On behalf of the Energy Industries Council (EIC) it is with great pleasure that I welcome you to EIC Connect Oil, Gas & Power 2013, our biggest initiative to enable UK companies to connect directly with operators and contractors activethroughout the MENA (Middle East North Africa) region.

The EIC’s reputation for successfully connecting suppliers with buyers has enabled us to attract speakers from the region’s leading oil, gas and power companies, and I am confi dent that today’s activities will raise the bar for future events.

For the fi rst time in the MENA region, we have added two conference sessions to run parallel with the event, offering invaluable insight to the critical challenges and opportunities in some key areas that face the supply chain today.

The sessions will address the challenging, but lucrative market opportunities currently emerging from the region: in the morning session our panel will look at the signifi cant global capital being invested into conventional oil and gas projects across Iraq and Kurdistan, while in the afternoon session the panelists will cover the rising demand for gas across the region and consider its impacts of exploiting these resources on the supply chain. Both topics present challenges, from the political instability and security issues that one can face in Iraq, to the expertise needed to access sour and/or unconventional gas reserves. However, if these hurdles can be identifi ed, addressed and overcome, then we know that the rewards will be signifi cant.

For the supply chain briefi ngs, speakers will outline their procurement strategies and equipment needs, with a view to helping you understand future market requirements. Most sessions are on a repeat basis, allowing you to choose which sessions to attend. There is also an opportunity to engage on a one-2-one basis with a selection of our speakers and I hope that you are able to take full advantage of this valuable feature, but a reminder that all of our speakers are here to engage with you so please do use the time to meet them after their presentations if you haven’t managed to secure an appointment.

I would like to thank all of the presenters for giving up their time so generously and for travelling from locations all over the region to come here and meet face-to-face with UK suppliers and contractors.

Despite the general malaise that’s seems to continue to spread across the Euro Zone and Western Europe, it is heartening to see that countries within the Middle East region continue to make the most of their hydrocarbon linked wealth. Various economic diversifi cation policies have been proposed or introduced over the last few years but these are all driven by revenues that originate from their hydrocarbon assets.

To put this in some perspective, the region of the Middle East and North Africa (MENA) accounts for over 50% of the world’s total proven oil reserves as well as 42% of proven natural gas reserves and with increasing energy demand being measured year on year and not looking to reduce anytime soon, it is only natural that this demand can only be totally met from this region.

The above observations do not come without their own challenges. Notwithstanding the subsequent result of the 2011-12 Arab Spring, other countries notably Syria and to a lesser degree, Iraq and Egypt continue to experience varying degrees of social unrest so it cannot be termed as completely “plain sailing” across the region. Nevertheless, if one examines current data taken from the EIC’s Project database, DataStream, it is clear that the MENA region continues to be a very attractive proposition for UK companies looking to expand their business here.

At the end of March 2013, DataStream was showing a total of 155 active projects across the region that were in the tendering & bidding stage. These projects refl ected a gross value of some $237bn. If one were to go up a level to the EPC and Contract Awarded stage, then the total number in this category leaps up to 447 with a gross value of $797bn. So, for the immediate future, this would then make a grand total of opportunity by covering over 600 projects refl ecting a value of over one trillion dollars!! So where exactly is all this activity?

Over 50% of these projects is covered by just four countries viz. Saudi Arabia, Iraq, UAE and Kuwait. Saudi Arabia continues to be the power house behind current project activity. Being currently the world’s largest producer, they continue to invest in expanding their production capability whilst at the same time investing heavily in establishing substantial downstream assets that will ultimately add considerable value to the country’s economy. One particular observation is their shift of focusaway from the Eastern Province of the country to the western region where the coastal port of Jizan is receiving a lot of investment attention plus the expected development of identifi ed opportunities off the Red Sea coast.

The challenges of Iraq are very clear to all UK companies and it is our intention to illustrate this factor through one of our conference sessions at this event. Nevertheless, with 57 projects currently under construction and a further 21 under tendering and bidding, it is plainly obvious that the importance of the opportunities being offered up by the Iraq market is diffi cult to ignore.

The UAE has an array of projects currently under way across the whole spectrum of the upstream, midstream and downstream sectors. Gas remains an important item on the agenda with the latest sour gas development which carries a multibillion dollar investment programme having recently being announced.

