Slot allocationFor ESC, fixed allocation is based on same number of freshmen grantees the previous school yearAdditional slots distributed by regions and divisions shall be determined by the Office of Planning Services (DepED-OPS)190,000 additional slots for SY 2012-2013150,000 for regular ESC program40,000 for ESC open high school programDeadline for submission of request for additional slots is on May 15, 2012Regional Program Committee decides/approves distribution of additional slots to participating schools24Salient provisionsII. ESC Grantee SelectionPreference shall be given to public elementary graduates, public high school aisle students, and to those that availed of DepEDs early registration programAs a general guide, grantees outside of NCR shall come from families whose annual family income does not exceed Php250,000.

The EVS program is gradually being phased-out. No 1st year EVS grantees starting SY 2011-2012.25III. Amount of Grants1st year grantees outside of NCR shall receive Php6,500. 2nd to 4th year grantees shall continue to receive php5,500Grantees within NCR received Php10,000 in all year levelsPhp12,000 per annum per licensed teacher in ESC participating schoolsTSS is taxableOnly licensed teachers listed as of August 15, 2012 are qualified to participate in the TSS

(If tuition, other, and miscellaneous fees are lower than the amount of subsidy, then the actual total fees shall be the basis of payments to the school)26IV. Condition of the ESC GrantsESC shall cover 4 years of education from 1st to 4th year provided that the grantee does not dropout, repeat the same year level, or transfer to a non-ESC participating schoolA grantee may transfer to another ESC participating schoolTransfers from outside NCR into NCR are not allowed. Transfers from NCR to participating schools outside NCR may be allowed but the amount of the grant is reduced accordingly27V. ProcessingAll ESC and EVS grantee information shall be processed using the FAPE Online SystemThe system assigns a permanent ID number to each granteeBilling statements are automatically generated for the approval of the DepED Regional Director or assigned representativeBilling statements are sent to FAPE Manila for final checking and processing on a first-come first-served basisBilling statements are endorsed to DepED for payment28VI. Private School ParticipationPrivate schools who wish to participate may write a letter of intent to their respective DepEd Division Superintendents who shall certify to the eligibility of schools and endorse this to the concerned FAPE Regional Program Coordinators. Requirements for school participation in the program are as follows:

School should be government recognizedSchool must pass the FAPE certification program or accredited at least Level II by any FAAP member agency
