● Structural Funds are tools set up to implement the EU regional policy• Reducing disparities in income, wealth, and opportunities
● They include• European Social Fund – to improve growth and employment prospects
• European Regional Fund – addresses regional disparities
• Cohesion Fund – environment and transport
● In Horizon 2020 the structural funds will be more closely integrated with research and innovation

Research, innovation and regional growth
● Innovation is not just R&D
● For most companies and regions, competitiveness is not primarily dependent on R&D efforts but on • Knowledge absorption (education and training, advanced business
services)
• Diffusion (technology transfer, ICT, entrepreneurship)
● R&D excellence and regional innovation are seen as complementary so European funding programmes are to be more closely integrated in Horizon 2020

Smart Specialisation
● A new approach to avoid or minimise fragmentation, imitation and duplication of public R&D investments
● It stresses a role for all regions in the knowledge economy, if they can identify comparative advantages in specific R&I domains/clusters (not just winning sectors)
● Smart specialisation combines open innovation, with investment in (basic) research