Finally, we have Kuwait where there has been a degree of reticence recently with regard to awards of major projects due to a high degree of political banter. Included in this has been the long planned new 650,000 barrel a day refi nery which has been on the table for a considerable period of time but is now scheduled to go ahead. With further upstream developments, their 46 projects will continue to offer opportunities to UK companies in the foreseeable future.

Just like some of the other regions in the world, there are always pockets of negativity being reported through the world’s press but there can be no doubt that the Middle East and North Africa area will continue to offer up signifi cant business opportunities for many years to come and hence the title of this piece, “Business as Usual”.

It is against this positive back drop that we welcome you here today where we sincerely hope that you are able to gain a genuine insight into the many activities that are being developed and delivered across the MENA region in this exciting energy sector.

The Kurdistan region of Iraq has emerged as a promising frontier for conventional oil and gas development. The region’s progress has been swift, but a dispute with the Iraqi federal government regarding energy policy and exports threatens the future of the sector. As part of the political manoeuvring in 2010 following a national elections crisis in Iraq, president Barzani of the Kurdistan region made it a condition of Kurdish involvement in the Iraqi federal government that a federal hydrocarbons law and revenue sharing law would come into force in 2011. The federal government has as yet failed to deliver on this pledge and as a result Kurdistan currently operates its own policy with regard to oil and gas contracting, independent of the federal government in Baghdad.

Despite the ongoing legal dispute progress has been made in Kurdistan with its more favourable production sharing agreements and better security environment. The Kurdistan Regional Government (KRG) has to date entered into over 50 production sharing contracts with international oil and gas fi rms. These contracts are more fl exible than the technical service agreements available from the federal oil ministry in Iraq and provide investors with a far larger potential monetary gain by guaranteeing operators a share of the resources produced. The KRG estimates potential hydrocarbon reserves in the region at 45 billion bbl of oil and 100 to 200 Tcf of gas. Upstream operations are expanding rapidly in the region and 73% of oil exploration wells drilled since 2005 have been successful.

As of January 2013 international oil companies have invested between $10 and $15 billion on upstream activities in Kurdistan. The internal rate of return (IRR) is high in Kurdistan and the majority of investments are economically viable, especially given the strength of international oil prices. These strong economic fundamentals provide the basis for many corporate decisions to invest in the Kurdistan region, even at the expense of the scale of opportunities available in Iraq. With oil prices in excess of $100/bbl and several discoveries already over 400 million barrels, the attractiveness of Kurdistan is clear to independents and majors alike. The key risk facing investors in the Kurdistan region is political risk, though operators are also exposed to project execution and exploration risks. While discovery ratios in Kurdistan remain very competitive internationally, there have been a number of dry wells and the complex technical challenges presented by the formations introduce

a certain degree of execution risk. Many blocks have only partial seismic data or none at all and exploration, while cheap compared to unconventional shale projects or deepwater developments, is still a costly endeavour with a typical exploration well in Kurdistan costing around $20 million. In 2009 the KRG began exporting oil from fi elds in Kurdistan at a rate of around 100,000 barrels a day to Turkey, but exports were disrupted in late 2012 as the dispute with the federal government came to a head. There are no gas exports from the Kurdistan region, though several projects are currently underway.

Gas Developments in the Region

Kurdistan currently lacks the infrastructure to export natural gas, nevertheless there are several active natural gas projects and if markets for the output can be secured, Kurdistan could become a major regional exporter of natural gas in the future.

The most signifi cant natural gas discovery in the region is the Miran gas fi eld operated by Genel Energy. Genel are working to ensure that when the Miran gas fi eld enters commercial production in 2015, suffi cient export infrastructure is in place to transport the gas to market. One option is a new natural gas pipeline linking Miran to the Khurmala export infrastructure. Alternatively a new gas export pipeline running from the East, where Miran is located, to the Turkish border in the West is also a possibility. Genel Energy is currently evaluating possible options for a pipeline before making a fi nal decision

infrastructure to Europe could also raise the appeal of such a project. Proposals for a new gas gathering and transportation infrastructure network running from Azerbaijan through Turkey to Europe, such as the Nabucco pipeline project, may also provide opportunities for tie-ins from Kurdistan in the future.

