For the last few days, I have been reading material on radiation damage, energy needs, and public policy in preparation for a talk next week before a gioup of lawyers. Strange words have presented themselves—rad, rem, and frightening words such as lethal-dose-50. This activity prompted me to wonder to what extent have your years at Lincoln prepared you for this imminent world of the 21st Century.

What do you know of the history and culture of China, for example, the people who now constitute 25% of the world's population? What do you know of the history and culture of India, the people who constitute another 15 to 20% of the popula-tion? The projections are that the population of the world cannot stabilize before it reaches 10 billion people, roughly 2 1/2 times what the population is now. Have you thought of the problems of such a world? Especially have you thought of what it means for us, for America? Now we are approximately 6% of the world's population but are using 40% of its energy. Clearly if all the people of the earth were to use energy at the same rate as we, the energy sources would have to be increased about sevenfold. All the evidence now is that such an expansion is impossible. America must look towards using considerably less and less energy in your lifetime.

In your social sciences, you have heard of a statement attributed to Lord Acton that "Power corrupts and absolute power corrupts absolutely." His reference was to political power. Now we may propose a similar aphorism for physical power which is energy per unit of time: "All power pollutes and easily available power pollutes worse." Thus no easy solutions exist. We do not have at present any realistic methods of producing energy acceptable to every group. In the far future, bright young people will devise means of using solar energy and fusion. (Fusion is how the sun generates its energy.) That time seems far in the future, but now we can speculate on "solfus" as being the major future energy sources for mankind.

We hope that Lincoln has aided you in developing the qualities most necessary: the ability to learn on your own and the enthusiasm to learn. Although you may know little of China and India now, you can learn. But above all, you appreciate how crucial is your obligation to learn more of the problems of our society, of which energy may be the most determinative.

One of the greatest mathematicians of our time, David Hilbert, had as his motto: "Wir mussen wissen; wir werden wissen!' "We must know; we shall know." May that spirit go with you from Lincoln. With it you can help wipe away the prevailing appallingly shallow conception of human nature and move man to the just society.
