EXPECTED SOCIAL AND ECONOMIC CONSEQUENCES FROM WETLAND

RESTORATION IN THE AREA OF KALIMOK AND BRUSHLEN MARSHES,

BULGARIA

(Report on Item 5 of the Terms of Reference under Project Agreement between

Green Balkans and WWF - Greece, 2000)

1. INTRODUCTION

Kalimok and Brushlen Marshes, situated in the Danube Plain near the town of

Tutrakan, serve as an example for the fate of wetlands over the previous century. Prior to the

spring of 1948, during the spring high waters, the lowlands along the riverbanks used to be

entirely flooded. The withdrawal of waters left huge marshy areas, similar to Tutrakan and

Brushlen Marshes. The wetlands – permanent marshes and periodically flooded areas – used

to cover about 11 000 ha. The whole area was used mainly for fishing and livestock

breeding. Following World War II, the policy of Bulgaria, like the policies of the other

European countries, focused on establishment of new areas for intensive food production for

the people in need. As a result, the draining of the Danube marshes commenced in 1952.

The direct link with the Danube was interrupted and a system of dikes and draining canals

was built. For most part of the year, due to the high level of subterranean waters, only part of

the former floodplains were turned into arable land. Large areas remained wetlands, which,

however, had no direct link with the River Danube. In 1981, the construction of fishponds

began in the area of Tutrakan Marsh, with a total area of about 520 ha. These fishponds were

the largest ones in Bulgaria.

Now, the value of Kalimok, both for the people and the environment, gradually

decreases. The ecological factors and economic conditions of the country and area in

particular have led to a situation in which large parts of Kalimok and Brushlen have been

abandoned and there are almost no economic benefits for the local people. Due to the

symbolic, practically missing link with the Danube, fish populations have considerably

declined. The fishponds filled this gap only in the beginning. The operational costs for

letting water into the basins with pumps are high. The accumulation of organic substances

on the bottom of the fishponds causes a reduction in the productivity of the basins and

consequently – of the breeding fish. Today fishponds are abandoned. Livestock farming and

meat production, which used to be an important economic factor, are currently in a very bad

condition due to the lack of investments and areas suitable for grazing. The lack of natural

water dynamics is a reason for the intensive growing of reedbeds and the diminishing of the

open water bodies, which are the favourite habitats of a number of waterfowl. This interferes

with the interests of hunters and fishermen and poses a serious threat to biodiversity. The

changes in the water regime could bring benefit only for grain production: the soils covering

the higher-altitude places are very fertile and provide a good yield. However, most of the

lands in the area of the former marsh are inappropriate for intensive crop farming. Lower

parts often become marshy due to subterranean waters, and the access to the non-flooded

arable lands thus becomes harder.

For many years, the people from the villages and towns surrounding Kalimok used to

live with and make their living from the wetlands. This used to be a contradictory interaction

for quite a long time. The river with its periodic floods was a threat, on the one hand, and a

source of livelihood, on the other: fishing used to be, and still is, an important economic

branch, typical of the area.

The town of Tutrakan has a 19-century-long history. In the Middle Ages, it used to

be one of the biggest centers of Danube fishing and boat-building. The present-day Museum

of Danube Fishing and Boat-building and the Fishermen’s Quarter, which represents an

interesting architectural complex, are nowhere else to be seen along the entire Danube. At

the beginning of the 20 century, there were 5 000 fishermen in Tutrakan with 1 500 fishing

boats. Up to 970 000 kg of fish were caught per year. Tutrakan inhabitants used to go

fishing along the river and in the marshes from Orshova to the Black Sea. Tutrakan used to

be a center of boat-building. Annually, 350 – 400 boats used to be built and exported to

Austria, Hungary, and other Danubian countries. Following the regulations of the river and

the separation of wetlands with dikes, fish catch became smaller and smaller. Today, in

Tutrakan there are only 200 fishing boats, and fishermen complain because of their poor

catch.

Fish, however, was not the sole natural resource in the area of Kalimok. Besides fish,

the marsh provided vast grazing grounds for livestock farming development and reed for

building and household purposes. Herbs, snails, game, and waterfowl are only part of the

numerous natural resources in the area of Kalimok. It is certainly impossible to repeat

history and go back in time to the beginning of the previous century but the knowledge of the

past co-existence between people and marshes could serve as an example and source of ideas

for the future use of the area.

