As a professional and employers' organization in the transport sector from Romania, we hope that under your political leadership in the field of Economic and Financial Affairs, Taxation and Customs, the European Commission will contribute to the modernization of EU legislative framework which is relevant for our sector. In this respect, may we draw your attention on the current problems related to the competition between customs unions - EU, on the one hand and the Eurasian Customs Union of the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation, on the other hand. At this moment, the Eurasian region countries prohibit non-resident hauliers from EU to perform transport operations on the territory of their customs union. Consequently, our association considers that European Commission and Eurasian Economic Commission should undertake the legal measures to ensure the reciprocity of the customs provisions between the two customs unions, in order to maintain a level playing field for all EU and non-EU hauliers performing international transports in Eurasian region.

As a professional and employers' organization in the transport sector from Romania, we hope that under your political leadership in the field of competition, European Commission will contribute to the modernization of EU legislative framework which is relevant for our sector and also to the transparency of the current various national regulations, as a first step towards their harmonization.
As regards the competition on European road transport market, today there are strong debates on what should be first - rules harmonization or market liberalization, as Western EU fears the competition from Eastern EU drivers and hauliers, asking for a harmonization of social standards between West and East first. In practice, it is our strong believe that the harmonization of social standards between Eastern and Western EU can only be obtained by achieving economical harmonization first, which would naturally result from an effective functioning of a real European single market in all economic sectors and in our case, in road transport sector.
On the other hand, may we draw your attention to another levels of competition in road transport sector, which need to be carefully addressed by European Commission: - Competition of non-EU hauliers from EU neighboring countries: As a first premise for a fair
competition environment in international transport, EU neighboring states' compliance with current international transport agreements is very important. In this context, there is a certain need of clarification before EC considers the freedom of transit for non-resident hauliers in EU.
- Competition between customs unions - EU and the Eurasian Customs Union of the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation: At this moment, the Eurasian region countries prohibit non-resident hauliers from EU to perform transport operations on the territory of their customs union. European Commission and Eurasian Economic Commission should undertake the legal measures to ensure the reciprocity of the customs provisions between the 2 customs unions, in order to maintain a level playing field for all EU and non-EU hauliers performing international transports in Eurasian region.

Stimata Doamna Cretu,
Tn numele Uniunii Nationale a Transportatorilor Rutieri din Romania - UNTRR, va
rugam sa primiti sincerele noastre felicitari cu ocazia numirii dumneavoastra in funetia de
Comisar European pentru Politiea Regionala. Exprimandu-ne increderea intr-un nou
inceput pentru Europa, va dorim mult succes in indeplinirea importantului dumneavoastra
mandat !?i a noii agende a Comisiei Europene pentru Locuri de Munea, Cre!?tere,
Corectitudine !?i Schimbare Demoeratica.
Ca organizatie profesionala !?i patronala in seetorul transporturilor din Romania,
speram ca sub conducerea dumneavoastra in domeniul Politicii Regionale, Comisia ·
Europeana va contribui la modernizarea cadrului legislativ . European care este relevant
pentru sectorul nostru de activitate !?i de asemenea, va asigura transparenta numeroaselor
reglementari nationale, ea un prim pas in directia armonizarii acestora . .
Folosim aeeasta oportnitate pentru a va asigura de deplina noastra implieare in
dialogul social European la nivelul seetorului de transport, in dorinta de a ere!?te
