Simon Storage is pleased to announce that it hasagreed the necessary terms of a Part A PPC permitwith the Environment Agency for the handling ofhazardous and non-hazardous bulk liquid wastes at itscomprehensive Immingham Terminal complex on thesouth bank of the River Humber. The EnvironmentAgency takes great care when permitting suchactivities, and this is the first time in 80 years thatcompanies will be able to use Immingham Storage forstoring both hazardous and non-hazardous bulk liquidwastes for off-site disposal or recovery.

Simon Storage has a long history of handling bulkliquid wastes under permit at its East Coast terminalslocated at Seal Sands, Teesside as well as at VelvaLiquids, Tyneside. In 2012 Simon Storage wassuccessful in applying for the necessary RadioactiveSubstance Regulations (RSR) permits to handleNORM products, Naturally Occurring RadioactiveMaterial typically originating from the North Sea.

The permission regime for storing hazardous bulkliquid wastes is stringent and as an EPR Part Aprocess wastes must be stored in tanks withimpermeable bunding and managed under strict stockmanagement systems and reporting regimes. Outfall

consents are also subject to regular monitoring andreporting to ensure compliance within consentedlimits. Another prerequisite is competent staff training,both to meet permitting requirements and also touphold Simon’s commitment to personal and processsafety. Simon now has WAMITAB (formerly the Waste

Management Industry Training & Advisory Board)trained staff located at each of Simon’s East Coastterminals, and where NORM products are located staffalso hold an approved Radiation ProtectionSupervisor’s (RPS) qualification.

In addition to permission for the receipt, storage andredelivery of hazardous and non-hazardous bulk liquidwastes, Simon Storage has also been permitted tocarry out water separation activities and the recoveryof the separated hazardous and non-hazardous waste.In 2010 Simon Storage invested in new watertreatment facilities, and will now be permitted to usethis plant for the disposal of the separated wastewater. The above activities cover a wide range ofpermitted EWC codes.

Simon Storage has longstanding experience ofhandling hazardous products, including both fuels andchemicals as well as gases. Tyne Terminal providesstrategic storage hubfor potable alcoholFor over 20 years Simon’s Tyne Terminal inNorth East England has been providing astrategic storage hub for some of the world’sleading drinks manufacturers and marketers. A programme of ongoing investment in newtankage and ancillary services has made thefacility one of the largest complexes ofdedicated alcohol storage in the UK.Strategically located on the estuary of the RiverTyne with excellent sea and road connections,the Terminal can handle the full spectrum ofpotable alcohols and receive and redeliverproduct by road and sea 24 hours a day.

The Terminal’s configuration can readily bemodified to meet demand and suit differentproduct storage and handling requirements,from neutral alcohol to bourbon. As part of thecomprehensive offering, Simon can provide

dedicated road loading gantries speciallydesigned to accommodate different types andheights of modern liquid cargo containers fromthe UK and Continental Europe. Indicatormeters can be installed on gantries to increaseaccuracy as well as safety for drivers duringtanker loading.

To complement its potable alcohol storageoffering at the Tyne Terminal, Simon offers awide range of value added operationsincluding sampling of stored product andalcohol strength reduction for selected spiritsusing mineralised potable grade. Simon hasalso trained its operatives in the use ofspecialist testing equipment to monitor thestrength and aroma of products being storedat the Terminal.

As part of a comprehensive package for itsclients, Simon’s Tyne Terminal also offersHMRC bonded warehousing, and is equippedwith extensive security systems, includingCCTV, alarmed electric perimeter fencing and night security guards.

Simon’s Immingham East Terminal is providinga specialist storage and handling solution forthe Prayon Group, one of Europe’s leadingproducers of purified phosphoric acid. A customer for many years, Prayon has

underlined its commitment to serving the UKmarket through a new long term contractwhereby 85% concentrated purifiedphosphoric acid manufactured in Prayon’sproduction plant in Belgium is received intostorage via Immingham East’s deep water jettyon the River Humber.

Located on England’s East Coast, Imminghamoffers a valuable logistical advantage over theUK’s West Coast facilities in terms of shorterand more direct routes to and from ContinentalEurope’s major ports.

