Module
AIIMS, BBSR wishes to invite Expression of Interest (EoI) for Design, Development and
maintenance of a new website (in English & Hindi), Mobile application and Generic Online
Recruitment Module for the institute. It is required to submit detail proposal for the above
assignment, as per the brief contained in the terms of reference (ToR).

Stage - I: Receipt and evaluation of Technical bids.

1.0 INVITATION OF EOI TENDERS :
1.1 OBJECTIVE & SCOPE OF THE REQUIREMENT
Note : Brief description of objectives and broad scope of requirement to be given. The validity period of empanelment should also be mentioned.
1.1.1 Objective :
Careful Planning and Designing the healthcare website as per the needs of the primary users to ensure that it will end up with a website that satisfy both our visitors’ needs and achieve the Institutional objectives.
It provides a framework for visualizing the organizational and environmental factors that operate on a system. AIIMS, Bhubaneswar being the rapidly growing healthcare institution in the country, to make it more structural, progressive and vibrant, the management of AIIMS Bhubaneswar is initiating for developing it’s website so that it can provide a transparent and professional services to the stakeholders.

1.1.2 Scope of work :
The scope of work for the Selected Bidder during the period of contract/ engagement shall include:
• Preparation of Detailed Project Plan & High Level System Study as per existing practices • Detailed System Study, Requirement Analysis, System Requirement Specification for the
upgraded application and Suggestion for Government Process Re-engineering. • Design, finalization and Customization/development of the solution • Configuration, installation and hosting of the new application in High Availability mode at
State Data Centre, NIC • Integration with existing 3rd party Applications and to meet future need as per new scope
additions • Software Solution Testing • Deployment & Configuration • User Acceptance Testing (UAT) • Data migration from old system, if required • Go-Live of Software Solution • Training • Post Implementation Support for Two Years • The Website Should be compliance with the Indian Government Websites (GIGW) guide
lines. • Security Audit of the website by a Govt. Agency to be ensured.
1.1.3 Redesign and development of AIIMS Website with following features: 1. Web technology upgradation - The website will be designed using latest & best suited
technology and The CMS (Content Management System) will be designed as an integrated
application. CMS will have all the facility to manage (view, edit, delete, publish) content of
the website. User will have facility to create page, menu etc.
2. Complete website look & feel change with highly responsive web pages – The
website should be designed in such a way that it could be able to support the entire basic
platform. The website will be designed to accommodate any devices like desktop, laptop,
tablet and mobile. The website must support major browsers like Google Chrome, Mozilla
Firefox, Safari.
3. Dynamic user and role management system - CMS will have inbuilt facility to create
multiple number of users to manipulate with content of the website with access rights
under various roles like administrator, contributor, etc. User shall be authenticated via
simple user name and password. There will be various privileges associated with the
users; the levels and details of these are defined below.
4. Banner management - CMS will provide facility to upload banner images for the desired
pages. Flashy images would be uploaded under the banner section which would provide
more attractive look and feel to the website.
5. Image & video management - CMS will have the facility to create category for video and
images and uploading as many numbers of videos or images under a particular category.
Media (image or video) management is to manage media files like images, videos, pdf etc.
CMS will facilitate Drag and drop option to upload media into the uploader to add it to the
portal. Add alt text, captions, and titles, and insert images and galleries into content along
with editing tool.
6. Feedback management - CMS will have facility to view feedbacks or suggestions
received with provision to reply on a particular feedback or suggestions with provision to
publish best feedbacks. Any visitor of website who submitted their feedback or
suggestions through the website will have the provision to view in the CMS feedback

