1. INTRODUCTION

FIEDMC has been established by Government of the Punjab on the basis of Public Private Partnership to achieve orderly, planned and rapid industrialization. The main objective is to develop a chain of new industrial estate along with upgrading the existing ones in a dynamic and innovative manner and providing solution to the problems of prospective entrepreneurs.

FIEDMC establishing a modern industrial city known as M-3 INDUSTRIAL CITY (formerly FAISLAABAD INDUTRIAL CITY) spread over an area of about 4,500 Acres at intersection of Sahianwala on Motorway M-3.

This report is Financial Bids/Proposals Evaluation Report for the bids/proposals received for the Services as envisaged in Annexure-A.

2. DOCUMENTS

Invitation to Bid/Proposal For Engineering Consultants’ Services (Electrical) was published in daily newspapers Dawn & Nawa-e-Waqt and at PPRA-Punjab and FIEDMC websites on 25.02.2015 (Ad along with the details/documents is attached as Annexure-A) with the following particulars:

Submission of Bids/Proposals 13th March, 2015 up to 1100 hours

Opening of Bids/Proposals 13th March, 2015 up to 1130 hour

The documents were required by the interested Consulting Firms/Consultants/JV to be downloaded from the PPRA Punjab and FIEDMC Websites.

3. RECEPIT & OPENNING OF BIDS/PROPOSALS

On the date of bids/proposals opening date i.e. 13.03.2015, bids/proposals of following eight (08) Consultants/Consulting Firms/JV(s) were received and opened at 1130 hrs on 13.03.2015 at FIEDMC Office; bids/proposals receiving and opening statements recorded on the day of bids/proposals receiving and at the time of bids/proposals opening are attached here as Annexure-B:

INVITATION TO BID/PROPOSAL

For Engineering Consultants’ Services (Electrical)

Faisalabad Industrial Estate Development and Management Company (FIEDMC) intends to

procure engineering consultancy services of an Electrical Consultant and hereby solicits

bids/proposals from consulting firms / consultants (Registered with Pakistan Engineering

Council), who have relevant expertise and experience for the services as per the details

available at FIEDMC and PPRA Punjab Websites.

For selection of Consultant/Consulting Firm, Least Cost Selection method shall be used as

envisaged in Punjab Procurement Rules 2014.

Bids/Proposals in duplicate, based on the documents, which can be downloaded from

FIEDMC and PPRA Punjab websites, should reach the office of the undersigned at or before

1100 hours, on 13/03/2015. Any bid/proposal received after the deadline for submission of

bid/proposal shall be returned unopened. Bids/Proposals will be opened at 1130 hours on the

same day, in the presence of bidder’s representatives who choose to attend at the same

address.

Punjab Procurement Rules 2014 and Standard Form of Contract for Engineering Consultancy

Serves (Time Based Assignments) prepared by Pakistan Enginering Council shall apply.

Qualification Criteria

The Consultants / Consulting Firms must meet the following criteria for the

responsiveness of their bids/proposlas:

Consulting firms / Consultants must have valid registration with Pakistan

Engineering Council.

Consulting firms / Consultants must completed at-least 03 projects of

similar type(s) within last five years, 2010-2014; proof should be appended

with the bids/proposals.

o 03 projects related to design and construction supervision of

132kV/11kV Sub-Stations.

o 03 projects related to design and construction supervision of 11kV

network.

Consulting firms / Consultants must have at-least one project in hand of

similar type. Proof of it should be given with the bids/proposlas.

Description of Services

Design of 132kV/11kV Sub-Staion at M-3 Industrial City and its approval

from FESCO/NTDC. The design shall be based on WAPDA Standards.

Design of 11kV network emanating from the existing & intended Sub-

Station and its approval from the cercerned authorities. The design shall be

based on WAPDA Standards. The design shall be considering the actual

load(s) of the industries at M-3 Industrial City.

All steps regarding pre-qualfication of contractors, preparation of bidding

documents, tenden notice, evaluation of bids etc.

Construction Supervision (including Contract Management) of

132kV/11kV Sub-Station and 11kV network upto their completion(s) and

defects liability period(s) etc.

Works at Site for the proper and efficient supervision of the Works and for the

Services as envisaged herein; the consultant may deploy more staff as per the

needs/requirements of Works; remuneration, nevertheless, shall be as stated

hereinabove for the Services as envisaged. Site Facilities like transport, office,

computer, telephone, resident etc. will be given to the Consultant through the

construction Contract.

In response of some queries, following is hereby intimated:

Query Response

(***) it is stated in para graph under

these steric on last page of your RFP

that the expression “Work means …..

adjustment” and may be substituted

by as under:

“Contract Price means the price

stipulated in the Letter of

Acceptance; nad the payment to the

consulting firms /consultants shall be

equal to the quoted percentage of the

payable amount to the Contractor”.

The reason is that when the

consultant is to include in his price

8% withholding tax and 16% sales

tax than the percentage of Contrator’s

money should be also based on gross

payable before deduction of taxation.

Bid/Proposal is hereby reproduced as

under and it is quite clear:

However, for the clarity, the word “net”

should be replaced with “gross”; “Gross

Work Done by the Contractor without any

Price Adjustment” shall be the basis of

elaborate whether these charges

pertaining to the testing and

commissioning of the completed

services by FESCO/NTDC or any

other charges.

These include all/any charges/fee etc.

regarding approval of design, testing or

commissioning etc.

Under the qualification criteria, it is

required that the Consutlant has

executed six projects in last five years

and 1 such project is in hand.

Keeping in view, form the sechedule

given in your RFP for a single 132

KV Grid Station, it seems to be very

hight figure. Instead of three projects

each performance in two projects are

also enough as a proof of capacity of

the Firm. It is not the total number of

projects executed by a consultant but

the questions of executing so many

projects in last five years in which

each projects takes over two years.

Bullet two of the Qualification Criteria

should be replaced as under:
