he sites where traditional Chinese martial arts can be practised are few and far between. Serious martial art practitioners searching for a

venue where they can demonstrate their art to it’s full potential do not have to search any longer.

TThe European Chinese Kuoshu Tournaments will herald a new age for Chinese martial arts in Switzerland. Competitors will have the opportunity to meet and compete against some of the best Chinese martial arts practitioners in the World. To create unity and friendship across international boarders through Chinese Kuoshu. To develop orthodox Chinese Kuoshu and ethics and to promote Chinese Kuoshu throughout the World.

The event will be hosted by the European Chinese Kuoshu Association (ECKA) in association with the International Academy of Chinese Martial Arts (IACMA) and Swiss Professional Wushu Kungfu Association (SPWKA), based in Switzerland and facilitated by Internationally qualified officials.

The tournament will consist of Tao Lu (bare hand and weapons forms); Shuai Jiao (China wrestling); Taiji Quan and the highlight of the event Kuoshu, Kuachi Lei Tai (traditional Kung Fu Full Contact Fighting).

Contrary, to what you might see at other events sparring is not limited to just kicks and punches. The full repertoire of your skills may be used including entrapment, take downs, throws and sweeps. The variety of techniques used makes Kuoshu, Kuachi Lei Tai sparring the most exciting Full Contact fighting to date.

It is the aim of the ICKF by organising contest to bring the best in Chinese Martial Arts together. Schools representing the various martial arts styles are welcome to express their art through bare hand or weapons forms; or to compete in the Full Contact – Lei Tai sparring contest under internationally recognised rules.

Section 4 Sparring Contests

4.1 Shuai Jiao – By European Shuai Jiao Union

4.1.1 Contestants

should be between 18 and 36 (proof of age may be requested) years of age on the day of the tournament; they should be in medically fit to compete in a contact sport; and be licensed and insured to participate in Chinese martial arts tournaments and events.Rules

4.1.2 Entry Qualifications:

4.1.4 Partecipants

• 9 class male and 8 class female. Maximum 18 male wrestlers (two for each category), 16 female wrestlers (two for each category).

• Each invited country/region can enter only 1 representative.• Each team should be of 1 team leader, 1 coach, 1 referee.• In the case of 5 or less than 5 westlers in one category, single round robin

system will be applied.• In the case of 6 or more than 6 westlers in one category, double elimination

system will be applied. When a fighter has lost 2 fights, he is eliminated of the competition

Contests

4.1.5 A Match

• For men: each match consists of two rounds and the one who wins two rounds will be declared the winner of the match. The duration of each round: match will be of two minutes, with a break of 30 seconds betweem each round.

• Format for the match will be continuous sparring. During the match time will be stopped only for: uniform and equipment failure; and to seek medical advice.

• The one who gets the most points will be declared the winner of the round.• The one who gest six points for differetation between they will be declared the

winner of the round.

Extra time is one round of there is not time limit after 30 seconds break, in the following cases:

• Each fighter has won and lost a round.• There is equality on the two rounds.

Points: The winner of the rounds in determined when theopponent touches the ground with any part of the body,other than the feet.

• Techniques where contestant touch the ground simultaneously will not score.

• The winner of two rounds is deemed to be the winner of themarch.

• After three rounds, if neither contestant wins two rounds there will be a one minute “sudden death” round.

• If after four rounds there is no winner, the Referee willdetermine the winner based on superiority of techniques andtactics.

Techniques: Legal• Clear throws.• Sweeping and controlled take downs.

Illegal• Striking using fist, palm or foot.• Attacks with elbows or knees.• Attacks to the eyes, groin joints and knees.

Equipment: Uniform

• Unless contestants already have their own uniform and equipment, autorizated of the ESJU. The organization will provide at belt to indicate blue or red.

• The equipment must be in this mode: (Shuai Jiao Yi) Racket; (Shuai Jiao kuzi) Martial Arts Trousers; (Shuai Jiao Xie) soft shoes or Wrestling boots.

