Exterior Membrane Replacement for Metal Frame Buildings SOW 9/11/12 Space and Naval Warfare Systems Center Atlantic, Joint Base Charleston, SC Scope of Work 1. Introduction. Scope of Work

1. Introduction. This Statement of Work (SOW) is for replacement of PVC tension membrane exterior coverings for existing metal frame buildings 3417, 3418, 3419, 3420, 3421, and 3422 originally manufactured and installed by Rubb Buildings Systems. Also, building 3430, a Rubb building, requires renovation to add a new roll-up door on the south side and associated access ramp.

1.1. Location. All buildings are owned by Space and Naval Warfare System Center (SPAWAR) Atlantic and located on Joint Base Charleston (JBC) in Hanahan, SC. Building site maps are provided in Attachment A.

2. Drawings. No drawings are provided with this SOW. The contractor shall field verify all conditions prior to the start of work. Interested contractors may perform a site visit on 18-Sep-2012 to verify existing conditions and gather any information required to support proposal development.

3. Applicable Publications. The latest revision of the following publications form a part of this specification to the extent referenced.

3.1. US Army Corps of Engineers - EM385-1-1 Safety and Health Requirements Manual.

3.2. American Society for Testing and Material (ASTM) - D751 Standard Test Methods for Coated Fabrics. - D2136 Standard Test Method for Coated Fabrics – Low Temperature Bend Test. - D2261 Standard Test Method for Tearing Strength of Fabrics by the Tongue (Single Rip) Procedure

(Constant Rate of Extension Tensile Testing Machine). - D5035 Standard Test Method for Breaking Force and Elongation of Textile Fabrics (Strip Method). - D5733 Standard Test method for Tearing Strength of Non-woven Fabrics by the Trapezoid Procedure.

3.3. National Fire Protection Association (NFPA) - 701 Standard Methods of Fire Tests for Flame Resistant Textiles.

4. Design Criteria, Wind Loads. The tension membrane shall be designed using an exposure category “C” for

determining design wind pressure. The methodology is to be taken from ASCE 7.

5. Submittals. The following submittals shall be provided for government review and approval.

5.1. Shop Drawings. Shop drawings for the enclosure covering all aspects of fabrication, installation, and tensioning. Shop drawings for the roll-up door and access ramp covering all aspects of fabrication, installation, and construction.

5.2. Warranty. Tension membrane 20 year warranty.

5.3. Cut Sheets. Manufacturer cut sheets for roll-up door.

6. Tasks. Provide all required labor, material, tools, and equipment to perform the following tasks. Ensure that the structural integrity and weatherproof envelope of all buildings is maintained.

6.1. Exterior Membrane Replacement. For buildings 3417, 3418, 3419, 3420, 3421, and 3422, completely remove and replace all exterior membranes and associated components including but not limited to PVC coated polyester membrane, pocket tubes, turnbuckle eyes, shackles, and base seal components. Each of these building is approximately 65.7 feet x 150 feet x 17 feet high.

6.1.1. Phasing. Exterior membrane replacements shall be executed consecutively with no more than one building uncovered at any given time. The government shall inspect completed work and provide approval prior to the contractor beginning work on the next building.

6.1.2. Material. The exterior membrane shall be designed to provide a minimum 20 year operational use period which shall include one installation/disassembly cycle per year with appropriate inspection and maintenance. The enclosure shall be clad with a PVC coated polyester fabric manufactured by an approved supplier. The membrane fabric shall be waterproof, weatherproof, and free from defects. The material will be selected from the manufacturer’s standard colors for the sidewalls and the roof will be 80% opaque and 20% translucent white. The material must be UV stabilized and flame retardant and must carry a minimum 20 year warranty. The minimum fabric specification is as follows:

- Base Fabric: Polyester 1100 dtex, 6.9 oz/sy. - Construction: Woven. - Coated Weight (ASTM D751): 28 oz/sy +/- 2 oz/sy. - Tongue Team (ASTM D2261): 180 / 180 lbs/in. - Trapezoid Tear (ASTM D5733): 80 / 70 lbs. - Grab Tensile (ASTM D751): 690 / 620 lbs/in. - Strip Tensile (ASTM D5035): 340 / 335 lbs/in. - Adhesion (ASTM D751): 15 lb/in. - Hydrostatic Resistance (ASTM D751 – Procedure A): >500 psi. - Low Temperature (-40F) (ASTM D2136): Pass. - Flame Resistance (NFPA 701): Pass.

