As well as being an examiner and student mentor for the Chartered Institute of Marketing, he also teaches part-time for the Cambridge Marketing College. Over the coming months, Trevor is looking forward to meeting with customers and shaping the sales and marketing functions to meet our ongoing strategy for growth. Many of our frameworks are developed by ESPO, in collaboration with Government Procurement Service (GPS), PRO5 and other national partners. Together, we play a leading role in helping to engage markets, challenge current practices and develop innovative new commissioning and sourcing strategies. To continue our 12 years of sustained growth, we have strengthened our corporate team and are pleased to welcome the appointment of Sandra Sewell as a Corporate Account Manager. In this role she will be responsible for developing relationships with existing and new customers as well as targeting new markets. Sandra will be working with Steve Exley, our Corporate Business Development Manager, to further develop ESPO’s strategy in the wider public sector. ESPO has announced the appointment of Trevor Phipps as Assistant Director – Sales and Marketing. With over 20 years’ experience of both the public and private sector, Trevor has worked for Argos, Vodafone and Countrywide where he was responsible for delivering and driving marketing and sales performance, multi-channel marketing, commercial focus and field sales with a strong customer ethic.

ESPO recently carried out a detailed survey with a sample of customers to find out what they really think of us. The results were extremely positive:• 91% agreed or strongly agreed that the

ESPO is trustworthy and reliable• 86% rated ESPO’s ‘value for money’ as

good or excellent

• 75% rated ESPO’s procurement expertise as good or excellent

Energy efficient buildingsSince 1st October 1998, every public building in England and Wales with a floor area of more than 1000m² has needed a Display Energy Certificate (DEC) and accompanying Advisory Report. The DEC’s must be updated on an annual basis.

Recent changes in legislation have meant that buildings with floor areas over 500m² now also have to display a DEC, with a £1000 fine for building not complying. DEC’s for buildings over 500m², but less than 1000m², are valid for 10 years. The Certificate should be no smaller than A3 in size and must be displayed in a prominent place that is clearly visible to members of the public.

The Advisory Report which accompanies the DEC contains a range of possible improvements including cost-effective measures that can be implemented to improve the energy performance of the building. If you have more than one building that meets the criteria as detailed above, a certificate will be needed for each building.

ESPO has a renewed framework of suppliers who can complete DEC’s. The framework offers a simple, effective route to procuring a service that meets all requirements relating to the Energy Performance of Buildings directive and energy surveying in general. It encompasses all of the measures being introduced via the legislation to ensure that users will be fully compliant.

HOW MUCH DO YOU SPEND ON PRINTING DOCUMENTS?

Most organisations do not know how the answer to this question. It may surprise you to know that, according to IDC Research, this can average out at around £250-600 per employee which is considerably more than the original hardware cost. A new framework for Managed Print Services (contract RM1687) is available from ESPO and will enable the public sector to increase the efficiency of the document management process and

deliver significant savings. It will also provide accurate information on print device usage enabling service levels to be improved and more effective budgeting with predictable monthly costs. Through a new approach to the framework agreement cost models, we aim to deliver cashable savings of at least 8%.

Supporting the SMEOne of the most common questions that customers put to our corporate team is: “What is ESPO doing to ensure that SMEs are considered when awarding framework contracts?” The answer is straightforward. ESPO has always recognised the contribution that SMEs make to the communities in which they operate as well as the overall economy. In fact over 50% of our suppliers are already SMEs and we are actively working to increase their involvement with all future contracts.
