    Team Charge:

    • Establish a zone organization structure for the facilities

    function campus-wide based on the concepts of “central

    deployed, locally managed” facilities employees, and

    defined, uniform, management-level facilities positions

    throughout the university. Transition the Trade Shops to

    a maintenance-focused organization.

    Goal:

    • Strengthen the partnerships between FS and the units it

    serves. Improve service delivery. Establish service

    agreements and tools to measure quality of service.

    Reduce costs.

  • Zone Management Definition:

    • Organizational structure for Cornell’s facilities function that is

    based on areas of the campus and like facilities rather than

    departments or technical function

    • Purpose is to improve delivery of facilities services by

    creating more effective partnerships & accountability

    between central and unit facilities staff, and

    • Establishing a more uniform approach to staffing the facilities

    function in the colleges and units

    • Zone support from the unit side of the partnership will be supported in various

    degrees through Facilities Coordinators, Managers, and Directors

    • Facilities that are not directly connected to a specific college, but have an

    established unit facilities presence, will continue to function the same as in the

    past. Examples: Boyce Thompson Institute and Federal Nutrition

    • Facilities that do not have a specific unit facilities presence have been assigned a

    Zone Trade Crew Implementation Three Core Requirements

    • Increase partnership and accountability by deploying

    trades people by zone rather than by technical

    function: “Locally Managed, Centrally Deployed”

    • Keep the strong technical skills of the trade shops

    • Do not add staff – zone crew leadership positions will

    be filled by existing assist. supers and general

    forepersons

    (Building Care and Grounds are already zoned)

    Zone Trade Crew Implementation

    • Two new zone trade shops plus the Campus Life/SAS Shop

    • Each zone trade shop will have a core dedicated staff, sized for

    corrective maintenance, preventive maintenance, small projects

    • All work requests for Shops services in the zone will go to the

    zone trade shops and most will be managed there: not just those

    that will be executed by dedicated zone staff

    • The central shops will be the home of subject matter expertise

    and specialty services

    • The Shops financial model is unchanged

    Zone Trade Crew Implementation Next Steps

    • Meetings with unit staff who will work with trade crews

    • Select assist. superintendents and work crews

    • Individual unit meetings: work flow and communication

    • Integration/interface of zoned personnel with central shops

    • Hire maintenance assistant(s) and integrate with the trade crews

    • Mechanical Shop/preventive maintenance integration

    • Metrics/Measures of Success

    Zone Trade Crew Implementation Lessons Learned in the Pilot

    • We can’t over communicate about Zone Management

    • Some people on campus have a well defined process for working

    with the Shops and are suspicious about the ZM protocol

    • The pilot zone trade crew is generally very well received by our

    customers– positive feedback on communication and coordination

    • There is a perception that we are forcing emergency calls to flow

    through the zone trade crew intake process: we are not
