Sources of Funding • UK adopted a new approach to EU structural funds, bringing
European Structural Investment Funds (ESIF) together to
deliver Local Enterprise Partnership’s Growth Programmes
• European Regional Development Fund (ERDF) - designed to
boost economic activity in less prosperous areas (revenue & capital)
• European Social Fund (ESF) – focuses on access to employment,
social inclusion and skills (revenue)
• European Agricultural Fund for Rural Development (EAFRD) –
(RDPE) economic growth & tourism within rural areas.
• Programmes cover 2014 – 2020 ERDF & ESF started March 2015
can spend to 2022. EAFRD to start Oct 2015 spend to 2022
• Northumberland also has LEADER funding (not part of ESIF)
2014 – 2020 – expect start September 2015 end March 2019

European Structural Investment Funds
• Geography– NELEP has 2 EU category of regions – impacts on use
of funds within the region.
• N’land & Tyne & Wear – well developed – max 50% grant (ERDF & ESF)
• Durham – transitional region – max 60% grant (ERDF & ESF), ring
fenced allocation & ability to support other activities (eg Broadband)
• Resources
• NELEP awarded €537.4m (sterling value dependant on exchange rate)
• Well Developed (Northumberland & T&W) – 70% €376m
• Transitional (Durham) - €161m
• EAFRD - £10.5m not split between areas only use in rural areas

ERDF Priorities in North East • All activities must support businesses (SME’s under 250 employees)
– minimum grant £500k
• Innovation – new products to market, research between business &
universities, improved incubation and test facilities
• ICT Network provision (Durham only)
• Business support for SME’s – access to finance; business advice
and support; strategic sites and infrastructure
• Low Carbon Economy – Energy efficiency measures limited public
buildings & housing; low carbon supply chains
• Climate Change adaptation – green infrastructure; flood mitigation
• Areas under consideration – Sustainable Urban Development:
Community Led Local Development: JESSICA Fund

• North east Combined Authority Employability, Inclusion & Skills
group leading on development of priorities
• Employment & Labour mobility – address barriers to
employment; non accredited skills courses
• Social inclusion & Combating Poverty – support for those furthest
from labour market; work ready skills including digital inclusion
• Education, Skills & Lifelong Learning – sector specific skills
development; work experience placements; link educators to
employers

• Capital grants to micro and small businesses (less than 10 employees) to create jobs
• Investment in visitor attractions, tourist information, small scale infrastructure

Eligible Area defined by DEFRA (Northumberland, Durham & Rural Gateshead)
• Expect to start in North East October 2015
• Different eligibility rules – 40% Grant Rate (may vary) No public sector match or applicants. Minimum Grant £35k
• Aligned to Rural Growth Network funds (£6m from LEP Local Growth Fund) NCC are Accountable Body
• Types of activity (subject to DEFRA approval) – Rural Business Growth - Capital Grant to new & existing small & micro
businesses to support growth.

• Mainly funding for capital purchases
