Dmitry, what do you think will be the implication of the global debt crisis on the outsourcing market?

DL: Despite uncertainties that will persist until the debt crisis further unfolds and potential solutions aredeveloped, the global outsourcing industry outlook remains strong as service providers worldwide continue toreport growth and new client wins. However, the outsourcing market may see a short– to medium–term impact inlocations where service delivery results cannot be justified as a strategic motivator for a client’s business. "atbeing said, in times of heightened economic concern, it is commonplace for companies to make sta% ordepartment reductions to conserve critical funds. When downsizing occurs, management is required to fill thevoid le! by the displaced workers, and as a result, opportunities for the outsourcing industry emerge, particularlyin IT. Companies like Luxo!, that employ highly trained, skilled and certified so!ware and application engineersacross the globe, greatly improve traditionally slow and ine%ective project transitions that historically impactclients. Outsourcing providers like Luxo! that are able to quickly and seamlessly step in to help companies meetkey needs will see a significant return on this opportunity.

How will it a!ect the demand in the U.S. and Eu-rope?

DL: While downturn periods o!en result in challenges,they also create added opportunities for companieslike ours. In our view, long-term trend of demandfor outsourcing services in the U.S. and Europe is li-kely to remain within its current growth trajectory.During this time, the need for cost–e%ectiveness,process e$ciencies, as well as high–end applicationand product development expertise is more criticalthan ever, particularly if sta% reductions are involved.Despite budget constraints that we will likely seefrom organizations across industries such as bankingand financial services, quality of work remains anextremely powerful motivator for companies seekingoutsourcing services. For many organizations, EasternEuropean locations in particular strike the right ba-lance of domain expertise, reasonable price–pointsand close cultural similarities to Western Europeanand U.S.–based operations.

What will be the impact on other global locations?

DL: "ough India is one of the top destinations forITO and BPO outsourcing services, it is also aregion that is perhaps one of the more at–risklocations versus other countries. In fact, Infosys, In-dia’s second largest so!ware services exporter, recentlyreported that European–based clients were taking alonger time to sign IT service contracts, due in partto Eurozone debt concerns. In addition, Indian–based IT outsourcing providers face additional chal-lenges that Eastern European companies do not.First, many companies engage with Indian serviceproviders for very specific labor outsourcing roles.Because these engagements tend to fall into thenon–strategic realm, they are easier to cut shouldbudgets reductions need to occur. Secondly, duringdownturns companies will o!en stop or delay me-gaprojects such as ERP implementations and largeinfrastructure updates. Many Indian outsourcingfirms have substantial part of their revenue in suchdeals putting them at risk for budget cuts andcontract re–negotiations.

Will service providers alter strategies in the nearfuture as a remedial measure?

DL: "e ability to prove and deliver value to clientswill be vital for so!ware development partnersmoving forward. In response, it is possible that theindustry as a whole will adopt more flexibility incontract negotiations that will help foster strongerrelationships between clients/outsourcing organiza-tions.

How will the uncertainty a!ect other areas likedeals with customers, investments decisions, pricingmodels, etc.?

DL: Increased flexibility will be fundamental tohelping global IT service providers weather thestorm and position themselves for continued growthdespite fluctuating market conditions. Because bud-gets are such a significant factor for companiesseeking relationships with technology services pro-viders, large outsourcing companies will also haveto remain competitive with smaller startups that arehungry for business and willing to take on projectsat reduced rates. Upfront, price tags are compellingto buyers, but in the end, quality of work anddomain expertise is what is going to equate to valuein any engagement..

Which area is likely to be a!ected more–ITO/BPO?

DL: "ough both ITO and BPO operations have thepotential to be impacted negatively by the globaldebt crisis, ITO operations are at somewhat lessrisk. For example, many of Luxo!’s current engage-ments involve the development and maintenance ofcore IT applications, which are business–critical."erefore, these specific development e%orts are lessat risk versus other business functions that may pro-

vide support to the organization, but are not criticalto day–to–day operations. Additionally, during atime when companies need highly skilled developmentexpertise, investments in ITO engagements are morejustifiable, particularly for companies that need tokeep pace with new technologies, such as mobileapplication and cloud computing development pro-jects.

According to Forrester’s „GlobalMarket Outlook For 2011 and2012" from September 16, 2011,„following a tough year in 2009,the IT market recovered stronglyin 2010, with growth of more than7.2% in market volume across alltech industry segments com-pared with the previous year; for-rester’s market forecast predictsthis growth will continue, hitting7.1% in 2011. it outsourcing willsee the fastest growth at 27.6% in2011 and 16.7% in 2012, as com-panies in these markets use out-sourcing to access better itsystems more quickly.”

