    We, the Signatories of FOREST EUROPE, share a VISION:

    I. Sustainable management o all

    European orests ensures multiple

    orest unctions and enhances lasting

    provision o goods and services

    II. European orests contribute to a

    green economy, including through

    increased provision o wood, other

    orest products and ecosystem services

    rom sustainable sources

    III. Forest management in Europe is

    being adapted to changes in climate,

    orests are healthy and resilient to

    natural hazards and protected against

    human-induced threats such as orest

    fres, and the productive and protective

    unctions o orests are maintained

    IV. The potential o European orests to

    mitigate climate change, through carbonsequestration in trees and soils, carbon

    storage in orest products and substitu-

    tion o non-renewable materials and

    energy sources, is utilised to minimise

    Europes ecological ootprint without

    harming the global carbon balance

    V. The loss o orest biodiversity in

    Europe is halted and degraded orests

    are restored or rehabilitated

    VI. The role o orests in combating the

    progress o desertifcation is strengthened

    VII. Socioeconomic and cultural

    benefts, especially or live lihoods, rural

    development and employment rom

    European orests are optimised

    VIII. Illegal logging and associated trade

    in wood and other orest products are

    eliminated in Europe

    To shape a uture where all European orests are vital, productive and multiunctional.

    Where orests contribute efectively to sustainable development, through ensuring

    human well-being, a healthy environment and economic development in Europe and

    across the globe. Where the orests unique potential to support a green economy,

    livelihoods, climate change mitigation, biodiversity conservation, enhancing waterquality and combating desertication is realised to the benet o society

    GOALS FOR EUROPEAN FORESTS

    And a MISSION:

    FOREST EUROPE enhances the cooperati on on orest policies in Europe under the

    leadership o ministers, and secures and promotes sustainable orest management with

    the aim o maintaining the multiple unctions o orests crucial to society

    I. All European countries have developed

    and are implementing national orest

    programmes, or its equivalent, in line with

    the shared vision and goals and the

    pan-European approach to national

    orest programmes

    II. In addressing emerging issues orest

    knowledge is improved through re-

    search, education, innovation, inorma-

    tion sharing and communication

    III. In response to political objectives on

    the use o renewable raw material and

    energy in Europe, the supply o wood and

    other orest products rom sustainably

    managed orests has increased substan-

    tially

    IV. The ull value o orest ecosystem

    services across Europe is being estimated

    with a view to using common valuation

    approaches, and that values are increasing-

    ly reected in relevant national policiesand market-based instruments such as

    payments or ecosystem services

    V. All European countries include strate-

    gies or orests and climate change

    adaptation and mitigation in national

    orest programmes or equivalents and all

    other relevant national strategies

    VI. The rate o loss o orest biodiversity at

    habitat level is at least halved and where

    easible brought close to zero, and

    measures are taken to signifcantly

    reduce orest ragmentation and degrada-

    tion and to restore degraded orests

    VII. The role o orests in combating

    desertifcation is ully recognised and

    orests are also managed to that end

    VIII. All European countries have policies

    and measures which ensure a signifcant

    increase in socio- economic and cultural

    benefts, especially or human health,

    livelihoods, rural development and

    employment rom orests
