COMMUNITY CODE NO 15 “ASSOCIATION COMPLAINT PROCEDURES”

The Office of the Ombudsman has been in existence since July 2008. The ombudsman was named by the Commonwealth in October 2008 and the Virginia Common Interest Community Board (CICB) adopted regulations addressing the role of the ombudsman in November 2009. The regulations were approved by Governor McDonnell and became effective July 1, 2012.

In addition to clarifying the role of the ombudsman, the ombudsman regulations establish criteria for an internal complaint procedure which must be adopted by every community association in the Commonwealth. The internal complaint procedure is intended solely to address complaints of violations of laws and government regulations by a community association, its board of directors or its managing agent. (Complaints of regulations or rules or recorded governing documents by owners are handled by a separate policy; Stone Ridge Community Code No 4 “Due Process” is that policy.)

Boards were required to adopt these procedures within 90 days of the effective date (September 28, 2012). Working with legal counsel, the Stone Ridge Board of Directors fulfilled the state requirement with the approval of Community Code No. 15 “Association Complaint Procedure.” The full community code was published in the August newsletter and can be found on www.srnet.cc under the Resource Center, Community Code tabs.

Please remember this complaint procedure is used if you believe the association is in violation of the state law, i.e. not holding open meetings, not providing resale disclosure packets, etc.

ELECTRONIC VOTING BACK AGAIN FOR 2012 STONE RIDGE ELECTIONSStone Ridge will offer an electronic voting option again this year for the 2012 Stone Ridge Board of Directors Election. Last year, the number of votes cast for the Stone Ridge Elections more than doubled thanks to the ease of online voting. While a paper ballot option will still be available, it’s time to switch to a faster, safer, and more convenient option of online voting! Some of the advantages of online voting are:

• Speed – Voting is quick and easy

• Smart – No voter fraud

• Safe and Secure – Protected by technology and hardware

• Reliable – Unbiased and independent

• Convenient – Vote anytime from anywhere

Here’s what to expect: You will receive a packet in the mail at the end of October. This packet will include the Annual Meeting Notice (taking place on Thursday, November 15th), Annual Meeting Agenda, Eligibility to Vote, Proxy Instructions, Annual Meeting Proxy Form, Directions for Online Voting Using Votenet, and Candidate Biographies.

After reviewing all of the information in the packet, you will need to decide whether or not you want to vote using paper, proxy, or electronically through Votenet.

Every lot is allowed to cast one vote using one of the methods listed above.

More information and step-by-step directions regarding electronic voting through Votenet will be provided in the November issue of Etched in Stone.

COMMUNICATIONS COMMITTEE

The Communications Committee held an electronic meeting in August due to schedule conflicts.• Discussed Facebook Fanpage insights. As of September 7th,

the page now has 242 “likes”.

• Discussed sending out a postcard to all residents as a reminder to sign up for SRNet and the Facebook Fanpage. A proof has been created for the postcard. Costs associated with the mailing will be presented to the committee at the October meeting.

• Revised the SRNet update schedule. All SRNet upgrades should be completed by the November 7th Communications Committee Meeting.

All upgrades will be made prior to the next meeting.The next scheduled Communications Committee Meeting is October 7, 2012 at 7:30 p.m. in the Conference Room.

The Communications Committee advises and assists the Board of Directors in planning and administering the communications needs of the Association.

Meetings are held the first Wednesday of every month at 7:30 p.m. in the Clubhouse Conference Room. Meetings are open to all Stone Ridge residents.

ACTIVITIES COMMITTEE

The Activities Committee met on Tuesday, September 4th at 7:30 p.m. in the Clubhouse. Present was Chair, Alton Bryant, Tracy Fitzgerald, Patrick Donahue, Ernestine Wilkinson. Also present was Events Coordinator, Edit Sherry.

• Co-Chair Pam Levine stepped down from her position in the Activities Committee due to increased family obligations. Pam will continue to help the committee as a volunteer.

• Evaluated Teen Dive-in Movie Night on August 11th. Approximately 30 teens attended the event. The committee will add water related games for the teens to play next year.

• Reduced the price for the Fall Yard Sale registration to $5/sales space in hopes to draw in more vendors.

• Discussed details for the Halloween Movie Night. The Committee moved the date to Sunday, October 14th due to the Arcola Elementary Fall Festival on Saturday, October 13th. The event will take place in the amphitheater from 5:30 – 8:30 p.m. There will be a pumpkin carving contest with prizes for the winners, hot chocolate, popcorn, and the movie “The Lorax” will be shown.

• The Committee chose to cancel the Holiday Bazaar this year due to decreased vendor interest.

