EWU Intramural Sports Mission Statement The Eastern Washington University Intramural Sports (I.M.) program strives to provide a full range of regular leagues and special events designed with student interests in mind. It will emphasize ideas such as better health and physical fitness, improved inter-group and social relations, teamwork and leadership skills, good sportsmanship, promote better cultural/gender awareness, and be aware of the ever changing field of campus recreation. PIECES - Program Core Values Participation Taking part is always more important than competition. The ability to challenge yourself while learning new skills and improving those you already possess is paramount. You cannot succeed without trying, don’t be afraid to swing and miss once in awhile! Interaction Programs such as I.M. sports, EPIC Adventures and the Club Sport Federation create opportunities for students of all cultural, ethnic, gender and diversity groups to join others while seeking a common goal. Understanding comes from exposure to alternative ideas and these programs are perfect vehicles to promote the exchange of ideas in informal and formal settings. Engagement Many incoming students fail to recognize how important it is to develop a strong connection with your university and how that pertains to student success in their collegiate endeavors. Students that become involved in university activities, clubs and organizations generally come out of the experience with new friends, skills and a better appreciation of what a complete student should be. Challenge The student that stretches their limits in challenging activities is a success by nature. By not extending yourself in trying new ideas and activities, you will lead yourself to stagnation and limited personal growth. If you can convince a friend to try with you, better yet as comfort comes from support. Excitement There is no substitute for those moments when things click into place. By participating in programs where you have the opportunity to develop social interaction, leadership skills, athletic success and total fulfillment, exciting things can happen. There is no downside to participation, the worst that can happen is you get a better feel for what you like and don’t like but the fear of trying is no longer an issue. Success Achieving success and satisfaction in one area of your collegiate experience will lead to challenging yourself in other areas, creating a model for success and confidence. These qualities will assist students in every phase of their lives. Do not underestimate the importance of success in extracurricular activities and how that relates to success in the classroom.

Philosophy of Intramural Sports An intramural sports recreation program, which offers activities for a wide range of current EWU students, faculty, and staff interests, is of vital concern to all. Persons should participate on a voluntary basis and not because they belong to a certain club, special group or live in a particular residence hall. The intramural program must provide a safe environment for all its participants by providing properly trained and certified Student First Aid Attendants for any event in which physical contact is a possibility. The I.M. Program will maintain a constant search for ways to improve existing programming options by regularly surveying students, faculty, and staff as a means of better understanding their expectations of the I.M. Program. Our basic goals are: 1) To provide a well rounded schedule of quarterly activities with EWU student interests in mind 2) Insure that participant fun and safety are the highest priorities of I.M. sports 3) To encourage EWU students to participate and try new activities as a means of making their experience at EWU

more rewarding and memorable 4) To promote social and group interaction as well as cultural and gender diversity awareness through I.M. programs

and activities 5) To maintain high ethical standards in all aspects of I.M. programming so that EWU students learn and understand

the importance of fair play 6) Continue program growth by staying abreast of current recreational trends while trying new activities as a way of

attracting even more participants 7) Provide EWU students with the opportunity for growth outside the classroom through I.M. activities

Participant Section

Player Conduct Code It is each player’s responsibility to display a positive attitude and demonstrate good sportsmanship while participating in any I.M. activity. Not all games or officials calls will go your way so keep your cool and remember that officials are there to secure a fair competition between teams/players. Any player or team guilty of poor conduct will be disciplined immediately by ejection, suspension or other action(s) as to be determined by the DCRP. It is not the I.M. program’s desire to eliminate competition but to promote fun and healthy exercise. It is each player’s responsibility to see that they conduct themselves in a proper manner. I.M. Language Policy All teams should be reminded during pre-me officials instructions that any incident of verbal abuse or use of foul or profane language, comments concerning ethnicity, racial status, cultural issues, sexual orientation, whether directed at an individual or not, will be penalized by the me officials or I.M. Staff and will affect their team’s Conduct Rating Score for that me. Any incident of verbal abuse or foul language directed at an official, staff member or opponent, shall result in an automatic ejection of the offending player(s). General Eligibility Rules It is each Team Captain’s responsibility to make sure all of the players on his/her team meet the EWU I.M. eligibility rules. Any team or player found in violation of any of the following rules will be declared ineligible for further I.M. competition. 1. All I.M. activities are open to any currently enrolled EWU Student and their spouse. All EWU Faculty, Staff and

their spouses are also eligible. 2. The eligibility of any player in question shall be checked upon the request of any I.M. Team Captain to an I.M.

