ARRT Evaluation Factors Help Guide

Welcome to the Help Guide for the Acquisition Requirements Roadmap Tool (ARRT) Suite Evaluation Factors where you will find step-by-step instructions on how to use the tool.

The ARRT Evaluation Factors is a tool that provides a simple, structured approach for developing your contract source selection factors. It walks you through a step-by-step process to set your factors and subfactors, describe what will be evaluated, and set their relative importance. By importing your requirements from the ARRT Requirements Definition, you can also set the relative importance of your PWS elements too. As you complete this process, the ARRT Evaluation Factors includes a Source Selection Plan (SSP) template based on the FAR that folds in your factors and relative importance as well as provide template paragraphs for the balance of your SSP. Once complete, the tool automatically generates the language of relative importance and produces a draft SSP. The ARRT Evaluation Factors makes developing your source selection factors and subfactors easy and repeatable.

The diagram below illustrates the work flow you will follow while using the tool.

SECTION 1 – Download Instructions and Tips

Downloading the ARRT Suite tools is a multi-step process. This page contains helpful instructions and tips on how to perform this process. Begin by following the steps below:

Navigate to the DAU Tools Catalog where you will find the ARRT Suite. The ARRT Suite download consists of all four tools in the Suite:

ARRT Requirements Definition ARRT Evaluation Factors ARRT Performance Assessment ARRT Cost

The ARRT Requirements Definition download consists of the compressed (zipped) folder containing the following files:

ARRT_RequirementsDefinition_4.3.accdc - a digitally signed and packagedMicrosoft Access file that you will use to create your Requirements, PerformanceWork Statement (PWS), and Quality Assurance Surveillance Plan (QASP).

ARRT_RequirementsDefinition_4_3_WhatsNew.pdf - a document that brieflyoutlines the changes made to this version of the ARRT Requirements Definition.

ARRT_RequirementsDefinition_HelpGuide_4-3.pdf - a printable Help Guide forthe tool.

Launching the ARRT Suite Tools

The ARRT Suite tools are Microsoft Access files. If you do not have Microsoft Access on your computer, please contact us so we can assist you in an alternative method of using the tools. As Access files, the tools are subject to the standard security constraints that Microsoft has put in place to protect users. The tools use on-screen forms and macros to perform their functionality. By default, most MS Access installations require you when opening this kind of file to acknowledge that you trust the file. This protects you from inadvertently allowing untrusted programs to perform advanced operations.

The files you download will be digitally signed by the Defense Acquisition University (DAU) and have a ".accdc" suffix. They are "shell" files that contain the file that you will actually work with.

Security Notice

When you launch an ARRT Suite tool, you will see a Security Notice stating that the digital signature is valid. You can view the signature by clicking the "Show Signature Details" blue link. This is a general security protection that Microsoft builds into Access applications. Click "Open" to go to the next step.

Extract Database

After viewing the digital signature, you will be asked to extract the ARRT Suite tool to your computer. This file will have an ".accdb" suffix and is the file you will use when working in the tool. It is suggested that you save this ".accdb" file in the ARRT Suite folder in your "My Documents" folder or on your Desktop.

Security Warning- Microsoft 2007

Microsoft Access 2007 users need to perform the following steps to complete entrance into the tool:

In the "Security Warning" bar at the top of your screen, click the "Options" button. A Security Alert dialog will open. Select the "Enable this content" radio button

and then click "OK".

Security Warning- Microsoft 2010

Microsoft Access 2010 users only need to click the "Enable Content" button in the "Security Warning" bar at the top of your screen.

Stop All Macros

Some users may get an "Action Failed" dialog popup after launching the tool. To continue, click the "Stop All Macros" button. The next step will vary based on what version of Microsoft Access you are using.

SECTION 2 – Main Page

The Main Page is the first screen you will see when the ARRT Evaluation Factors tool opens.

Main Page

After approving the Security Notice, you will come to the Main Page.

"Using Help" - learn more about the types of assistance that exist for the tool. "Configure Tool Settings" - the ARRT Evaluation Factors is configurable.

Changes at the "Tool level" affect all future projects that are created in the tool,enabling you to customize your template to best suit your needs andrequirements. For more information on this, go to the Tool Settings page.

"Click Here to Begin" - navigates to the Project List so you can work on new orexisting projects.

"About" - a brief overview of the ARRT Evaluation Factors and the Terms of Useand Support.