Proposed by Green Balkans, ‘A Project to Combine Sustainable Economic

Development with Natural Resource Protection in the Danube River Region of Bulgaria’ was

jointly implemented with WWF in 1997. ‘Kalimok Marshes: Combining Natural Resource

Protection with Economic Benefit – A Development Proposal’ is a publication of Green

Balkans and WWF International Green Danube Programme (1997).

As a result of the project, the following concepts have been developed:

• Concept for restoration of the natural hydrological regime of the marshes of the

former Tutrakan floodplain;

• Concept for designation of protected area;

• Concept for environment-sound natural resource use;

• Concept for eco-tourism;

• Concept for educational programme.

The activities were continued with a project for involvement of the local population.

A Local Panel of Stakeholders for Kalimok Protected Area, with consultative functions, was

established.

The need for more precise parameters of the possible flooding led to the production of

a report on the possible wetland restoration options, developed by Green Balkans with the

financial support of WWF International – Danube-Carpathian Programme in 2000.

2. METHODOLOGY

In this report, there are only comments on the impact that wetland restoration will

have on the lands situated south of the dike, as the areas situated north of the dike (including

the lands included in the proposal for protected area) will not be affected by any means in

consequence of the present project.

In the land use analysis, the electronic version of the land division plans from

December 1999, available to Green Balkans, has been used. There are obvious errors in land

division (part of Bezimen Island has been identified as municipal property) or the

information is doubtful (part of Brushlen Marsh has been identified as municipal property;

the dike on the Danube in the different settlement territories has been described as different

land use, and there are often no indications that this is the dike), which must be clarified

during a future investigation.

Despite the inaccuracies, the information from the land division plans is the only

official information on land use.

The actual land use in the area of Kalimok and Brushlen Marshes is shown in tables

and maps that are enclosed as appendices to Report on Item 4 of the Terms of Reference

under Project Agreement between Green Balkans and WWF-Greece, 2000.

In the interpretation of land use, the following modification of the land division plan

has been made: land use code 1900 (‘other agricultural areas’ have been included in

‘fishponds’, as Zone West of the fishponds, belonging to Green Balkans, is actually situated

in them).

To facilitate the interpretation of information on land use, land use is unified in the

following categories, including the plots from the nomenclature written in brackets

(according to Information Bulletin No 13 of the Ministry of Agriculture, Service of Land

Reform, 1993, Sofia):

• Fields (1100, 1111)

• Abandoned over-humid arable land (1130, 1131, 1139, 1140, 1143 + that part of

1900 and 4413, on which there is no fish pond that is property of Green Balkans)

• Grasslands, pastures (1239, 1239, 1321, 1333, 1400)

• Roads (1700, 1710, 6115, 6130)

• Fishpond (1900, 4413, on which there is a fishpond that is property of Green

Balkans)

• Forests (2110, 2113, 2200)

• Marshes, bogs (4212, 8500)

• Canals (4500, 4510, 4511, 4512)

• Other (1147, 4800)

In the tables for land ownership: for the sake of clarity, the plots where the fishponds

belonging to Green Balkans are situated are given in a separate column.

As the electronic version of the land division plans from 1999 was used, we suppose

that there are two basic differences as of today:

• The number of owners has considerably increased in consequence of divisions of

private plots;

• Part of the plots that were temporarily municipal is probably privately owned

now.

Since the issue of land ownership is of leading importance for flooding, the maps

with the alternative scenarios of wetland restoration have been developed on the basis of land

ownership maps. Somehow or other, the most ‘sensitive’ lands – the private ones – are only

fields as a type of land use.

The restoration options are visually presented on maps – Appendix No 3 (3.1. –

Restoration up to horizontal 13,6m; 3.2. – Restoration up to horizontal 14,0m; 3.3. –

Restoration up to horizontal 14,4m).

The summarized data on land use and land ownership are presented in tables in

Appendix No 1 (1.1. – Restoration up to horizontal 13,6m; 1.2. – Restoration up to horizontal

14,0m; 1.3. – Restoration up to horizontal 14,4m).

The interpreted data on land use and land ownership are presented in tables in

Appendix No 2 (2.1. – Restoration up to horizontal 13,6m; 2.2. – Restoration up to horizontal

14,0m; 2.3. – Restoration up to horizontal 14,4m).

Detailed data (land ownership, land use, purpose, etc.) for the plots affected by the

alternative wetland restoration options are presented in tables in Appendix No 5 (5.1. –

Restoration up to horizontal 13,6m; 5.2. – Restoration up to horizontal 14,0m; 5.3. –

Restoration up to horizontal 14,4m).

