The 47th World Economic Forum was held in Davos, Switzerland under the theme "Responsive and Responsible Leadership" from January 17-20. As usual, the meeting brought together top business leaders, glo- bal political leaders, economists and jour- nalists to discuss the most pressing issues facing the world. In addition to representa- tives from over 70 countries, including all the G20 countries, the new Secretary-Ge- neral of the United Nations, António Guter- res, along with heads of key international organizations participated. President Xi Jinping of China opened the Annual Mee- ting of 2017. CEOs of over 1,000 compa- nies were present. More than a third of the participants came from outside Europe and North America, and another third re- presented stakeholder groups outside of business and government. In keeping with its theme of "Responsive and Responsible Leadership" the meeting focused on four critical leadership challen- ges for 2017: re-imagining global coopera- tion, revitalizing the global economy, reforming capitalism and preparing for the Fourth Industrial Revolution. Over half of the 400 sessions on the program addres- sed issues of social inclusion and human development. Professor Schwab, the Founder and Executive Chairman of the World Economic Forum said: "The world around us is changing at an unpreceden- ted speed. At this tipping point, our tradi- tional concepts of society, meaningful employment and the nation state are chal- lenged, and many understandably feel in- secure or even threatened. A new model of responsive and responsible leadership is needed to allow us to address the chal- lenges the world faces”. Overall, this year's Forum aimed to rede- dicate leaders from all walks of life to achieve common goals and drive new ini- tiatives. It called for the more agile, inclu- sive and collaborative responses that are urgently needed to address the complexity and uncertainty in people's lives. It identi- fied responsive and responsible leader- ship, both nationally and globally, as requiring a deeper commitment to inclusive development and equitable growth. This should also involve working rapidly to close generational divides by exercising shared stewardship of those systems that are critical to prosperity. In the end, leaders from all walks of life attending the Annual Forum must be ready to react credibly and responsibly towards societal and global concerns that have been too long ne- glected. Prime Minister Hailemariam Dessalegn was one of the dozens of world leaders who attended the Forum. He told journa- lists that Ethiopia's uninterrupted participa- tion at annual meetings of the Forum over the last few years had helped the country to reflect seriously and usefully on its na- tional and continental agendas. During his stay in Davos, the Prime Minister had a se- ries of meetings with development partners and held fruitful discussions with the lea- ders of various countries including Switzer- land, China and the United Kingdom. He also met with Professor Klaus Schwab, Founder and Executive Chairman of the World Economic Forum. Ethiopia has offe- red to host the World Economic Forum on Africa for 2018. The Prime Minister's meeting with Presi- dent Leuthard of Switzerland focused on bilateral business and investment ties bet- ween Ethiopia and Switzerland and also on Ethio-Swiss cooperation. They also dis- cussed pressing continental and global is- sues including migration. President Leuthard commended Ethiopia's role in working for peace in the Horn of Africa in particular and the continent in general. Emphasizing Ethiopia's efforts to become a climate-resilient middle-income country by 2025, Prime Minister Hailemariam cal- led on Swiss investors to take advantage of Ethiopia's favorable investment climate. President Leuthard promised to extend support to Ethiopia's green-growth stra- tegy. The Prime Minister also met with investors and representatives of international com- panies and held discussions focusing on four major areas: the creation of more jobs through modernizing the agriculture sector; developing locally manufactured products to substitute for imported pharmaceutical products, encouraging companies to en- gage in the ICT area and attracting com- panies engaged in health activities to work especially in tertiary health services. He said Ethiopia had been able to take advan- tage of the Forum to attract more compa- nies in these priority areas and had reached consensus with various leaders to further enhance investment and develop- ment ties. A number of participants at the Forum had expressed readiness to invest in Ethiopia in power generation, tourism and other sectors. He described his dis- cussions with potential investors as fruitful. The 28th Ordinary Session of the Assem-bly of Heads of State and Government ofthe African Union started on January 30 inAddis Ababa under the theme “Harnessingthe Demographic Dividend through Invest-ments in the Youth”.Dr. Nkosazana Dlamini-Zuma, Chairper-son of the Commission of the AfricanUnion, opening the two-day session, notedthe importance of making 2017 as the yearof the youth since the continent comprises200 million young men and women agesbetween 15 to 24 years. To harness thedemographic dividend,Dr. Dlamini-Zumaunderscored the need to firstly provide Afri-ca’s youth with opportunities to expandtheir knowledge of science, mathematics,engineering and technology and to closethe gap between industry and educationalsystems. She also noted that the Union willthis year appoint a Special AU Envoy forYouth with the objective of mobilizing andadvocating for the younger generationThe newly appointed United Nations Se-cretary-General, Antonio Guterres addres-sing the opening session of the assemblyemphasized the urgency to put the UN’s2030 Agenda for Sustainable Develop-ment and the AU’s Agenda 2063 in perfectsync, elevating the level of the strategicpartnership between the UN and the AUand enhancing the UN’s partnership withAfrica’s eight Regional Economic Commu-nities. The Secretary-General affirmed thatthe UN system stands committed to sup-port Africa’s effort in this regard. He alsonoted that the UN will intensify cooperation

and coordination to reinforce the nexusbetween peace, security and development.The occasion gave Ethiopian Prime Minis-ter Hailemariam Desalegn and Minister ofForeign Affairs Workneh Gebeyehu ampleopportunity to engage in bilateral discussi-ons with their respective counterparts ofother nations, affirming old friendships andfinding new common ground with acquain-tances.

