I am happy to note that The Plastics Export Promotion Council (PLEXCONCIL) is organizing its Export Award Function to recognize the top exporters for the years 2011-12 and 2012-13 in Mumbai on 20th December, 2013.
Exports from the Indian plastic industry have grown from a meager US$16.5 million in 1955-56 to US$ 7 billion in 2012-13. Given the immense potential and encouraging growth trends, exports are set to cross US$ 7.50 billion in the current financial year.
The Plastic Industry in India has made significant achievements ever since it made a modest but promising beginning by commencing production of Polystyrene in 1957. In its pursuit to achieve export excellence, PLEXCONCIL has undertaken various export promotional activities. The liberalization of India's economy in the decade of the nineties gave an impetus to the Indian plastics industry with Joint ventures, foreign investments and easier access to technology from developed countries opening up new vistas to further facilitate the growth of this industry.
I congratulate all the Export Award winners and wish PLEXCONCIL all success in its future endeavors.

I am pleased to learn that The Plastics Export Promotion Council (PLEXCONCIL) is organising its Export Award Function to honour the top exporters thfor the year 2011-2012 and 2012-2013 in Mumbai on 20 December, 2013.
The plastics sector is doing relatively well in exports, going by the current trend and figures for the first two quarters of the current financial year. Exports from this sector are expected to cross the US Dollar 7.50 billion mark by the end of this financial year. It is also encouraging to note that the share of value added plastic items in exports is increasing, even though plastic raw materials exports constituted a share of over 35% in total exports from this sector in 2012-2013. I would urge the plastic processors to further step up their efforts and focus on export of high value added and high technology items.
I congratulate all the Export Award Winners and extend my best wishes to PLEXCONCIL and its members for the success of this event.

I would like to congratulate all the Export Award winners for the years 2011-2012 and 2012-2013 for their achievements and wish the Export Award thfunction being organized by The Plastics Export Promotion Council (PLEXCONCIL) in Mumbai on 20 December 2013 all success.
The plastics sector has a huge export potential and our share in the global market remains miniscule. The export of plastic raw materials still dominates the exports of this sector and the share of processed plastic items in our export basket needs to increase considerably. This involves, among other things, upgradation of technology to enhance production capacities, focus on high value-added and high end technology items, and innovative marketing strategies.
Exports from the plastics sector have grown considerably over the last few years and are expected to cross the US Dollar 7.50 billion mark by the end of this financial year. I trust Plexconcil will continue to support and encourage exporters to obtain a larger share in the global market.
I extend my best wishes to the Export Award winners, Plexconcil and the exporting fraternity in the Indian plastic industry.

It gives me great pleasure to welcome you all to our prestigious Export Award Function today when the top export
performers in various product groups in plastics will be honoured. I am sure that the award winners will be inspired to
further grow in their respective export ventures and other exporting members will derive inspiration from the award
winners to try harder to win such export awards in the future to come.
I would like to accord a special welcome to Tapariaji, a renowned figure in our plastics fraternity who willingly
accepted our invitation as the Chief Guest today and honour the top export performers. Mr Taparia, a personality
kown to all of us in the plastics industry has contributed immensely for the growth of plastics industry and its exports.
We all are privileged to have him amidst us today and we look forward to his advise and guidance in furthering the
growth of the plastic industry and its exports.
I would like to accord a special welcome to all the dignitaries from both the Government of India and the State
Government and all other export agencies who have extended us their fullest co-operation and support in our
endeavour to enhance exports from the Indian plastic industry. I also accord a special welcome to the media who
have been highlighting our initiatives, programmes and achievements to the masses from time to time. A special
welcome to all the Export Award winners and I take this opportunity to congratulate them on their achievements and
wish them the very best to further excel in their export performance.
Friends, all of you are aware that the world economy is passing through a very uncertain phase. On the export front
in 2012-2013, we have achieved exports of 7.2 billion US Dollars implying a growth of about 0.19% over the same
period last year. Plastics raw material continues to steal the show accounting for about 38 percent of our exports.
However, this sector has exhibited a negative growth of 3.62%. In contrast to this, the value-added exports
amounting to 4.4 billion US Dollars has shown a positive growth of 2.73%. Given the adverse economic scenario,
particularly among our largest trading partners the European Union and the United States, we may have a feel good
feeling. However, given the world potential of over 450 billion US Dollars and our world share of barely a percent,
we have a long way to go. Further, our growth rate in 2011-2012 was about 34% and that of value-added plastics
was about 34%. The feel good feeling apparently is only a consolation and all of us must work together to actually
accelerate it. The world potential exceeding 450 billion US Dollars for plastics must create in us a challenge to target
a better world share than just targeting the export growth.
I shall be relinquishing the office of the Chairman of the Council at the conclusion of the adjourned AGM today and
handing over to the incumbent Mr Sudhakar. During my tenure as the Chairman of the Council, I have been involved
in interacting with the Government for addressing the issues of low export growth and the current account deficit. As
far the plastics sector is concerned, I personally feel that there are three main issues given that we need to focus on
the exports of value-added exports. Of course there are other issues that are common to all sectors like
infrastructure, banking related issues etc.

