Arts, Ministry of Education and Science Objective The project will create Educational Centers' Network for retraining
the administrative staff of the co-operating region administrations. The Centers will be opened to staff of regional and local administrations. The Centers' activities will mainly consist of training courses, but the Courses will also offer library and consulting services to the regional and local administrative bodies. Courses and teaching material will be devoted to modern methods of management in public administration, but also include topics like democratic procedures, local party systems, by-laws of representative bodies, local self-administration, and citizen participation. Special emphasis will be given to administrative processes supported by information technology and to business process reengineering.

EU Programme for SCHOOLS
The Comenius programme focuses on the first phase of education, from pre-school and primary to secondary schools. It is relevant for all members of the education community: pupils, teachers, public authorities, parents’ associations, non-government organisations, teacher training institutes, universities and all other educational staff.
Part of the Lifelong Learning Programme, Comenius seeks to develop knowledge and understanding among young people and educational staff of the diversity of European cultures, languages and values. It helps young people acquire the basic life skills and competences necessary for their personal development, for future employment and for active citizenship.

EU Programme for vocational education and training
The Leonardo da Vinci programme links policy to practice in the field of vocational education and training (VET). Projects range from those giving individuals the chance to improve their competences, knowledge and skills through a period abroad, to Europe-wide co-operation between training organisations. Leonardo da Vinci focuses on vocational education and training, other than at tertiary level. It addresses both the learning and teaching needs in the sector, and is therefore aimed at all parties involved, namely trainees in vocational education, teachers and trainers, institutions and educational bodies, enterprises, associations, social partners and bodies relating to either lifelong learning or the labour market.

EU Programme for STUDENTS
The ERASMUS programme was launched in June 1987 and in 2007 celebrated its 20th anniversary. It is arguably one of the best-known Community actions and encourages student and teacher mobility through decentralised actions implemented by National Agencies and promotes though centralised actions the transnational cooperation among Higher Education Institutions across Europe managed by the Executive Agency.
The Erasmus centralised actions under the Call 2010 are composed of three sub-actions, which are Multilateral Projects, Networks and Accompanying Measures.

EU Program for ADULT EDUCATION
Launched in 2000 and now part of the overarching Lifelong Learning Programme, Grundtvig aims to provide adults with ways to improve their knowledge and skills, keeping them mentally fit and potentially more employable.
It not only covers learners in adult education, but also the teachers, trainers, education staff and facilities that provide these services. These include relevant associations, counselling organisations, information services, policy-making bodies and others involved in lifelong learning and adult education at local, regional and national levels, such as NGOs, enterprises, voluntary groups and research centres.

The Jean Monnet programme aims at stimulating teaching, research and reflection in the field of European integration studies at the level of higher education institutions within and outside the European Community.
European integration studies are defined as the analysis of the origins and evolution of the European Communities and the European Union in all its aspects. They cover both the internal and external dimension of European integration, including the European Union's role in the dialogue between peoples and cultures and the European Union's role and perception in the world.
Launched in 1989, the programme is now present in 62 countries throughout the world and around 740 universities offer Jean Monnet courses as part of their curricula. Between 1990 and 2009, the Jean Monnet Action has helped to set up approximately 3,500 projects in the field of European integration studies, including 141 Jean Monnet European Centres of Excellence, 775 Chairs and 2,007 permanent courses and European modules.

Ծրագրի նպատակն է` նպաստել Կովկասյան տարածաշրջանի և Ռուսաստանի մշակութային և կրթական հաստատությունների ինստիուցիոնալ կառույցների եւ դրանց անձնակազմի հզորացմանը` մշակութային հաստատությունները մեծահասակների կրթության տարածքների վերածելու նպատակով:
