizations of public transport operators(Yatayat Samittee) mostly not ragistered in DOTM(But by act need to register); without any agreement between DOTM and Yatayat Samittee on time schedule, frequency, reliability and type of vehicles and its age and others, only on based on route permit received by vehicle owners(indivudual/comapany)

Present Public Transport Operation is the product of weak government and stronger private sector with no regulation from DOTM.

Other vehicles owned by private organizations, public institutions and individuals are managed as per law; no problems as such in management

Inefficient intersections enhancing congestion

No regulation of public transport operators(Samitties) for safe, affordable and reliable transport service.

No detail agreement between public transport operator and Department of Transport Management on time schedule, frequency of trips, types of public transport while issuing route permit.

Poor logistics for enforcement of Act and Regulations(equipments and communication system) for traffic police

Weak institutional capacity of main stakeholders(DOTM/Traffic Police) and No integrated and accountable institutional arrangement to address issues in transport(Road Safety Council and others)

No regulation on organizations of public transport operators/ no strong political will

Too many public transport on many routes having turn 2/3 days a month for a vehicle but crowded beyond permissible capacity.

No effective presence of public sector(Sajha Yatayat) in public transport hence Government captive of private sector Yatayat Samittee.

Route permit not issued based on demand study and road condition; so too many public vehicles on route inviting queue system of vehicle; significantly reducing its efficient use, hence wastage of valuable investment.

Maturity of driver in public transport/traffic discipline enforcement weak

No effective penalty system

Weak commercial promotion of parking

No regulation in the use of ROW.

No regulation on public transport for mandatorily use of only designated stops.

No legal accountability against hazards created on roads.

Pedestrians facility low in sharing road space.

Many old polluting vehicles /no age limit

Present penalty against traffic rule violation is not effective deterrent to reduce accident and enforce traffic rules and regulations

Very rare suspension/revocation of driving license against traffic rules violation.

New municipalities declared increasing from 58 to 217 numbers with the promotion of infrastructure (arterial and ring road ) for public transport.

Present Motor Vehicle and Transport Management Act and Regulation has been revised to make transport management and enforcement effective to regulate and reduce traffic accidents.

Urban Master plan are being prepared based on land use development plan supported by road network improvement and development, focused on ride and walk.(Kathmandu Valley master Plan-JICA & others)

Increasing resources for urban infrastructures in municipalities.

Promotion of mass transport on primary roads integrated with medium and small modes of transport on secondary and tertiary roads

Present Yatayat Samittee are asked to register in DOTM and operate public transport on management contract as agreed with DOTM.

Private sector is promoted to carry vehicle fitness test, commercial parking in municipalities; and requested to lead vehicle driving institutions

Restriction on roads for storing of materials and others use.

Service of Sajha Yatayate expanding and competing with private yatayat samittee.

Promotion of transport service as service industry; and promotion of franchising of service with integrated ticket system in large municipality.

Promotion of land use with the objective of ride and walk. (Kathmandu Valley master plan)

Develop ment of central core business district(CBD) on transport oriented development(TOD) approach.(with resource from developed land value capture)

Promotion of different FAR for different zones ; highest for CBD to get the best use of precious urban land and avoid sprawl, and to facilitate economic vibrancy of the city.
