EXPRESSION OF INTEREST | “GLEN EIRA SIGNAL BOXES”
About This Expression of Interest is designed to invite and inform people who live, work or study within the City of Glen Eira about participating in a public art opportunity. The project will result in twenty original artworks on street cabinets (traffic signal boxes), brightening the streets of Glen Eira, fostering cultural expression and celebrating local areas.
Artists are invited to submit designs for a specific site. Sites are listed at Appendix 1. You can choose to submit designs for one, or multiple locations. Designs will be selected for their vibrancy, community appeal and connection to the location. Full colour designs for each visible side of the box should be submitted using the template (print A3 size) provided at the end of this document (Appendix 3).
Designs will be assessed by Glen Eira City Council, VicRoads and Urban Smart Projects. One artwork will be selected for each location. Successful artists will be required to sign an Artist Agreement with Urban Smart Projects and comply with safety instructions. Artists will be supplied with quality paint and safety equipment. Artists will be paid a fee of $400 for each painted box, payable on completion of all participation steps and on submission of a tax invoice.
“Glen Eira Signal Boxes” is a Glen Eira City Council initiative managed by Urban Smart Projects. To view artworks on boxes in other cities go to urbansmartprojects.com/gallery.
Who can participate? Anyone who lives, works or studies within the City of Glen Eira (except Glen Eira City Council employees) can submit a design. Note that artists under eighteen years old will be required to be supervised by a parent, teacher or guardian.
Key dates • Designs must be submitted before 5pm Wednesday, 31 January 2018. • Successful artists will be notified before Thursday, 1 March 2018. • Painting dates will be negotiated with each successful artist. Painting periods will be
approximately two weeks and three weekends in duration within the months of March, April and May 2018.
Location of traffic signal boxes to be painted: There are twenty (20) artwork opportunities in twenty (20) locations located in Glen Huntly, Elsternwick, Bentleigh, Bentleigh East, Carnegie, Caulfield and Ormond. See Appendix 1 for site addresses and Appendix 2 to view the locations on map.

Artwork brief Designs need to have minimal areas of blank colour or plain background space to reduce the likelihood of graffiti tagging occurring. Artworks will be implemented using brushes and not with spray-on paints. Designs must be positive, original, colourful and provide meaning to at least one of the following:
• Character or culture of the suburb • Community pride
Designs will not be permitted if they: • Breach Intellectual Property Rights (ie. somebody else's idea) • Include trademarks, brand or business names, logos or copyrighted images • Contain too many dark colours (may cause the box to overheat) • Include images of a potentially offensive or sensitive nature • Involve images that may dazzle or distract drivers • Involve images that resemble a traffic control device • Involve collage or gluing anything onto the box • Include images that resemble illegal graffiti or tags • Impede, encroach upon or interfere with the operation and identification of VicRoads
cabinets. All notices must remain clearly visible and not painted.
Design submissions should: • Show how the artwork will cover all sides of the box • Be in full colour • Be an original artwork (the artist owns the copyright and intellectual property of the artwork) • Include a title and artwork statement (please include this information in Appendix 3) • Include your signature if you intend signing your box artwork. Signatures need to be no
more than 30cms by 10cms (actual size) on the box and may include the copyright sign “(c)”.
What is provided? Urban Smart Projects provide each successful artist with 20 million dollars of Public Liability Insurance and an Equipment Pack containing:
• Professional quality paint; red, blue, yellow, red oxide, ochre, magenta, black and white, plus undercoat and UV Coat
• Safety cones & safety vests • Drop sheets and rags • Disposable mixing palettes • Safety information and painting procedures including a colour mixing guide.
Packs will be couriered to artists. Please note the pack and equipment (less used paint) must be returned to Urban Smart Projects as soon as possible on completion of artwork.
What does the artist need to supply? • Paint brushes • Water for cleaning up • Personal protective gear - including long sleeve shirt and pants, wide brimmed hat, closed
footwear, sunscreen, sunglasses • Drinking water and snacks / food • Basic first aid kit, insect repellent • Hand trolley / moving trolley if required • Safety stool or 3 step ladder if required

How long do box artworks last? In general, artworks last up to 6 years however cabinets are critical pieces of road safety equipment and Urban Smart Projects has no control over emergency replacements of cabinets.