section. The admin or authorized users will have the access to the page who could be able
to reply a particular response received from the visitors.
7. Online booking facility for health checkup - Website will have facility for the citizen for
booking under various health checkup plans. An individual can book the checkup & makes
payment through online against the booking. The CMS should have the provision to create
health checkup plans with schedule of checkup. Any authorized user could be able to
create plans and publish the same. The admin user will have the facility to view the
registered person with schedule of health checkup with all the required information of the
patient who supposes to come for the checkup. SMS and Email notifications to be sent for
booking confirmation. Services and integration with Govt. of India SMS and Email services
to be utilized.
8. Online appointment facility - Online appointment will facilitate any individual to book
an appointment for Doctor. The website should have provision for all the visitors or
patient to book their appointment for doctors under various departments. The CMS
should have the provision to dynamically creating departments and doctors under the
department with token number. The departments may also be geo-coordinated for
navigation purpose. The users may also have the provision to direct or navigate a patient
to a particular department. SMS and Email notifications to be sent for booking
confirmation.
9. Online grievance & redressal system - The objective of the grievance-redressal is to
provide an easily accessible machinery for settlement of grievances and to adopt
measures in AIIMS, Bhubaneswar as would ensure expeditious settlement of grievances of
staff, officers and visitors leading to increased satisfaction on the job & services and
resulting in improved productivity and efficiency of the organization. Any visitor of
website or hospital may register their grievance through the website. The hospital user or
admin will have facility to address the same through online using website itself.
The Grievance can be forwarded to the Department Users and can be addressed with
immediate basis. The admin has the provision to track the status of each Grievance and
can able to know daily, monthly wise grievance status in each Department wise.
10. Social media integration like You tube & Twitter along with Face book - Social media
integration like you tube & twitter along with face book. Social media integration is the
syncing of all social media profiles (Face book, Twitter, Other sites) on various social
media platforms and aligning their functionality with that of Water Governance Collective
Network Web Portal. Social media platforms needs to be identified that are right for
Popularity. Once identified and integrated it can have a positive effect on building traffic
for the website. Simple things like installing sharing tools will allow a visitor to share what
they’re reading with others via social networking. This helps spread the portal image over
the web.
11. Internal & external page banner - Website will have the banner images both in landing
page (Home page) and internal pages. The CMS should provide dynamic feature for
uploading a banner image with basic tools like cropping & resizing facility for the images.
The user could be able to link a particular banner images with the pages.
12. Photo & video gallery - Website will have photo and video galleries. The galleries further
consist of categories under which relevant images or videos could be placed with view in
zoom mode facility. The CMS should have the provision to create categories and upload
multiple images at a time under a particular gallery.
13. Visitor feedback facility - Visitors of the website could able to submit their feedback or
suggestions regarding website or hospital services, etc. The visitors feedback
management online services are web applications that allow AIIMS, Bhubaneswar to
manage user suggestions and complaints in a structured fashion.

14. Online & Offline Donation facility - Website will provide facility for the donors across
the world to donate fund through offline or online payment. There should be the
provision for donor to fill online donation form which may include information of donor.
The donor should have the facility to make payment through offline as well as online
payment. At the admin side there should be the provision to view the donor’s information.
15. Payment gateway integration - Payment gateway of any nationalized bank will be
integrated for different purposes like payment of registration fees by the candidates,
donation payment by donors, etc. Online payment facility includes payments through
Credit Card, Debit Card, Netbanking, Wallets, UPI etc.
16. Visitors count - It will display the number of visitors of the website. A web counter
should be provided in the website to view the visitors’ statistics. The web counter should
be very specific with the visitors of the website with auto reorganization of users.
17. Dynamic Library Management System - Library section of the website will be dynamic
in CMS Features. The library management should have the facility like department wise
books, total books, Circulation Section, Reading Room Section, Computer Section,
Photocopy Section (Xerox), CD & DVDS, magazines etc.
18. Students Login- The web portal will have the students as well as parents login. The
student can login into the system and view various related information like academic
calendar, Classes schedule or reschedule, announcements, notices, workshop and
conferences, Exams & Results etc.
19. Parents Login-At the same time parents will have the facility to view information related
to classes, announcements, notices and Exams & Results of their children studying at
AIIMS, Bhubaneswar.
20. Faculty Login- The portal will also have the login facility for the faculty with various
required features. The faculty individually can login into the system and view information
like Announcements, Notices, and Conferences & Workshop. The faculty will also have the
facility to schedule or reschedule his own class, update his/her person information with
facility to download payment slip, PF Card, Attendance management etc.
1.1.4 Online Recruitment Management System A generic recruitment system should be developed for all the recruitments should happen in AIIMS i.e. Senior Resident, Post Doctorate Fellowship, Faculty, Group A recruitment, Nursing.
1. Candidate Registration - A candidate will register himself in the application. The
candidate would be able to register himself against a particular post after login and track
the status of the application. All the candidate should have the provision to register under
the application first before filling the registration form. The candidate could login after
registration under the application and go for filling the application with all the required
information and documents required to be uploaded there in. the candidate could be able
to submit the application after filling it up properly. The candidate should have the
provision to print or export to pdf option. The candidate should also have the provision to
make payment of registration fee through online mode using payment gateways.
2. Online candidate short listing - The hospital user will have facility for online scrutiny of
the application and short listing for interview. The hospital user should have the provision
to view the submitted application or print or export to pdf option. The user should have
the provision to scrutinize the application through online itself like putting the remark
against each application or forward option or selection option for sort listing the
candidate. The application should approve and reject option and all the sort listed
candidates and rejected candidates should be displayed in different tab. On sort listing