• Contestants can use also wear: a groin shield; a mouth guard, guard shell. Shuai Jiao jacket and belt (provided by ECKF)

4.1.6 Area

The Shuai Jiao area is normally a matted 10m x 10m area. The fighting aerea is make of 8x8 for a total of 64 m2 , and 2 meters of internal perimeter with intendet to prevent the limits of the fighting aerea.Contestants enter the area when instructed to do so by the Executive Referee. When facing the Head table the contestant in red should enter from the right and the contestant in blue should enter from the left. On entering the area the contestants should salute the Head Table; then each other; and then prepare to engage each other on the Executive Referee’s command.

4.1.7 Scoring Techniques

Contestants may use the following techniques:

• Shuai Jiao (throwing, wrestling and standing grappling)• Kuai Chiao (fast throwing – shoot techniques) • Da Shuai (open hand techniques to throw/sweep/take down)• Na Shuai (joint manipulation to throw/sweep/take down)• Dien Shuai (pressure point manipulation to throw/sweep/take down).

The contestant may make use of the opponent’s jacket, belt or anatomical handles to execute their technique.

4.1.8 Weigh-in

Weigh-in is made under the control of:

• One referee• One physician• One secretary

Each fighter must, before weigh-in, show a medical certificate allowing him to the Shuai Jiao competition.

4.1.9 Illegal Techniques

• Contestants may not use the following techniques: strike the opponent with the head, digits, palm, fist, forearm, elbow, knee, shin or foot; bite, spit or gouge the opponent; attempt to dislocate the opponent’s joints; attempt to break the opponent’s bones.

• The contestant must obey the Executive Referee’s commands at all times.• Drawing hair is prohibited.• Grabbing the opponent when falling donw is unavoidable is prohibited.• Grabbing the opponent’s trouses is prohibited.• When a fighter grabs his opponent with both hands and stands still, in a blocking

position more than 5 seconds.

4.1.10 Warnings and Penalties

The Referee may give a private or public warning, or disqualify a contestant depending on the seriousness of a foul or offence.

Verbal warning:8

• For the first warning there is no point penalty.

Light warning:

• For the second warning there is a one point penalty.

Serius warning:

• And the third warning will result in a disqualification.

4.1.11 Points Scoring:

1 Point: • Opponent touches the mat with one hand.

• Opponent touches the mat with one knee.

• Opponent steps out of area.

• Opponent touches the mat with one elbow.

• Contestant throws/sweeps/takes down the opponent and lands on top of the opponent.

2 Points: • Opponent touches the mat with both hands.

• Opponent touches the mat with both knees.

• Opponent touches the mat with both elbows.

• Opponent touches the mat with a hand and a knee.

• Contestant effectively throws/sweeps opponent and remains standing.

• The one who is carrying out the technique must keep a perfect balance.

No Points: • Both contestants fall simultaneously without the use of technique.

4.1.12 Referees and judges

Are appoint to each fighting area:

• A chief referee of the fighting area• A mat referee (control fo match and convalided the points)• The chair judge

On habe table:

• One time keeper• One person responsible for the notice board• One secretary

4.1.13 Responsibility of the referees

The chief referee:

• He is responsible for the fighting aerea and the fight.

• If he notices something wrong, he may stop the fight and consult the mat referee.

The mat referee:

• He manages the fight on the mat: beginning, breaks, points…..

• At the end of fight, he nominates the winner.

• He can stop the match for to call in the case of necessary the doctor.

The chair judge:

• He supervising the match and observers that all the functions are correct.

In the event of a draw the Executive Referee and Assistant Referees will meet with the Head Judge to determine the winner based on the most technical performance.

4.1.14 Of the referees of gestures, symbols and password

Field umpires gestures Password :

• After that the opponent recive a trow he can’t pull down.

• Walking on the opponent’s foot deliberately is prohibited.

• Stopping the fight without the referee’s advise is prohibited.

• When a fighter grabs his opponent with both hands and he stands in passivity more of than 10 seconds without to allow the fight.

4.1.18 Faults serious gives two points to the opponent

• Shooting intesionaly with a fit, kick, elbow, knee and had.

• Trainers and team members are not allowed to intervene or shout during a fight with an obvious intention to disturb the arbitration or have an influence on the fight progress.

