Sir, I am directed to refer to this Department's letter No. 11-42/20 15-Hort. dated 22 0d May, 2015 conveying the approval of competent authority for implementation of the Centrally Sponsored Scheme on Micro Irrigation (Restructured) under Pradhan Mantri Krishi Sinchayi Yojana (PMKSY) [erstwhile scheme of On farm Water Management in 2014-15] and to convey the sanction of the President to the payment of an amount of ~ 76.86 Lakh (Rupees Seventy Six Lakh Eighty Six Thousand only) during 2015-2016 as balance of first installment (General Category) for implementation of the Scheme in Sikkim. 2. In accordance with the revised procedure, the Reserve Bank of India may please be advised for debiting to the account of Department of Agriculture and Cooperation and passing on the credit to the Central Account Section, for transfer to the State Government of Sikkim. 3. The said Grant-in-aid will be subject to the following conditions and the State Government shall ensure that they are strictly complied with: - a) The grants shall be utilized and disbursed by the concerned implementing agency in accordance with the Operational Guidelines (which were applicable in the year 2014-15 subject to minor modification that the funding pattern between the Central Government Share and State Government Share-is to be kept as 50:50), Annual Action Plan and in accordance with the conditions stipulated in this letter. b) The implementing agency shall maintain proper accounts of the expenditure incurred and submit the statement of audited accounts and· Utilization Certificates to this Department as soon as possible after the closure of the financial year. Sir,I am directed to refer to this Department's letter No. 11-42/20 15-Hort. dated 220d May, 2015

conveying the approval of competent authority for implementation of the Centrally Sponsored Schemeon Micro Irrigation (Restructured) under Pradhan Mantri Krishi Sinchayi Yojana (PMKSY) [erstwhilescheme of On farm Water Management in 2014-15] and to convey the sanction of the President to thepayment of an amount of ~ 76.86 Lakh (Rupees Seventy Six Lakh Eighty Six Thousand only)during 2015-2016 as balance of first installment (General Category) for implementation of theScheme in Sikkim.

2. In accordance with the revised procedure, the Reserve Bank of India may please be advised fordebiting to the account of Department of Agriculture and Cooperation and passing on the credit to theCentral Account Section, for transfer to the State Government of Sikkim.

3. The said Grant-in-aid will be subject to the following conditions and the State Governmentshall ensure that they are strictly complied with: -

19-A under General Financial Rules-2005. The Consolidated Statement of Utilization Certificatealong with statement of accounts shall be furnished to the Government of India annually latest bythe end of June, following the financial year to which it relates.

d) Assets permanent or semi-permanent acquired wholly or substantially, out of the grant by theGovernment of India shall not, without prior approval of the Government of India, be disposed of,encumbered or utilized for the purpose other than those for which the grant is being sanctioned.

e) The accounts of the implementing agency shall be open to Internal Audit of the Principal AccountsOfficer, Department of Agriculture and Cooperation as well as Statutory Audit by the Comptrollerand Auditor General of India at his discretion and he shall have the right to demand the productionof books, accounts, connected vouchers and other documents and papers in this regard.

f) The Implementing Agency shall furnish Physical and Financial Progress Report to this Departmenton monthly basis in the prescribed formats.

g) The Implementing Agencies will follow other terms and conditions contained in the GeneralFinancial Rules 2005, as amended from time to time.

h) Any unspent balance of grant, which is not spent for the purpose for which it is sanctioned duringthe financial year shall be refunded to the Government of India or adjusted for further utilization atthe end of the financial year. The funds shall be transferred electronically through RTGSSystem/Demand Draft to the Implementing Agencies.

i) At least 30% of budget allocations are earmarked for women beneficiary farmers. The guidelinesissued by competent authority in respect of persons with disabilities may also be kept in view fordisbursement of subsidy. This may also be intimated to central Govt. in the monthly progressreport.

4. As per Census of India 2011, the SC and ST population of Sikkim is 5% and 34% respectively,Category wise funds released and head of account to which it shall be debited areas under: -