any candidate system should have the provision to send auto notification to the
candidates through mail and mobile SMS.
3. Online appointment letter forwarding, selection & rejection list - The hospital user
will have facility to create selection list and sending appointment letter through the app.
The system will auto generate candidate selection or rejection list. The system should
have the provision to generate appointment letter through online to the selected
candidates. There should also have the provision to view year wise list of candidates who
are selected or rejected along with provision to view the letter communications with the
candidates. The system should be self-sufficient to generate all other reports and analytics
as required by the AIIMS, Bhubaneswar.
4. SMS & Mail notifications to candidate - SMS & Mail gateway will be integrated for
various level of communication with candidates. The communication may include
submission of application by a candidate or sort listing of any candidate or appointment
letter communicated to the candidates during the whole recruitment process.
5. Payment gateway - Payment gateway will be integrated with integration for registration
fee. The candidates should be able to make payment of registration fee through online
mode using debit, credit card or net banking.
6. Online status tracking by candidate - This feature support a candidate to track status of
the applications. The candidates who have registered and submitted application could be
able to track their application status from anywhere over the globe. The candidate could
be able track their application status only after login into the system.
7. Helpdesk for support during recruitment- The helpdesk support should be provided
where resources from the vendor should be deployed at AIIMS, Bhubaneswar during the
recruitment process to provide necessary technical and non-technical support to the
candidates.
1.1.5 Mobile App for Student & Faculty
Students 1. Academic calendar should be provided to view the schedule of the classes, holidays and
others. The admin should have the provision to update calendar.
2. Classes schedule or reschedule - This feature of mobile app provide information of
various classes schedule. The admin user should have the provision to schedule or
reschedule the classes on the basis of various academic years and courses. The faculty
should have the login provision who could reschedule the classes. The student should
have the provision to view the class schedule or should receive the notification regarding
the same whenever any classes are rescheduled.
3. Announcements - This feature will display the announcements. Any registered users of
mobile should be able to view the notifications given by the AIIMS, Bhubaneswar
regarding academic.
4. Exams & Results - This feature will be used to display various exams schedule and its
results. The registered students should have the provision to view the results of various
academic years. The students may search the result for a particular academic year and
could be able to view and download the results. The students should also have the
provision to view the exam scheduled by AIIMS, Bhubaneswar.
5. Courses & fees payment - This feature will be used to give information current courses,
syllabus and fees status, fee payment etc.
6. Notices - It will display various notices issued by institution on administrative prospect
or may be academic.

