Objectives

To complete the existing research on national mandatory continuing training regimes in

order to have a full understanding of the current situation of mutual recognition of cross-

border training in EU Member States

To produce recommendation(s) that will aim at the principle of automatic recognition of

training in another Member State

To evaluate the proposed recommendation(s)

Activities

The project consists of 3 workpackages with the following activities:

WP1: Management and coordination of the project (coordination of partners and people

involved in the project’s work, financial management, relations with the European

Commission)

WP 2: Technical work (research work, drafting of recommendations and evaluation of

recommendations)

WP 3: Dissemination and communication (activities to engage stakeholders and inform them

about the state of play of the project during the various implementation phases)

Direct beneficiaries: 1 million European lawyers, and the Bars and Law Societies of Member States

Other beneficiaries: citizens, businesses and institutions, since trained lawyers are key for legal

certainty.

Drafting recommendation(s) with possible solutions to bring about an innovative solution to

the recognition of foreign training

Objectives

The main objective of the project is to train EU legal practitioners (judges, prosecutors, lawyers in

private practice) on the basics of computer forensics and to enable them to gain an overview of the

complex challenges related to all those criminal cases with tech/internet components. In order to

meet this objective, six seminars will be organised throughout Europe from March 2019 to

September 2020.

Expected results

To familiarise legal practitioners (who often have no technical background) with the basic skills,

challenges and difficulties of computer forensics and internet (open) source intelligence data; to

provide legal practitioners with the basic understanding of the internet architecture and concepts

(Internet Protocol, anonymity online, encryption, internet cache, proxy servers, etc.); to facilitate

networking opportunities and encourage close contacts and cooperation among legal practitioners.

ABSTRACT:

Objectives

To train 600 lawyers through the organisation of 13 TRALIM seminars (immigration and

asylum law), 6 TRAUMA seminars (unaccompanied migrant minors) and separate short visits

for 30 lawyers to reception centres in Greece, Italy and Spain.

To facilitate networking opportunities for those lawyers participating in the seminars and the

short visits.

To distribute material already produced by the EU Fundamental Rights Agency (FRA) to those

participating in the seminars.

To create training material from the seminars and publish it afterwards on the ELF website.

To continue the training already provided by ELF for lawyers, with a view to actively

contributing to the EU’s objective of enabling half of the legal professionals in the EU to

participate in European judicial training activities by 2020.

associations, of videos and casebook designed to facilitate self-learning.

Expected results

The lawyers trained through training/videos and casebook for self-learning will be able to:

Apply Regulation No 1215/2012 appropriately;

Apply Regulation No 2201/2003 appropriately;

Practicing those instruments effectively both in their native language and in English;

Offer their clients more efficient legal advice, enhancing the protection of European citizens’

rights.

ABSTRACT:

The project supports the objectives of the EU judicial training of the COM(2011)551, preparing civil

law notaries at a correct application of the new EU Regulations 2016/1103 and 2016/1104 on

matrimonial property regimes & registered partnerships, and of the “Fight against money laundering

(AML)” Directive 2015/849, that will enter into application in 2019.

21 cross-border, de-centralised, practice-oriented seminars for 50-100 people each, will be

organised, beside an innovative “train the national trainers” event and a cross-professional training

for magistrates, lawyers and experts from the national AML financial units. Part of the training

programme is a visit to the EUCJ in Luxembourg followed by a closing conference.

The project impact will be enhanced through a multilayer assessment based on a punctual as well as

a long-term evaluation by participants and an external expert, respectively, and through a

comprehensive communication campaign supported by a specific visual identity and different tools

like videos, webcast/podcast of each seminar, and a regular publication -“Mook”- a magazine-book

collecting articles, training material, seminars outputs. The efficient implementation and reporting of

the project will be assured by an expert management team and a steering committee composed of

14 civil law national notary chambers.

1400 notaries and candidate notaries from 22 MS and representatives of other legal professionals -

judges, lawyers, prosecutors - are the direct beneficiaries of the project’s training and networking

activities: a better knowledge and mutual trust in the legal systems and procedures of the other MS

will foster the coherent application of the EU law, facilitate cross-border proceedings and improved

notarial services in the interest of the EU citizens as a whole.

Objectives

Understand the role of the EU Charter of Fundamental Rights (CFR) in face of emerging

challenges such as migration and terrorism.

Promote a basic knowledge of the origin, purpose and scope of European human rights law.