Sport Director. It is the team captain’s responsibility to assure all players on their team honor these eligibility rules

3. A person may participate in as many I.M. activities as they wish, however, they may not participate on more than one team in any single league.

4. Once a player has played on a team in a specific sport, they may not change teams without the consent of the DCRP. Free Agents are allowed one team change but must have the Sport Director’s approval.

5. Team Captains only may add players to a roster and they must do so in the presence of their league’s Sport Director. All players must sign the Roster/Waiver form prior to playing in any I.M. contest.

6. Teams may add eligible players at any time during the regular league season. Once the league begins its playoffs no new players may be added.

7. Players must play in at least one league contest to qualify for league playoffs. 8. Any student that has participated at the collegiate (JC players are not required to sit a year) or professional level

may not play in that sport until an entire school year has passed since their last quarter of competition. That same player may play in any other non-related sport(s) or activity immediately following their last quarter of competition. This rule may be waived for certain Special Events.

9. Any player that has participated at the NCAA, NAIA or Professional level (or the equivalent) should play in an “Open” level league in that sport if offered. Rule #8 still applies.

10. “Redshirt” student athletes are considered “Intercollegiate Athletes” and thus ineligible for I.M. play in their sport (See Rule #8). “Non-Qualifier” & “Gray Shirt” student athletes may participate in any and all I.M. activities. Definitions: Non-Qualifier – Academically ineligible for NCAA play, cannot work out or participate in team activities. Gray Shirt – Student not yet enrolled full time for whatever reason, ineligible for NCAA play, cannot work out or participate in team activities.

Team Captain’s Duties 1. Know the “Eligibility Rules” of the I.M. program as well as the I.M. rules for their sport. 2. Requires that all persons playing on their team sign the “Roster/Waiver Form” prior to playing. 3. See that all team members understand the “Conduct Rating System” and “Player Conduct Code” and maintain

proper conduct during all I.M. activities. 4. Make sure that all team members cooperate with me officials and I.M. staff. 5. Inform all team members of upcoming mes during league play as well as during the playoffs. 6. Notify the I.M. staff of any conflicting dates or times before league schedules are set. 7. Represent their team as needed when discussing any I.M. matter with the I.M. staff or before the Intramural

Advisory Council Postponements and Rescheduling 1. Postponements prior to the start of play and due to weather conditions or any other factor will be determined by

the Sport Director in consult with the DCRP, when these conditions occur prior to or during scheduled activities. 2. When conditions occur during a scheduled I.M. activity the I.M. Sport Director will confer with the I.M. to

determine if play should be stopped. 3. Only the DCRP may reschedule an I.M. activity. If a game canceled due to weather can be replayed, we will try

to do so if the league schedule permits. Safety is the primary factor when determining playability of any and all I.M. activities.

4. Once the league schedule is posted, teams may not request any special considerations for scheduling. Such considerations must be made at the time team entry forms are turned in.

5. Please go to the I.M. web site for updates on weather or playability decisions.

Protests Protests based on an official’s judgment will not be allowed. Only protests based on official’s incorrect interpretation of the rules will be heard. For a protest to be considered official, it must be made before play continues, and must be made by a team captain. When a legal protest is made, the Sport Director must record the information regarding the incident on the score-sheet and bring it to the attention of the DCRP. All staff present at the time of the protest will be consulted before a decision by the DCRP will be handed down. Ejections/Suspensions/Fighting 1. Any player ejected by an I.M. Official from any I.M. contest or guilty of unsportsmanlike conduct during any

I.M. activity will be declared suspended for a game, season, quarter or year by the DCRP, dependent upon the circumstances and severity of the incident in question. Any ejected player or player on suspension must schedule a meeting with the DCRP before the suspension will be lifted.

2. Any player ejected for a second time during any I.M. contest will be suspended for the remainder of that league or quarter, regardless of how many teams they are playing on.

3. Any player ejected for any reason during the playoffs will be ineligible for the duration of the playoffs in that particular sport.

