FACTA MISSION
The mission of FACTA is to enhance professional growth and
communication among test administrators employed at regionally
accredited postsecondary institutions in the State of Florida.
FACTA actively advocates and supports the National College
Testing Association’s (NCTA) Professional Standards and
Guidelines. Our mission is accomplished by working in
partnerships with the Florida Department of Education
(FLDOE), the Florida Board of Governors (BOG), the
Independent Colleges and Universities of Florida (ICUF), and
testing agencies while always keeping the needs of the employee’s
institution at the center of decision-making.

Message from the President
reetings and welcome to the 4th Annual FACTA Conference. It is such a pleasure to be here at College of Central Florida in beautiful and historic Ocala. As President for 2013, I intend to continue the FACTA vision by focusing on redefining committee objectives and
encouraging member involvement.
For FACTA to keep the dream alive there must continue to be strong member involvement. The membership is the key. My number one goal is to grow our membership while at the same time increase member commitment. We need to take the time to engage the membership in key decision making, ask for suggestions, and ask how as an organization we can make changes that will benefit all. We must keep our mission focused by continuing to work in partnerships with the Florida Department of Education (FLDOE), the Florida Board of Governors (BOG), the Independent Colleges and Universities of Florida (ICUF), and the testing agencies while always keeping the needs of the employee’s institution at the center of decision making.
As I start my new journey, I have to thank all the past presidents who set a strong foundation for me to follow. I will continue to focus on objectives that were important to them and create new objectives for the future. The journey will always have the same destination, but I will make some small detours along the way.
This year’s conference theme ―New Trends in Testing‖ will focus on test security and the surge in Distance Learning. The keynote speaker will be Dr. Lou Woodruff. We are most appreciative of our FACTA business members who are supporting us again this year: ACT/COMPASS; Assessment Technologies Institute, LLC; College Board: ACCUPLACER & CLEP; CTB/McGraw-Hill; McCann Associates; Pearson; and Wonderlic. Also, we welcome our four new business members (Exam Ave. LCC, Prometric, RegisterBlast, and Lenovo-Stoneware). Two of them, Dario Cuicas from Prometric and Dwight Pittman from RegisterBlast, will be presenting at our conference this year.

Dr. Lou Woodruff
Dr. Lou Woodruff earned three degrees from Temple University where he was enrolled as a student for 20 consecutive years. He taught music at the elementary through college level, including positions as a high school and college band director. In a parallel career Lou has taught Psychology at four colleges over the past 34 years, earning an Associate Professor rank. Lou’s career in testing began with 20 year tenure at Educational Testing Service where he held leadership positions in Test Center Management, Program Direction and Information Systems & Technology. He retired from ETS in 2002 as Executive Director of CBT. Following his ETS career, Lou worked as Testing Director at Bucks County Community College, during which time he also served on the NCTA Governing Board. As the NCTA President, Lou expanded membership categories, developed the NCTA National Test Center Certification Program, launched the NCTA Grant Program, facilitated expanded initiatives between NCTA and State Testing Organizations, and increased NCTA membership by over 50%. Currently Lou serves as an NCTA Senior Board Advisor. He is teaching on the Psychology faculty at Bucks County Community College and on the Music faculty at Mercer County Community College in NJ, where he conducts the Mercer County Symphonic Band. Lou is also a Senior Security Consultant with Caveon Test Security.

Conference Presenters Michael Childs, Testing Assistant, Hillsborough Community College
Michael Childs is the first Testing Assistant at the South Shore Campus of Hillsborough Community College, now in its fifth year. He’s a creative problem solver. An environmental practitioner racing towards his sixth decade, he enjoys bicycling and running. He also chairs the Exemplary Practice Committee of FACTA.
Dario Cuicas, Territory Operations Manager, Prometric, Inc
Mr. Cuicas has a degree in International Business from Dade College and long career in International Sales and Operations. Using his fluency in English, Spanish and Portuguese and expertise in international markets, he has been managing the regional operations for Prometric for the East U.S, Latin America and the Caribbean for over 9 years. Prometric has a large network of Academic and IT test centers around the world and Dario Cuicas manages a big part of it. He acts as the liaison between Prometric’s testing partners and the corporation while ensuring test centers maintain the highest operational and security standards. Most recently, he made Latin America, a leading region in IT test volumes for Prometric and has successfully implemented exam sales for Prometric in 7 of the leading Latin American currencies.
Tammy Duddy, Coordinator of Testing Services, University of Louisville
Tammy Duddy is currently the Coordinator of Testing Services at the University of Louisville in Kentucky. She began working in the testing field in 1992 as the Secretary in the Testing Service’s Office after leaving a position with Sullivan College as the Dean of Student’s Administrative Assistant. Over the past 20 years, Tammy has worked herself up the ladder of positions in the Testing Office and has been the Coordinator for over 10 years now. Tammy holds a Bachelor’s Degree from the University of Louisville and is the single mother of two children, Samantha (14) and Devin (8).
Beverly Duncan, Consultant/Trainer, Vocational Research Institute Beverly Franklin Duncan is a Consultant / Trainer / Regional Manager whose expertise in the field of vocational evaluation and adult education help leaders in Education, Workforce Development, Rehabilitation, and Corrections find quality career decision making systems to meet the needs of their consumers. Beverly earned her Bachelor’s Degree at Florida Atlantic University and Masters Degree at the University of South Florida. She was blessed to join the leadership team at Vocational Research Institute, a division of JEVS Human Services in 1986 where she helped launch CareerScope, an assessment of interest and aptitude in 1996.

