Our Health and Safety Technicians are the “eyes and ears” of the department
• Our Health and Safety Technicians are RCT qualified, and broadly trained in all discipline areas
• Housed within the programmatic facilities they support
• Often the first contact a responsible individual makes when planning new work
• Perform frequent walk throughs of operational areas of facilities
• Enjoy close interactions with ES&H Team management and disciplines and customers

A strong commitment to field presence enhances customer relationships and the planning process
• Field Presence Definition:– Excellent field presence is routinely being in the workplace
enhancing relationships with customers and developing and maintaining familiarity with activities. The goal is to promote the Laboratory’s value of simultaneous excellence in science, operations, and safety.
• Field Presence Expectations:– Team members are familiar with current operations (including
schedules and future plans) in their areas; and with customers and their roles.
– Customers know their team members and their roles.– Team members visit work locations at a frequency commensurate
with the degree of hazard and/or the client expectations.

Our customer support focus is balanced by our institutional gatekeeper role
• The ES&H Teams have a responsibility to the institution to review work activities to determine that the work is conducted safely and in compliance with applicable regulations, policies, and procedures.
• When an unsafe situation is encountered, we provide guidance on whether an activity can proceed, proceed with modifications, or be suspended until changes are made to ensure safe operations.
• We notify line management that a potentially unsafe situation, negative trend, or safety attitude concern exists.
• The gatekeeper role includes progressive elevation of an ES&H concern to the necessary level of HCD/SEP & program line management to resolve the issue.

Field reviews of future work activities enhance planning
ISM Best Practices Workshop 9/13/06 UCRL-PRES-224283 11
ES&H Team support of work planning is based on several program support concepts
• ES&H is best integrated early in any planning process• The ES&H Teams know their customers and their work • ES&H Teams assist the planning process through:
– Being co-located with programs and therefore more readily accessible
– Balancing all the ES&H issues to provide integrated answers to ES&H concerns and issues
– Providing “one stop shopping”
The easier it is to get ES&H support,
the better it will be integrated into the planning process
