5 Energy Efficiency Officer 01 Key responsibilities:

1. Lead in the implementation and coordination of the Organization’s

Energy Efficiency and affordable energy strategy and action plan,

working with colleagues and external partners.

2. Identify, develop and implement opportunities, including access to external funding, to further and promote the organization’s work on energy efficiency and loss reduction.

3. Create and implement a framework of policies and procedures that advance the EUCL’s energy efficiency objectives.

3. Preparing and coordinating field assignments to obtain relevant evidence and information

Required Education Background & Experience:

1. Proven working experience of 3 years in related field 2. Bachelors degree in a related field (e.g. Law, criminal justice, risk

7 Standards Monitoring Officer

02 Key responsibilities: 1 The unit staff examines the order of the network, inspects transformer

points and communal re-metering to identify and remedy

noncompliance with technical specifications that may facilitate

electricity theft.

2 Inspects and oversees the performance of contracting organizations.

3 Inspects the timeliness and quality of contractors’ work as well as the

validity of expenditures charged to the Company.

Required Education Background & Experience:

1 Bachelor’s Degree (A0) in Electrical Engineering; and

2 At least 3 years of experience in a similar role

8 Store Keeper 08 Key responsibilities: 1. Receive and inspect all incoming materials and reconciles with

purchase orders; processes and distributes documentation with purchase orders; reports, documents and tracks damages and discrepancies on orders received.

2. Makes intra- and inter-campus deliveries of requested surplus office furniture and merchandise; maintains records of all deliveries.

3. Fill supply requisitions; assists buyer to order adequate merchandise and supplies; delivers orders to faculty and staff.

4. Receive store, tag and track surplus property; prepares property lists for items to be sold at auction.

TERMS OF REFERENCE FOR HEAD BUDGETING AND REPORTING Key Responsibilities Budgeting

• Implement, monitor and evaluate budget policies and procedures, and make recommendations as necessary

• Manage, coordinate and participate in the development of the Utility’s annual budget and prepare revenue projections

• Develop preliminary and final budget documents and participate in budget hearings

• Prepare five years’ revenue and expenditure projections

12 Plan, direct and control the disposal of obsolete organisation’s assets and store / stock items in line with laid down

procedures.

13 Place and upgrade insurance covers as and when for new human and physical assets are acquired in line with organisation’s policies.

14 Examine the accuracy, sufficiency and completeness of Insurance policy master documents, risk notes, endorsement notes and Insurance registers.

15 Ascertaining the arithmetic computations for debited Insurance premiums for accuracy and adherence to specific Insurance Policy stipulations and Insurance Regulatory Authority of Uganda premium rate derivation standards.

16 Assess the adequacy of the placed insurance covers with a view of minimizing risk gaps and addressing emerging risk threats.

TERMS OF REFERENCE FOR A CIVIL ENGINEER

1. Job description

The Civil engineer in the EUCL structure shall be at the level of officer, and shall report to the Head of

Logistics and Administration, shall be responsible for but not limited to:

4. Coordinate a small team of technicians in construction, maintenance and repairs of EUCL/REG infrastructure.

5. Manage the company’s facilities on daily basis to ensure that they are well looked after and timely maintained;

6. Identify, in collaboration with relevant departments, and inspect company’s infrastructure that needs to be

rehabilitated and report to relevant authorities;

7. Provide technical advice to the company regarding the process of construction and maintenance of its

structures;

8. Serve as a focal point and supervise any property under construction;

9. Supervise contractors’ engineering work to ensure value for money and compliance with the technical

specifications defined by the company;

10. Prepare progress and completion reports on structures under construction or maintenance;

11. Maintain an updated database of any company property;

12. Conduct regular land survey and mapping in collaboration with hired company;

2. Required Skills and qualifications

A. Key Technical Skills & Knowledge required: the civil engineer shall be required to demonstrate the

Terms of Reference for Energy Efficiency Officer

Job Description

Monitoring

1. Lead in the implementation and coordination of the Organization’s Energy Efficiency and affordable energy strategy and action plan, working with colleagues and external partners. 2. Identify, develop and implement opportunities, including access to external funding, to further and promote the

organization’s work on energy efficiency and loss reduction. 3. Create and implement a framework of policies and procedures that advance the EUCL’s energy efficiency objectives. 4. Lead in collaboration with colleagues that in depth energy advice, training and guidance to customers 5. Monitor and ensure energy efficiency, reduce energy loss and other energy conservation activities are planned and

implemented in line with organizational strategy. 6. Support the improvement of services and specifications, including for development and component replacement, in

line with energy efficiency best practice; assisting with the introduction of new energy efficiency technology in homes, and the monitoring, evaluation and review of same.

7. Support the delivery of advice services aimed at reducing energy loss, heating bills and other energy conservation methods, such that they are communicated and executed effectively, actively working to integrate services at the point of delivery.

8. Lead by example in promoting high standards of energy efficiency management, organizing and convening meetings with colleagues and stakeholders as required, presenting information and leading the engagement and involvement of staff in energy efficiency matters.

9. Create and manage relationships proactively with other bodies as may be required for the successful performance of this role, proactively exploring opportunities for collaborative partnership working, building networks within and outside EUCL.

10. Identification of savings opportunities through energy surveys or audits, involving the physical inspection of plant facilities and process equipment;

11. Employee-focused activities, such as campaigns to increase awareness, motivation and involvement in energy management activities throughout the company;

12. Organizational practices, such as the formulation of policy, the assignment of energy responsibilities, the provision of training, etc.

Job Description

This role is responsible for monitoring the implementation of the energy policies and procedures and ensuring proper standardization is ensured in the delivery of energy to the clients. The staff examines the order of the network, inspects transformer points, network installations and communal re-metering to identify and remedy noncompliance with technical specifications that may contribute to dangerous conditions, facilitate electricity hazards, theft and general losses.