The About form gives a brief description of the ARRT Evaluation Factors tool as well as information regarding terms of use and support.

In addition, SAM is an added resource for help on the ARRT Suite. You are encouraged to watch the introductory and training videos prior to starting work in this tool.

SECTION 3 – Banner

While working in the tool, you will see a green banner at the top of the majority of pages. This banner tells you which step you are working on in the ARRT Evaluation Factors process. You can return to the Main Page by clicking on the green ARRT logo on the far left.

On the right side of the banner, you can click buttons that may be helpful while you are working in the tool:

Notepad - opens the Comments feature. The number next to the sticky-note iconon the Comments button denotes how many Comments exist for the currentProject.

"?" - opens the Guidance.

Comments

While working in the ARRT Evaluation Factors tool, you can create Comments related to the Project or specific topic areas you are working on. These Comments are meant for internal use only.

The Comments form has a lot of functionality.

"Close" - closes the Comments form. "New Comment" - opens a blank form where you can enter new Comments.

More information is available on this form in the section below. "Delete All" - removes all of the Comments in a Project. Please note: this action

cannot be undone; however, there is a warning dialog to prompt you before thedelete is performed.

"X" - deletes a specific Comment. Please note: this action cannot be undone. "Edit" - opens a Comment to allow you to review and make changes.

New Comment

The New Comment form allows you to add or edit a new Comment to the tool.

"Save and Close" - commits your data and closes the Comment form. Date - the tool automatically inputs today's date into this field; however, you can

change this if necessary. Author - the person who made the Comment. Input your name or select from the

dropdown list. Assigned To - the person who should address the Comment. Input a name or

select from the dropdown list. Status - allows you to manage whether and how a Comment has been

addressed. Select the state of the Comment from the dropdown list. This will aid in keeping your Comments organized.

Priority - the importance of the item. Select how pressing the information in your Comment is from the dropdown list.

Type - the category of the project where a Comment applies. Use the dropdown list to select what level of the Project the Comment relates to.

Item - specific data point in the Project the Comment relates to. Use the dropdown list to select the appropriate item. As you change the selected item in this list, the tool will open the appropriate form that the Comments relates to.

Comment - your Comment text.

Help/Guidance

The Help/Guidance form instructs you on what you are to do on the page you are currently working on in the tool. Other functionality on this form includes:

"Get Help from SAM" button - launches your internet browser on the page on SAM for the page you are currently working on in the tool.

"Close" button - closes the Help form.

SECTION 4 - Project List

The Project List is the hub for tool activity.

Project List

The Project List is the jumping-off point for the ARRT Evaluation Factors. There is a lot of functionality on this page.

Folders List - allows you to keep Projects stored in folders for easier maintenance.

Projects List- shows a list of available Projects for you to work with. "New" button - takes you to the "Project Information" page where you can begin

the process of creating a new Project. "Copy" button - makes a copy of a Project and all of its contents. "Delete" button - moves a Project and all of its components to the Trash Bin. "Import" button - navigates you to the import pages where you can determine

what type of import you want to perform. More information on this topic can be found below.

"Manage Folders" button - opens the Folder Editor. For more information on this topic, go to the Folder Editor section below.

Trash Bin button - opens the Trash Bin where you can view deleted Projects. For more information on this topic, go to the Trash Bin section below.

Grow/Shrink Font buttons - changes the font in the Folder and Project lists for customized viewing.

Project Information - shows the name of the Project you have highlighted in the Project List.

o Project Name- shows the name of a Project. o Creation Date - shows the date a Project was originally created. o Best Value Source Selection Approach - shows the approach chosen for

the Project. o Source Selection Plan Template - shows the SSP template for the Project.

Process Flow o Left Arrow - navigates to the Start Page. o "Where Am I" button - opens the tool process flow diagram. o Right Arrow - navigates to the Project Information page.

Import Page

There are two types of imports that users can perform in the ARRT Evaluation Factors tool:

Import another ARRT Evaluation Factors Project - users can share projects between different versions of the tool.

Import a PWS from ARRT Requirements Definition - users can use a PWS created in a version of the ARRT Requirements Definition as the basis for a project in the ARRT Evaluation Factors.

Project Import

ARRT Evaluation Factors users can share projects between different versions of the tool by using the "Import" function. To perform this function, follow the instructions below:

Select the file that contains the desired Project by clicking the "Browse" button. o Navigate to the file by searching for the folder where it is saved. o Click "OK" when you have selected the file.