To make things easier, we will signify the alternative flooding options (wetland

restoration options) up to horizontals 13,6m, 14,0m, and 14,4m as Option 1, 2, and 3,

respectively.

In essence, there are three main types of land ownership in the area, and they are

signified as state, municipal, and private.

There are two types of municipal property: municipal and temporarily managed by

the municipality.

By ‘private property’ here we mean property that is not state or municipal. Private

property involves five different types: private (of natural bodies), religious (of a legal entity),

foreign (of natural bodies), property of legal entities, and a fishpond that is the property of

Green Balkans (i.e. of a legal entity on state property). Although this situation is not

presented in the land division plans, in essence land ownership is mixed, according to

Bulgarian laws. However, this is not the only inadequacy or inaccuracy of land division,

therefore we adhere to the information from the land division plan as it is.

RECOMMENDATION:

Land division plans should be corrected to comply with the actual land use.

3. ANALYSIS ON LAND USE, LAND OWNERSHIP, AND THE EXPECTED SOCIAL

AND ECONOMIC CONSEQUENCES FROM ALTERNATIVE WETLAND

RESTORATION OPTIONS

3.1. LAND USE

The summarized data on land use are presented in tables in Appendix No 1.

The interpreted data are presented in tables in Appendix No 2.

The distribution of land use in the area of Kalimok and Brushlen Marshes in the

alternative wetland restoration options is presented in the table below:

3.2. LAND OWNERSHIP

The distribution of land ownership in the area of Kalimok and Brushlen Marshes in

the alternative wetland restoration options is presented in the table below:

3.3. FEASIBILITY OF THE ALTERNATIVE WETLAND RESTORATION

OPTIONS

Looking at the tables it is easy to see that there is a great difference in the areas

covered by the alternative options, which is due to only 40 cm difference in slope: the areas

covered by Option 2 are three times larger than those of Option 1, and the areas covered by

Option 3 are twice as large as those of Option 2 and six times larger than the ones of Option

1.

The distribution of areas by land use and land ownership has similar ratios in Options

1 and 2.

In terms of conflict of interests and feasibility of the alternative options, in our view,

land ownership has a leading role and land use comes second.

In the analysis of the feasibility of the alternative options of wetland restoration, the

potential social impact of flooding on private owners was the leading factor.

The biggest private landowner in the area is Green Balkans. Having in mind that

Green Balkans is the initiator of all conservation and restoration activities in the area of

Kalimok and Brushlen Marshes, the expectations are that this organization will be the main

supporter of the idea. On the other hand, Green Balkans will have a crucial importance in

decision-making, as it holds the ‘control pack of shares’ – ownership of the area of richest

biodiversity, which comprises 37%, 25%, or 18% of the total area in the alternative flooding

options.

Option 1 (see map – Appendix 3.1.) is almost conflict-free – only 1% of the total area

consists of private arable land. Of greatest significance is the participation of the fishpond

owned by Green Balkans, which comprises 41% of the state land and 37% of the total area.

State lands comprise a total of 91% of the entire floodable area. Only 8% of the state

lands are fields (7% of the total area). All remaining land uses are compatible with the goals

of restoration without causing economic losses or wasted benefits – 35% of them are

abandoned over-humid lands, and 9% - grasslands and pastures.

In Option 2 (see map – Appendix 3.2.), Green Balkans’ fishpond is again of crucial

significance – 25% of the total area – which, together with the other state land (63% of the

total area) and the municipal land (10% of the total area) comprises 97% of the areas. The

remaining 3% consist of private lands.

All private lands are arable fields. 28% of the state lands are also arable fields, which

is a more considerable participation of this type of land use (4 times increase in comparison

with Option 1) and they occupy 25% of the total area. The participation of abandoned over-

humid fields (31%) that are state property is also quite significant – 27% of the total area.

Green Balkans’ fishpond occupies 28% of the state lands and 25% of the total area.

In this option, the share of private property is three times bigger in comparison with

Option 1, yet it is within 3% of the total area. There are three types of private property –

private, religious, and foreign. The number of affected owners is five times higher than in

Option 1 but their total number (33 as of December 1999) means that the scope of work

needed for negotiations with them is still comparatively small.

In Option 3 (see map – Appendix 3.3.), the area of floodable territories becomes

double compared with Option 2. Generally speaking, the ratio between the different

landowners and land uses remains in proportions similar to those in Option 2. State property

is dominant again (78% of the area) and together with the municipal property (15% of the

area) occupies a total of almost 95% of the floodable area.

