It is customary to provide dinner and entertainment when a lodge is selected to host the current state president. We were fortunate to be able to schedule Leah Boni to provide entertainment next to a warm fire for our members and guests to enjoy. Chef Keith put together a delicious menu. A wonderful evening was had by all. I would like to thank everyone that was able to attend. Many compliments were made on how nice our accommodations were and the atmosphere lead to making our district feel more than welcome. The beginning of February brings us to prepare for the upcoming Elks lodge year. Dues notifications will be sent the beginning of this month to the mailing address Lodge Secretary Ellen, has on file. In previous years, many members indicated that they had not received their notices. This can happen for a number of reasons. Please if you have not received your dues notice by March 1st, contact the lodge. You can contact me directly at [email protected] or (724) 787-3677. Included with your dues notice is a suggestion to donate to Home Services and National Foundation. Please consider donating to these most worthy causes, even if you cannot see your way to donate the suggested amount, anything will help get us to our annual goal. The next regular lodge meeting on February 8 th at 8:00 PM will be our nomination for officers. The statutes of our order require us to nominate officers every year at the first meeting in February. I am sure everyone reading this letter has read or heard some request for volunteers to help at some event or other. Being a lodge officer is a great way to volunteer and be involved in the decisions made about the direction of our lodge. No officer in our lodge is a permanent fixture. Speaking for them, we are honored to serve, but would welcome new faces. If you have the slightest inclination, ask someone to nominate you. If someone asks you if you would like to be nominated, consider it a compliment and really think about serving. If you are elected to a position you will be surrounded by people that will make sure you will be successful. After all that s what friends do! On January 15th our lodge was host to the Southwest PA District meeting. This year our

lodge had the honor to host our Elks State President, Margaret “Peg” O’Polka for her district visit. It is customary to provide dinner and entertainment when a lodge is selected to host the current state president. We were fortunate to be able to schedule Leah Boni to provide entertainment next to a warm fire for our members and guests to enjoy. Chef Keith put together a delicious menu. A wonderful evening was had by all. I would like to thank everyone that was able to attend. Many compliments were made on how nice our accommodations were and the atmosphere lead to making our district feel more than welcome.

The bar and grill’s regular hours are listed in the monthly newsletter, on the Norwin Elks website, on the Grand Lodge website, and posted at the lodge as well. It is our intent to adhere to these hours.

There are, however, evenings when there are no members at the lodge. When this occurs, the bartenders are instructed to close no earlier than 9:30 PM Monday thru Thursday, 11:30 PM Friday and Saturday, and 7:00 PM Sunday.

It is our hope that these abbreviated hours are not enforced and our bar/grill is busy nightly. It is financially irresponsible to stay open while paying employees when there are no members/customers to serve.

In addition, the success of our lodge is directly related to the success of our bar and grill. The Norwin Elks consistently offers excellent food at very reasonable prices. Also our bar prices are amazingly inexpensive as compared to commercial establishments. Please make an effort to support your lodge and visit regularly.

Election of Officers Coming in February

Nominations for Lodge Officers will be held the first meeting in February (Wednesday, February 8

th). Invitation

is open to all members interested in being involved with the business end of the Lodge.

Anyone wanting to serve on a committee or become an officer, we ask that you contact an officer now or leave your name and contact info at the bar. Reminder: more participants make the jobs easier.

Most Valuable Student Scholarship Awards

Norwin Elks Lodge #2313 is offering two $500 scholarship awards to high school seniors in the class of 2017. Applicants must be a son, daughter, or grandchild of an active (or deceased) Norwin Elks Lodge #2313 member.

Paper copies of the scholarship application are available for pick-up at the lodge, electronic copies are available at www.norwinelkslodge.com or you can contact your high school guidance office or scholarship coordinator if you wish to retrieve the application through them.

Completed applications must be submitted to our lodge no later than 5:00 PM on Wednesday March 15, 2017.

We have many special events and regular weekly oppor-tunities that need volunteers. You can choose from a once in a while opportunity or be part of a regular team.

Have a particular interest? Specific local charity? We can match you up with an opportunity. No special skills re-quired!

With 800 plus members it can be difficult to contact mem-bers individually to ask for assistance. If you are interest-ed in being on a list of volunteers that we can contact, please let us know.