Select the Project you want to import by clicking on the Project name in the box. Click the "Import" button. A confirmation box will appear if the Import was successful.

Folder Editor

The Folder Editor allows you to create, manage, and delete the folders that exist in the tool. After selecting a folder in the top list, you can do any of the following:

"New Folder" button - reveals fields where you can create a new Folder "Edit/Mode" button - reveals fields where you can edit an existing Folder name

and change its location. "Delete" button - deletes the currently selected Folder and all of the Projects

inside that Folder. Please note: this action cannot be undone.

The two lists at the bottom of the page provides an easy method to move Projects from one Folder to another. Simply select the Folders in each list and use the Right and Left arrow buttons to move the Projects. You can move multiple Projects by holding down the Shift and Ctrl buttons on your keyboard as you select the Projects to be moved.

Trash Bin

The Trash Bin holds all Projects that have been deleted. You can select a Project in the list to see the Project Information.

"Delete" button - permanently removes the selected Project(s). Please note: this action cannot be undone.

"Restore" button - removes the selected Project(s) from the Trash Bin and restores it back to the Project List.

SECTION 5 - Project Information

The Project Information page gives you the basic details about a project.

Project Information- New

Create a new Project by completing the following fields:

"Import from ARRT Requirements Definition" button - if you created a project using the ARRT Requirements Definition and would like to use it as the basis for this project, import it in by clicking this button. The tool will fill in the Project Name automatically when finished.

Folder - the folder where you want the new Project to be located. Project Name - the name of the Project. Creation Date - displays when the Project was created. Best Value Source Selection Approach - use the radio buttons to select your

approach.

Source Selection Plan Template - the template that will be used to create the Source Selection Plan in the new Project. The Default SSP Template is pre-selected.

"Save" button - saves the Project data. "Cancel" button - discards the new Project and navigates to the previous page. Process Flow

o Left Arrow - navigates to the Project List. o "Where Am I" button - opens the tool process flow diagram. o Right Arrow - navigates to the PWS/WBS page.

Import Project from ARRT Requirements Definition

Users who have completed a PWS/WBS in the ARRT Requirements Definition can import that Project's data into this tool.

Select the file that contains the desired Project by clicking the "Browse" button.

o Navigate to the file by searching for the folder where it is saved. o Click "OK" when you have selected the file.

Select the Project you want to import by clicking on the Project name in the box. Click the "Import" button. A confirmation box will appear if the Import was successful.

Project Information- Edit

Edit an existing Project's Information by addressing the following fields:

Folder - the folder where you want the new Project to be located. Project Name - the name of the Project. Creation Date - displays when the Project was created. Best Value Source Selection Approach - use the radio buttons to select your

approach. Source Selection Plan Template - the template that was used to create the

Source Selection Plan in the Project.

SECTION 6 - PWS-WBS Manager

The first step while working in the Evaluation Factor process is to determine which PWS/WBS elements are going to be evaluated in your Source Selection Plan.

PWS/WBS Manager

Create a PWS/WBS by completing the following fields:

"Select PWS Items" button - navigates to the list of PWS items where you can select which ones are to be included in the Project. More information on this function is provided below.

"Add" button - opens a dialog where you can create a new PWS/WBS element. "Edit" / "View" button - opens a dialog where you can edit/view an existing

PWS/WBS element. Up Arrow button - moves the selected PWS/WBS item up in the list. Down Arrow button - moves the selected PWS/WBS item down in the list.

"Remove" button - deletes the selected PWS/WBS element. Please note: this action cannot be undone.

Process Flow o Left Arrow - navigates to the Project Information page. o "Where Am I" button - opens the tool process flow diagram. o Right Arrow - navigates to the Factors page.

PWS/WBS Section Editor

Edit or create a PWS/WBS by entering the fields below. Please note: if you imported a PWS from the ARRT Requirements Definition, these fields will already be filled in and will be uneditable.

Functionality on this form includes:

"Save and Close" button - commits your changes and closes the dialog. "Cancel" button - discards your changes and closes the dialog.

Import PWS from ARRT Requirements Definition

Users who imported a project from the ARRT Requirements Definition will notice that the project's PWS sections are listed on this page. By default, only the WBS has been selected for inclusion.

Select/Deselect All checkbox- selects/deselects all of the PWS sections. Include checkbox - select the PWS sections you want included in your

PWS/WBS Manager by clicking these checkboxes. Blue Section Links - opens the Section dialog for the specific section you click.

