    5. Williams plans to invest CA$311 million to expand its two primary facilities in Alberta to support the newagreement. The expansions, which are expected to begin operating in first-quarter 2013, will allow the companyto produce ethane and ethylene from its operations that process off-gas from the Alberta oi l sands.

    6. Fort McMurray, Redwater Facilities to be Expanded7. The expansions involve modifying and upgrading two facilities. Williams will modify its oil sands off-gas extraction

    plant near Fort McMurray, Alberta, and construct a de-ethanizer at its Redwater natural gas liquids INGL)/oiefinsfractionation facility near Edmonton, Alberta.

    8. The upgrades at Fort McMurray will allow Williams to include ethane and ethylene in the NGL/olefins mixturethat the company extracts from the off-gas and delivers to Redwater for fractionation.

    9. The new de-ethanizer at Redwater will then enable Williams to produce approximately 15,000 bpd of anethane/ethylene mix. This will add to its current production of approximately 14,000 bpd of a heavier NGL/olefinsmixture t hat includes propa ne, propylene, buta ne, butyle nes and condensate

    10. Under the terms of the new customer agreement, Williams will deliver the newly produced ethane and ethyleneto NOVA Chemicals' Joffre, Alberta, manufacturing facility, utilizing the Joffre Feedstock Pipeline.

    11. "These expansions will add incremental ethane supplies in Alberta, which are high-demand products for thepetrochemical industry in Canada," said Rory Miller, president of Williams' midstream business. "It's a significantgrowth opportunity for our Canadian midstream business, as we're uniquely positioned as the only company withoff-gas experience and facilities in the region.

    12. "The new operations will also further reduce greenhouse gas and sulphur dioxide emissions from the oil sandsoperations," Miller said.

    B. The Government of Alberta recently modified the Incremental Ethane Extraction Program to provide incentivesfor the extraction of ethane from the oil sands in order to bring new supplies of secure, long-term ethanefeedstock to Alberta's petrochemical industry.

    21. Williams is currently constructing a 261mile (420 km}, 12-inch NGL pipeline from its Fort McMurray extractionfacility to its Redwater fractionator. The pipeline is designed to support the company's growing business inCanada.

    22. The pipeline will have a capacity of 43,000 bpd of off-gas NGL/olefins and is expected to be placed into service inApril 2012. The installation of additional pump stations in the future would enable Williams to increase capacityon the pipeline to 125,000 bpd.

    Mines and Minerals ActINCREMENTAL ETHANE EXTRACTION AMENDMENT REGULATION

    1 The Incremental Ethane Extraction Regulation (AR 150/2007) is amended by this Regulation.

    2 Section 1 is amended(a) in subsection (1)

    (i) in clause O J by striking out "exceeding the industry ethane consumption baseline";

    (ii) by repealing clause (k);(iii) by adding the following after clause (m):

    (m.l ) "offgas" means the alkane- or alkene-rich by-products produced from the process ofrefining and upgrading bitumen;

    ( 1 1 1 . 2 ) "operator" has the same meaning as in the Oil Sands Royalty Regulation, 2009C A R 223/2008);

    (b) by adding the followi ng afte r subse ction (1):(1.1) In th i s Regulati on, a reference to ethane incIudes a reference to ethylene.

    3 Section 4 is repealed.

    4 Section 5 is amended(a) in subsection (1)(b) by striking out "December 31, 2016" and substituting "December 31, 2021";(b) by repealing subsection (3) and substituting the following:(3) Subject to subsection (1)(b), the tagging ofa new ethane source is valid for a period 0[60consecutive months beginning on the date on which the tagged ethane source commences production.

    (c) in subsection (4) by striki ng out "December 31, 2011" and substituting "December 31, 2016".

    5 Section 6 is repealed and the following is substituted:Eligible ethane

    6 EIigible ethane is ethane, as determined by the Minister, from new ethane sources in Alberta, including offgas from oil sands refiners or upgraders, consumed at all facilities in a year between April J , 2007 andDecember 31, 2021.

    6 Section 7(2)(b) is amended by striking out "2016" and substituting "2021".

    7 Section 8 is amended

    (a) in subsection (1) by adding "or the Oil Sands Royalty Regulation, 2009 (AR 223/2008)" after"Natural Gas Royalty Regulation, 2002 (AR 220/2002)";

    (b) in subsections (2) and (3)

    (i) by adding "or operators" after "royalty clients";(ii) by adding "or operator" after "royalty client".