7. Conferences & Workshop - This will give the details of upcoming conferences and
workshop going to happen. The students of various academic years would be able to
view the information on conferences or workshop arranged by AIIMS, Bhubaneswar. The
students should also have the provision to register there in mobile app for workshop or
conferences. There also may be payment option for payment of participation fees, if any.
There should also be provision to view the workshop details like organizer, date,
description, topic etc.
8. The library management system of AIIMS should be integrated with mobile app to show
the status of students like books issued, books returned, dates along with provision of
book enquiry and request for issue of other books.
Faculties
1. Classes schedule or reschedule - This feature of mobile app provide information of
various classes schedule with provision to reschedule. The faculty should have the login
provision who could reschedule the classes. The student should have the provision to
view the class schedule or should receive the notification regarding the same whenever
any classes are rescheduled.
2. Announcements - This feature will display the announcements. Any registered users of
mobile should be able to view the notifications given by the AIIMS, Bhubaneswar
regarding academic.
3. Conferences & Workshop - This will give the details of upcoming conferences and
workshop going to happen. The faculty of various academic years would be able to view
the information on conferences or workshop arranged by AIIMS, Bhubaneswar. The
faculty should also have the provision to register there in mobile app for workshop or
conferences. There also may be payment option for payment of participation fees, if any.
There should also be provision to view the workshop details like organizer, date,
description, topic etc.
4. Notices- It will display various notices issued by institution on administrative prospect
or may be academic.
5. Payment Slip- All the faculties will have the facility to view their respective payment slip
of various months with dynamic search feature.

other relevant documents as per eligibility criteria if any. 1.2.1 Information to Bidders about Two Stage Bidding To meet the desired objectives of a transparent procurement that ensures value for money simultaneously ensuring upgradation of technology & capacity building- it is prudent to invite a two-stage Expression of Interest (EoI) Bid and proceed to explore the market and to finalize specifications based on technical discussions/ presentations with the experienced manufacturers/ suppliers in a transparent manner. Two Stage Bidding - Expression of Interest Tenders – Market Exploration:
The bids will be obtained in two stages.
Stage - I: Receipt and evaluation of technical bids.
Stage – II: Receipt of Final bids along with Financial bids from eligible bidders. Expression of Interest (EoI) bid has been invited due to following situations: 01. It is not feasible for the Procuring Entity to formulate detailed specifications or identify specific characteristics for the subject matter of procurement, without receiving inputs regarding its technical aspects from bidders; 02. The character of the subject matter of procurement is subject to rapid technological advances or market fluctuations or both; 03. The bidder is expected to carry out a detailed survey or investigation and undertake a comprehensive assessment of risks, costs and obligations associated with the particular procurement. The procedure for two stage bidding shall include the following : 01. In the first stage of the bidding process, the Procuring Entity shall invite EoI bids containing the broad objectives, technical and financial eligibility criteria, terms and conditions of the proposed procurement etc. through advertised tenders containing the technical aspects and contractual terms and conditions of the proposed procurement without a bid price. On receipt of the Expressions of Interest, technical discussions/presentations may be held with the manufacturers/ suppliers by the Committee, giving equal opportunity to all such bidders to participate in the discussions.

During these technical discussions stage the Procurement Entity may also add those other stakeholders in the discussions who could add value to the decision making on the various technical aspects and evaluation criteria. Based on the discussions/ presentations so held, one or more acceptable technical solutions could be decided upon laying down detailed technical specifications for each acceptable technical solution, quality benchmarks, warranty requirements, delivery milestones etc., in a manner that is consistent with the objectives of the transparent procurement. At the same time care should be taken to make the specifications generic in nature so as to provide equitable opportunities to the prospective bidders. Proper record of discussions/ presentations and the process of decision making should be kept; 02. In revising the relevant terms and conditions of the procurement, if found necessary as a result of discussions with the shortlisted bidders, the Procuring Entity shall not modify the fundamental nature of the procurement itself, but may add, amend or omit any specification of the subject matter of procurement or criterion for evaluation. 03. In the second stage of the bidding process, the Procuring Entity shall invite bids from all those bidders whose bids at the first stage were not rejected, to present final bid with bid prices in response to a revised set of terms and conditions of the procurement; 04. Any bidder, invited to bid but not in a position to supply the subject matter of procurement due to modification in the specifications or terms and conditions, may withdraw from the bidding proceedings without forfeiting any bid security that he may have been required to provide or being penalized in any way, by declaring his intention to withdraw from the procurement proceedings with adequate justification. 05. If the Procuring Entity is of the view that after EoI stage, there is likelihood of further participation by many more bidders and to avoid getting trapped into a legacy technology, the second stage bidding may not be restricted only to the shortlisted bidders of EoI stage and it may be so declared in the EoI document ab-initio. Thereafter in the second stage, normal OTE/ GTE bidding may be done. Such variant of EoI is called ‘Non-committal’ EoI. It shall be decided if recommended by Committee and approved by Competent Authority.