4. Suspended I.M. participants may request a hearing from the I.M. Advisory Council (IMAC) with a written request to the DCRP. A meeting will be called when a majority of IMAC members are present.

5. Ejection Procedures to be followed by Student League Director (SLD): a) Official reports to Student Director immediately after ejecting participant. They will inform the Student

Director the reason for the ejection and will not resume play until the ejected player has left the area. The SLD will assure the ejected player leaves the facility immediately and in an orderly manner.

b) If the ejected player does not leave immediately, the SLD will inform the Team Captain that unless the player leaves right away, the game will be forfeited.

c) If the ejected player causes any other problems after the ejection, in or outside the facility, they will be placed on suspension and Campus Police will be notified for further action.

d) Fights: Do not attempt to get between players that are fighting until you can do so safely. Enlist the aid of the teams to get the players separated. I.M. Sport Director’s will fill out an EWU Incident Report for any fight.

Accident/Injury Policy The I.M. program, EWU Sports & Recreation Center or Eastern Washington University will not assume responsibility for any injuries incurred while participating in any I.M. activity beyond the coverage extended to students under the school’s policy regarding student health. Student First Aid Attendants, who are required to maintain current CPR and American Red Cross First Aid certifications, will be assigned, whenever available, to all activities that warrant the need. If the First Aid Attendant determines that the player is in danger of further injury or of injuring another player, they may tell the Student Director that the player is no longer eligible to play. Accident/Injury Procedures

1. All I.M. participants are held responsible for reading and understanding the “Acknowledgment of Risk” statement that is on all Team Entry Forms.

2. The Student 1st Aid Attendant must maintain the I.M. First Aid Kits so that they are adequately prepared to meet any situation that may arise during I.M. competition. Any supplies needed must be brought to the attention of the DCRP for replacement or purchase.

3. All injuries that occur during any I.M. activity will be handled according to I.M. procedures as follows: a. The 1st Aid Attendant will assess the situation to assure safety before treating the injured person.

4. All play will stop until the injured party may be moved safely or treated at a safe distance from any I.M. activity. 5. The First Aid Attendant will evaluate the injury and apply whatever techniques are necessary to treat the injury

without further injuring the person. The First Aid Attendant will inform the Student Director of any person whose injury, either current or previous, should prevent that person from playing so they do not further injure themselves or any other participant. If the First Aid Attendant so designates, the injured player may not further participate without the First Aid Attendant’s permission. All I.M. injuries must be reported to the DCRP the day of the injury by filling out an EWU Incident Form. These Incident Forms are the responsibility of the I.M. Student Director to fill out and must be done so neatly, in pen, and with complete information on the incident/injury subject. The DCRP will be responsible for sending copies of the completed Incident/Injury Report to the Office of Environmental Health & Safety and the EWU Sports & Recreation Center Safety Committee Chair.

6. If assistance is needed, the First Aid Attendant will enlist the aid of any I.M. Employee on site until the situation is under control.

7. If Emergency Medical Services (EMS) are needed, the First Aid Attendant will be responsible for calling 911 and assisting EMS personnel with any help needed. Note: any time that EMS is activated a follow up Incident Report must be turned in to the DCRP immediately.

Acknowledgment of Risk Statement I acknowledge that my participation in the Eastern Washington University (EWU) Intramural (I.M.) Program is voluntary. I am not required to participate and should not participate unless I am properly trained and medically able. I am familiar with the activity and know that during this activity hazards may occur and may result in minor or serious injury, property damage and even death. In consideration of my right to participate in I.M. activities, I assume all risks of the activity. I recognize and acknowledge that EWU does not provide medical and/or hospital insurance of any kind that will cover me while I am participating in any EWU I.M. activity. EWU strongly recommends that I provide my own insurance coverage

in case of any injury or damage sustained or caused resulting from my participation in any EWU I.M. sponsored activities or travel. I hereby waive and release EWU, the State of Washington, it employees, officers and successors from all claims and liabilities of any kind arising out of my participation in and travel to or from I.M. activities. This shall also serve as a release, waiver and assumption of risk for all my heirs, executor, and administrators and for all members of my family. Insurance Eastern Washington University does not provide medical, hospital, dental, property damage, catastrophic injury or any other type of insurance covering I.M. activities or participants. Each participant must provide their own insurance, either through an outside agency or through the EWU Student Health program, if they are to be insured. Persons taking part in I.M. activities without proper coverage on them or others they may injure or do any type of damage to, is solely responsible for the payment of those items. The EWU I.M. program strongly suggests that all participants maintain an insurance policy that will cover them in the event of any type occurrence mentioned above. Travel Procedures

