• Energy Savings Assistance: Common Area Measures (ESA CAM) offers incentives for 100% of the cost of qualifying energy efficiency upgrades to common area and/or central systems to owners of deed-restricted multifamily properties

• Provides no-cost on-site energy assessments, technical assistance, and benchmarking

audit. Properties must install measures from at least two unique measure categories below:

Technical Assistance Provided

• Total funding available for incentives: $25 million

• Funds are available on a first come, first served basis

• All upgrades funded by ESA CAM must be completed by June 30, 2020

• Applicants are encouraged to apply by September 30, 2019 to allow sufficient time to complete all milestones

• Leveraging is encouraged (TCAC, LIWP, SOMAH, etc.)

Funding Availability

TCAC = Tax Credit Allocation Committee, who administers the Low Income Housing Tax Credit (LIHTC) program

LIWP = Low Income Weatherization Program, administered by the California Community Services Dept. (CSD)

SOMAH = Solar on Multifamily Affordable Housing, administered by the California Public Utilities Commission10

Timeline

Applications will be accepted until

September 30, 2019.

Applicable energy upgrades must be completed by June 30, 2020.

Any project applying for funding will be held to additional progress

deadlines, as outlined in the ESA CAM handbook.

Funds are available on a first come, first served basis.11

• Contractors are encouraged to enroll in PG&E’s Trade Professional

Alliance if:

– Project incentive is directed to contractor listed on ESA CAM application

– Contractor company wishes to be listed on program website

• Owner selects and hires contractors directly for energy efficiency

upgrades

– If contractor identifies project, owner engagement is required to enroll project

– Owner shall select the contractor they wish to work with (this may not be the

contractor who brought the offering to their attention)

– Owner is responsible for confirming contractor insurance and licensing

requirements

Complete online PG&E training and

sign agreement

Receive verification from PG&E

• Trade allies will be listed on the PG&E and ESA CAM websites once verified

• Contractors have access to an ESA CAM toolkit by request,

including:

– ESA CAM talking points

– Lead hand-off process

– Informational flyer

Contractor Lead Intake Process

• In order to submit a project, please be prepared to provide the following,

potentially in a spreadsheet:

– PDF/spreadsheet: work with owner to provide regulatory agreement, and if needed,

income level data (please note that we will almost always need this in the Bay Area)

– Developer name, contact information for the owner/owner rep on their team

– Number of buildings and units on site

– Potential scope of work/common areas on site and central systems

– Year built