• Picked date for Santa on Fire Engine – December 1st. A new route will be created this year to accommodate for new homes in the community. The route will be published in the November Etched in Stone.

• The Activities Committee is searching for new volunteers to join their committee. If you are interested, please email [email protected].

The Activities Committee plans, advertises, and conducts social activities that provide opportunities for enrichment to Stone Ridge residents.Meetings are held the first Tuesday of every month in the clubhouse at 7:30 p.m. Meetings are open to all Stone Ridge residents.

AUGUST 22ND MEETING HIGHLIGHTS

The meeting was called to order at 6:35pm by David Greenwalt (Gypsum Way). Committee members Ron Flax (Bottlebrush

Terr.) and Susan Sweatt (Prairie Grass Dr.) were in attendance at the Conference Room. Also in attendance was Carol Teigen, General Manager.

Six hearings were conducted; four monetary charges will be imposed if property is not brought into compliance by date specified by the Covenants Committee and two hearings were tabled until the next Covenants Committee meeting on September 26, 2012 pending further clarification from staff.

The Covenants Committee investigates and renders decisions on alleged violations of the Governing Documents as dictated by Article VII of the Amended & Restated Declaration of Covenants, Conditions and Restrictions.

Meetings are held in the Association office Conference Room at 6:30pm. Meetings are open to all Stone Ridge residents.

AUGUST COVENANTS ACTIVITY

Section 1 – Fence Repair; tabled – The hearing was tabled until the September 26, 2012 Covenants Meeting, pending further clarification from staff.

SEPTEMBER 12TH MEETING HIGHLIGHTS

The meeting was called to order at 7:01pm by Susan Sweatt (Prairie Grass Dr.). Committee members Ron Flax (Bottlebrush Terr.), Freddy Zambrano (Cinnabar Sq.), and Paul Yeloushan (Mineral Springs Cir.) were in attendance at the Conference Room. Also in attendance was Nathan Tubbs (Cutgrass Terr.), Michael Scott (Calcite Pl.), Eric Emilio (Graywacke Dr.), William Deal (Mineral Springs Cir.), and Erik Berndt, Covenants Administrator.

26 applications were reviewed; 23 were approved, 1 was approved with conditions, and 2 were disapproved.

The Architectural Review Committee (ARC) acts on all applications for the approval of modifications or improvements to any lot as dictated by Article VII of the Amended & Restated Declaration of Covenants, Conditions and Restrictions.

AMAZING LANDSCAPING

Over the past few months, many Stone Ridge residents have been busy planting, pruning, and making landscaping improvements. Here are some photos of a few great looking yards in the community!

CALL BEFORE YOU DIG

Fall is a great time for landscaping, planting trees, and installing decks and patios. Did you know that it’s the law to call Miss Utility before you dig? In Virginia, you can dial 811 or 1-800-552-7001 to notify participating utilities of the upcoming excavation work so they can locate and mark their underground facilities in advance to prevent possible damage to underground utility lines, injury, property damage, and service outages.

When should I call? Homeowners should contact Virginia 811 at least 3 working days (excluding weekends and legal holidays) before any digging project. The call center is open from 7:00 a.m. to 5:00 p.m. on weekdays.

Why should I call? If you are planning any type of digging project, you should call just to be on the safe side. Many utilities such as cable television lines are buried close to the surface. While it might not be life threatening, you’d hate to miss the big game because you were planting begonias. There is no cost to the homeowner for the service.

I hired a contractor. Should I still call 811? It is the contractor’s responsibility to call before digging. Be insistent on this because you are the one who will be endangered or inconvenienced if your contractor hits a utility. Everyone wants their projects completed promptly, however, allowing time for the marking is just good sense. So don’t forget, call 811 before you dig!Source: www.va811.com

STONE RIDGE 5K EVENT INFORMATION

The 7th Annual Stone Ridge 5K will be held this year on Saturday, October 20th. Please join us as we raise money for Dulles South schools.

The Loudoun County school system has added 3,000 students each year for the past 12 years. As new schools have opened, infrastructure often needs to wait for funding to catch up. This event is designed to benefit public school PTAs in the Dulles South area of Loudoun County. Every school MUST have a certain number of volunteers to qualify for race funds. ROAD CLOSURE INFORMATION FOR THE STONE RIDGE 5K

The Stone Ridge 5K Race for Education will take place on the morning of Saturday, October 20th. The race route for 2012 has changed and the following roads will be closed from 8:50 a.m. until all runners have cleared the course: Millstream Drive, Tall Cedars Parkway, and Stone Springs Boulevard.

All vehicles parked on the race route need to be moved by 8:00 a.m. on Saturday, October 20th.