1. Any time that I.M. employees or participants are traveling on school business the following information must be collected and present with the travel group leader with a copy provided to the DCRP and EWU Motorpool at least one week in advance.

a. Complete information on each person in the traveling party including name, phone number and address b. Emergency contact information c. A complete trip itinerary including information on travel schedules, lodging location, phone and

emergency phone numbers d. For all EWU I.M. trips, the traveling party may take a cell phone and first aid kit, to be checked out from

the I.M. Office prior to the trip, to be used for all injuries or emergency situations. Participant Equipment Each participant is responsible for personal attire appropriate to his/her activity or occasion. The I.M. program will provide all necessary equipment for the contest, with the exception of gloves, shoes, personal protective pads, mouthpieces etc. It is the responsibility of all I.M. SLD’s to make sure that all I.M. participants have on all necessary equipment prior to playing in any I.M. activity. Any equipment picked up or found not belonging to the I.M. program should be returned to the I.M. Office until claimed. It is critical that all I.M. equipment be checked regularly to be sure it is in safe condition before allowing it to be used for I.M. activities. Awards All regular I.M. league and Special Event champions will be awarded I.M. Championship t-shirts. A player must have participated in all playoff games to be eligible for a shirt in team sports. Any player ejected during the playoffs or otherwise ineligible due to suspension will not receive a championship shirt. Any player injured during the season or playoffs while playing in any I.M. contest may request a shirt should their team win a league championship. Forfeits 1. A team that does not appear within 5 minutes of their scheduled me time will be considered to have forfeited the

contest. SLD’s may extend that time if they believe it will avoid a forfeit. 2. Any team league or playoff forfeit will result in a $25 forfeit fee, charged to the team captain’s student account 2. Any team caught using an ineligible player shall forfeit any contest in which that player participated. 3. Any team that forfeits a second me during league play will not be eligible for playoff competition. Intramural Advisory Council (IMAC) The IMAC is responsible for advising the DCRP on rule and policy changes, deciding on player, team protests and/or disciplinary actions, as well as being an advisory voice in I.M. matters. The ASEWU Council position responsible for I.M. activities will hold the Chair on the IMAC. Chair duties include scheduling of meetings, agenda preparation, contacting IMAC members on meeting updates, as well as running IMAC meetings. Term of office for the Chair will be one year and only the IMAC may remove a sitting Chair from office by majority vote of its’ members. For a vote to take place, 50% or more of all IMAC members must be present with a simple majority required to pass a vote. Any person wishing to petition the IMAC for a ruling may do so by presenting a written request for an IMAC Hearing to the IMAC Chair. All decisions by the IMAC are final and subject to appeal only by the EWU Students Rights & Responsibilities Director and the ASEWU Student Council.

Student Employee Section

Welcome to Intramural Sports at Eastern Washington University. As an employee of the EWU I.M. program, you will play an important role in providing the EWU community with the top recreational sports program in the region. We are an organization that works hard to honor and respect all our participants while working hard to provide them a high level of customer service. While many programs only worry about a statistical edge and higher participation totals, we are going to be concerned with one thing and one thing only – providing the best program possible with the resources at our disposal. Don’t misunderstand, we are concerned with numbers as much as the next guy but we want to focus on program quality and the rest will take care of itself. We are firmly committed to open communication amongst our staff where all are encouraged to share ideas and take part in the collaborative process. It is our hope that you will gain in the areas of time and personal management, improve your leadership skills, and have a positive experience while learning about the field of campus recreation. The purpose of this section is to introduce the pertinent policies and procedures relating to the operation of the intramural sports program. The information provided will assist employees with implementing a consistent approach in carrying out these policies and procedures. Please discuss any questions you may have about this handbook with Mike Campitelli in the Intramural & Club Sports Office. And again, welcome to EWU Intramural Sports! This Student Employee Section

Ø IS a set of general statements of program policy to assist you in your job. Ø IS an evolving document to be revised whenever necessary. Ø IS NOT your only source of information concerning I.M. sports. The EWU I.M. program will adhere to all

university policies and may not address every situation that might arise. When that happens, please contact your supervisor and begin the process of gathering the correct information for your situation.