e) Ability to juggle priorities and deadlines and perform well under pressure;
f) Ability to respond quickly to the maintenance requirement in the post commissioning phase.
g) Awareness on the latest smart technologies for website development.
h) Ability to regularly maintain, update the developed website and Mobile Application as and when required by AIIMS, BBSR.
i) If any changes are required in post commissioning phase then bidder need to provide the same.
(1.4 B Should be supported by relevant documents) OTHER GENERAL TERMS & CONDITIONS :
1. Award criteria & award of contract: The procuring entity AIIMS, BBSR reserves the right to accept or reject any proposal, and to annul the solicitation process and reject all proposals at any time prior to award of contract, without there by incurring any liability to the affected Organization or any obligation to inform the affected Organization or organizations of the grounds for the organization’s action. The award of the contract to the qualified Organization whose proposal after being evaluated is considered to be the most suitable as per marks acquired to the needs of the organization and activity concerned.

2. Arbitration: If any difference arises concerning this agreement, its interpretation or payment to be made there under, the same shall be settled out by mutual consultation and negotiation. If attempts for conciliation do not yield any result within a period of 30 days, either of the parties may make a request to Sole Arbitrator to be appointed by the Director, AIIMS BBSR. Such requests shall be accompanied with a panel of names of three persons to act as the sole arbitrator. In case of such arbitrator refusing, unwilling or becoming incapable to act or his mandate having been terminated under law, another arbitrator shall be appointed in the same manner from among the panel of three persons to be submitted by the claimant. The provision of Arbitration and Conciliation Act, 1996 and the rule framed there under and in force shall be applicable to such proceedings.
3. Legal Jurisdiction: The agreement shall be deemed to have been concluded in Bhubaneswar, Odisha and all obligations hereunder shall be deemed to be located at Bhubaneswar, and competent Court within Bhubaneswar will have Jurisdiction to the exclusion of other courts.
4. Terms of Reference: a) The firm must be a registered body under the prevailing laws of Govt. of India/ State. b) All information, document, photos and data coming in the possession of the firm, as a
result of the execution of the job shall all at time remain the property of AIIMS, BBSR.
c) The firm shall not make or allow to make an unauthorized copy, use, access or other
utilization of these materials commercially or otherwise, directly or indirectly except as
agreed to by the AIIMS, BBSR. The firm shall also ensure complete confidentiality of the
information and data provided for carrying out the job.
d) The firm has to complete the job assigned within the joint agreement time and if the job is
not completed within the stipulated time, a penalty @ 10% of the cost of the uncompleted
job for each day will be imposed on the firm.
e) The AIIMS, BBSR will have no liability regarding transportation, boarding and lodging of the
staff of the firm.
f) Under no circumstances the firm shall appoint any sub-contractor or sub lease the
contract. If violated the conditions, the contract with the firm will be terminated and
Performance Security deposit of the firm shall be forfeited.
g) The Rate once quoted will remain firm and valid for that particular dealing. Any Conditions
of the firm sent along with proposal shall not be binding on AIIMS BBSR.
h) TDS as applicable on date will be deducted from the actual bill submitted for payment.
i) The price accepted and awarded shall be final and no deviation from it will be accepted in
this regard.
j) The selected organization/ firm shall have to complete the job as per terms and conditions
specified above.
k) The procuring entity reserves the right to accept or reject any or all EoIs without assigning
any reason thereof.
l) Conditional offer/ EoI submitted by fax/email or after the due date and time will be rejected.

Evaluation Methodology : The following parameters shall be used for evaluation of bids. The bidders
participated in the EOI shall be awarded marks as per the norms fixed. The bidders securing 60 marks
minimum out of 100 shall be selected and financial bid shall be invited from those qualifying bidders.