Lightning Bingo

Lightning bingo is held every Tuesday from 7:00 PM to 8:00 PM and another bar game from 8:00 PM to 9:00 PM.

Come out and join the fun with your fellow members plus food is free.

Bar bingo is held every Friday from 7:00 PM to 9:00 PM.

Anyone who wants to help out with the Friday Bingo, see one of the current volunteers any Friday at the lodge.

Golf Bash

One of our most popular events of the year is quickly approaching, the Norwin Elks Golf Bash.

Our lodge will be holding this event on Saturday, February 18, 2017 from 1:00 to 5:00 PM.

Tickets are $25 each which includes food and beverage. There are only 500 tickets for sale.

All prizes will be supplied by Dicks Sporting Goods and all equipment will include a gift receipt.

Members are the life blood of any membership or Fraternal organization. You, our members, are the life blood of our Lodge. We cannot be a successful Lodge without the support and involvement of our members. Please consider getting more involved in your Lodge in some way. No matter what your interests are, we have opportunities to get involved and many do not require a huge commitment or a lot of your time. With more involved members, we can do much more for our Lodge and community. Increased membership is vital to our organization. In Lodge year 2015-2016, we had a net gain of 29 members. Our best opportunity to gain new members is through you, through you telling others about who we are, what we do, and why we are so much more than a social club. Why did you join the Elks? Give some thought to this question and use that same motivation to ask friends, relatives, and acquaintances with the same values and interests to join us.

Drug Awareness Committee

The Public Relations Committee is charged with telling the stories of Elks’ activities and programs, positioning our Lodge to gain favorable media coverage, building an awareness of the B.P.O. Elks, and even creating a greater interest in joining our organization.

The Public Relations Committee is appointed by the Exalted Ruler. The committee is required by Grand Lodge statute and should have no fewer than 3 members on the committee.

Goals of the Public Relations Committee

Community Relations: Enhancing our Lodge or State Association’s position and participation in the community through outreach efforts mutually benefiting our Lodge and the community.

Government Relations: Representing our Lodge’s interests and activities to governing bodies and elected officials.

Internal Relations: Serving as the conduit for information among our Lodge’s membership.

Media Relations: Conducting outreach and responding to the media on behalf of our Lodge.

Publicity: Furthering our Lodge’s interests through target-media coverage of our Lodge’s messages and events.

The next meeting will be Thursday, February 23, 2017.

We are looking for additional members to volunteer for this committee.

Raffle tickets are available at the Norwin Elks Lodge or from any Norwin Elks member for the Pittsburgh Penguins home game on Tuesday February 14, 2017. Tickets are only $ 5.00 each and will include two random 3-digit numbers. The winning 3-digit number will be determined via the PA Lottery 3-digit number drawn at 7:00 PM on Tuesday January 31, 2017.

The holder of the winning ticket will receive two game tickets in Section 106, two passes for the Lexus Club plus $ 100.00 for dinner at the club, two game jerseys of the winners choice plus an additional $ 200.00 for parking and other game night expenses.

Elks National Veterans Service Commission 2015-16 Annual Report

Meeting the needs of today’s veterans

It has been 70 years since the Elks National Veterans Service Commission was officially established, at a Grand Lodge convention in New York in 1946, formalizing a commitment to serving veterans that had been evident almost since the Elks were founded.

The Elks pledge “So long as there are veterans, the Benevolent and Protective Order of Elks will never forget them”. Thanks to the work of our Elks volunteers, that pledge is backed by thousands of hours of Elks service to veterans and military members.

Since we began, the needs of military members and returning veterans have continued to change, and the Elks have adapted to those needs, remaining an ever-present ally to those who have served this country.

Introduction

The Elks served 136,000 veterans in their communities

Elks volunteers 1,254,830 hours of service to veterans

The ENVSC launched the Welcome Home program, pledging to help end veteran homelessness.

Freedom Grants

We increased the number of Freedom Grants available, and 180 Lodges received $2,000 grants to serve veterans and/or military members in their communities.

Elks use these grants to provide food and clothing for homeless and hospitalized veterans, hold adaptive sports clinics for veterans with disabilities, repair the homes of military families and veterans in need, support student veterans and more.