Ø IS NOT a set of inflexible rules. There may be situations that require specific decisions and circumstances that may require a judgment on the spot. In these type situations, your supervisor will try to contact whomever is needed to clarify the situation.

Student Employees Standards of Conduct In order to fulfill our professional obligations, intramural sports staff members shall:

• Conduct themselves at all times in a professional manner. • Actively promote sportsmanship, fairness, and equal treatment of all. • Maintain the integrity of the program by adhering to the program’s mission, policies, procedures, rules, and safety

policies. • Arrive on time for all scheduled shifts. • Attend all scheduled trainings, meetings, and in-services as required. • Be courteous, impartial, and unbiased in all communication while interacting with participants, guests, spectators,

and other staff members. Position Descriptions & General Information Sport League Director (SLD): Under the direction of the Director of Campus Recreation Programs (DCRP), the Student Coordinator will assist with the daily operation of the intramural sports program. Responsibilities:

1. I.M. Staff supervision (under direction of the DCRP). 2. Assist with the scheduling and training of the IM sports officials. 3. Assume duties of DCRP or Graduate Assistant as required by their absence. 4. Supervision of league, tournament and special event play. 5. See “Supervisor’s Checklist” in the section titled “Forms” 6. Oversee field operation and cleanup. 7. Maintain current records and standings for all teams in their sport. 8. Work with DCRP or Graduate Assistant on player/team conduct problems

9. Oversee student sports officials working in their league. 10. Complete EWU incident reports and getting them to the DCRP immediately after completion of play.

Student First Aid Attendant: Under the direction of the DCRP, SLD, the Student First Aid Attendant will evaluate and handle all injuries that occur during intramural play. Responsibilities:

1. Possess current and valid First Aid and CPR Certification. 2. Completed an Emergency Response course. 3. Check First Aid Kits to ensure all necessary materials are included. 4. Assist EMS personnel as requested. 5. Evaluate and treat any player injured.

Student Sports Official Under the direction of the DCRP or the SLD, there are three levels of sort officials:

1. Officials Apprentice (1st Year official) 2. Officials Lead (2nd year or more, additional duties) 3. Officials Supervisor (Min. 2nd year, additional duties)

Officials Responsibilities: 1. General knowledge of rules specific to sport officiating. 2. Field/court set-up and clean up. 3. Assist league director in giving team conduct ratings. 4. Attendance at all training and evaluation sessions. 5. Checking out a game ball and officials jersey prior to going to their assigned area

Pay Rates All Work Study positions will start at the Federal minimum wage level. All other student positions will be based on experience and budget levels. Pay Increases? Consideration for pay increases will be based on certain criteria including but not limited to: time served, job performance additional duties. All increases will be approved by the DCRP

Special Situations Sexual & Other Discriminatory Harassment

1. Harassment will not be tolerated! The EWU I.M. program is committed to providing a workplace that is free of verbal, physical and visual forms of harassment. Any person determined to be guilty of harassment will be dismissed and may incur other penalties, according to university policy.

2. What is harassment? Use of derogatory language or actions including spoken epithets, slurs and jokes towards any person or group based on race, national origin, religion, gender, age, disability or sexual orientation is considered harassment.

3. What is sexual harassment? Sexual harassment is generally defined as unwelcome sexual advances, requests for sexual favors, or other visual, verbal or physical contact of a sexual nature.

What to do if Harassment Continues?

1. Each employee is responsible for his or her own behavior. Do not tolerate inappropriate behavior. a. Inform the person that they are being inappropriate and you want it to stop. If you are uncomfortable

doing this, they must promptly report the inappropriate behavior to their supervisor. Supervisors will immediately report the incident to the program director.

b. An investigation will proceed and the results will be shared with all parties. If a suspension or termination is required, it shall also be reported to the EWU Office of Students Rights & Responsibilities

Employee Responsibilities 1. Attendance & Tardiness. We expect all employees to report regularly and on time – it’s that simple! Early

warning is needed when you cannot meet your work obligations due to illness or personal reasons. Attendance or tardiness problems will lead to disciplinary action or dismissal.