6.2. Roll-up Door Addition. Install a new roll-up door on the south side of building 3430 located between

building trusses as indicated in Attachment B. The new door shall be 14.5 feet wide x 14 feet high and manually operated. The door shall be industrial grade and meet applicable wind codes. Seals shall be installed on doorframe to minimize wind and water infiltration. Provide all associated exterior membrane and building frame modifications required.

6.3. Concrete Ramp. Provide a new concrete access ramp to the new roll-up door for building 3430. The ramp shall have a 1:12 slope, be at least 4 feet wide, and include a 4 foot by 4 foot landing at the top. The landing elevation shall match the building finished floor elevation. The concrete shall be 4000 psi compressive strength and reinforced with 6x6-W2.9 x W2.9 welded wire fabric. The minimum thickness of the ramp shall be 4-inches to include where the nose meets the grade therefore asphalt

removal will be required. Apply a broom finish to the ramp and landing surfaces. Screed and float the concrete to required finish plane with no coarse aggregate visible. After surface moisture disappears, broom or brush the surface with a broom or fiber bristle brush in a direction transverse to that of the main traffic or as directed. The location of the ramp in the opening shall be as directed by the contracting officer.

7. Warranty. Provide a one year materials and workmanship warranty on all features of this contract. Additionally, provide a 20 year warranty on all tension membranes.

8. Building Contents. SPAWAR will be responsible for all building contents during performance of this work. SPAWAR will relocate and/or cover contents as required for contractor access and safe storage.

9. Disposal. All waste generated in the course of the work on this project shall be properly disposed of off of Government property. The Contractor is responsible for all waste disposal.

10. Utilities. The contractor is responsible for locating and protecting all site utilities and associated appurtenances.

11. General Architectural. All new features of work (exterior coverings, roll-up door, ramp, etc.) shall match adjacent similar buildings and features.

12. Access Requirements and Badging Process. There are 2 badges that are required. One is a base access badge that will allow the contractor to get on the base and the other is a SPAWAR badge that will allow the contractor access to SPAWAR facilities.

12.1. Station Badge. The contractor must complete Form 74 for each worker and submit to the USACE Administrative Contracting Officer (ACO) or designated representative a minimum of two weeks prior to required access. The contractor shall package submissions from multiple workers together. Form 74 is provided as Attachment C. The contractor gets a 5 day temporary badge. During this 5 day period, station security runs a background check. After 5 days, the contractor must go to Building 302 and obtain longer duration badge – up to 1 year.

12.2. SPAWAR Badge. For access to SPAWAR facilities, the contractor must submit a list of workers on company letterhead with name, SSN, date of birth, and citizenship status to the USACE Administrative Contracting Officer (ACO) or designated representative. This list will be provided to a SPAWAR sponsor who will make a request to Visitor Control for a badge with the person’s name, company, and duration needed. This is usually a badge stating “escort not required.” Once the contractor gets his station badge he proceeds to Building T-1 for a temporary SPAWAR badge –up to 5 days. If a longer duration badge is required, the contractor returns to T-1 with his extended duration station badge to receive an extended duration SPAWAR badge. The contractor must complete SPAWARSYSCENTLANT Form 5512/3 for each worker and submit to the USACE Administrative Contracting Officer (ACO) or designated representative a minimum of two weeks prior to required access. The contractor shall package submissions from multiple workers together. Form SPAWARSYSCENTLANT Form 5512/3 is provided as Attachment D.

13. Safety. Safety requirements shall be in compliance with the FAR clause 52.236-13, Accident Prevention, and with all pertinent provisions of the latest version of the US Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1, in effect on the date of the solicitation. The Contractor’s Accident Prevention Plan shall follow the format shown in EM 385-1-1, Appendix A – Minimum Basic Outline for Accident Prevention Plan. Prior to commencement of work the Contractor shall meet in conference with the Contracting Officer’s designated representative and other JBC Representatives, as applicable, to discuss and develop mutual understandings relative to the administration of the Safety Program and other contract requirements.

13.1. Hot Work. Any work related activities requiring the use of an open flame or tools that are capable of producing sparks require a “Hot Work Permit”. To obtain a “Hot Work Permit”, contact the JBC Fire Inspector via the USACE Administrative Contracting Officer or designated representative prior to commencement of hot work.