The participation of Green Balkans’ fishpond is again considerable – it occupies 23%

of state lands and 18% of the total area.

Private property (5% of the total area) involves a new type of ownership – property of

legal entities. The main increase in the area of private lands is due to the affected arable

lands of private owners (natural bodies). A total of 121 owners (as of December 1999) will

be affected by this option. Thirty of these owners have only those plots in the eight

settlement territories that are subject to the present report. Twenty of them will be flooded

50 – 100% under this option. With state lands, the participation of arable lands is most

considerable – 32% of this type of ownership (25% of the total area of flooding), abandoned

over-humid land – 27% (21% of the total area of flooding), grasslands – 6,4% (5% of the

total area), and bogs 6,4% (5% of the total area).

Municipal lands are mainly grasslands – 40% (6% of the total area) and abandoned

over-humid arable land – 27% (4% of the total area).

On the basis of the data presented above, the following CONCLUSIONS may be

drawn:

• Option 1 seems to be the most easily feasible option in terms of the negligible

conflict of interests and private property affected by flooding. Due to its small

area, however, this option will hardly be of interest in terms of nutrient reduction

in the Danube.

• Taking into account its size, Option 3 is the most appropriate one for the purposes

of nutrient trapping from the Danube. However, it challenges the attraction of

private owners to the cause or their compensation. Our recommendation is to

work towards the implementation of Option 3 and to ‘shrink’ restoration to

Option 2 only under extraordinary circumstances.

In Option 3, there are some ‘hot issues’ that are absent in Option 2: some field roads

will be flooded and the direct access from the nearby human settlements to the boat stand

opposite Nova Cherna Village will become more difficult, and it is possible that some forest

roads north of Brushlen and in the settlement territories of Staro Selo and Tutrakan may be

flooded.

3.4. EXPECTED SOCIAL AND ECONOMIC CONSEQUENCES

In people’s memories, the lands of the former Tutrakan floodplain, with Brushlen and

Kalimok Marshes, are a symbol of fertility. Prior to 1990, the yields of maize here were 3 or

4 times higher than the average yields for the country. All of this was possible owing to the

state subsidies for maintenance of the drainage and irrigation system – canals and pumping

stations.

Following 1990, state subsidies declined drastically, the canals were not maintained,

some important draining stations were plundered, and for the rest of the draining stations, the

funds to cover the cost of electricity necessary for their normal functioning were insufficient.

This is the reason for the unsatisfactory condition of the soil that has become unfit for

agricultural purposes since 1990. The several attempts of various people to lease state-

owned land for the purpose of growing crops in the area ended as a failure. The situation

with the land of the private landowners who received plots in the area of Brushlen Marsh as a

result of the restitution of land is quite the same: the soil is over-humid due to subterranean

waters and is unfit for traditional crops like wheat, sunflower, even maize. People realized

that the ‘battle’ against nature was lost. An increasing number of elderly people living in the

region keep remembering the huge amounts of fish that they used to catch prior to 1947 (over

120 tons on an annual basis). An increasing number of local people are getting more and

more convinced that if the area cannot be used for agricultural purposes any longer, at least

its importance for Danube fish can be restored.

The representatives of institutions and community groups that participate in the Local

Stakeholder Panel for Kalimok in Tutrakan Municipality expressed their firm support for the

restoration of the natural link between the Danube and Brushlen and Kalimok Marshes.

On the other hand, the following negative consequences from restoration are

expected:

• In Option 3, 121 private landowners will be affected (according to information

from 1999). As of today, the number of owners has probably increased at least by

50% as a result of divisions of plots. Of these 121 landowners, 30 landowners

have no other land in the eight settlement territories subject to the present report.

The lands of 20 of these 30 landowners will be seriously affected (over 50%). If

none of the landowners is satisfied with or does not want to get compensation, the

restoration of the wetland in optimal sizes may be prevented.

• Reduction of the staff of ‘Irrigation Systems’, if staff is not involved in wetland

maintenance.

• In Option 3, the access to a boat stand and some production buildings will be

prevented.

• If the technical implementation of flooding is not successful, there will be still

waters – a precondition for increase in the number of mosquitoes.