2. Personal Appearance. Dress neatly and in appropriate clothing for your job. Tennis shoes are required in all field positions (SLD, Official, Scorekeeper, First Aid). If you are assigned I.M. Staff gear, keep it clean and neat and wear it whenever you are on the job or representing EWU I.M. Sports.

3. Alcohol & Drug Use. Employees are strictly prohibited from possessing, selling, consuming or being under the influence of alcohol or drugs while on the job. Please inform your supervisor if you must take any prescription drugs while on the job so they may be aware of the situation.

4. Confidentiality. During the course of your employment you may have access to information of a confidential nature. This information is to be discussed only in the presence of your supervisor & only when appropriate.

5. Standards of Conduct. We expect all of our employees to perform in a professional and responsible manner. The following are examples of conduct that may require disciplinary actions, based on the incident’s severity: Failure or refusal to carry out job duties

Ø Unauthorized release of confidential information Ø Use of profanity or verbal abuse while on the job Ø Dishonesty Ø Poor customer service Ø Attendance or tardiness problems Ø Discrimination against any fellow worker or program participant Ø Alcohol or drug use while on duty Ø Fighting with other employees or program participants

Complaint Resolution Within every organization there is the potential for employee disputes that have no apparent resolution. After seeing little or no success discussing the situation with the person you are having the problem, we encourage you to discuss the situation with your immediate supervisor. If the situation cannot be resolved there, then you may go directly to the program director for resolution.

Conflict Management I. Clues to Possible Conflicts

• Raised voice • Body language, i.e. (pointing, frowning, staring, sneering, gesturing, etc.) • Rapid speech & rapid breathing • Threatening verbally, i.e. (sarcasm, swearing, put-downs, etc.) • Physical contact

II. What Should I do?

1. Diffuse the Situation. Take care of the problem immediately at the first sign of trouble. 2. Stay Calm and in Control. This will keep the other person or person’s calm. Be alert in case trouble starts. 3. Talk Slowly and Calmly. Use a firm voice and state the consequences if the inappropriate behavior is continued. 4. Listen. Be attentive to what the person may be saying. You don’t have to agree with them but try to understand

why they might be feeling the way they do. Do not interrupt or correct an angry person. 5. Be Fair but Firm. After listening to the person or person’s, make a decision about their conduct and be firm. Do

not be persuaded to make or change a decision. Changing a decision shows incompetence. III. Being in Sync with all persons involved with the conflict

1. Know the Rules of the Game. All I.M. staff and officials need to know the rules and know them well. If you are unsure about a rule, ask before the game or before the next play.

2. Know the League Rules. Know how to handle protests, ejections, suspensions, and fighting. Know who is to handle the certain situation.

3. Communicate. Communicate with each other and with the officials. Being clear and on the same page can prevent misunderstandings.

4. Be Professional. Look and act the part. Make sure that you and your officials are wearing a clean uniform. Never question an official’s call or show that you are dissatisfied with an official on the field/court. People will be judging the program by your actions.

IV Ejections/Suspensions/Fighting

1. Immediately after ejecting participant, official will report to SLD and give the reason for ejection. SLD will make sure the ejected player had left the facility. Play will resume when the ejected player has left.

2. If the ejected player refuses to leave, the SLD will inform the team captain that the game will be forfeited unless the player leaves.

3. The ejected player will be put on suspension and the Campus Police notified if they cause any problems after the ejection, in or outside the facility.

4. REMEMBER: Officials eject players but the DCRP suspends them. Do not attempt to separate players who are fighting until you can do so safely. Enlist the aid of the teams to get the players apart. SD’s will fill out an EWU Incident Report for any fight.