According to „The ever–chang-ing global service–providerindustry” report by PwC USand the Center for InternationalBusiness Education and Re-search’s (CIBER) Offshoring Re-search Network (ORN) at DukeUniversity’s Fuqua School ofBusiness:a. „Indian providers have

been struggling with profiterosion for a longer period of

time. Their profit marginsdropped from 25 % in 2007 to20 % in 2009 to 17 % in 2010.

b. New IT outsourcing activity inIndia has slowed. „India stillhas major market share, but thegrowth rate of new commercialdeals between 2010 and 2011shrunk by around 60 %.” ArieLewin, director of CIBER andprofessor of strategy and inter-national business

c. The growing importance ofskills and industry knowledgeis consistent with clients’ expecta-tions that outsourcers go beyondlabor arbitrage to create realbusiness value. While „low costs”continues to be an important fac-tor (ranked #5), just 38 % of re-spondents said it was importantto winning new business, com-pared to 45 % the year before.

d. Most important factors in at-tracting new outsourcingclients are: workforce skills andtraining (63 % of respondents),depth of industry knowledge(56 %), and customer service(46 %) topped the list.

f. There is a growing tendencyfor outsourcing serviceproviders to be investing inhigher–end services. TheCIBER study found that „be-tween 2009 and 2010 largeproviders dramatically in-creased the number of employ-ees involved in analytical andknowledge services. In 2009,large providers had an averageof 213 full time employeesworking in analytical or knowl-edge services compared to1,583 today. The average num-

ber of full time employees de-voted to product design grewfrom 125 to 1,476 over the pe-riod. And the average numberof full time employees dedi-cated to research and develop-ment shot up from zero to 933.”

g. Indian providers reportedshrinking margins over thelast three years, while large in-ternational non–India–basedproviders—who tend to dohigher–end work—reportedthree years of growing prof-its, according to the study.

There is an increasing trendtoward nearshoring, withservice providers expandingtheir global footprint tomove closer to their clients.The areas where most largebuyers are located – the U.S.,Western Europe and Japan –are especially attractivenearshoring target locations.36 % of respondents saidthey have headquarters lo-cated in North America, while26 % report headquarters inWestern and Eastern Europe.

OVERCOMING NEWSWORTHY CHALLENGES

Luxo! so!ware engineers were tasked with developingvarious integration elements of the News360 appli-cation for the iPad, Window Phone 7 (WinPhone),and Blackberry Playbook platforms and helped fine–tune the iPhone interface for landscape mode. Luxo!was also responsible for engineering the interface ar-chitecture, which had been developed and designedby a third party.

A HYBRID TEAM DEVELOPS A HYBRID SOLUTIONLuxo!’s management team made the strategic decisionto create a special and specific Center of Excellence(CoE) to manage all projects dealing with mobileplatforms and related technology. "e CoE unites allexperts and specialists who have direct experience inmobile technology in addition to other professionalswho wish to deepen their knowledge in this area. Lu-xo!’s mobile technology CoE summarizes and syste-mizes the mobile application development process byaccumulating their experiences and developing bestpractices. A combined team consisted of a Luxo! ProjectManager, four developers and a QA specialist aswell as several designers and developers and aproduct owner from News360. Together, the teamdeveloped a hybrid version of the popular Agilemethod of so!ware development in order to meettheir need for increased flexibility and highly ag-

gressive timeframes for completion. "e team is cur-rently at work on three new development projectsfor the Android, Playbook & iPad versions with thesame „first to market„ urgency.

By putting together a highly professional team ofso!ware experts and integration engineers, Luxo! ac-complished all of News360 goals through excellentproject planning and task distribution, coordinatedworkflows and open, honest and timely communicationsfrom start to finish.

RECORD RESULTS:With Luxo!’s assistance, News360 released the Win-Phone version in one month, which is an unprecedentedfeat. "e iPad version took just over two months tocomplete and the same is expected for the Androidversion as well.

Luxo! helped increase the usability and interactivityof News360 by enabling live links from any pageelement or action and a flexible system of creatingpersonal news channels. According to Sergey, the Lu-xo! team successfully met all the project’s deadlinesaccording to plan. „We are completely satisfied withLuxo!,„ Sergey says.