Product is stored for Prayon in dedicatedstainless steel tankage at the Terminal prior toonward distribution by road to the company’scustomers throughout the UK. Simon has

modified two stainless steel tanks at theTerminal, each fitted with heat conservationlagging, automatic tank gauging and over-fillprotection systems, as well as externalthermostatically controlled heating systems tomaintain in-tank temperature at the requiredlevel. In addition, Simon has also provided adedicated stainless steel import line for purifiedphosphoric acid, to ensure product quality.

Provision of dedicated road tanker loadingfacilities to meet the specification of Prayon’sUK customers was a key element of thecontract. Simon is providing a completelyclosed road loading system incorporatingmetered batch controlled loading, over-filldetection, and an associated remotelyoperated shut-off valve which will close in theevent of over-fill being detected. Togetherwith a fully traced and lagged liquid line thesystem is designed to protect the driver fromproduct exposure during loading. Provisionhas also been made for water dilution tospecific concentrations by means of a batchcontrolled metered water supply alsoprovided at the same gantry.

The new investment in the fully integratedpackage establishes Prayon’s UK distributionhub for purified phosphoric acid for the years ahead.

Leaders in process safetyAnother year of exemplary personal and process safetyperformance by Simon Storage has been recognised inthe Royal Society for the Prevention of Accidents(RoSPA) Annual Safety Awards. Simon’s Seal Sands,Immingham East and West Terminals each won an Orderof Distinction, presented after no less than 15consecutive Gold Awards, while both Simon Riversideand Tyne Terminals received President’s Awards afterhaving won at least 10 consecutive Gold Awards.

Now in its 57th year the RoSPA Safety Awards offerorganisations like Simon Storage a prime opportunity toprove their ongoing commitment to raising health andsafety standards. With almost 2,000 entries for this year,the Awards are one of the most sought after accolades inthe industry. Richard Sammons, Chief Executive ofSimon Storage Limited, says: “Simon’s year-on-yearsuccess in these prestigious Awards reflects thecompany’s continuing investment in personal andprocess safety and competence training for staff at alllevels and our internal safety initiatives, such as the TAKE2 mini-risk assessment programme. Simon’s activeengagement with industry associations and regulatorybodies also ensures that we keep abreast of the latestindustry-wide safety developments.”

Competence and TrainingOver the past year Simon has stepped up its rollingprogramme of process safety-related training withexternally-accredited courses for its employees through

the National Skills Academy for Process Industries(NSAPI). To date these have included training to NSAPIstandard in Process Safety Leadership for Senior

Executives, which was attended by Simon’s seniormanagement team, and a Process Safety ManagementFoundation course, which was attended by eleven ofSimon’s employees, ranging from terminal managers,superintendents and project engineers to safety stafffrom the terminals in the UK and Ireland. A further 13employees from the operational management, safety,engineering and commercial teams are scheduled toattend the course in October 2013. There are also plansfor operational personnel to complete the new NSAPIaccredited course covering Process Safety Managementfor Operators.

Additionally, as a result of its continuing investment inprocess safety training and professional development,Simon has been awarded a Certificate of Approval fromCogent, the Sector Skills Council (SSC) for theChemicals, Pharmaceuticals, Nuclear, Life Sciences,Petroleum and Polymer Industries.

New TAKE 2 Safety Campaigns Simon’s TAKE 2 campaign, which asks employees to‘TAKE 2 minutes to make sure you do every job safelyevery time’, continues to be an effective means ofcommunicating important safety messages via posters,presentations and videos. The campaign has covered arange of safety topics since it was introduced five yearsago, including potential hazards when working at heightand the role everyone in the company has to play inmaking sure that contractor work is completed safely.The most recent campaign was ‘TAKE 2 …. in the office’which highlighted, for example, the importance ofreporting faulty office equipment, removing slip and triphazards, keeping fire escape routes clear, and carryingout regular display screen equipment (DSE) assessmentsin accordance with HSE advice on working with VDUs.Simon’s safety team is currently planning the nextcampaign which will be ‘TAKE 2 with tanker drivers.’