4. RECOMMENDATIONS ON MITIGATION MEASURES

It is only natural that the private landowners, who have acquired permanently over-

humid lands after the restitution, are not pleased with the current situation. Some means of

compensation for them should be sought: their lands can be exchanged for other agricultural

land, or, if there is no free agricultural land available, they should be compensated with

money.

A possibility to provide some funds for this exists in the framework of the Green

Balkans’ project funded by EECONET Action Fund through NATUROPA. This project

involves the purchase or long-term leasing of state lands with the purpose to provide a link

between Zone West and Zone East of the fishponds of Green Balkans. In our opinion, if

there is no need for this due to inclusion of these lands into the floodable areas, it would be

possible to re-allocate resources for compensation of private landowners.

The alternatives which Green Balkans proposes for the arable agricultural lands

included into any of the restoration options without changing their purpose, are as follows:

• Conversion of arable lands into wet grasslands and pastures, and development of

livestock-farming;

• Development of environment-sound agricultural practices and productions

(production of rice and fodder crops – clover, lucerne, etc.);

• Fish-breeding and fishing.

One of the possibilities for funding of the above-mentioned activities is presented by

the EU SAPARD Programme.

It is possible to ensure additional and alternative employment through the

development of soft (environment-sound) forms of tourism:

• Ornitho-tourism

• Educational tourism (‘green schools’)

• Fishing tourism – traditional fishing methods on the Danube

• Water tourism

• Traditional crafts (boat-building)

• Photo-tourism

The necessary infrastructure should be developed beforehand:

• Exploratory pathways

• Blinds for observation and photography

• Family hotels and restaurants

• Visitor center, etc.

It is also necessary to train the staff.

Redirecting part of the former staff members of ‘Irrigation Systems’ (or even

employing new staff) for management of the new hydro-facilities.

A fish-processing department may be developed to complement fishing from the

Danube and the marshes.

Additional jobs will be created in the management and guarding of the protected area.

5. RECOMMENDATIONS ON STAKEHOLDER PARTICIPATION – CONSULTATION

SCHEMES

After ‘A Project to Combine Sustainable Economic Development with Natural

Resource Protection in the Danube River Region of Bulgaria’ – a joint project of Green

Balkans and WWF-Austria – was implemented in 1997, it became clear that it is necessary to

maintain and deepen the relations with local stakeholders.

In the framework of Green Danube Programme of WWF-International, the form of

involving stakeholders that was proposed by Green Balkans was implemented. We followed

the algorithm developed by Green Balkans:

• Identification of stakeholders

• Meetings with key or ‘problematic’ stakeholders on an individual basis

• General meeting with all stakeholders, where a draft agreement is presented and

discussed, opinions and suggestions are put forward, and the most obvious

omissions in the text are corrected, if a consensus is reached

• Signing of the agreement at a general meeting. Those stakeholders who are not

present at the signing of the agreement due to some excusable reasons, are

additionally visited.

The above activities were successful. The end result was the signing of an official

agreement on the establishment of a Local Panel of Stakeholders for Kalimok Protected Area

(Appendix 4).

The main idea is to:

• Make official and institutionalize the relations between various stakeholders;

• Solve conflicts related to Kalimok Protected Area before they become known to

the general public, when the lack of direct discussions may bring about

undesirable actions that are difficult to solve later;

• Coordinate and incorporate the goals of economic development with the goals of

nature conservation;

• Guarantee the interests of the local community in the implementation of national

and international infrastructural and conservation projects. This was especially

attractive for local companies and entrepreneurs.

There are more details on the framework underlying the agreement on the Local

Panel of Stakeholders in Appendix 4.

The Local Panel of Stakeholders for Kalimok Protected Area is clearly a consultative

body. It consists of two ‘levels’ – local and national. Since Kalimok is the focus of the

Local Panel of Stakeholders, the Panel involves stakeholders based in Tutrakan Municipality.

Following the discovery that Kalimok and Brushlen Marshes are united in terms of

hydrology, the idea to restore the natural water regime in the entire area of the former

Tutrakan floodplain came into being.

Meanwhile, a procedure for designation of Kalimok-Brushlen Protected Area,

comprising a considerable part of the former Tutrakan floodplain together with the adjacent

Danube islands (a total area of about 6 000 ha), is underway, in compliance with the

Protected Areas Act.

This necessitates the enlargement of the stakeholder community through involvement

of stakeholders based in Slivo Pole Municipality. In our view, the most appropriate way to

do this would be to enlarge the Local Panel of Stakeholders for Kalimok Protected Area that

has been already established by Green Balkans and WWF. It is necessary to keep the method

of work that has proved successful.