Streets most affected by the road closures are Rosebay Terrace, Blue Flag Terrace, Carbonate Terrace, Cinnabar Square, and Beryl Terrace.

Residents that live on Carbonate Terrace, Cinnabar Square, and Beryl Terrace will be able to exit through Carbonate as the course clears. Stone Springs Condominium residents will be sent to Freemont Preserve to exit the community via Rt. 50 as the course clears. All residents south of Tall Cedars will need to exit via Greenstone Drive and Destiny Drive. All residents north of Tall Cedars will need to exit using Rt. 50. Access to the Stone Ridge Village Center will be through Rt. 50 only.

If you have doctor, dentist, shopping, or other appointments, please make plans to leave Stone Ridge before 8:50 a.m. for your destination! Once the race begins, no vehicular traffic is permitted on any street of the race route including the crossing of any street. The Sheriff’s Department will be on hand to help direct traffic.

AMBER SPRINGS AND MERCER PARK PARKING POLICY

Attention residents of Amber Springs and Mercer Park Condominiums! This is a reminder to please pay close attention to the parking policy of your condominium community.

Amber Springs Condominium does not have a parking policy in place. Both residents and guests of Amber Springs can park freely throughout their complex.

Mercer Park Condominiums have assigned parking spaces for residents and additional parking spaces for visitors only. If you plan on having a visitor, you must obtain a guest parking pass for your visitor’s vehicle from the Mercer Park office. Your guest must park in a visitor parking spot or you will be subject to be towed.

ELECTION SIGNAGE REMINDERS

With November General Elections drawing closer, please keep the Stone Ridge Guidelines in mind regarding political signage.Community Code No. 1, Stone Ridge Design and Maintenance Standards, Page 52 states: “No more than three political campaign election signs are allowed. These signs must be removed immediately after the election.”

NATURAL GAS PIPELINE MAINTENANCE

Dominion Transmission, Inc. owns and operates an underground natural gas pipeline that runs through parallel to the power line easement for 28 miles through Fauquier, Prince William, and Loudoun Counties. Part of this pipeline runs through Stone Ridge.

Dominion Transmission began performing routine maintenance in September and the project is scheduled to continue over the next several months to enhance the level of corrosion protection on the pipeline. They will be installing approximately 7 miles of grounding cable beneath the surface alongside the pipeline. They will also need to install additional test strands at various locations along the pipeline in order to monitor the integrity of the cathodic protection system. All of the work will

take place within the existing easement and they will utilize existing roads to access the pipeline. Upon completion of the work, the affected areas will be restored to their original condition.

STAY SAFE TRICK-OR-TREATING

A few simple safety tips from the U.S. Consumer Product Safety Commission can protect children who plan to go trick-or-treating this Halloween.

First, when purchasing a costume, masks, and wigs, look for a label that indicates that the product is flame resistant. To minimize the risk of contact with candles or other sources of ignition, avoid costumes made with flimsy materials and outfits with baggy sleeves or billowing skirts.

It is also important to purchase costumes that are light and bright enough to be clearly visible to motorists. In order to increase visibility, children should carry flashlights.

Young children should always be accompanied by an adult or an older, responsible child. All trick-or-treaters should walk, not run, from house to house and use the sidewalk if available.Children should only to go homes where residents are known and have outside lights on as a sign of welcome. Make sure your child knows never to enter a home unless they are accompanied by an adult.

It is also important to warn children not to eat any treats before an adult has carefully examined them for evidence of tampering.

THREE THINGS EVERY TEEN DRIVER SHOULD KNOW

Now that schools are back in session, many teens will be driving to and from school, to after schools jobs, and to Friday night football games. Here is some valuable information from Virginia Tire and Auto that every teen driver should know about their vehicle.

A FLAT TIRE; WHAT TO DO?

Taking the time to get familiarized with how to put on a spare will give anyone the confidence they need to complete the task in an emergency situation. Begin by locating the vehicle’s owner’s manual. The manual offers detailed instructions on how to change the wheel and where to locate the spare tire, the jack and other tools specific to the car. Most importantly, all drivers should pull off to a safe area; the side of any roadway is extremely dangerous, so be certain to be away from traffic and be visible at all times.

THE PROPER WAY TO JUMP-START A BATTERY:

All cars should be stocked with jumper cables. Refer to the owner’s manual for the jump-start procedure. Jump-starting a vehicle requires a second car; instruct teen drivers to seek assistance from a friend or law enforcement officer, but never from a stranger.