Familiarize beneficiaries with the application of the CFR at domestic level according to Lisbon

Treaty.

Make legal professions aware of the important role they play in the domain of human rights.

Improve cooperation among legal professions and develop the understanding of the

essential elements of EU law applicable in each national context.

About 450 persons shall benefit from the project: more than 300 are lawyers practising in the civil,

criminal and fundamental rights fields; about 70 are academic staff in the field of human rights;

about 80 are staff of associations of liberal professions.

Expected results

Awareness raising on the CFR among legal professions and institutional bodies.

Competency on human rights protection including mainstreaming of EU law among legal

professions and trust in EU institutions.

Feasible paths towards implementation of the CFR by doctrinal debate and jurisprudence

review.

EU procedures acceleration towards human rights protection and related culture.

Interprofessional dialogue and mutual learning between legal professions, public institutions

and bodies competent in human rights protection.

ABSTRACT:

The project will contribute to coherent application of Directives 2010/64/EU, 2012/13/EU,

2013/48/EU by lawyers, by reinforcing skills needed to facilitate detainees’ rights in pre-trial

proceedings (e.g. cooperation with interpreters). It will do so by expanding on the SUPRALAT project

training.

The project will also address the need for cooperation between EU lawyers by setting up a cross-

border network of lawyer training providers, and delivering cross-border trainings for multipliers.

OBJECTIVES:

The main objective is to improve the access to justice of people with disabilities and to contribute to

the effective implementation of the European Charter of Fundamental Rights (hereinafter referred as

the Charter), as well as to the United Nations Convention on the Rights of Persons with Disabilities

(UNCRPD), n the context of the European Union (hereinafter referred as the EU) and the Universal

Declaration of Human Rights, considering also other European legislation on disability in different

areas of law.

As specific objectives this project pursues:

To raise awareness among legal practitioners on the needs of people with disabilities in the

exercise of their effective right of access to justice.

TYPE AND NUMBER OF PERSONS BENEFITING FROM THE PROJECT:

The main target group is the legal practitioners, members of the judiciary and judicial staff,

specifically notaries (a key branch of law which is underestimated sometimes its importance for law

enforcement) and lawyers. These groups will receive knowledge generated during the

implementation of JUSTforALL and at the same time will participate of its creation. People with

disabilities will be another group that will be beneficiary of the project as it is the final target group,

as the society in general, that will be positively impacted and involved during the whole life cycle of

the project.

JUSTforALL will directly benefit more that 200 legal and judicial professional through its training

activities and events and more than thousands with the development of a massive open online

Objectives

To smooth the EU cross-border matrimonial and registered partnerships proceedings and

increase predictability and security for international couples.

To strengthen legal practitioners’ capacities from partner countries (France, Italy, Belgium

and Luxembourg) by guiding them in the new EU regulation’s application through blended

learning and practical tools.

Developing an e-learning translated in three languages (Fr, En and It) for a mixed audience of

Launching an initial conference simultaneously to the entry into force of the new EU

regulation to raise awareness and train judicial professionals on the issue.

Organizing a final workshop that will allow assessing the effectiveness of the transferred

skills and will give feedback on the issues encountered by practitioners more than one year

after the entry into force of the regulation.

The launching conference will be dedicated to judges (34) and notaries (56) from the EU

partner countries.

The online training phase of the program will have benefited to 200 judges and 400 notaries

from the EU partner countries.

The final workshop will be dedicated to 50 participants (17 judges and 33 notaries) who will

have started the online training.

Expected results

R1 – Around 750 practitioners (judges and notaries) from EU partner countries benefited

from the training programme on EU cross-border matrimonial and registered partnerships

proceedings.

R2 – The e-learning is available to the benefit of practitioners from the project partner

countries. Access to the e-learning in the three languages will be transferable to the project

partners.

R3 – The Feedback from practitioners about the EU Regulations 2016/1103 and 2016/1104

after one year of coming into force allowed alerting the EC on issues at stake.

A face-to-face conference to promote the implementation of the two new regulations and

celebrate their coming into force.

Online training sessions on the project topic, with e-resources, translated into three EU

The project aims at increasing cross-boarder cooperation between EU Member States using in

particular two Framework Decisions (FDs) - 2008/947 and 2009/829. This aim will be achieved mainly

through training of competent authorities and probation services and creating a sustainable network

of professionals. Experts delivering or coordinating the subsequent activities are familiar with the

subject and had been involved previously in similar projects.

