2. The backlash against globalisation – tectonic shift or temporary
setback?
The EU remains committed to multilateralism and the post-1945 world
economic order, including open, rules-based trade. Yet nearly a decade after
the economic crash of 2008, for some, globalisation is a byword for all that is
wrong with the world economy. Does the current flux point to a fundamental
change in the direction of the global economy or is it merely a bump in the
road?

public bodies, which have an obligation to be truthful, best get their messages
across in such circumstances? What is the right balance between transparency
and confidentiality?

On balance trade creates jobs but its impact on different sectors and
communities can vary, while automation and other factors often have even
greater effects. What steps can the EU take to ensure that trade policy
produces outcomes that are fair across our society and economy? How can the
EU best use the policy tools at its disposal? What can the EU do to protect
itself from unfair trading practices? Does protecting mean succumbing to
protectionism?

6. Maximising the benefits of trade agreements – the challenges of
improving implementation
Concluding a trade agreement is only half the story: once in place, both sides
need to ensure that business is aware of and seizes the new opportunities.
Often, take up is less than ideal or issues such as rules of origin prove too
much trouble. How can public authorities improve the implementation of
laboriously negotiated trade deals to the benefit of jobs and the economy?
What responsibility should business and business organisations take in
spreading the word?