Keith Henry, Senior Assessment Manager, CollegeBoard
Keith Henry, from the College Board, is the Senior Assessment Manager serving the New England and Middle States regions. He holds a Masters degree from North Carolina State University in Curriculum and Instruction and brings experience in both education and industry to The Board. As an educator, Keith has taught at both the elementary, secondary and graduate levels. In the educational technology industry, he has helped schools successfully implement technology-based solutions to enhance student achievement through sales, training, and management roles. In his current position as Senior Assessment Manager, he partners with both high schools and higher education institutions to enhance college readiness and success by providing training, service, and support for both ACCUPLACER and CLEP assessment tools.
Michael Johnson, National Adult Education Manager, CTB/McGraw-Hill Companies Mike has been with CTB/McGraw Hill for 8 years and involved with Adult Education for over 18 years. As the TABE National Manager, Mike is responsible for guiding the development of all the TABE assessments to meet the needs of both Adult Learners in ESL and Basic Skills programs.
Scott Kramer, Vice President of Business Development, McCann Associates Scott Kramer is a Veteran Sales Professional with over 15 successful years of technology and software experience. His working knowledge of software platforms, content delivery and industry experience makes him a valuable asset to McCann Associates. Much of his extensive knowledge and experience are from within the education system. Scott has transformed the Assessment industry by launching innovative products within partnerships that he has formed with the Florida Department of Education and the Virginia Community College System. He graduated with Honors from Southern New Hampshire University and is a current member of the American MENSA Association.
Dot McGinnes, Consultant, CollegeBoard
Dot McGinnes is the retired Coordinator of Assessment at Santa Fe College (SFC) in Gainesville, Florida. She is currently employed as a part-time Admissions Advisor at Santa Fe. Dot has served as a consultant and trainer for The College Board’s ACCUPLACER program since 1999. She is a member of the National College Testing Association (NCTA) and an emeritus member of the Florida Association of College Test Administrators (FACTA).

Dwight Pittman, President, Registrar Blast
Dwight Pittman founded RegisterBlast in 2003, which provides online registration services to colleges and universities across the country. The idea of RegisterBlast came to Dwight after attending the 2002 NCTA conference held in Philadelphia, while representing another company in a different industry. Before RegisterBlast, Dwight was Chief Operating Officer for a distance education publishing company where he served for 10 years. This experience gave him the opportunity to understand the needs of Testing Centers and students. Dwight is happily married to Cindy and they will celebrate their 20th wedding anniversary in August. They have four children ages 18, 16, 15 and 13.
Silvio Rodriguez, Director of Test Administration and Program Evaluation, Miami Dade College
Silvio Rodriguez, Director of Test Administration and Program Evaluation in the Office of Institutional Effectiveness for Miami Dade College. He is the College’s Institutional Test Administrator since 2000, co-chairs the College’s Academic and Student Support Council – Research and Testing Committee, has 23 years of standardized testing experience including Miami Dade College – Medical Campus Director of Testing, is past Co-President of the Florida Association of College Test Administrators and currently chairs the NCTA’s State and Regional Organizations Committee.
Steve Saladin, Director of Testing Services, University of Idaho, NCTA President
Steve Saladin is a Licensed Psychologist with the rank of Professor at the University of Idaho where he is the Director of Testing and Assessment in the Counseling & Testing Center. He has been involved in testing and assessment for over 30 years and teaches courses and trains graduate students in psychological assessment. He has been a member of NCTA since its inaugural conference in 2000 and has served on a number of committees, the Governing Board and is currently the President of NCTA.
Matthew Schultz, Director of Psychometric Services, McCann Associates,
Matthew Schultz, Ph.D., Director of Psychometric Services for McCann Associates, is involved in all research design, data collection and analysis activities. Dr. Schultz has over 20 years of varied research experience in the areas of educational research, personnel selection and market research. His work has focused on the application of analytic methodologies and statistical approaches for practical solutions to business and research questions. Prior to joining Vantage/McCann Associates, Dr. Schultz worked as a Test and Measurements Specialist for the City of New York, a Research Scientist for the Law School Admissions Council and a Statistician/Analyst at GlaxoSmithKline. He has taught statistics, research methods, tests and measures, and industrial psychology courses at Moravian College. Dr. Schultz earned his B.A. from Rutgers University and his M.A. and Ph.D. from Fordham University’s Psychometrics program.