• Shooting the opponent when he is donw is prohibited.

4.1.19 Athletes were injured during macth

• Competitions, by the General Assembly, doctors believed that one athlete is physically unfit to continue to participate in the competition, the penalty opponents or win, The team members take part in the competition must be medically certified to the General Assembly, otherwise not allowed to participate in the competition.

• Tournament, the athletes were injured party (not caused by unruly opponents) can not continue to participate in the competition, market competition judge may declare a moratorium, but suspended for not more than two minutes, if the injured person is unable to continue the game, injured were sent athletes in this game negative, to maintain its technical score.

Section 4 Sparring Contests Kuachi

4.2 Full Contact Kuachi (Lai Tai)

4.2.1 As the basis for kuoshu practitioners, regardless of what schools they belong to, to practise actual fight, Kuachi holds in store Chinese culture and philosophy of traditional martial arts, helps raise human being’s physical conditions, contributes to person’s self-defense, and is characterized by its hardness and softness. With a view to reviving the Chinese culture by practicing this traditional martal arts of Kuachi, promoting sport for all, and spreading martial ethics to the world, the rules of Chinese Kuoshu Kuachi is hereby enacted accordingly.

4.2.2 The following rules shall be applied to all contests of kuoshu Kuachi held by all members of the International Chinese Kuoshu Federation (ICKF).

4.2.3 The contest of Kuoshu Kuachi consists 9 category for Man and 9 category for Women of Kuachi.

Type A: Man and Women in Kuachi Lai Tai contests.

4.2.4 Partecipants

• Man and Women in kuachi contests minimum 18 year for age

• 9 class male and 9 class female. Maximum 18 male Kuachi (two for each category), 18 female Kuachi (two for each category)

• Each invited country/region can enter only 1 representative.• Each team should be of 1 team leader, 1 coach, 1 referee.• In the case of 5 or less than 5 Kuachi in one category, single round robin

system will be applied.• In the case of 6 or more than 6 Kuachi in one category in Kuachi Lai Tai

contests.

4.2.5 Field

a: Kuachi Lai Tai contest shall be conducted in such a place where the surface is even and free from what may interfere with a contestant’s performance.

• Kuachi Lai Tai contest shall be conducted on an even field, minimum 6 or maximum 8 meters in square paved with a mat of slight resilience, the center circle being 3 meters in diameter, in the center of which is a cross with a 0,5 meter-long line drawn each at its legt and right end as the readiness positions of contestants.

• Kuoshu Kuachi contest can also be conducted on a platform (leitai) slightly high than the ground.

• The area around the platform shall also be paved with mat, leaving more than 1 meter space open from which to separate

• audience and other persons.

4.2.6 Protective Equipment

The protective equipment worn by contestants during any conte4sts shall be only those specified by the organizing committee (gum-shield, boxing gloves, chest protector and jockstrap).

Uniform:

The uniform worn by contestants during contests should be those approved by the organizing committee or unifiedly prepared (white kung-fu style shirt, black lantern-style trouser, kung-fu shoes and waist belt).No shoes are allowed. Hand protection with gloves fingers cutted; bendage must be wore under gloves.

4.2.7 Officials and Duties

The Referee Committee, established by the organizing committee of a member of the ICKF, which organizes the event, shall consist of:

• One referee general, 1-2 deputy referee generals and one each field referee

and assistant field referee

• One each recorder and scorer

• Set-in-order section: one chief and 2 checkers

• Public addressing section: 1-2 announcers

• Medical section: 2-3 medical persons.

4.2.8 Duties of Referees

In addition to the prescription as set forth in Article 7 and 8, Chapter iii-Officials and Duties, Rules of Kuoshu by ICKF, one of assistant field referee’s duties is to inform field referee of his/her wrong ruling or failing to rule by using hand-signal or showing the flag and at the same time, to register contestant’s winning or losing points.

Scoring judge: To score both contestant’s winning and losingpoints in accordance with the field referee’sruling.

• To report to referee-in-chief immediately when one of the contestant has been forced out of the position three times and to ask him/her to stop the contest.

