• With 40 % of the country’s population expected to live in urban areas by 2030 , at least 80% of that area is yet to be built . This is equivalent to a new Chicago being built every year.

• Drinking Water Supply , Sanitation & Solid Waste Treatment Continue to be Inadequate.

• The level of Investment in Water & Sanitation albeit low by International Standards has increased in last 10 years.

• Access to drinking water has significantly increased from 72% in 1990 to 88 % in 2008

• Rural Sanitation increased from 1 % in 1990 to 23% in 2012.

• Solid Waste Handling Management increased from 5% in 1990 to 18% in 2008.

• As of 2010 , Only 2 Cities in India – Thiruvantanapuram & Kota – get Continues Water Supply.

• Jamshedpur provided continuous water supply to 25% of its population.

• Navi Mumbai provides continuous water supply to half of its residents.

• Of the 2.5 Billion people in the world that defecate openly , some 665 million live in India.

CURRENT STATE OF URBAN SERVICES - WATER & WASTE MANAGEMENT (CONTD)

• Depleting ground water table and deteriorating ground water quality are threatening the sustainability of both Urban & Rural water Supply.

• India’s Urban Solid Waste Management is required lot of improvements. Thirty Million tones annually end up on the outskirts of major urban centers , open dumped in the territory of surrounding villages of smaller towns.

• Only 5 % of the piped water reaches slum areas in 42 cities including New Delhi.

• Recent data suggest that water supply is available on an average for 2.9 Hrs. per day across cities & towns.

• The Non- Revenue water that includes physical and revenue losses account for 40 % -60 % of the total water supply.

• About 30% - 50 % households do not have sewerage connections.

• Less than 20% total waste water is treated .

• It is estimated that less than 1, 15,000 MT of Municipal Solid Waste is generated daily.

• Per Capita waste generation in cities varies between 0.2 – 0.6 % and increasing by 2% per annum.

INITIATIVES -REFORMS AND PROJECTS AT CITY LEVEL-FOR MANAGEMENT OF WATER & WASTE SERVICES

• Focus of improvements in Water Supply and Sewerage is on creation of new assets rather than management of existing assets.

• The Ministry of Urban Development has taken the initiative of bringing out a Handbook of Service Level Benchmarks.

• The XI Five Year Plan of India has estimated that total fund requirement for implementation of the Plan target is respect of urban water supply , sewerage and sanitation , drainage and solid waste management is INR 12,92,370 million.

• Innovative Finance & PPP – Municipal Bonds – Taxable Bonds , Tax free Bonds , Pooled Finance ; Land as Resource for Financing.

• JNNURM – To meet the challenges of growing urbanization and to enable Indian cities to develop to the level of global standards , a comprehensive program namely JNNURM was launched . This program covered water , waste water and solid waste management.

• In case of Water and Sewage Management , the PPP in provision of efficient and effective service to customer shall be encouraged particularly in the management of services and reduction of non-revenue water

• PPP is also to be encouraged in setting up of solid waste treatment plants and sanitary landfill sites at city as well as regional levels. Regional Solid Waste facilities could cover near by urban areas and can be operationally more viable.