Conference Presenters Theresa Scott, Assistant Director, Florida Atlantic University
Theresa Scott is the Assistant Director of Testing and Evaluation at Florida Atlantic University. She has served in this role since 2005. Theresa worked as a Project Manager for many years prior to coming to FAU. Theresa is currently the President of FACTA. She is actively involved in NCTA. Theresa is a member of the NCTA Governing Board, Chairperson of the Marketing Committee and a member of the Test Center Certification Committee.
Kimberley Smith, Director of Access Services, College of Central Florida Kimberley Smith has been the head of the Access Services department at the College of Central Florida since 2001. She has a B.A. from Eckerd College and M.A. from Florida State University. For several years she lived in Texas and taught at Austin Community College. She also worked for the ACC Testing Center and the Students with Disabilities Office at the University of Texas before returning to Florida.
Cindy Sproehnle, Assessment Center Director, Gateway Community & Technical College Cindy Sproehnle is currently Assessment Center Director at Gateway Community & Technical College. After serving in Newport, Ky., Independent Schools as an educator for many years, she joined Gateway as an admissions counselor in 1996 and accepted her current position as Assessment Center Director in 2000. Sproehnle was elected as Gateway’s staff representative to the board of directors in 2007 and re-elected to a second three-year term in 2010. Sproehnle holds a bachelor’s degree from Vanderbilt University and a master’s degree from Xavier University. She served in leadership positions in the Northern Kentucky Counselors Association and the Kentucky Career Development Association. She participated in the Northern Kentucky Educational Leadership Class of 2000, the KCTCS President’s Leadership Seminar of 2007-08 and was named Gateway’s New Horizons Staff Award winner in 2005. She was also recently appointed to serve on the Board of the Directors of National College Testing Association.
Richard Turner, Assessment Manager, Florida State College at Jacksonville
Richard Turner, Assessment and Certification Center Manager at Florida State College at Jacksonville, Kent Campus and Cecil Center Assessment Centers. He has served in this position for approximately 18 months. He is a retired Master Chief (E-9) from the United States Navy where, among other things, he served as a command Career Counselor and Educational Services Officer (at multiple commands). Richard is currently serving as the Treasurer for the Florida Association of College Test Administrators.

Conference Presenters Marc Webb, Director of Testing, Miami Dade College, Medical Campus
Marc Webb is the Testing Director at the Medical Campus of Miami Dade College. He has served in that capacity for the last 10 months. Prior to his role as a Testing Director at Miami Dade College, he was the Test Center Manager at the Lake Worth Campus of Palm Beach State College for 5 years. He was also an Academic Advisor for 4 years at Palm Beach State College. In addition to his work in testing, Marc is an adjunct professor of developmental education at Palm Beach State College teaching courses such as Strategies for College Success, prep English, and prep reading. Marc is one of the founding members of FACTA. He served in many roles with FACTA since its inception in 2008 including the role of president in 2011. Currently, he is a FACTA council member for 2013-2014.
Dr. Timothy G. Wise, Vice President of Student Affairs, College of Central Florida Dr. Timothy G. Wise is the Vice President for Student Affairs at Central College of Florida. Dr. Wise, who graduated from Forest High School in 1974, was most recently Dean of Student Services and Professor of Psychology at the Norfolk Campus of Tidewater Community College in Norfolk, VA. In addition to his responsibilities as Chief Student Affairs Officer at Tidewater Community College, he was academic dean for Student Development Courses, chair of the Retention and Student Success Committee, chair of Black History Month and Urban League Events, and a member of the Academic and Student Affairs Council, Council of Deans and Administrative Staff Organization. The Norfolk Campus of Tidewater Community College served 9,920 students in 2006-2007.
From 2004 to 2007, Wise served as Associate Vice President of Operations and Student Development Services/Dean of Students at Florida A&M University in Tallahassee.
Gay Withers, Coordinator of Collegewide Testing, Brevard Community College Gay Withers has worked in Testing at Brevard Community College for the past fourteen years. Previously an Academic Advisor, she moved into Testing as one of only two campus Testing professionals responsible for standardized testing. Today she holds the position of Coordinator of Collegewide Testing, leading a department of six employees. Each of the four campuses houses a full time Testing Specialist, as well as a full time Workforce Development Testing Specialist who works directly with Industry Certifications. Brevard Community College is proud to be a charter member of FACTA. BCC will ask for approval to be the newest institution to join the State Colleges system requesting a name change to Eastern Florida State College July 1 of this year. Initially, the college will offer a Bachelor of Applied Science Degree in Organizational Management with two concentrations — general management and health care management — in Fall of 2013.