13.2. Cranes. If a crane, crane truck, or any type of weight handling equipment is brought on JBC, it must be inspected by government personnel prior to entering government property.

13.3. Fire. Contractors are under the direct supervision of the USACE Contracting Officer or designated representative and shall ensure that all employees and subcontractors are informed of the JBC fire regulations.

13.4. Smoking. Smoking is not permitted in work areas. Where smoking is permitted, assure that tobacco products are extinguished properly.

13.5. Communications Equipment. Use of any electronic frequency producing device (i.e. cellular phones, radios, etc.) requires submittal and prior approval of Authorization for Amateur/CB Radio/Non Government Stations and Cellular Telephones WPNSTACHASN 23/1 (REV 2300/1 (09/97) onboard WPNSTA Charleston. Base Regulations do not allow non-hands free phones to be used while driving a motor vehicle. Vehicle must be safely and legally parked when using hand-held cell phones.

13.6. Emergency Phone Number. In case of emergency, dial 843-764-7777 or 843-764-7555.

14. Shipping and Handling.

14.1. Material Delivery. All deliveries shall be made during normal working hours on weekdays. The contractor shall provide adequate workmen and equipment to promptly unload, inspect, and accept deliveries.

14.2. Handling. The contractor shall be responsible for unloading, field storage, protection, and transfer to the work area of all materials and equipment required to perform the work. At no time shall materials be dropped, thrown, or dragged over the ground. Damage to any material under its own or superimposed weights shall be cause for repair or replacement as determined by the Contracting Officer. Materials shall be protected at all times.

15. Working Hours. All work shall be performed during normal working hours on weekdays.

16. Period of Performance. All work shall be completed within 120 calendar days of notice to proceed.

17. Payment Estimates. A single lump sum invoice shall be submitted at work completion using ENG Form 93. The form is found online at http://www.nan.usace.army.mil/business/buslinks/contract/ae/ENGForm93.pdf. All pay estimates shall be submitted by email to Cynthia Ruddy at [email protected].

The pay estimate shall also be submitted via US Mail to the address and point of contact below. USACE Charleston District

19. When answering the FELONY question, be honest! If the NCIC investigation produces a positive finding and you answered “NO”, your integrity will be questioned which

will/can lead to denial of installation access.

Any individual convicted of a felony to include but not limited to: murder, assault with intent to commit murder, rape, extortion, robbery, armed robbery, or any drug offense may be denied

access to the installation.

In addition, any individual currently on parole, probation or on the Sex Offender Registry will be denied access to the installation.

HOW LONG DOES IT TAKE

You do not get the form back once it has been turned into the SFS VCC. The form normally takes 72-hours to process; longer if discrepancies are found. We appreciate your patience as we work to

secure Charleston AFB.

CONTRACTOR PASS PROCEDURES

(a) Once the contracting company hires the individual, the individual will be required to fill out all information on the front of this form, so he or she can obtain a pass. It is the responsibility of the

company requesting the contractor pass to verify the validity of the employee’s driver license and legal status prior to the request being submitted. Any individual operating a vehicle on the installation

must insure that it meets the minimum insurance requirements for the installation and the state of South Carolina. The issuance of a pass is a privilege, which can be withdrawn, and the individual can be

barred from base for noncompliance with Charleston AFB policies and or USAF directives. This pass must be in the possession of the contractor at all times while on the installation. Contractor pass

must be visible on the employee at all times and the vehicle pass must be visible inside the POV at all times.

(b) When reporting to the registration office to obtain an identification badge, each employee will present a valid driver’s license or other picture identification and an original Social Security Card. In

order to obtain a vehicle pass, the employee should also provide current vehicle registration and valid vehicle insurance certificate along with the valid driver’s license.

(c) The pass does not allow family members or friends to be sponsored on the installation at any time. In cases when family or friends must drive the contractor to the base, the drop off point is at the base entry gates. Employees are responsible for their own transportation to the job site.

(d) If the contractor terminates an employee, the contractor will confiscate the employee pass and the vehicle pass to be returned to Security Forces in Bldg. 1953 (VCC).

(e) Placing Job ads in the newspapers such as “Respond to the base for information, interviews, or employment,” is strictly prohibited. Companies are required to conduct their interviews and

employee hiring off base.

(f) Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor

employees are returned to the issuing office, Security Forces in Bldg. 1953, Visitors Control Center (VCC)

(g) Failure to comply with these requirements may result in withholding of final payment.
