EMOR Enhancing Employment Opportunities for Vet-
Learners is the worldwide issue for counselors andauthorities of vocational education who work in thefield of supplying youths’ employability. In every European country has an authority to deal
with youths’ unemployment.Within last decades;thisproblem is still increasing in all over Europe

European Commission and Education Audiovisualand Culture Executive Agency take necessaryprecautions to solve this world wide common issue inthe field of providing work opportunities for youths.within Erasmus+ 2015 Programme. Another striking problem is ;vocational trainees do
not gather related qualifications about their specialworking field during their vocational education andtraining period. The crucial point is that;our vocational trainees
cannot have access to reach the labor market and getin touch with the employers.
There is loss of connection between the labor forceand the employers. This lack of connection causesmany problems for both sides (the vocational traineesand the employers) such as;
the employers can not find qualified employees intheir facilities.

Trainees and students do not have a qualifiededucation in their formal education and training life.Besides, the vet learners do not have a directconnection because of vocational curriculum inTurkey.
The destiny of vocational curriculum limits vocationaltrainees’ future in their work life. The vet learners donot have enough time to practice in the industry andin real conditions.

Vocational and Technical Strategic Document andCourse of Action 2014-2018 prepared by Directorate ofVocational and Technical Education says that: InTurkey; the local and national authorities are aware ofthe future problems of vocational education andtraining. The authorities in the field of Vocational andTechnical Education & Training foresee that; the employees graduated from vocational high
schools have many disadvantages while they aregetting into a job in the labor market.

This is because; the employees could not haverequired skills and resources with comparison to theirequivalents from the labor market. European Comission has also priorities and give more
importance on youths' employability last years withLLP(2007-2013) and now with Erasmus+ 2015. Both ofthese programs Erasmus+2015 and LLP draw attentionto the quality of vocational education and training,also employment opportunities for youths andvocational trainees.

Theauthorities and the stakeholders in the field ofVocational and Technical Education & Training foreseethat; the employees graduated from vocational highschools have many disadvantages while they are gettinginto a job in the labor market. This is because; theemployees could not have required skills and resourceswith comparison to their equivalents from the labormarket.

Every 5 years; Turkish Ministry of National Educationorganizes councils (the participants are from differentorganizations interested in education), the decisions takenin the councils are advisory, tough. The first council wasconducted in 1939, last one was in November, 2014.Thesecouncils are extremely important because of the participantsand the decisions. In vocational and technical schools; the local and national vocational education and training
authorities will give importance on identifying the needs ofmarket and labor force and care the needs of local andnational dimension to open the schools, fields anddepartments; the schools must be next to the sectorialmarkets(18. National Education Council decision).
All of these regulations and decisions made by EuropeanComission, Executive Agency and Turkish Ministry ofEducation aim to increase the job opportunities forstudents graduated from vocational schools and employeestaking vocational trainings from formal vocational trainingcenters. Creating better solutions; each of the relatedpartners in vocational education & training (graduatedstudents employees, employers, business sector, decisionmakers in the field of vocational education &training)always must be in touch with each other,

so Enhancing Employment Opportunities for Vet-Learners project is a bridge between the stakeholdersand the business sector to supply better jobopportunities and enrich the quality of vocationaleducation and training system with Redbook.

CHAPTER 2The Aims and Objectives of
the ProjectVocational education & training is strikingly importantfor the future economy and labor force. In Karaman,Turkey, the business market needs more qualifiedwelders, mechanics, technicians and electricians. Withinthe scope of the project, we expect to add more values inteaching and training of vet learners. 2015 Erasmus+Programme Guide, the relationships with business marketand labor force of vet learners recommended activitiesand projects in the field of vocational education &training.

for Redbook and divide it into these parts: 1. Introducing vocational and technical education &
training methodology, curriculum andimplementations of different partner countries. 2. Job surveys, the analysis of the business market.
3. The needs of vocational and technical education &training methodology, curriculum. 4.The needs of vet learners. 5.Career planning.6.Updating the curriculum with
business market. 7.Inservice trainings for vet trainers. 8. The map for vet learners how to find appropriate
jobs. 9.The final guideline. 10.The results of surveys, questionnaires and reports.
MULTIPLIER EVENTS Event Title: Methodology Study Career guidelines, introduction and guiding vet
Learners Methodology Study on "Guidance Book (RedBook) for Enhancing Employment Opportunities forVet Learners ".There will be round table discussionselaborating the methodology of Red Book, how tocompile it and introducing Red Book via pressmeetings. Each partner will express their own ideasabout Red Book.
The participants will analyze the Red Book and theywill critize it. After expressing the ideas, theparticipants will vote the ideas and the project teamwill use the most voted ones. These meetings are forincreasing the quality and comprehension of RedBook.
