Selection Note Comenius

Subject:Call for Proposals EAC/32/05 of 16 June 2005, Comenius Centralised Actions: Selection Round 2006, Draft Selection Proposal

Summary: The Commission proposes to co-finance 56 full proposals (52 Comenius 2.1 projects and 4 Comenius 3 Networks) of the 206 (188 Comenius 2.1 projects and 18 Comenius 3 Networks) full proposals received in the 2006 selection round. All these 56 applications have been assessed as ‘Very Good/Very Good’ (8), ‘Very Good/Good’ (19), ‘Good/Good’ (28) or ‘Good/Fair’ (1). One additional project from the 2005 Comenius 2.1 selection will be co-financed from the 2006 budget.

Please find enclosed the draft selection list of proposals under Comenius centralised actions in the framework of the above-mentioned call for proposals. Please note that this draft selection list is foreseen as a point for opinion on the agenda of the next meeting of the Socrates Committee on 1 June 2006 (annex 2 C 2.1 and annex 2 C 3).

Under Comenius centralised actions the following types of projects are supported: European Co-operation Projects (“C2.1”) and Networks (“C3”).

The framework within which the selection of proposals has been carried out is provided by the Guidelines for Applicants and the annual Call for Proposals mentioned above. The evaluation of the proposals has been carried out in four steps applying the criteria identified in the Financial Regulation applicable to the general budget of the European Communities i.e. exclusion criteria, eligibility criteria, selection criteria and award criteria.

Methodology

In accordance with the provisions of the Council Decision and following an open call for applications (EAC/60/02), independent experts were appointed for the assessment of the proposals. The experts appointed received the project assessments in accordance with their area of expertise and working languages, and were invited to assess them on a four-grade scale (‘Very Good’, ‘Good’, ‘Fair’, ‘Weak’). Apart from giving a grade, experts were asked to score the projects on a scale of 1-100. All proposals were assessed by two independent experts, who signed a declaration of non-conflict of interest.

Comenius 3: applications were assessed, each by 2 independent experts, from 27 to 31 March 2006 at the premises of the Executive Agency. A general briefing was organised during the first day. At the end of this period a debriefing was conducted involving the experts and the Evaluation Committee. There was no case of more than one step difference between the two experts assessments or a major contradiction in their comments.

Comenius 2.1: a general briefing was organised on 15 March 2006 in Brussels at the Executive Agency premises. The applications were assessed by 2 independent experts from 15 to 31 March by tele-working. During this phase several cases with two or more steps difference were solved by conciliation. 5 days of debriefing took place at the Executive Agency premises on 18, 19, 20, 21 and 24 April 2006. On each of these days, 6 of the independent experts presented their assessments. An additional “Lead expert” was responsible for establishing a final ranking proposal and ensuring equality of treatment of all the evaluated proposals. The “lead” expert was also responsible for drafting a 3rd evaluation in case of major and persistent disagreement between the experts (2 or more steps difference in the global grading). This was the case in 2 proposals (IT-129379 and DE-129393).

As foreseen in the Socrates Programme Decision and the related implementing rules agreed with the Socrates Committee, a bilateral consultation between the Commission and the NA in the coordinating country was conducted for Comenius 2.1 proposals in all cases where there was a significant difference in the respective assessments of a project’s quality and appropriateness (difference of at least two grades on the 4-grade scale comprising the four qualitative levels: ‘Very Good’ / ‘Good’/ ‘Fair’ / ‘Weak’ between the NA grading and the grading of the European expert closer to the NA). During the debriefing process, experts were also informed about the assessments made by the National Agencies and have had the opportunity to adapt their own assessments (annex 1 C2.2 and annex 1 C3).

Verification of Eligibility criteria

Comenius 3: In the 2006 selection round 18 proposals have been submitted. One proposal was formally ineligible and therefore not assessed by the academic experts (DE-128940 because it did not correspond to a pre-proposal). One proposal was ineligible (FR-230367) as incomplete in its important parts. 16 applications were eligible.

Comenius 2.1: In the 2006 selection round 188 proposals were received. 1 application was ineligible for late submission (sent on 2 March 2006: DE-129332) and 15 proposals were ineligible for other formal reasons. These proposals were not assessed by the academic experts.

172 applications were formally eligible and therefore assessed by the academic experts. Following their assessments 12 further applications were ineligible due to non-compliance with the action’s specific eligibility criteria:

a) area of activity: school education

b) eligibility of the Partnership: at least one institution involved in teacher training in each of at least three partners in the partnership.

Finally 160 proposals were eligible.

Award criteria evaluation

For Comenius 3 independent experts assessed the 16 eligible applications following the award criteria as follows.

Based on this independent experts’ evaluation, the Evaluation Committee of 26 April 2006 proposed to select only the 4 networks assessed G/G and G/F and to reject the 12 applications assessed as F/F and below. For quality reasons the committee proposed not to establish a reserve list.

For Comenius 2.1 independent experts assessed the 160 eligible applications following the award criteria as follows:

Based on the independent experts’ evaluation, the Evaluation Committee of 26 April 2006 proposed to select the 8 applications assessed as VG/VG, the 19 applications assessed as VG/G and the 25 applications assessed as G/G and to reject the applications assessed G/F and below.

The distribution by country of these Comenius 3 and Comenius 2.1 suggested to be approved applications appears in Annex 4.

Available budget

In accordance with the Socrates budget for 2006, the following amounts were available for this selection:

The Evaluation Committee proposes to co-finance the above mentioned 52 applications.

Additionally it has reserved the amount of 220.770€ to co-finance the 2005 project with reference UK-226549 “On the Edge” as the Commission could not sign a contract before the end of 2005. Consequently the total number of C2.1 projects proposed to co-finance is 53.

Budgetary expenditure arrangement proposed

As agreed with the Socrates Committee in previous years, it has been considered appropriate to treat the amounts available for Socrates as constituting a global budget in the Socrates programme as a whole, thus allowing possible transfers of monies between the actions.

In order to be able to finance all projects assessed as “Good/Good” or better in Comenius 2.1 the Commission proposes to make necessary funds available from other Socrates actions as follows:

On the selection list, there is a reserve for financial capacity verification of the applicant organisations who are non public institutions (and an external audit verification for those of which the grant exceeds 300.000€). This verification will be implemented after the final selection decision. Contractualisation will be subject to a positive outcome of the check on the promoter’s financial capacity.