Objectives:

to increase the awareness and the expertise in using two Framework Decisions (FDs) -

2008/947 and 2009/829,

to create a sustainable network of key actors who can act as trainers or resources for their

jurisdictions regarding the use of the two FDs.

Activities:

Management and coordination of the project

Training gap analysis - a questionnaire will be distributed to the competent authorities and

probation services in the 12 Member States involved in the project in order to identify the

difficulties, the training needs and the expectations of the competent authorities and the

Literature review and the elaboration of the e-manual. The literature review will focus mainly

on the training materials and tools produced by the previous EU projects dealing with FDs.

Based on training gap analysis and the literature review conclusions, an e-manual will be

elaborated. The manual will be sent to the competent authorities and probation services

prior to the training.

Delivering the training. The training will be delivered together for competent authorities and

probation services. It will also be based on the network of cooperation: countries that

cooperate more frequent will be involved in the same training session. The training will

follow the blended and practice focused approach. The training will be organised as training

of trainers session.

Dissemination. Dissemination will target different types of audiences: professionals,

students, opinion leaders, victims, the general public etc. Traditional means such as articles

will be complemented with modern tools for public communication such as social media.

Type and number of persons benefiting from the project

The main target group consists of competent authorities and probation services in 12 EU

Member States. More specifically, 60 representatives of the competent authorities and

probation services will be trained as future trainers. They will be able to cascade the training

to their colleagues and also act as resource people for their peers. The e-manual will be

available to all competent authorities and probation services in EU. Therefore more

professionals will benefit from the project than the ones directly involved in the project.

The second category of beneficiaries will be the victims, the general public, students,

academics and so on. They will be constantly informed about the project progress and the

benefits of cross-border cooperation through websites, conferences, social media etc.

ABSTRACT:

Under the previous Action Grant JUST/20147JTRA/AG/EJTR/6826 ERA organised in 2016/17 in

cooperation with the European Lawyers’ Foundation (ELF) 5 seminars designed to raise awareness

among lawyers on litigation before the CJEU. 131 practicing lawyers attended the seminars which

rendered them more competent in the area of EU law and more effective in their pleadings before

the CJEU. Many of them acting as trainers in their own country are disseminating the knowledge

obtained among their peers. The seminars also stimulated networking among the participants and

enabled them to exchange their experience from different legal cultures. ERA’s pool of trainers was

also significantly increased and the website dedicated to the project was constantly updated and

enriched. Based on this experience, ERA intends to further improve the quality of its trainings on the

practical aspects of the CJEU proceedings and attract, with the help of ELF and supporting

institutions, even more lawyers who will be acting as multipliers in spreading the knowledge in their

own countries and beyond. In this way the pool of lawyers capable of representing the applicants

before the CJEU will be increased.

over Europe secured through open marketing (a total of 125 lawyers).

ABSTRACT:

IGO-IFJ aims together with his internal and external partners implement this project through this

practice orientated extensive joint training program for 90 stakeholders involved in cyber-terrorism.

This seminar of 3 days which will take place in Belgium at facilitating the cooperation by sensitizing

members of the judiciary,( where possible also with police and intelligence services) about the

current obstacles at both international, EU and the national level and to find ways for a better

cooperation. The general objective of the project is to provide legal practitioners/professionals,

police officers and intelligence services from EU Member States with the relevant knowledge and

skills to explore the possibilities to a better implementation of existing proceedings at international

and EU level in their member states, understand the challenges and to develop networking and

cooperation between them while dealing and solving concrete cases by exchanging best practices to

contribute to the development of transferable best practices when dealing with these challenges.

Practice orientated cases will be integrated into the program and numerous workshops dealing with

practical challenges will be the central focus of these seminar. Due to fact that the experts

This conference, where training in terrorism and cyber aspects of terrorism are brought together in

one common training, aims to strengthen the participants capacity with the relevant knowledge and

skills, to explore the possibilities for a better use of the existing proceedings at the international, EU

and national level, to understand the legal and technical challenges, searching for common grounds

and to enhance networking and cooperation by exchanging best practices.

Activities

Launching a practice oriented international conference of 3 days in Belgium with partners for 90

stakeholders involved in cyber-terrorism.

relevant training institutes ) from EU Member States will benefit from the training.

Result 2 - Vade- mecum on best practices and tips & tricks will be available to be duplicated

to the benefit of practitioners.

Result 3 - The Feedback from practitioners (recommendations) will enable European

Commission to hear the practitioners’ side on issues at stake.