In our work so far, we have identified the following key stakeholders that should be

involved in a Local Panel of Stakeholders for Kalimok-Brushlen Protected Area:

National level:

• National Nature Protection Service (MoEW)

• National Forestry Board (Ministry of Agriculture and Forests – MAF)

• Agency of Fishing (MAF)

• Green Balkans

Regional level:

• Rousse Regional Inspectorate of the Environment and Waters

• Rousse Regional Forestry Board

• State Forestries of Rousse and Tutrakan

• Tutrakan and Slivo Pole Municipalities

• Service of Lands and Forests in Rousse and Silistra regional Administrations

• Green Balkans

• Museum of Danube Fishing and Boat-building – Tutrakan

• Water Society (the successor to ‘Irrigation Systems’)

• Societies of Hunters and Fishermen in Tutrakan and Slivo Pole

• Inspectorate of Fishing – Tutrakan

• Representatives of landowners.

Despite the interrupted tradition, the restoration of the fishing cooperatives, which

used to take care of the sustainable use of the fishing resources in the Danube, can be

resumed in the long-term.

A weakness in the functioning of the Local Panel of Stakeholders for Kalimok so far

has been the lack of financial resources. All communication and coordination functions have

been entirely ensured with Green Balkans’ resources.

Having in mind the experience gained over the years, it would be appropriate to have

Green Balkans – the initiator of the Local Stakeholder Panel – to implement its enlargement.

To ensure adequate stakeholder participation, it is necessary to provide resources

during the feasibility studies and the implementation of restoration activities.

AGREEMENT ON THE ESTABLISHMENT OF A LOCAL PANEL OF STAKEHOLDERS

FOR KALIMOK PROTECTED AREA PREREQUISITES Having regard to: • The availability of rich floristic and faunistic diversity in Kalimok Protected Area; • The availability of a former marsh which has lost its role as Danube fish breeding grounds; • The need for development of infrastructure in order to carry out educational and exploratory

tourism; • The need to open workplaces and provide a means of livelihood for the local community; • The need for revitalisation of fishing - the traditional means of livelihood in Tutrakan; • The need for sound and rational use of the region’s resources – game, fish, timber, water, soils,

etc., the undersigned representatives of various organisations signed the agreement hereunder: STATUS The local panel of stakeholders consists of representatives of the local and national community. It has a consultative function in all matters concerning Kalimok Protected Area. It discusses and strives to reach a generally acceptable decision if any conflict of interests arises. PURPOSE Conservation of the unique biodiversity of Kalimok Protected Area with balanced consideration of the interests of the local community. OBJECTIVES • Sustainable resource use and development of Kalimok Protected Area and its adjacent areas; • Adoption of environment-sound agricultural practices in the buffer zones adjacent to Kalimok; • Restoration of the importance of Kalimok as breeding grounds for Danube fish through

establishment of a suitable water regime, and designation of the site as a game breeding area; • Encouraging the revitalisation of the traditional Danube fishing in the region of Tutrakan; • Establishment of appropriate conditions for development of specialised ecotourism, ornitho-

tourism, and other forms of exploratory tourism; • Assistance in the implementation of educational environmental programmes; • Involvement of local people and opening of workplaces through the accomplishment of the

aforementioned objectives; • Assistance in the promulgation of the status of Kalimok in compliance with the national

nature-conservation legislation and the international conventions and agreements ratified by Bulgaria.

INVITATION

Green Balkans Federation of Nature Conservation NGOs takes the pleasure to invite

you to a working meeting in connection with the future development of Kalimok

Protected Area.

The meeting will be organized with the kind assistance provided by Tutrakan

Municipality.

Participants in the working meeting will be as follows: representatives of Green

Balkans, the international wildlife conservation organization WWF (World Wide

Fund for Nature), the World Bank (a representative of the European headquarters in

Vienna and a representative for Bulgaria), the MoEW, and others.

The members of the Local Panel of Stakeholders for Kalimok have been also invited

to the meeting, as well as other interested representatives of the local community.

The working meeting will take place in the Meetings Hall in the building of Tutrakan

Municipality, on 3 October 1999, Sunday, from ……… o’clock.

On the following day, 4 October 1999, the participants in the meeting are invited to

take part in a site visit to Kalimok Protected Area and discuss the proposals on the

spot. Departure will be at …… o’clock. Meeting place for departure: outside the

building of Tutrakan Municipality.