• To put scores in order at the end of the contest and report it to the referee-in-chief

4.2.9 Weight Classes

A. Male: Male contestants are divided into 9 weight classes, as follows:

1st class: below 55 Kg.

2nd class: 55.01-60 Kg.

3rd class: 60.01-65 Kg.

4th class: 65.01-70 Kg.

5th class: 70.01-75 Kg.

6th class: 75.01-80 Kg.

7th class: 80.01-85 Kg.

8th class: 85.01-90 Kg

9th class: above 90.01 Kg.

B. Female: Female contestants are divided into 9 weight classes, as follows

1st class: below 45 Kg.

2nd class: 45.01-50 Kg.

3rd class: 50.01-55 Kg.

4th class: 55.01-60 Kg.

5th class: 60.01-65 Kg.

6th class: 65.01-70 Kg.

4.2.10 Contest

• Upon seeing or hearing the signal marking the beginning of the contest the designated contestants shall enter the contest field; bow first to the field referee and then to each other upon hearing the command of “salute” from the field referee; take the action of “Hu Hsiagn Kua Chi” Both contestants lift their right foot and take one step forward, extending their right hands horizontally with the center of palms upward upon hearing the command of “ready”; and begin to contest after taking 3 minutes of Yun kung chiao chin (inner strength and sensibility) upon seeing the field referee’s hand signal of “start”.

• Drawing-lot shall be made to decide which hand-left or tight-shall be rotated to change for a 3-round bout.

• As the contest progresses, no officials from either contestant’s delegation are allowed into the outer or inner areas, nor can any officials gibe their contestant technical guidance or cheer from outside the field; otherwise, the violator’s contestant shall receive a technical foul.

• As the contest progresses, no contestant’s team leader or coach shall ask referee general or referee-in-chief to stop the contest, which otherwise will be considered as forfeiture.

• As the contest progresses, no contestant shall ask for suspension of the contest without justification A contestant who violates this rule shall be disqualified from the contest.

• During a time-out due to a contestant’s uniform or protective gear becoming loose or unfastened, only those coaches permitted by the field referee shall enter the field to render assistance. No unauthorized personnel shall approach the field.

• Upon hearing the time-keeper’s signal to stop, the contestants shall cease the contest, return to their respective designated areas.

• During this period, authorized officials, limited to two persons per contestant, are permitted to perform such services as message or sweat wiping for their contestants.

• When the contest has ended, both contestants shall remain on the platform/field until the results of the contest are announced.

• The field referee shall raise the hand of the winning contestant, declaring him/her the winner of the bout.

• Upon the announcement of the results, both the contestants shall bow to each other in the form of the traditional Chinese courtesy.

• If a contestant fails to appear on stage for his/her scheduled bout after his/her name has been called three times in a space of 30 seconds, he/she shall be disqualified from continuing the contest, and the previous results he/she has won shall be no more counted.

4.2.11 Scoring Criteria

The results of Lai tai Contest shall be determined according to the following two items:

1. Stipulation on scoring

a. During the contest of Kuachi, one contestant who is forced to be separated or retracts his hands of his own accord for 3 seconds and without returning to his position, will lose one point to his opponent.

b. The contestant shall be awarded two points for using such acts as Mo (grind), Ya (press), Tui (push), Chen (shake), to make his/her opponent fall down to the ground. Touching the ground with the body, hand or knee after being shaken shall be regarded as falling down to the ground.

c. The contestant shall be awarded tree points for using “Mo-Ya, or Tui-Chen” to make his/her opponent out of the field. No points shall be awarded to either contestant if they both fall down off the platform or retreat from the field.

d. No points shall be awarded to either contestant if they strike each other a t random, or embrace each other tightly, so as to fall to the ground simultaneously.

e. No points shall be awarded if the contestants throw each other to the ground no matter whether one’s body is above or below the other’s.

f. During the progress of contest, the contestant shall be awarded two points if his/her opponent fails to keep his/her own balance, or his/her “Chang Ma Ting Pu Kua Chi” is displaced due to “Tui-Chen”.