Safety & Risk Management

Field/Court Inspection When arriving at a facility, you should always make sure that there are no hazards in the area. It is the SLD’s responsibility to see that the fields are safe, and in playable condition. To ensure the safety of the participants, do not start a game without inspecting the field/court. When working outside check for holes, equipment, and trash. Check for hazards and make sure that the floor is swept if working inside. DO NOT start a game if there is a hazard. Delay the start of the game until the hazard can be eliminated. Be aware of the environment, hazards can develop throughout the course of your shift Procedure for Dealing with Injuries

1. The 1st Aid Attendant will assess the situation to make sure that it is safe before treating the injured person. 2. All play will stop until the injured party may be moved safely or treated at a safe distance from the I.M. activity. 3. The 1st Aid Attendant will evaluate the injury and apply whatever techniques are necessary to treat the injury

without further injuring the person. The 1st Aid Attendant will inform the SLD of any person whose injury, either current or previous, should prevent that person from playing so they do not further injure themselves or any other participant. If the 1st Aid Attendant so designates, that player may not enter any I.M. competition without the 1st Aid Attendant’s permission. All I.M. injuries must be reported to the DCRP by filling out an EWU Incident Report Form. These Incident Report Forms are the responsibility of the I.M. SLD to fill out and must be done so neatly, in pen, and with complete information on the incident/injury subject. The DCRP will be responsible for sending a copy of the completed Incident/Injury Report to both the Office of Environmental Health & Safety and the EWU Dean of Students.

4. If assistance is needed the 1st Aid Attendant will enlist the aid of any IM Employee on site until the situation is under control.

5. If the Emergency Medical Services (EMS) needs to be activated, the 1st Aid Attendant will be responsible for calling 911 and assisting EMS personnel with any help needed. Note: any time that EMS is activated a follow up Incident Report must be turned in to the DCRP immediately.

Biohazardous Waste Disposal All waste products will be handled according to university policy. It shall be the attending First Aid Attendant’s responsibility to handle all such cases. In all cases, the Phase II Equipment Room will be notified immediately as to the nature of the incident. The I.M. Office must be notified when supplies are needed to handle such situations.

Bomb Threats Bomb threats usually occur by telephone. The person receiving a bomb threat should remain calm and attempt to obtain as much information as possible from the caller. If you should identify a suspicious object (with wires, an unusual shape, the presence of a timing device, etc.) report it to University Police. Under NO circumstances should you touch it, tamper with it, or move it in any way.

q Call 911 immediately q Report your situation, including the time of the bomb threat and any information you may have been given. q Do NOT activate building alarm. q Inform your supervisor or department head. q Evacuate if instructed to do so. q Stay at least 100 yards away from bomb location; you may move to another building. q Do not re-enter building unless instructed it is safe to do so.

Sports Officials

The I.M. program must operate with student officials. Every effort will be made to train and prepare officials for I.M. competition. However, participants must remember that the burden for clean and competitive play rests entirely with the players. Any official who is not qualified to officiate will be removed from the active schedule until they can be given additional training if time permits. I.M. SLD’s should bring any concerns about officials to the attention of the DCRP before discussing the problem with any other person. Officiating is a difficult job and we ask that all Sport Directors be supportive of all officials. If you see an official make a mistake or handle a situation improperly, please wait to discuss it with them until such time as it may be discussed in confidence. Any SLD showing disrespect towards any I.M. Official will be reprimanded or dismissed from their position. Officiating Guidelines: 1. All officials should have working knowledge of the rules for the sport in which they are officiating. 2. Each official will be expected to conduct him/herself in a professional manner. Officials must maintain their cool and

professionalism at all times. 3. Officials must wear the appropriate uniform as designated by the I.M. program. Any official not doing so will be sent

home and taken off the active schedule. 4. Profanity by any player or official will not be tolerated. Depending on the severity and the direction of the language,

a warning may or may not be given prior to ejecting any player. Sport Directors must completely support officials when enforcing this rule.

Training In order to provide the best possible officials for our participants, training is key. Officials will be hired based on solid working knowledge of the game, mechanics, attendance at all scheduled training sessions and evaluations, and results of the written test. Expectations are high and thus only those what meet the standards will be retained. Dismissal Officials are expected to be responsible and perform their duties at the highest possible level. Those who do not meet the standards of the program will be dismissed. Reasons for dismissal can include but are not limited to:

1. Arriving late for scheduled shift. 2. Disregard for the policies and procedures of the IM program. 3. Fail to improve or maintain quality officiating.

Officials Expectations

1. Know the rules and how to apply/interpret them in a game situation. The practice of preventative officiating is encouraged at all times.

2. Each official will be expected to conduct him/herself in a professional manner. Officials must maintain their cool and professionalism at all times.

3. Officials must wear the appropriate uniform assigned by the I.M. program. Any official not doing so will be taken off the active schedule.

