during unit swap out.

2/26/2021 ‐ T&S Construction to develop budgetary construction estimate for UNH planning 

purposes. ‐ ON HOLD ‐ During recent heavy rain, it was confirmed that water is percolating up 

between the foundation wall and the floor slab.  This suggests too much water is coming off the 

roof for the perimeter drain to handle resulting in hydrostatic pressure pushing water under the 

foundation wall and/or footing and up between the wall and slab.  While this could possibly be 

considered a design error, it does not suggest improper construction by the original contractor.  

Logical solution is to intercept and divert roof run‐off rather than trying to upsize existing 

perimeter drain, which may not solve the underlying problem of simply too much water.  A 

solution is to line the perimeter drain with waterproof membrane and drain the resulting bathtub 

to an adjacent storm drain manhole.  This is the same approach used at Taylor Hall several years 

ago.  Reached out to term civil engineer Hoyle Tanner & Associates and received a proposal.  

However, project is on hold due to the Universityʹs cash flow limitations.

down below freezing.  Given the room is so small, Phil thinks it unlikely anyone would work 

inside the room and, therefore, it doesnʹt need a fire alarm notification appliance.  I have a price 

from Johnson Controls and can now prepare an FCR.

have received a sketch of the chmber from  Marc Lessard and am waiting for photos and 

response to other questions.  There are two rooms within the chamber.  One is a control room 

and one is an optical calibration room for highly‐sensitive devices used in space.  Sprinkler and 

fire alarm AV notification are required.  Phil Biron suggested an AV in Room 249 itself and 

strobe only devices in the rooms within the chamber.  However, Marc Lessard tells me any 

unplanned light in the enclosure during calibration could damage the equipment being 

calibrated.  Storage on top of the unit is also an issue.  Signage can probably address that issue.  

Once scope is established, I will reach out to term sprinkler and fire alarm contractors for pricing.

need a fire alarm notification appliance because no one is ever enclosed in the chamber with the 

door closed as per Nick Kirsh, the researcher responsible for the room,.  There are ports in the 

top of the chamber for sprinkler and there are specialty extending sprinkler heads made by a 

company in Seabrook specifically for this application.  I have spoken with Nick Kirsh and 

requested information on the foam and coating.  I am working with Johnson Controls to get 

pricing for the speciality sprinkler heads.
