fACUlTY fiATS While on sabbatical, David Bogen presented "Laws of General Applicability, Freedom of Speech and the Free Exercise of Religion" at a University of Sydney Law School staff semi- nar in Sydney, Australia, last March. Richard Booth's article, "Limited Liability and the Efficient Allocation of Resources," was published in 30 Northwestern University Law Review 140 (1994). He also authored "Vicarious Liability and Securities Fraud," pub- lished in Securities Regulation Law Jotirna/Vol. 22, 347 (1995). Maxwell Chibundu was a Presenter at the United Nations Rights, Ethics, and Legal Protections Symposium on Intellectual Disability, June 30, 1995. Hungdah Chiu authored The Chinese Yearbook of Intern- ational Law and Affairs Vol. 12 (1994) . He was also a partici- panr at the United Nations Congress on Public Intern- ational Law in New York, March 13-17, 1995. Karen Czapanskiy presented "Gender Equality Under the U.S. and South African Constitutions: Some Preliminaty Considerations," at the Toward the Final Constitution: A Critique of the Present Constitution from a Gender Perspective-The Way Fo rward conference sponsored by Community Law Cenrre of University of the Western Cape, Cape Town, South Africa, on Januaty 28, 1995. She also presented "Violence Against Women: A Preliminaty Look at the New South Africa" at the Annenberg Public Policy Center of the University of Pennsylvania on April 1, 1995. Jerry Deise spoke on "Crime and Criminals: Elderly Inmates" at the 13th Annu al Maryland Gerontological Association 's Diversity in an Aging Society Conference. Donald Gifford talked on "American Competitiveness: Is the Legal System at Fault?" at the Serjeant's Inn meeting in Baltimore last November. Also, he was keynote speaker on "The Law: Resolving, Creating and Avoiding Controversy" at the Harford County Board of Education/Harford County Bar Association Program for High School Students in April. Dan Goldberg's article, "Tax Subsidies: One-Time vs . Periodic-An Economic Analysis of the Tax Policy Alternatives," was published in 49 Tax Law Review 305 (1994). A second article, "The Tax Treatmenr of Limited Liability Companies: Law in Search of Policy," was pub- lished in 50 The Business Lawyer 995 (1995). Joan O'Sullivan spoke on "Legal, Ethical and Medical Considerations in End of Life Medical Treatment" with George Taler, MD, of the University of Matyland School of Medicine at the Together We Serve: Spiritual Support and Social Responsibility Conference in Marriottsville. She also discussed "Guardianship: Representing the Alleged Disabled Person" at MICPEL last October and November.

Robert Percival presented "Environmental Protection Policy for the Developing World: Lessons from U. S. Environmental Law" at the IRIS-MongoIia Workshop on Environmental Policy, Ministry of Nature and the Environment, Ulan Bator, Mongolia, las t February.

JUDGE MICHAEL WARING LEE '78

The

University of

Maryland

School of

Law lost a

great friend

and valued colleague with

the death of Michael Waring

Lee, class of 1978, the Chief

Justice of the Baltimore

Orphans Court.

Judge Lee's great uncle,

Everett Waring, was the first

African-American admitted

to the Maryland bar.

Following in that tradition ,

Judge Lee became the first

African-American to head a

court in Maryland. His work

on that court stressed adher­

ence to proper procedure

and professionalization of

the court.

As a student, Mike Lee

was co-chair of the Moot

Court Board. After gradua­

tion, Judge Lee took that

interest and ability to new

levels. For almost a decade

he has been the driving

force in Maryland's first year

introduction to appellate

advocacy program, drawing

on his many friends among

teachers, alumni and other

judges and attorneys to sit

on panels to train the stu­

dents. His class was known

for his meticulous attention

to each phase of both brief

writing and oral argument.

Judge Lee was a loyal

alumnus of all of the institu­

tions that he attended, and

he was always willing to give

of his time to support their

programs and to help young

students. We will miss him

greatly.
