2005 – 2008: Before EUCLID…

2005: IOSD launches “Euclid” project with University of Bangui and ULI Brussels

2006: First agreements are signed to create a consortium called “Euclid”

2007: Updated operational agreements between IOSD and (a) University of Bangui; (b) ULI of Brussels; (c) University of N’Djamena

2007: IOSD agreement with ICCI

2008: IOSD presents EUCLID legal framework to OIC member states in Qatar

2008: MOU entry into force

April 2008: “Open Memorandum of Understanding (MOU) between the Participating EUCLID Parties regarding their Participation in the Educational Framework defined herein” enters into force as States begin review and signature processes

2008 Participating States: Saint Vincent; Sierra Leone; Eritrea; Uganda; Vanuatu

United Nations Treaty Section provides guidance on updating agreement and UN registration processes

2009: Updated Framework

Intergovernmental agreement updated as “Updated Framework Agreement regarding the Parties' Participation in EUCLID as Constituted and Defined herein”

2009 and 2010 Participating States: Senegal, Benin, Comoros, Burundi

2010: Focus on LOT3

EUCLID focuses on LOT3, a European Commission funded project to deliver graduate level training to 60 civil servants in Eritrea, a EUCLID Participating State

2010 Highlight

Prime Minister Faustin Touadera, former Rector of the University of Bangui at the inception of the “Euclid” initiative, signs EUCLID instrument of participation and begins discussing headquarters agreement for EUCLID

Burundi becomes 11th Participating State and Timor-Leste begins processes

United Nations registration processes completed in December 2010

Remembering Banny deBrum

Ambassador Banny deBrum was EUCLID’s first High Steward, while also serving as Ambassador of the Marshall Islands to the United States. He travelled with the EUCLID delegation to Eritrea in 2009, but died in 2011. He is fondly remembered and sorely missed.

2011: HQ agreement

March 2011: Headquarters agreement is signed for offices at University of Bangui and Prime Minister’s tower

Implementation of HQ agreement enables EUCLID to become a full member of the Association of African Universities

EUCLID continues international institutional and academic processes including US validation or clearance processes

2012: UN visit

May 2012: Prime Minister Touadera visits United Nations and presides over EUCLID graduate ceremony

UN Secretariat issues letter confirming their recognition that EUCLID degrees are accredited and usable to UN employment

2012-2013: Gambia processes

2012: Dr Mamadou Tangara signs Gambia instrument of participation

2013: EUCLID sends High Level Delegation to Gambia to discuss headquarters agreement

End 2013

Completion of procedure with Oregon (pending since 2008)

(Following completion of procedures with Maine and Michigan in 2011)

2014: Fully operational HQ | Celebrating Alumni

10 years of intergovernmental service

Dedicates, flexible, truly international faculty team

Completed validation / documentation processes applicable to all countries and subnational entities (except Texas which will be processed in 2015)

Increasingly strong network of alumni, including one ambassador and one presidential chief of protocol