Veterans Administrations Voluntary Service Information

In 2015-16, the Elks had 145 Elks certified as Veterans Administrations Voluntary Service Representatives (VAVS). These Elks received monthly stipends to help hospitalized and recovering veterans relax, rehabilitate and thrive.

By the numbers:

The Elks has VAVS representatives in 145 facilities.

More than 14,000 Elks volunteered at these facilities

Elks served 278,262 veterans.

44 Deputy Representatives assisted.

More than $550,000 went to directly serve veterans in VA and other facilities.

Veterans Leather Program

2,843 veterans received FREE wheelchair gloves.

26,928 square feet of leather was donated by Elks to Help Hospitalized Veterans, helping to provide free craft kits for veterans in rehabilitation.

17 states collected 17,103 hides

Welcome Home

In 2015-16, the Elks National Veterans Service Commission partnered with the Department of Veterans Affairs and pledged to help end veteran homelessness. The Welcome Home program had a successful first year!

Lodges provided Welcome Home Kits to veterans exiting homelessness and moving into new homes, ensuring they had the supplies and support they needed for a fresh start.

Through the Elks Emergency Assistance Fund, the Elks provided more than $911,000 in assistance to 323 veterans, with funds going to end or prevent homelessness.

Elks National Veterans Service Commission 2015-16 Annual Report

We spread the word about the issue of veteran homelessness, sharing personal stories of veterans who have exited homelessness.

We also partnered with the city of Chicago to create an emergency fund to prevent or end homelessness for more than 50 veterans.

Partnerships

Bugles Across America works with more than 5500 buglers in all 50 states to perform live taps at thousands of veterans’ funerals and memorial services each year.

Elks partner with the VA to sponsor 6 different VA adaptive sports and arts events helping veterans rehabilitate, recover and thrive. Veterans Leather Program volunteers attended 3 of these events and distributed 2,870 pairs of wheelchair gloves to veterans in attendance.

Elks partner with Re-Creation USA to provide entertainment and assistance for veterans in VA facilities across the nation. Performers put on 142 shows for veterans, reaching 6,837 veterans with their performances and personal visits.

Playing Cards for Veterans works with local casinos to retrieve their old playing cards, and help Elks send them to veterans’ homes, VA facilities, USOs and more. In 2015-16, 32,000 packs of cards were distributed!

The cornerstone of our success is our army of dedicated volunteers. From our local Lodge, District and State Veterans Chairs, to our VAVS Representatives and everyone in between, we are indebted to and thankful for our generous Elks volunteers.

We have entered the season of love, and what better way to show you care than to serve your community. The steadfast Elks National Foundation is there to help. So, in honor of Valentine’s Day, here are a few reasons why we love the ENF.

1. The Elks National Foundation is a trusty source of information that we can use to promote the Elks.

2. The Elks Scholar Service Trips were created in 2015 to encourage Elks scholars to connect with one another and with Elks members all while serving in the name of the Elks.

3. The Hoop Shoot encourages development of grit in its young participants, through shooting hoops. Youth can gain skills that help them succeed in life and connect with the community, while having fun!

4. The Elks National Veterans Service Commission assists veterans, military members and their families. In 2015-16, the ENF pledged $4 million over four years to the Elks National Veterans Service Commission to help end veteran homelessness.

5. The Community Investments Program has been a mighty force in turning passion into action. The CIP invests $9.77 million to help Elks build stronger communities. Don’t forget the deadline to donate to the Elks National Foundation to meet the GER’s per-capita goal for the Gratitude Grant is March 31.

Pennsylvanians Warned of Extreme Dangers of Carfentanil, Following Two Recent Overdose Deaths from the Drug in Beaver County

Harrisburg, PA – Secretary of Health Dr. Karen Murphy and Drug and Alcohol Programs Secretary Gary Tennis are warning Pennsylvanians of the potentially lethal risks associated with carfentanil, following two recent overdose deaths from the drug in Beaver County.

“Carfentanil is intended to sedate large animals and is not meant for humans – it can potentially kill anyone who comes into contact with it,” Secretary Murphy said. “It’s absolutely essential that first responders, health professionals, and family members and friends of individuals with substance use disorder educate themselves about carfentanil to avoid accidental overdoses. First responders should utilize appropriate personal protective equipment when treating known or suspected carfentanil overdoses.”

