1. Background and Objectives for Implementation of Micro Irrigation Scheme (MI Scheme)

Background

Gujarat Green Revolution Company Limited (GGRC), a Special Purpose Vehicle promoted by Gujarat State Fertilizers & Chemicals Limited, Gujarat Narmada Valley Fertilizers Company Limited, & Gujarat Agro- Industries Corporation Limited is the implementing agency appointed by Government of Gujarat for implementing Micro Irrigation Scheme (MI Scheme) in entire Gujarat State vide Government of Gujarat GR No.PRCH-102005-497-N dt.9.5.2005. The MI Scheme was launched by Government of Gujarat on 9-5-2005 with total outlay of Rs.1500 Crores. Due to unique way of implementing MI Scheme in corporate manner, under the Scheme, within the period of 10 years (till Dec-2015) more than 12.40 lakh hectare area have been covered & benefitted over 7.75 lakh farmers. Gujarat agriculture with 64 lakh hectare net irrigated area out of total 124 lakh hectares net cultivable area is dominated by closely spaced field crops & vegetable crops. Drip Irrigation system being a better water & energy saving technology has gained more preference by beneficiary farmers over sprinkler irrigation system. Presently 66 MIS Suppliers are participating in the MI Scheme & providing MI System to the farmers. Due to increased demand of Micro Irrigation System & huge targets & scope of adoption by farmers and the same way work of carrying out inspection of the Installed sites by third party inspection agencies is increased, GGRC intends to select & approve more number of Third Party Inspection Agency(ies) who are interested to participate in the MI Scheme implemented by GGRC.

Objectives for implementation of MIS in the State

I. To improve water use efficiency & thereby higher harvest of crop per unit of water. II. To improve energy use efficiency in agriculture sector.

III. To improve crop productivity, increase farmers' income and consequent improvement of their life standard.

IV. Training of farmers for scientific agriculture through better water management.

Agencies involved in implementing MIS:

I. Gujarat Green Revolution Company Limited (GGRC) - Implementing agency who implements the MI scheme on behalf of Government of Gujarat in the State.

II. Beneficiaries—Applicant/farmer who is interested in installation of MIS on his/her farm having authorized water source for irrigation.

III. MIS Suppliers – who make survey, install Micro Irrigation System on beneficiary farmers’ field and provides after sales services and agronomical advisory services to the farmers.

IV. Banks—who extends loan for installation of MI system to beneficiary farmers.

V. Third Party Inspection Agency—who undertakes inspection of installations done by MI suppliers in the field and for inspection of manufacturing capabilities & quality assurance system by visiting their factory sites once in six months / once in year.

VI. Insurance Company for insurance of system and farmer. VII. Original Equipment Manufacturers (OEMs) – who supply ancillary MIS Components to the

GGRC registered MIS Suppliers.

Need for Registration of Original Equipment Manufacturers (OEMs): To maintain and to adhere to the prescribed quality standards of the ancillary MIS Components, it is required to take all the Original Equipment Manufacturers of ancillary MI Component under the ambit of quality evaluation by the GGRC approved technical inspection agencies. Such agencies will be required to get their product tested and their manufacturing capability will be assessed on regular interval as decided by GGRC through GGRC approved technical inspection agencies. All the GGRC registered MIS Suppliers will be required to procure these ancillary MI Components (which are not manufactured by them) from GGRC registered OEMs only.

Role of Original Equipment Manufacturers (OEMs):

I. To supply ancillary MIS Components viz. Disc Filters, Screen Filters, Hydrocyclone Filters, Sand Filters, PVC Pipes, all types of Control Valves (Ball Valves), Pressure Gauge, Ventury Injector Assembly, Sprinkler Nozzles etc. to registered MIS Suppliers.

II. To keep sufficient stock and timely supply of ancillary MI Components so as to avoid shortage of these products to cater the need of the farmers through MIS Suppliers.

2. Business Module for implementation of MIS in Gujarat State

The detailed Business Module for the implementation of the Micro Irrigation Scheme is attached at Annexure – 1.

3. Scope of work of Original Equipment Manufacturers (OEMs)

1.0 Registered OEM will supply Micro Irrigation System Components of prescribed

quality standards (as per clause no. 4.1) to registered MIS Suppliers of GGRC.

2.0 OEM will provide guarantee / warranty for the supplied components for the period of minimum 5 years to MIS Suppliers.

3.0 OEM shall supply the MIS Components to registered MIS Suppliers as and when purchase order raised by the registered MIS Suppliers under the MI Scheme.

4.0 It is obligatory on the part of OEMs to generate the demand for Components manufactured by them among registered MIS Suppliers and to participate in various promotional activities including farmers’ meetings, participation in fairs/festivals by putting exhibition.

4. Selection criteria for short listing & registration of Original Equipment Manufacturers (OEMs)

To qualify and apply for selection as registered Original Equipment Manufacturer, Company must have at least own manufacturing facility for any of the MIS Components as mentioned in above table and must have Valid BIS license if the Component is having BI Standard.

2. GGRC may visit to your factory site and registered office for verification of credential of your organization before / along with the visit of third party technical inspection agency. The third party technical agency will assess manufacturing capability & quality assurance system of MI components manufactured by the OEM at factory site.

3. Company’s experience in supplying MI Components manufactured by them to registered MIS Suppliers with implementing agency for Micro Irrigation Scheme of various States including GGRC during last 3 years.

4. Existing network in Gujarat (includes marketing offices and manpower deployed for distribution and service of MIS Components).