g. During the contest of Heng Kung Chin Pu Kua Chi with Mo-Ya, a contestant who uses slide step to conduct “Jing Ya” but limited to only one step (no astride step is used) to make his/her opponent unable to rise against the press will be ruled as the winner of the round. If a contestant falls down or is forced to get off the position, the other side shall be awarded two points.

h. During the contest of Tsung Kung Chin Pu with Tui Chi, a contestant who uses slide step but limited to only one step (no astride step is used) to press forward or to retreat back, thus, making his opponent displaced, will win two points.

i. During the contest of Tsung Kung Chin Pu with KuaCieh, a contestant who using slide steps to attack or to retreat hits his opponent in effective area, will win one point, and hits him down to the floor, will win two points.

j. During the contest of Chang Ma Kua Chi with kua Tieh, a contestant who uses kicking to kick the opponent in an effective area will win one point, and kick him down to the floor, will win two points.

k. During the contest of Tsung Kung Chin Pu with Kua Sai, a contestan who uses Chin Na and Sai Fa to make his opponent get out of the position or hit him down to the floor, will win two points. However, restricting Huo Pu within the position, he is not allowed to hold his opponent’s torso.

l. A contestant who is knocked out of the position or off the platform and is unable to continue the contest within 10 seconds shall be ruled the loser of the bout.

m. If both contestants show no will to fight and move around without engaging each other in 10 seconds shall be disqualified from continuing the contest.

n. During the progress of the contest, a contestant who is forced out of the position 3 times in a round, found to be so weak as to be unable to continue, or found to be attempting to evade the opponent’s “kua-chi” for 10 seconds, shall be ruled a technical failure.

o. In a 3 round bout when each contestant wins 1 round and the third round is drawn, the contestant who has been awarded more points hall be named the winner. If each contestant has the same score, there shall be an extra round to decide the winner. If this extra round still results in a tie, the contestant who is more offensive shall be named the winner. (No additional rounds shall be held.)

4.2.12 Deduction of Points for Fouls

a. A contestant of single hand “Tui-Chi” shall not push or press his/her opponent’s elbow.

b. A contestant of double hand “Tui-Chi” can properly push or press his/her opponent’s elbow.

c. Except for parts banned from hitting during Kua Chieh and Kua Tieh, parts of the body banned from being hit either by fist or foot are indicated as follows:

Section B: only chest and shoulder can be touched during Kua Chieh: only the chest and back can be touched during Kua Tieh; stomach and buttocks can be touched during moving one step forward or backward; only Chin Na Sai Fa can be applied during Kua Sai, but no holding of torso is allowed; both moving right and left of foot and hand is allowed during Sai Fa Huo Pu.

d. Genitals.

e. During the progress of contest, a contestant shall not hold his/her opponent by “Chin-Na” (catching and grapping), otherwise he/she shall be ruled technical failure.

f. Continuing to strike an opponent who has been struck to the ground, while the field referee is counting the seconds shall be deemed as intentionally trying to injure the opponent.

Penalties:

A contestant who commits any one of the above said fouls shall be penalized 3 points for the first offense and disqualified from continuing the contest for a second offense. However, a contestant whose violation is deemed to be a great offense shall be disqualified immediately from continuing the contest. Furthermore, should a contestant intentionally injure an opponent, the offender shall be legally liable for any injuries caused by his/her actions.

a. Technical Fouls

• Disobeying the referee’s ruling. (this applies to contestants, members of the delegations, and those who protest irrationally)

• Hitting the opponent before the field referee gives the signal to start.

• Actions that hinder the progress of the contest.

• Yelling outside the field by officials of any delegation in such a way as to affect the order of the contest.

Penalties:

A contest or a member of a delegation who commits any of the previous defined fouls shall be penalized one point for the first offense, 3 points for a second offense, and be declared the loser of the round for a third offense. However, a contestant whose violation is deemed to be grave offense shall result in disqualification and be ordered to leave the field immediately.

4.2.12 Time Limits and Roules for Rounds and Bouts

Kuachi Laitai Contest:

• Each vout shall consiste of 3 rounds (each one 3 minutes). A contestant who wins 2 of the 3 round shall be named the winner of the bout.