The Department of Health recommends that first responders and health professionals who treat an individual suspected of taking the drug, or encounter the drug itself, should use extreme caution.

“Because carfentanil is a synthetic opioid that is much more potent and deadly than morphine and fentanyl, it could lead to increases in cluster overdoses and deaths,” added Murphy. “It poses significant threats to those who may be using opioids as well as others who may come into contact with it.”

Carfentanil is absorbed through skin contact, inhalation, oral exposure, or ingestion, which may lead to an accidental drug poisoning. It can come in several forms, including: powder; blotter paper; tablets; patch; and spray. Carfentanil also is known to be mixed with heroin or used as a heroin substitute.

The following signs and symptoms of carfentanil usually occur within minutes of exposure, are consistent with opioid toxicity, and include:

Pinpoint pupils;

Shallow breathing or no breathing;

Drowsiness, disorientation, dizziness, lethargy, sedation, or loss of consciousness;

Nausea and/or vomiting; and

A weak pulse or no pulse, along with cold, clammy skin.

“We need our police and first responders to carry naloxone, or Narcan, to be able to quickly respond to overdose victims,” said Secretary Tennis. “With a drug as powerful as carfentanil, you may have just minutes to save the life of a person who may be overdosing.

“It’s essential that local police, Pennsylvania State Police and other first responders be equipped with Narcan,” said Tennis. “We now have local police carrying in all but one county in the commonwealth and we are working diligently to increase the number of law enforcement and other first responders that carry Narcan. Police officers across the state have saved over 2,200 lives with naloxone – and we want them to be able to reverse more overdoses.”

Naloxone is a life-saving medication that reverses opioid overdoses. A standing order signed by Pennsylvania Physician General Dr. Rachel Levine serves as a prescription that all Pennsylvanians can use to get naloxone at pharmacies.

In 2015, more than 3,500 Pennsylvanians died from a drug overdose. Heroin and opioid overdose are the leading cause of accidental death in Pennsylvania.

The Wolf Administration holds the fight against heroin and prescription opioids as a top priority. Some of the administration’s other initiatives to fight the opioid epidemic include:

Strengthening the Prescription Drug Monitoring Program (PDMP) so that doctors are required and able to check the system each time they prescribe opioids;

Forming new prescribing guidelines to help doctors who provide opioid prescriptions to their patients;

Designating 50 Centers for Excellence to help ensure that people with opioid-related substance use disorder stay in treatment to receive follow-up care and are supported within their communities;

Establishing a new law limiting the amount of opioids that can be prescribed to a minor to seven days; and

Creating Centers of Excellence, central hubs that provide navigators to assist those with opioid use disorders with behavioral and physical health care, along with medication-assisted treatment, as needed.

Murrysville, Delmont, Irwin, North Huntingdon Township, Trafford and Penn Township Police Departments have permanent prescription drug take-back boxes. These boxes enable residents to dispose of unused medications (everything except needles and syringes).

We all need to help stop prescription drug abuse before it starts. Many of us may not have been aware that these take-back box locations existed. Tell your friends and neighbors about these take-back box locations.

Elks National Veterans Service Commission

Every spring, ENF and ENVSC staff take a group of Elks Scholarship recipients to the Jesse Brown VA Medical Center during the MVS Leadership weekend.

We kick off the visit with a few rounds of military trivia with the veterans, and distribute some snacks and gift bags. After that, Scholars head upstairs to visit with patients who are unable to leave their rooms.

Before all that, the VAVS Voluntary Service Chief Pat Gleason gives an introduction to the VA, and talks about the importance of serving veterans. Every year I'm glad the Scholars have a chance to hear him explain why he values his work.

Elks Scholars' Turn to Serve

We are planning another bus trip to Wheeling Island Casino on March 11

th.

The bus will depart the lodge at 8:30 AM (doors open at 8:00 AM), leave Wheeling at 5:00 PM and arrive back at the lodge around 6:30 PM.

The price is $25 per person. Coffee and doughnuts will be provided before departure, refreshments on the bus and “Lite” fare at the lodge upon returning. The fee must be paid in full at time of sign up and is non-refundable.