Global demand for natural gas is forecast to increase substantially by 2035 with rises expected to be particularly pronounced in Europe as countries attempt to manage carbon emissions and diversify their energy sources. While natural gas is set to become an increasingly important global energy source, it will remain a secondary imperative for operators and authorities in Kurdistan. However if suitable trade agreements can be made and the necessary infrastructure completed on schedule, commercial gas exports from Kurdistan to Turkey and Europe could become a reality in 2015. The size of recent discoveries including Kor Mor with 1.8 Tcf, Chemchemal with over 2 Tcf and the huge Miran fi eld which contains an estimated 12.3 Tcf, provide a substantial incentive to develop export trade and should ensure gas infrastructure projects are pursued over the next fi ve years. Natural gas also meets domestic power needs, though Kurdistan is already well supplied with electricity and future growth in this area is forecast to be limited.

Overall Kurdistan offers a more stable security and regulatory environment than southern Iraq, which combined with the benefi ts of favourable production sharing contracts and a growing conventional hydrocarbon resource base, offers a promising future for UK companies and the wider supply chain. There may be further growth in midstream opportunities if Kurdistan can secure a market for future gas exports which would provide the economic impetus to develop recent discoveries.

Pearl Petroleum Limited, a consortium made up of Dana Gas (40%), Cresecent Petroleum (40%), MOL (10%) and OMV (10%) operates the Kor Mor and Chemchemal blocks in Kurdistan, the largest producing gas fi elds in the Kurdistan region. Kor Mor is currently producing gas and condensate for local consumption after a 176km gas transmission pipeline was completed in 2008. The lack of a readily accessible export market has restrained production increases, even though Kor Mor is still undergoing testing and is believed to hold the potential for far greater output. The fi eld currently supplies the Bahrain power station and Erbil power station. Gas from Chemchemal is to be used to supply natural gas fi red power plants in Erbil and Sulaymaniyah and the fi eld is also still undergoing substantial exploration activity. Both Kor Mor and Chemchemal are being developed on a technical service contract basis whereby produced gas is allocated for local consumption at below market prices. Domestic prices will not rise as this is not politically acceptable and exports will only become a reality once the necessary infrastructure is in place and suitable markets are secured, limiting return on investment from the projects.

DNO International operate the Dohuk and Erbil blocks which are still undergoing exploration activity, but have encountered substantial natural gas deposits. The Summail prospect in the Dohuk block has established fl ow rates of 4 million scf/d of natural gas, however despite the potentially commercial discovery, DNO are continuing exploration in the hope of making an oil fi nd. DNO’s approach is emblematic of the current approach to natural gas discoveries in Kurdistan where the lack of secure markets and export infrastructure has driven operators to focus on oil exploration and discoveries. Yet exports of natural gas from the region could be a lucrative prospect, undercutting Iranian, Azerbaijani and Russian gas prices as they would be produced very cheaply and are advantageously located close to major consumption centres in Turkey and Europe.

The Future for Gas

If Turkey is willing to support the construction of the necessary infrastructure the Chemchemal, Kor Mor and Miran gas fi elds could be connected to a new gas export infrastructure network and transported to Turkey and beyond. Improving relations between Kurdistan and Turkey suggest this prospect may materialise in the near future as Turkey looks to diversify its energy sources and increase its security of supply. The scope for transit fees on any gas transported through the new pipeline

David Dalton has been with BP for 35 years, joining as a geologist in 1977 direct from Oxford University.

He spent his early career as an explorer working in the North Sea, Norway, Egypt, Alaska and Papua New Guinea. He then attended INSEAD Business School in Paris, before spending two years in BP’s Corporate Planning during the period of BP, AMOCO and ARCO mergers.

David Dalton has had a long association with the Middle East and North Africa, being involved in business development in Egypt, Algeria, Tunisia, Yemen, Iran, Abu Dhabi and Kuwait. He has worked on major projects in Algeria and the Middle East, and sat on the BP’s Major Projects Leadership Team.

The UAE has spent heavily to develop interconnectivity and water desalination projects in the past fi ve years and has a predicted growth of generating capacity (all natural gas fi red) in the sector averaging 8-10% per annum and water production 5% per annum.

Abu Dhabi remains the most active market in the region for Independent Power and Water Projects (IPWPs) attracting £10.50bn worth of investment in 2010.