Remember to attach the red cable clamps to the positive terminals of each vehicle’s battery, and the black clamp to the negative terminal on the donor car and, on the dead car, to an unpainted metal surface under the hood that is not a moving part. A bolt head usually works well. Start the donor car, turn off the lights and electrical accessories on the dead car, and turn the key. If nothing happens, check to see that the black cable is on a good ground on the dead car. If it’s still a no-go, maybe the starter is shot. Then call for a tow truck.

HOW TO CHECK THE TIRES AIR PRESSURE:

Use a tire air pressure gauge to check the tire’s air pressure; gauges can be purchased for a few dollars at most auto parts stores.

Refer to the owner’s manual to learn the recommended PSI the tires should be inflated to; this information can also be found on a decal inside the driver’s side door. Start by placing the air pressure gauge onto the tire’s valve stem, the pencil-width air nozzle on the side of the tire. Place the gauge evenly onto the valve stem. This will allow air to escape, but once you firmly press the gauge down on the valve stem, it will stop the air flow and give the gauge a reading, either by blowing out the metered stick with a traditional gauge, or a reading with a digital model gauge. If any of the tires are underinflated, find the nearest auto service facility, whether it is a gas station or repair shop that has a source of air. Many of these pumps are quarter operated, so be sure to have some change available.

Choose the first tire to fill, get your air hose ready and deposit the coins into the air machine. Then, fit the air hose nozzle onto the tire stem. When you start to place the air hose onto the tire stem, it will hit a pin inside the stem and start leaking air. You know when you have the air hose nozzle on correctly when the air stops leaking.

It is important to have the gauge handy and to take the hose off somewhat frequently to check the pressure. Do not over-inflate your tires; this can be avoided using small bursts of air between tire checks. Once you have the tires properly inflated, replace the stem caps by screwing them back on. Be careful not to over-screw them, as they will break on the top. Tire pressure should be checked weekly. Particularly with severe weather and temperature swings, tire pressure should be monitored and maintained regularly for safe and fuel-efficient driving.

GUM SPRING LIBRARY TO OPEN FEBRUARY 2013

There is some good news and some bad news regarding the Gum Spring Library in Stone Ridge. The good news is that construction is coming along and the inside of library is starting to take shape! The library will be 40,000 square feet, spanning two stories, and will hold 90,000 volumes available for circulation. Most of the entire downstairs will be devoted to the children’s section. There is a grand staircase in the middle of the space that leads to the upstairs which will have a “café” concept with plenty of space to sit and read. Also on the second floor, there will be a large teen center with a game room and study rooms.

The bad news is that the library’s grand opening has been pushed back until February 2013. The staff has made the decision to get everything done right so the library can be fully operational on day one. The date for the grand opening is expected to be announced soon.

Sheriff’s Office non-emergency line at 703-777-1021. A deputy will respond to the area to determine if the person or vehicle should be in your community, or if a crime has taken place. The Loudoun County Sheriff’s Office also reminds residents to take these steps to help deter thefts from vehicles:

• KEEP YOUR VEHICLE LOCKED. Most stolen items are taken from vehicles that are left unlocked.

• Remove all items from your vehicle, including garage door openers, when not in use. When you cannot do this, put the items out of sight (inside a lockable glove box or trunk). If your vehicle has an integrated garage door opener, please try to park your vehicle in the garage.

• A visible GPS unit is an obvious target, but car prowlers also look for any signs that one may be inside your vehicle, such as a mount on the window or dashboard. Even the circle impression left on the windshield from the suction cup mount is enough for thieves to break-in. They assume a GPS is hidden somewhere inside. Please try to rid your unattended vehicle of all tell-tale signs.

• Park inside your garage, if available, and keep the garage locked. Or, try to park your vehicle near or under an illuminated area.

Residents are also encouraged to register high-dollar items such as GPS units, tablets, laptops and MP3 players with the manufacturer and have the serial number available for the responding deputy if a theft occurs. This may assist with recovering the item in the event of a larceny.

The End of Summer Luau was a HUGE success even though the event had to be moved into the clubhouse due to rain. But here at Stone Ridge, we don’t let a little rain ruin our fun! Over 300 residents enjoyed a taste of the islands (and very popular chocolate fountain), played Hawaiian games including pineapple bowling and limbo, and made their own leis! To cap off the evening, attendees were dazzled with a performance by authentic hula and fire dancers!

The luau was the perfect way for Stone Ridge friends and neighbors to get together and celebrate the end of a wonderful summer.

Please remember to bring your trash toter in and store it properly out of plain view after trash pick-up. Toters must be stored in the garage or trash enclosure for single family homes and in either the garage or trash ‘cubby’ in townhouses. As stated in the Amended & Restated Declaration of Covenants, Conditions and Restrictions, Article 10.2(i) “trash containers shall not be permitted to remain in public view from Community Area or another lot except on days of collection”