5. Financial strength of the organization. The minimum turnover of the OEM should be Rs.50 Lacs per annum; however, it is on the part of the OEM to prove that they have enough financial capacity and infrastructural capacity to meet the demand of the MIS Component. GGRC may review such OEMs whose turnover is less than Rs. 50 lacs for qualification.

6. Provided OEM agree to the business module of implementation of the MI Scheme.

5. Fees for assessment of manufacturing capability and quality assurance system by Third Party Tech. Agency:

OEMs are required to deposit Rs. 40,000/- as reimbursement of assessment fees to be carried out by GGRC approved technical inspection agency at manufacturing site of OEMs. This amount is required to be paid along with the submission of Expression of Interest (EoI). The amount will be payable along with the submission of EoI by DD / Multi City Cheque in favour of Gujarat Green Revolution Company Limited payable at Vadodara (Baroda). In case, EoI of the OEM is not qualified and accepted for assessment by third party tech. inspection agency, the amount of Rs. 40,000/- shall be refunded to the OEM. In case, EoI is qualify and accepted for assessment by third party inspection agency and OEM is not qualify for selection as one of the registered OEMs with GGRC after assessment of manufacturing capability & quality assurance system by third party tech. inspection agency / GGRC, the amount of assessment fees of Rs. 40,000/- shall be forfeited. It is to be noted that the balance excess amount after paying bills of the technical inspection agency will be refunded to the respective OEMs after settlement of the bills of the tech. agency. If the amount is found short from the actual bills payable to the technical inspection agency, the same shall be recovered from the OEMs which shall be binding on the OEMs.

6. Registration Fee:

Non refundable fee of Rs. 50,000 shall require to be paid for registration as one of the Original Equipment Manufacturers with GGRC subject to selection after assessment of manufacturing capability and quality assurance system by third party technical inspection agency. The amount of Rs. 50,000/- shall be paid to GGRC by DD/multi city cheque in favour of Gujarat Green Revolution Company Ltd. Payable at Vadodara (Baroda) after selection as registered OEM of GGRC.

7. Renewal Registration Fees:

Once OEMs are registered in GGRC, for every next financial year, a renewal fees would be charged by GGRC from them. Non-payment of such fees would lead to cancellation of OEM’s registration. The amount of renewal registration fees will be decided by GGRC which will be binding to the OEMs.

5.0 GGRC Ltd. is not bound to accept any or all the EOIs. The Company reserves the right to

reject any or all EOIs without assigning any reasons. No applicant shall have any cause of action or claim against or its officers, employees, advisors, agents, successors or assignees for rejection of this EOI

6.0 Failure to provide information that is essential to evaluate the applicant’s qualifications or

substantiation of the information supplied, shall result in disqualification of the applicant. 7.0 It shall not be assumed that there shall be no deviation or change in any of the herein

mentioned information. While this document has been prepared in good faith, neither GGRC Ltd. or any of their officers or employees or advisors or agents make any representation or shall have any responsibility or liability whatsoever in respect of ant statements or omissions here from. Any liability is accordingly expressly disclaimed by GGRC Ltd. or any of their respective officers, employees, advisors or agents, whether negligent or otherwise.

9. Acceptance / rejection of EoI:

GGRC reserves the right to accept or reject any EOI application and / or to the selection process and reject all EOI at any point of time without assigning any reason or incurring any liability to the applicant.

10. Other Terms & Conditions:

1.0 Selected firm(s) shall be granted registration as Original Equipment Manufacturer. The decision of the GGRC in this matter shall be final & binding to firms selected by GGRC.

2.0 EOI received after due date & time will not be accepted.

3.0 Incomplete “Expression of Interest” will be treated as disqualified.

4.0 OEMs should observe a high standard of ethics during the selection process and in the execution of the work assigned and for the same; they have to execute “Ethic Pact”. An

Ethics Pact will be signed between GGRC and the OEM to ensure fulfillment of the obligations

mutually.

11. Instruction on preparation of Expression of Interest

The Expression of Interest should contain following.

1. Company profile & experience as per Annexure –I.

2. Manufacturing capabilities of MIS Components as per Annexure-II.

3. Details of experience & turn over in supplying MI Components to MIS Suppliers during last 3 years in Gujarat or in any State of India as per Annexure-III.

OEM shall submit their details as mentioned above in triplicate (one original and two photocopies) in a single envelope sealed and super-scribed with name as “Expression of Interest for Selection of Original Equipment Manufacturers (OEM)”. The outer envelope shall indicate the name and address of the agency to enable the EoI to be returned unopened in case, it is declared ‘late'.

All pages of this EoI must be signed.

If the outer envelope is not sealed and marked as required, the GGRC will assume no responsibility for the EoI's misplacement.

12. Expression of Interest fees :

Expression of Interest will be available from the Company web site www.ggrc.co.in. OEMs shall

be required to submit duly filled in EoI along with Fees of Rs. 10,000/- by way of Demand Draft

payable at Vadodara in favour of Gujarat Green Revolution Company Ltd /-. The fees shall be non

refundable. The EOI must be signed by Proprietor / Managing Director / Managing Partner

of the firm, only. EOI signed by the person other than above would lead to disqualification

of EOI.

13. Language & transmission arrangements:

The Expression of Interest is required to be prepared in English and should be submitted in triplicate along with a covering letter, assessment fees and EOI fees to reach the following address on or before 29/02/2016 by 05:00 pm. All three copies should be kept in one cover only.