4. Profanity by any player towards a staff member of official will not be tolerated. Depending on the severity and the direction of the language, a warning may or may not be given prior to ejecting any player. SLD’s must stand by their officials when enforcing this rule.

5. Arrive at the game site prepared to begin work at least 15 minutes before the start of the game. 6. Check the schedule frequently for changes in your schedule. If you cannot work, notify the DCRP, Mike

Campitelli immediately. 7. Remain impartial and unbiased in all of your decisions. 8. Treat participants, coaches, and spectators with respect and in an impartial manner at all times. DO NOT engage

in personal conversations with participants before or during play. 9. Set the tone of the game early. Exercise strict authority in containing the use of profanity, unsportsmanlike

conducts, and unnecessary roughness. 10. Attend all meetings. 11. Officials are encouraged to participate in intramural events. As an employee of the intramural sports program you

are held to a higher standard. You must set a good example and display good sportsmanship at all times. 12. Be punctual, reliable, and courteous at all times.

Officials’ Do’s and Don’ts DO…

o Be courteous but firm. o Know the rules. o Be neat and well groomed. o Be punctual. o Be truthful. o Be alert and thinking of the game situation. o Strive to improve yourself and your officiating. o Be pleasant. o Take pride in your work. o Hustle!!!

DON’T… o Second-guess your partner at any time, on or off the field/court. o Socialize with players or spectators. o Make hasty calls. o Take a good look first to be sure and confident about the call you make.

Code of Ethics for Officials

1. Attempt to improve your officiating at all times. Study the rules of the game and observe other officials for self-improvement.

2. Your work as an official is important, but remember that you must conduct yourself in a manner so that spectator attention is positive, directed at the players and not at you.

3. Be fair and unbiased in your decisions. 4. Be professional and cooperative with other officials and do nothing to cause them public embarrassment. 5. Be firm but on overbearing; positive, but never rude; dignified, but never “cocky”; remember that a good official

doesn’t have to have the last word. 6. Be prepared both physically and mentally.

Officials’ Check-list

1. BE COMPETITIVE- “I am not going to let this game get out of control.” You’re hired to make calls that will control the game. Make them!

2. HAVE YOUR HEAD ON RIGHT- Being an official doesn’t grant you immunity from taking a little criticism, it’s part of officiating. Successful officials know how much to take before giving a penalty.

3. DON’T BE A TOUGH GUY- If a captain is on your back but not enough to warrant a penalty stay away from him/her. This is especially true during time-outs.

4. GET INTO THE FLOW OF THE GAME- Each game is different. Good officials can feel the difference and should call each game accordingly. Take note of the game tempo and mood of the players to determine your style of officiating.

5. DO NOT BARK- If you don’t like to be shouted at, don’t shout at someone else. Be firm with a normal relaxed voice. Shouting indicates at loss of control, not only of one’s self, but also of the game.

6. SHOW CONFIDENCE- Cockiness has no place in officiating. You want to exude confidence. Appearance, manner, and voice will determine how you are treated.

7. FORGET THE FANS- As a group, fans usually exhibit three characteristics: ignorance of the rules, highly emotional partisanship, and delight in antagonizing the officials. Accepting this fact will help you in ignoring the fans unless they interfere or stand in the way of you doing your job.

8. ANSWER REASONABLE QUESTIONS- Treat captains and players in a courteous way. If they ask a question reasonably, respond in a polite manner. Be firm but relaxed.

9. CHOOSE YOUR WORDS WISELY- Don’t threaten a captain or a player. This will put them on the defensive and you on the spot. If the situation is serious enough to warrant a threat, then it is serious enough to penalize, without evoking a threat.

10. STAY COOL- Your purpose is to establish a calm environment for the game. Fans and players easily spot nervous or edgy officials alike. Avidly chewing gum, pacing around, or displaying a wide range of emotions prior to or during a game will serve to make you seem vulnerable to the pressure.

11. COMPLETE KNOWLEDGE OF THE RULES IS ESSENTIAL- There is no substitution for studying the rules. The rules should be reviewed before the opening of the season and should continue through to the final game.

12. GOOD OFFICIATING MECHANICS AND TECHNIQUES- Knowing and maintaining correct positions on the field/court is important in making calls.