The first issue is that the plastics processing sector lacks in economies of scale in production. Producing very high
volumes of plastic processed items has been the key factor responsible for export led growth in countries like China
which always figures in discussions at all forums. Our plastics process sector is dominated by the small scale sector
which in many cases suffers from obsolescence. We have been advocating for a Technological Upgradation Fund
(TUF) for the plastics sector on similar lines as that existing for the textile sector. With the Inter Ministerial Committee
under the Chairmanship of then Finance Secretary Mr R S Gujral strongly supporting the scheme after discussions
with the Council, it is felt that sooner or later this will see the light of the day. The Inter Ministerial Committee has
recommended Council's suggestion for the TUF for plastics processing sector for consideration for which the
Department of Chemicals & Petrochemicals (DCPC) has been asked to examine and formulate a scheme. Schemes
to set up dedicated plastic processing parks that will also address this issue is also eagerly awaited. The Inter
Ministerial Committee has recommended that DCPC closely monitors and expedites progress of PCPIR projects. I
shall be very happy to receive any innovative suggestions that will attract more investment in the plastics sector so
that the plastic processing industry can achieve economies of scales in production with a view tp become globally
competitive.
The second issue is that we still view India as our prime market and end up exporting the surplus capacities. While
there are certain sectors and firms within the plastics industry which are either export oriented or have started viewing
the world including India as their market, the plastic processing industry is by and large contended with servicing the
local market. Time has come that we spread our wings to all parts of the globe by viewing the world as our market.
This also implies that we process plastics with high volumes of production which again means that large investments
must flow into the plastics process industry.
The third factor is the need to target the high technology and high value-added segment of the plastic items users.
Supply of plastic components to the Original Equipment manufacturers is one such segment which commands a very
huge world potential exceeding three billion US Dollars with a miniscule Indian share. Targeting this sector involves a
large degree of technical selling coupled with excellent manufacturing facilities not only in terms of plastics
processing but also supported by research and development and prototyping. I am of the opinion that India lacks
adequate facilities for the purpose and adequate promotion to develop R & D and prototyping is the need of the hour.
Needless to add that success in substantially increasing our world share lies in having the desired manufacturing
facilities with corresponding volumes in production. This has to be supported by tool design, tool manufacture,
research and development, prototyping and other infrastructural facilities and followed by aggressive marketing from
our side.
As far as the role of the Council is concerned we are trying to do our level best in terms of interfacing with the
Government for proper policy and procedural framework which all of us agree has always been improving. Those of
you who have been in exports for a long time will agree that there have been tremendous positive developments on
this side in comparison to the situation twenty years ago. Exporting is definitely much more easier today. Despite this
I feel that there is not enough publicity to exhort manufacturers to enter the export arena possibly because the
misconception that exporting is full of hassles continues to exist. Therefore one is contended with servicing the
domestic market. The same applies with regard to supply of plastic components to the OEMs. We are geared up to
supply to OEMs locally even to large multinationals but are hesitant to spread our wings to overseas markets. We
have therefore suggested as a part of Foreign Trade Policy initiatives that a scheme in terms of say duty free scrips be
awarded to those manufacturers who have entered exports for the fisrt time and to those who are supplying plastic
components to OEMs overseas.
The Council has been providing a platform for aggressive marketing in terms of participation in trade fairs and
organising Buyer Seller meets. Our participation in trade fairs and participation by members in terms of numbers has
been on the increase. This itself is a positive sign that more manufacturers are entering the export arena. Needless to
add that Government support in terms of financial assistance under the MDA and MAI Schemes has been playing a
very positive role. This has helped us all to access new markets particularly in the Latin American Regions and the
African continent. This has provided us an opportunity to familiarise ourselves with selling our ware in countries that
we would not have ventured to step in as a single entity.
I am happy to inform you that we have received approvals under the MAI or the Market Access Initiative scheme for
quite a few events in 2014-2015 and the SaudiPlas in February this year. In 2014-2015 we have approvals for
Plastpack Srilanka in Colombo and East Africa in Kenya; Plastimagen in Mexico and the NPE in 2015. Besides these,
I am happy to inform you that we have received approvals for BSMs to be held between September and November
2015 in Warsaw in PoLand and Prague in Czech Republic and Sydney and Melbourne in Australia. Both these
markets command a huge potential of about 25 billion US Dollars in East Europe and about 7 billion US Dollars in
Australia where our share is very negligible. The Council's Secretariat has already sprung into action in terms
preparatory activities well ahead of time and I trust all members will try and make the most of such export promotion
activities that the Council is aggressively undertaking.
Friends, we should all get together and try and find out the hidden opportunities in the present economic scenario and
ensure that exports from our sector are always on the upswing. We must learn lessons from sectors within the various
segments of plastic industry like raw materials, PET Film and woven sacks/fabrics and FIBC segments that have
made a name in the world market. We must look into their strategies and examine how they could be applied to other
segments of the plastics sector. An urge to make India a sourcing hub for plastic items must exist in all of us for which
the Council's platform could well be utilized. Towards this end it is necessary for all of us members to constantly
interact with the Council and come out with strategies towards this end. We must aim at crossing the 15 billion US
Dollar mark as soon as possible. In the late nineties we were talking about crossing the one billion dollar mark by the
turn of the century and we crossed it much earlier than we expected and today we are at about 7.5 billion US Dollars.
Let us hope a similar phenomenon for the 15 billion US Dollar mark occurs with our joint efforts and lets all join hands
towards this end.
Friends, today it is of immense pleasure to note that India is emerging as a major economy which most countries are
today eyeing both as a potential market as well as a source country. Czech Republic for example as we understand
from our Embassy has placed India as one of the priority countries. Further, while China has been a major competitor
to our plastic sector with high volumes of production and competitive prices, we do see a distinct change of mindset
where overseas buyers are looking for other sources of supply due to so many factors like rising costs in China and
inconsistency in quality levels of Chinese supplies. India is emerging as the alternative source and it is for all of us to
encash in this changed scenario.
I would not like to take much of your time, and would like to call upon you to join hands by working together with the
common vision and mission to push export growth of the Plastics industry and continue to achieve a respectable
share in the global marketplace and aim at making India a leading sourcing hub for all plastic items.
