The Congress headline was “ITS in your pocket – proven solutions
driving user services”. This slogan was chosen to emphasise easy
access by end-users to reliable deployed solutions that solve real
problems and deliver value for money. The Congress was organised
around six key topics
• Newmobilityappsforconsumersandbusinesses–makinguseof
Open Data
• Smarttransactions(ticketing,infrastructureuse,insurance,travel,
parking,etc)
• Multimodalnetworkoperationatcity,region,nationaland
international level
• Productivityfortransportsystemsincludinglogisticsandpublic

• Fromconnectedtoautomatedvehicles
The European Programme Committee (EPC) co-chaired by Didier Gorteman
(ERTICO–ITSEurope)andSampoHietanen(ITSFinland)appointedarapporteur
for each topic tasked with capturing the key messages and outcomes from the
Congress.TheFinlandHostorganisationsalsoappointed2rapporteurstoreflect
on Congress proceedings from the national point of view. The topics were addressed
byawiderangeofdifferenttypesofsessions,over110intotal–Executive,Special
Interest,Technical,Scientific,Commercial,Interactive,andHost.Over250papers
werepresentedroughlydividedamongthetopicsasfollows–Topic1:50papers;
Topic2:35papers;Topic3:30papers;Topic4:60papers,Topic5:30papers,
Topic6:50papers.

There were three Plenary Sessions where high-level industry executives, public
officialsandinternationalexpertssharedtheirperspectivesandrichexperienceon
ITStopicsencompassingpolicy, strategic,economic,technical,organisationaland
societalaspects.HelsinkialsosawlivedemonstrationsofITSsystemscomplemented
byawide-rangingtechnicalExhibitionandfivestakeholderworkshops.
ThisReportsummarisestheCongressproceedings.Thefirstpartfocusesmostlyon
thethreePlenarySessions,Technical,ScientificandCommercialpapersessions,and
theSpecialInterestsessions;thesecondpartreportsontheeightExecutiveSessions.
The final part is the Joint Statement agreed by theMinisterial RoundTable.My

Summary of findings and challenges
TheHelsinkiCongresswasapopular successwithover2500attendeesfrom65differentcountriescomingtogetherfordiscussion,debateandnetworking.Reflectingtheheadlineslogan“ITS inyourPocket–provensolutions driving user services” there were three key messages from papers and sessions.
First,thestrongfocusondeploymentratherthantrialsorresearch.SecondtheextensiveuserinvolvementinallpartsoftheITSservicevaluechainhaschangedandexpandedtheroleofusersfrombeingjustreceiversofservicestobeingactuators,contentprovidersandserviceintegratorsbycompilingtheirownpersonalisedservice portfolio from the app stores. And third, while Big Data andOpen Data are key and fast-movinginitiatives neither will provide effortless solutions to problems.
Business cases for the useofopendatawill not be possiblewithout frameworks and standardswhich areadoptedbyallmemberstatesoftheEU.Thereisstillmuchdebateonwhoownsdataandwhoshouldpay,andhowmuch,foruse.Newentrantsintothemobilitysupplychainarepressingfortheopening-upofdataresourceswhereavailability iscurrently limited.Howeversomememberstatesareuncomfortablewiththisderestricted world, despite the Digital Agenda for Europe and the EuropeanTransport Policy, which bothpromoteOpenData,andseektoapplyconditionsondataprovisionforunspecifiedpolicyrequirements.Thisiscreating a paradox – the best way to achieve a deregulated environment may well be agreement on some form of institutional framework.
The need for clear thinking on standards and regulation was demonstrated by a paper which discussed the uptakeofelectrictwo-wheelers inChina.Legislationwas initiallyanenableratthegrowingphasebutthenbecame a barrier to the uptake of electric two-wheelers when drivers became unsure about whether or not new standards were going to be implemented and enforced.
The following section gives some examples of consensus among delegates as well as some cases where the way forwardislessclearorevenunknown.Thefinalpagesreporttheoutcomeofdiscussionsonkeytopicsattheeight Executive Sessions.
InmanywaysHelsinkirepresentedatippingpoint–theoccasionwhenitbecameclearthattherehadbeenamajorshiftofemphasisandattitudes.Congresseshavepassedthroughaseriesofchanges.Initiallytheyweredrivenbyresearchandwhatmightbepossibleoneday;thentheyweredrivenbysuppliersofferinggood,butforthemostpartsinglefunction,solutions.Howevertheusershadbigger,morecomplex,problemsandtheyneededbigger,integrated,solutionswhichbegantoappearasaresultofanumberofsmallbutvitaltrends:
• Everythingstartedtobecomeinstrumentedanddigital
• Everythingandeveryonestartedtobeinterconnected
• OpenDatabegantransformingtransportmarkets
• Thehugeincreaseinsmartphone/tabletownershiphasmeant permanently connected travellers
• Consequentlyeverythingisbecomingintelligent