    8 Section 9(1)(a) is amended by striking out "2016" and substituting" 2021".

    9 Section 11(a) is repealed.

A program to increase extraction of ethane to support continued growth ofAlberta's petrochemical sector is being expanded.Initially designed to encourage extraction of ethane from natural gas, the revisions will helpencourage more ethane extraction from off-gases that result from bitumen refining orupgrading.Capturing these off-gases, which are the result of converting bitumen to synthetic crude oil,will reduce greenhouse gas emissions."Alberta's petrochemical industry is the largest in Canada," said Energy Minister RonLiepert. "It depends on ongoing availability of competitively priced ethane to remain viable."The sector employs 7,500 Albertans and helps to diversify the labour market as well as addvalue to Alberta's economy, with annual shipments of almost $9.2 billion and exports ofmore than $5.4 billion in 2009.Using off-gases for value-added production can reduce emissions from the oil sands by upto one million tonnes annually. "That is equal to about 10 per cent of Alberta's currentreduction obligation under the Specified Gas Emitters Regulation" said Liepert. "Using off-gases in value-added production further reduces the environmental footprint of Alberta's oilsands operations."

    The program requires petrochemical companies to submit an application to Alberta Energyfor credits that can be applied to specific projects, including details and a supportingbusiness case. The ethane that is produced must be used for value-added upgrading inAlberta (e.g. consumed by petrochemical companies). Ethane that is exported or used inenhanced oil recovery is not eligible for credits.Capture of significant volumes of off-gases can provide a broader range of feedstocks todiversify the types of petrochemicals manufactured in Alberta. Ethane is a feedstock used tomake ethylene which is then used to manufacture petrochemical derivatives such asethylene glycol, styrene and linear tow-density polyethylene. The program is being extended for an additionalfive years with no new funding. Approximately $310 million of the original $350 millionremains in the program. The program is a royalty credit program whereby fractionationcredits are provided to petrochemical companies consuming incremental ethane for value-added upgrading in Alberta (such as ethylene and derivatives).The program was expanded by Alberta Energy in collaboration with industry and the AlbertaCompetitiveness Council Petrochemical/Chemical Task Team, co-chaired by Lacombe-Ponoka MLA Ray Prins and industry representative Val Mirosh.     Incremental Ethane Extraction Program overviewThe Incremental Ethane Extraction Program is designed to:

    encourage value-added upgrading in Alberta; address the tight supply of ethane in Alberta and help to fill existing petrochemicalcapacity; encourage new investment in ethane extraction facilities; and attract new investment in petrochemical derivative plants.

    The credit value for ethane or ethylene from natural gas remains unchanged at $1.80 perbarrel. Recognizing that off-gas capture from bitumen upgrading or refining including ethaneor ethylene delivers a significant environmental benefit and is considerably more capitalintensive than conventional ethane, the credit value for off-gas ethane is set at $5.00 perbarrel.The credit is owned by the firm that consumes the ethane or ethylene and can be sold toeither a natural gas or bitumen royalty payer to be applied against their royalty obligation.For a company to qualify for fractionation credits, it must be a company that is or will be anowner in a facility located in Alberta that consumes ethane or ethylene as feedstock.Fractionation credits only apply to ethane/ethylene produced in Alberta.Final project approval will be conditional on the Energy Resources Conservation Boardapproval, where required by legislation.

    Incremental Ethane Extraction Program extended and changed tostrengthen Alberta's petrochemical industrySignificant changes have been made to the Incremental Ethane ExtractionProgram (IEEP) to diversify sources of ethane supply and to promote furtherdevelopment of value-added industry in Alberta.This came out of recommendations from the Alberta Competitiveness CouncilPetrochemical/Chemical Task Team who worked in collaboration with industry,and is being implemented by Alberta Energy.One of the significant changes to the program is the encouragement of the use ofoff-gas ethane, which is a by-product of bitumen refining or upgrading. The new expansionswill further reduce both carbon dioxide and sulphur dioxide emissions in Alberta.NGL Pipeline to Support ExpansionsWilliams is currently constructing a 261-mile (420 km), 12-inch NGL pipeline from its FortMcMurray extraction facility to its Redwater fractionator. The pipeline is designed to supportthe company's growing business in Canada.The pipeline will have a capacity of 43,000 bpd of off-gas NGUolefins and is expected to beplaced into service in April 2012.
