Key aspects to be considered for the cross-
border transport of Dangerous Goods
• More and more dangerous goods are produced and consequently transported
• Cross-border transports are necessary for a growing economy• All elements of dangerous goods transport must acceptable by
the contracting parties
To facilitate a sound cross-border transport, a harmonized system is required to enable the same level of enforcement in the contracting parties.

Harmonized system for approval of
packagings, tanks and vehicles
✓ In order to ensure a safe cross-border transport of dangerous goods, the packagings, tanks and vehicles need to fulfill a minimum standard which is acceptable by all contracting parties.
✓ Regardless whether the packagings, tanks or vehicles are approved locally, they have to match with a commonly agreed standard by the contracting parties.

In accordance with Part 6 of ADR, packagings are fulfill following requirements as listed in section 6.1.5.✓ Performance and frequency of tests✓ Preparation of packagings for testing✓ Drop test✓ Leakproofness test✓ Internal pressure (hydraulic) test✓ Stacking test✓ Other supplementary test for plastic drums and jerrycansDue to the UN-approval requirements, only slight modifications are possible, otherwise, the packagings will not received international recognition.

Example: tanksIn accordance with Part 6 of ADR, packagings are fulfill following requirements as listed in section 6.8.2.✓ Construction✓ Equipment✓ Materials✓ Type approval✓ Inspection and tests✓ Marking✓ Requirements for tanks according to and not according to standard✓ Special provisionsDue to the ADR requirements, only slight modifications are possible, otherwise, the ADR tanks will not received international recognition. However, adaptation is possible to match the regional requirements if commonly agreed by all contracting parties (for safety reason, no major changes are recommendable).

✓ In order to ensure a safe cross-border transport of dangerous goods, the documents and the equipment on board the vehicles must be in line with the agreed requirements,
✓ The documents in particular are tools for verification of the cargoes, the packagings, the vehicles and the drivers as well as the first hand information about the measures in case of accident or incident

What documents are needed?
According to section 8.1.2 of ADR these documents need to be carried on the transport unit• Transport document• Instruction in writing• Mean of verification of the drivers (e.g. ID card, Passport)• The certificate of approval• The driver's training certificateThe content of the documents can be adjusted to the regional circumstances, however, as same as all other cases, mutual acceptance is required to enable monitoring and enforcement.

What equipment is needed?According to section 8.1.4 and 8.1.5 of ADR these equipment need to be carried on the transport unit• Fire-extinguishers according to maximum permissible mass• Miscellaneous equipment and equipment for personal
protection, i.e. a wheel chock, two self-standing warning signs, eye rinsing liquid, a warning vest, portable lighting apparatus, a pair of protective gloves, protective goggles,
• Additional equipment for certain classes, i.e., an emergency escape mask (for label 2.3 and 6.1 toxic) and a shovel, a drain seal and a collecting container (for label 3, 4.1, 4.3, 8 and 9)
The a.m. equipment can be adjusted to the regional circumstances, however, as same as all other cases, mutual acceptance is required to enable monitoring and enforcement.
