Content and preparation of the Joint Operational Programme


Joint Operational Programme • A joint document, which shall be prepared by common

agreement of all the participating countries• Requirements for the content of the Joint Operational

programme come on EU level from– ENI CBC IR– ENI Regulation– Programming Document (”CBC strategy”)

• Requirements of national legislation in each participating country to be taken into account during the programming


Content of JOP

• Description– Geography (eligible territorial units, adjoining

regions, other major economic or cultural centres)

– Analysis of the socio-economic and environmental situation of the region (strengths, weaknesses and needs deriving from the analysis)


Content of JOP• Programme strategy

– description of the priorities (and measures) chosen in line with the overall objectives defined in the CBC strategy

– Justification for the choise of priorities and measures– Objectively verifiable indicators, related target values

and expected results– Risk analysis– Cross-cutting issues


Content of JOP

• Coherence– Coherence with other national and regional

strategies + other union financed programmes– Lessons learned from the previous Programmes– Information about the consultations and actions

taken to involve the participating countries and regions to the preparation


Content of JOP• Programme structures and designation of

competent authorities– Joint Monitoring Committee– Managing Authority – National authorities in participating countries– Joint Technical Secretariat when necessary– Audit Authority + the group of auditors– Control contact points in participating countries


Content of JOP• Programme implementation

– Summary description of management and control systems– Timeframe for Programme implementation– Description of project selection procedures– Description of types of support (projects selected through

direct award , contributions to financial instruments + timetable for call for proposals)

– Description of planned use of TA– Description of the monitoring and evaluation systems

– Information and communication plan– Information on environmental impacts assessments– Indicative financial plan– Rules on eligibility of expenditure– Apportionment of liabilities between the participating countries– Rules for transfer, use and monitoring for co-financing– Description of IT system– languages


Key milestones of the programming process


Key milestones in programming, start up -phase

• Set up the Joint Programing Committee and possible working groups

• Appoint the Managing Authority• Decide about the programme eligible area• Make a plan / GANTT• Plan the visibility of the Programming

process



• Launch the situation analysis of the cross-border area• Start the discussions and hearings of relevant

stakeholders• Launch the preparation of Description of

Management and Control Systems (DMCS)• Start to prepare the electronic monitoring system• Start the discussions concerning the LIPs



• Launch the Strategic environmental assessment (SEA)• Start the discussions about possible updating of

national legislation• Launch the discussions about the amount and

procedures for the national co-financing• Start the negotiations about the structure and

content of the Financing agreement and possible MOUs


How to procees after the start-up -phase

• Follow the plan / GANTT• Meet regularly with the working groups to

proceed with each topic• Be active with the communication – keep the

relevant stakeholders updated• Meet with the Joint Programming Committee in

order to agree about the drafted steps and phases


When JOP is finalized• Collect the agreement letters from participating

countries• Submit the JOP with agreement letters to the

Commission• EC shall assess the proposal and requests

revisions if necessary• EC shall approve the proposal within 6 months

period from the submission


After the adoption of the JOP• The Managing Authority shall be officially designated

by the member state hosting the managing authority• Financing agreement shall be concluded not later than

the end of the year which follows the year of programme adoption by EC

• Preparatory actions for call for proposals can be launched before concluding the FA’s

• Projects contracted after the approval of FA and entry into force