ThesetrendsbuilttheframeworkforthemajorshiftseeninHelsinki.WehavechangedfromanITSmarketessentially planned and managed by what suppliers wanted to offer to one where products and services are drivenbywhatuserswant.AsMinisterVirkkunensuccinctlyputit:“pushhasbecomepullandthecustomerisKing”.
LikeallCongressesHelsinkihadmanydifferent‘threads’ofactivity:
• ThehighpolicylevelwherewehadPlenaryandExecutivesessionsplustheMinisterial RoundTable.Thislivelyandwide-rangingdiscussionagreedasignificantstatementonpartnerships todevelopMobilityasaService.
• Wehadover40SpecialInterestsessionstakingselectedtopicsintogreatdetail
• Over250Technical,ScientificandCommercialPaperswerepresentedinover50sessions.Forthe firsttimepapersonactionsaimedatgeneratingorimprovingaspecificproductordevicewere organisedintothreestreamsstagedintheirownCommercialTheatreintheExhibitionHallto emphasise the practical market links.
• WehadanumberofTechnicalVisitsandDemonstrationsofproveniMobilityservicesand ahands-ondemo,theeco-drivingiMobilityChallenge,whichwasalsoanexcellentexampleof usinggamificationandsocialmediastrategiestoengagedrivers.
• TheExhibitionshowedtheproductsofmorethan60companies.Somewereverylargeandglobal intheirscope;othersweretinybecausewewantedtoencouragethesmallinnovators,thestart-ups.
• Over30Ancillaryevents–agrowingexampleofpeopleusingtheconvergenceoftheir professionalcolleaguesonaEuropeanorWorldCongresstoorganisemeetingsandworkshops within the Congress framework.
Thereweretwootherveryvisible‘threads’.HelsinkihadaCongress‘first’–the“ITSinyourpocketAppContest2014”whichwasorganisedbyITSFinlandincollaborationwithERTICO-ITSEuropeandarangeofpartnersandsponsors.Thecompetitionreceivedmorethan50entriesfrommorethantwentycountries.Aninternationaljuryhadthedifficultbutpleasanttaskoftestingalltheappsthenjudgingthem.

Thewinnersofthedifferentcategorieswere:
“Sustainableurbanmobility”category:PleaseCycle:Stravel,UK–forencouragingandmotivating people to travel by bicycle and other sustainable travelling options.
“Boosttheuseofmultimodaltransport”category:Calender42,Netherlands–forseamlessly integratingreal-timeup-to-datetravelinformationinusers’dailylife.
“Out-of-the-boxinnovations”category:Ajelo,Finland–forproposingasolutionfororganising on-demand shared-ride services
TherewasaspecialawardtoOTRIP,Francefor“puttingsharedjourneysattheforefrontofthe user experience and ultimately changing how people plan and travel with friends”
In previous congresses we have recognised the authors of the best papers submitted under the Technical and Scientificheadings.Hereagainthejudgeshadadifficulttimeastheoverallqualitywassostrong.Eventuallythey agreed that they could not separate the highest scoring papers so two awards were made in each category.

It was clear from discussions that there is still work to finishbeforewehaveprovensolutionsforsomeproblemsastheyaretheverycomplexonessuchasSmartercitieswithtransport,energy,waterandwastesystems
workingtogether;connectedvehiclesandinfrastructure;andMobilityratherthantransport.

Two sessions and Stakeholder Workshops addressed important areas of people resources – training andretainingyoungerexpertsandWomeninITSandthenewproblemofrefreshingtheskillsofaworkforcelikelytoretireat70not60.TheITSindustryexperiencesthesameissueasmanyothertechnology-focusedprofessions:a shortage of women or fresh graduates attracted to a career in intelligent transport systems. This is worrying as itmightmeanthattheneedsofwomenareoverlookedinproductdesign,sotheservicesproducedmightnotsuitwomen’sneeds.Anditissurelyawasteofresourceifahighpercentageoftrainedengineersandtechniciansare not available for whatever reasons but especially where there has been a maternity break in their career. The“WomeninITS“sessionexploredbothsetsofproblemsandsomepossiblesolutions.
Thefieldofconnectedsystemswasverypopular lastyear inDublinandTokyoandasexpected itfeaturedstrongly in Helsinki beginningwith amulti-national Executive Session.Therewere examples from the fullrangeof technologies –driveroperating independently,driver advice,driver assistance, partial automation,high automation. Special Sessions and Technical papers discussed the possibilities for full automation or autonomousvehicles:theoneswithnodriverinterventionatall.Thistopicismovingrapidlyworldwide.WewillseesomenewdevelopmentsattheWorldCongressinDetroitinSeptember2014andthesubjectwillfeatureprominentlyin2015whentheWorldCongressreturnstoEurope,specificallyBordeaux.
Thephrase“MobilityasaService”washeardfrequentlyThis isakeyconceptas it isafurthersteptowardsseamless transport. It envisages aworldwherewedon’t necessarilyownourownvehicles – two-wheeled,four-wheeled–andwedon’tnecessarilyhavemonthlyoryearlycontractswithtransportoperatorsorserviceproviders. Insteadwepurchase a commodity called ‘mobility’ as andwhenandhowweneed itdependingonourlocation,preferences,specificrequirements,timebudgets,moneybudgetsetc.TheMinisterialRoundTablediscussionsandJointStatementrecordtheprogresswehavemadeinthisdifficultbutkeyareaandpointtowardsthenexttopleveldiscussionsinBordeaux2015.AnintriguingpointcameupattheMRT–generatingtheextensiveconnectivitythatthisconceptrequiresmayrequirerelaxationofEUCompetitionPolicy.
TheHelsinkisloganwasmanifestlytrueandwereallydidseeITSinourpockets–arangeofuserserviceslikeanyothermatureconsumerproduct:readilyavailable,effective,efficient,affordable,reliable.AndasalwayswithanITSCongressweweregivenaglimpseofwhatiscomingverysoonforexample:
• Intelligentlightinginruralareasthatcutscostswithoutcuttingsafety
• Usingsocialmediaandcrowd-sourcingforreal-timeinformation
• Highlypersonalisedinformationmarkets