Imported section can be viewed only and cannot be edited.

"Import PWS/WBS" button - click this button to import a different PWS/WBS from the ARRT Requirements Definition. More information on this function is provided below.

Import PWS/WBS

To import a PWS/WBS from a version of the ARRT Requirements Definition:

Select the file that contains the desired Project by clicking the "Browse" button. o Navigate to the file by searching for the folder where it is saved. o Click "OK" when you have selected the file.

Select the Project you want to import by clicking on the Project name in the box. Click the "Import" button. A confirmation box will appear if the Import was successful.

SECTION 7 - Factors

The Factors tab is where users can determine which Factors and Subfactors will be evaluated in the Source Selection Plan.

Factors Assignment

The Factors Assignment page allows users to create, edit, and manage the Factors that will be evaluated.

"Include PWS Items" button - adds the PWS elements you selected in the previous step to the Factor list. Please note: adding the PWS elements will automatically add the 'Technical Approach' Factor to your list.

Evaluation Factors Editor

The Evaluation Factor Editor is used to create and/or edit Factors and Subfactors.

Factor - give your Factor a name that will help users understand the scope of the Factor.

Description - give your Factor a description that will help users understand it more.

Evaluation Standards - describe the Standards by which the Factor will be assessed. This is an optional field.

"This Factor uses Value Adjusted Total Evaluated Price (VATEP) Tradeoff" checkbox - check this box if you will be using VATEP on the Factor you are creating/editing. This is an optional field.

Threshold - enter the minimum acceptable value for the Factor. Objective - enter the desired operational goal that is achievable for the Factor. Affordability Cap - enter the approved cost constraint for the Factor. Adjustment Formula - enter how the value of each adjustment will be made to

adjust the Total Proposed Price. "Previous" button - if multiple Factors have been created, click this to navigate to

the previous item in the list.

A critical portion of your Source Selection Plan is defining your Evaluation Approach.

Evaluation Approach

The Evaluation Approach page is where you will define what is to be evaluated and which standards dictate how the Factors will be evaluated.

"Add New Approach" button - Select a Factor or Subfactor and click this button to create a new Approach.

SECTION 9 - Relative Importance

The ARRT Evaluation Factors provides a method for assigning the Relative Importance of your Factors. This functionality is used only with Projects with a Trade Off Best Value Source Selection Approach. This step is skipped for a Lowest Price Technically Acceptable Project.

Relative Importance

The Relative Importance page has much of the same functionality as the Factors page where you can modify and manage your Factors.

To assign Importance, or weighting, to a Factor:

Select the Factor and assign an Importance by clicking the appropriate radio-button based on the five-point scale. As you do this, the Importance Wording Preview section at the bottom of the page will update.

"Reorder Factors Based on Importance" button - click this button to reorder the Factors based on the importance levels you gave to each.

"Preview Wording" button - launches a dialog so you can view the Relative Importance for the entire Project based on the Importance you assigned each Factor. (See graphic below.)

SECTION 10 - Work Products

The ARRT Evaluation Factors helps you create Work Products such as the Source Selection Plan (SSP) as well as export other reports that are helpful in your source selection process.

A SSP is a plan that describes how the source selection will be organized, how proposals will be evaluated and analyzed, and how source(s) will be selected.

The Evaluation Factors and Approaches Outline displays a summary of a Projects' Factors and Subfactors along with their corresponding Evaluation Approaches and Standards.

The Evaluation Factors Worksheets are exportable documents that list the Factors, Subfactors, Evaluation Approaches, and Standards in a format that is easy to use as you evaluate the contractors' proposals.

Manage Templates

You can configure templates for your Source Selection Plan (SSP) to suit your Project's requirements. The functionality on this page allows you to create, edit, and manage templates.

"New" button - reveals the following options for creating a new SSP template: o "Import" button - imports a template from another version of the tool. o "Create From Project" button - create a new template by using the SSP

used in a current Project. This is convenient when you have made edits to the sections during the process of creating a Project.

o "Blank" button - creates a blank template with no sections in it. After creating this template, you will need to click the "Manage Templates" button to add and create sections.

o "Cancel" button - cancels this function. "Edit" button - click to edit template specifications. "Delete" button - removes the selected template from your version of the tool.

Please note: this action cannot be undone. "Copy" button - makes an exact duplicate of an existing template.