• Each round shall last 1 minute period between rounds.

4.2.13 Injury and Suspension

A. When a contestant suffers from injuries or other cause, the field referee shall announce suspension of the contest, during which time no personnel shall be allowed to with the contestants or enter the field, except those permitted by the field referee.

B. The field referee shall be the only person to call for the suspension of the contest if an injury occurs. A contestant who lies down for 5 minutes shall be subject unable to continue, he/she shall be disqualified.

4.2.14 Laitai Contest

• Administered by the referee-in-chief, each Laitai shall be officiated by a field referee and number of judges.

• The points won and lost by each contestant in each round shall be published and registered for record.

• At the end of each round the field referee shall declare the round’s winner and loser with a hand singal.

• The referee-in-chief, according to the consolidated results, shall determine and proclaiming the winner of the bout at the end of each bout. The announcer shall also make in known to the audience through public address system, including the winner’s name, weight class and delegation.

4.2.15 Protest

The procedures for protest must be sent by the form addressed to Chinese Kuoshu.

4.3 Tui Shou (Pushing Hands)

4.3.1 Rules

The Contest will be run according to the Pushing Hands rules of the ECKF.

4.3.2 The following rules shall be applied to all contests of kuoshu held by all members of the International Chinese Kuoshu Federation (ICKF).

4.3.2 Entry Qualifications

• Man and Women in Tui Shou contests minimum 16 year for age

• Number for athlete and Free. • All contestants must hold a current Martial Arts Licence (any affiliation) and

be currently insured.• All contestants must be 16 years of age or older on the date of the contest

of Full Contact as determined by the ECKF.

4.3.6 Contest Structure

Round: One round of two minutes duration.

Points: One point is awarded when the opponent touches the ground whit any part of the body, other than the feet.• Two points are awarded when the opponent is forced to

step outside the area.• Three points area awarded when the opponent is set

“flying” out of the area.• Techniques where contestant touch the ground

simultaneously will not score.• If neither contestant wins the rounds there will be a one

minute “sudden death” round.• If after the “sudden death” round there is no winner, the

Section 6 Forms Contest

4.4 Ethics The Tournament Director reserves the right to cancel any bout or any

application during the tournament without notice, for any infringement of the rules.

• If a contestant is being treated for an injury the opponent should stand in aneutral corner facing away from the centre of the platform.

• A “traditional” bow should be made to the judges and to the opponent at thebeginning of the first round and the end of the final round.

• A “traditional” boy should be made to the opponent before commencing tofight on the command “chin-li”.

• At the end of the bout each contestant should make a “traditional” bow totheir opponents corner.

Section 7 Protest

7.1 ProcedureThe ECKF contest organisers and official are under duty to ensure any ECKF contest is run fairly, that judging is impartial and that all officials remain unbiased.

Should any contestant fell that any official has failed in their duty or that as a contestant they have been treated unfairly, the following procedures should be adhered to:

The contestant should immediately inform their Team Manager and/or Coach giving full details of the incident, including the names of the those involved and any witnesses to the incident, including the names of the those involved and any witnesses to the incident. The contestant’s Team Manager or Coach will act on the contestant’s behalf. If the contestant is an individual (no team officials) they may act for themselves, in the same manner as their Team Manager or Coach would. The following procedures would then be observed.

The Team Manager or Coach should put all the relevant points of the incident in writing and include the names of those involved. This written protest should be marked for the immediate attention of the Referee General and lodged with the Control Desk. The protest should be lodged no later then the scheduled close of the contest. A late protest may not effect any result during the contest.

7.2 DecisionsThe Referee General will study the protest and available evidence. A hearing may then be called. The Hearing may take place following the contest or during the contest, time permitting. The Team Manager and/or Coach must attend, any official involved will also be invited to attend.

If the protest is upheld the Referee General in consultation with the Arbitration Director is empowered to overrule any official’s decision. Depending on the nature of the protest actions will be taken to remedy the situation or prevent a similar situation from occurring again. If the protest is not upheld the case will be closed.