Ethiopia, now a non-permanent member ofthe UN Security Council, participated in theopen debate on the situation in the MiddleEast with a particular focus on Israel/Pa-lestine on January 17. Nickolay Mladenov,UN Special Coordinator for the MiddleEast Peace Process,briefed the Council onoverall developments inthe Middle East andstressed the urgent needfor both sides to create the conditions forlaunching direct final-status negotiations.Ambassador Tekeda Alemu, PermanentRepresentative of Ethiopia to the UN, ta-king note of the briefing, emphasized thatthe state of the peace and stability of theMiddle East region affected the mainten-ance of international and regional peaceand security more widely. It was, he stres-sed, an obvious truth that developments inthe Middle East region has a strong effecton the peace and security of Africa and inparticular on the Horn of Africa region, be-cause of the close geographical proximityof the two regions.Ambassador Tekeda said that the Horn of

Africa had witnessed growing threats fromterrorism and violent extremism with thepossibility of ISIL/Daesh and Al-Qaedaestablishing links with Al-Shabaab in So-malia. With the emerging geo-politicalshifts in the Middle East and the Red Searegion, new trends were emerging to de-fine and shape the peace and security dy-namics of the Horn of Africa region. Inaddition to the new developments visiblein these regions, Ambassador Tekedanoted the collapse of state institutions aswell as the escalation of sectarian violencecoupled with the adverse impact from thecrises in the Middle East. He also stronglycondemned the recent terrorist attacks inIsrael. These were the realities and theoverall context that encouraged Ethiopia toadvocate and strongly support the principleof peaceful resolution of Middle East con-flicts and most particularly the longstan-ding Israeli-Palestinian dispute.Ambassador Tekeda, who emphasized Et-hiopia's support for Israel's right to exist inpeace and security as well as the inalien-able right of the Palestinians to self-deter-mination, stressed that it was only the twoparties that can resolve the conflict, adding"the Council cannot be a mere spectator".

He emphasized that theCouncil must "nudge,prod and encouragethe parties" to ensure

that the two-State solu-tion remained viable. Ambassador Tekedafurther highlighted the fact that the expan-ding terrorist influence in the region andthe rising sectarian violence was a warningthat the absence of any meaningful pro-gress would would increase radicalizationand create conditions in which extremiststhrive. He reiterated that it was imperativefor both sides to resume direct and mea-ningful negotiations to achieve a compre-hensive, just and lasting peace.

Baden-Württemberg now has its own Et-hiopian Honorary Consul. Dr. ThomasBreitling has been tasked with represen-ting Ethiopia by HE Kuma Demeksa Tokanpersonally on January 19. An honoraryconsul "is a mediator and a bridge builderbetween nations", a speaker commentsduring the inauguration event. Dr. Breit-ling's first important act of office will be thefacilitation of a an information- and networ-king event for German businesses on May31 in Stuttgart. The 56 year old has an op-timistic outlook on future relations betweenGermany and Ethiopia, citing that he willprofit from the experience of other hono-rary consuls, with whom he holds closecontact. His close cooperation with the cityadministration will also contribute tostrengthening the bond between the twonations.Dr. Breitling is Ethiopia’s fourth honoraryconsul in Germany and now works along-side Maximiliana Schürrle in Munich, Mi-chael Renka in Düsseldorf and ThomasGerkmann in Bremen.

Africa, while contributing virtually nothingto the ever-looming threat of global war-ming, remains among those hit hardest byits effects. Ethiopia has experienced fre-

quent droughts in the recent past. TheAfromontane cloud forests of the KafaBiosphere Reserve in southwest Ethiopiaare are also among the threatened regi-ons. They can be considered to be a tre-mendous genetic resource for Arabicacoffee, an enormous carbon storage and acentre of endemism. Thus, their protectionis not just a regional concern. Fortunately,over the last decade the German Natureand Biodiversity Conservation Union(NABU) has done its utmost to preserveKafa's natural beauty and heritage. The or-ganization has been conducting a projectinitiated by the International Climate Initia-tive (IKI) in the Kafa region since 2006.The effort is also supported by the GermanFederal Ministry for the Environment, Na-ture Conservation, Building and NuclearSafety (BMUB). A closing for the projectwas held on January 23, giving organizersand on-site participants an outlet to high-light the challenges and achievements.Svane Bender-Kaphengst, Head of theNABU's Africa Program, especially empha-sized the successes in conserving thebiosphere and, as a result, contributing toregional development and strengtheningsustainable agriculture.
